Nzahabwanimana who was opening a two weeks training on civil aviation state safety program and safety management system at The Manor Hotel, said that where aviation safety is guaranteed is a contribution to development.<\/p>\n
\u201cThe Government has accorded high priority to aviation safety and will continue to work closely with stakeholder to enhance aviation safety.\u201d Says Minister Nzahabwanimana.<\/p>\n
The training which attracted over 30 regulators, industry and aviation stakeholders operating in Rwanda, was organized by the International Civil Aviation Organization- African and Indian Ocean region (ICAO-AFI) in collaboration with the Government of Rwanda.<\/p>\n
In 2007 an audit was conducted by ICAO\u2019s Universal Safety Oversight pointed out that Rwanda\u2019s inadequacy of qualified aviation personnel is the main hindrance to the fulfillment of Chicago Convention and participation in the global aviation market.<\/p>\n
According to the training facilitators the scope of the course is to provide Safety Management Concepts in line with ICAO standards and Recommendation practices, and also to develop skills that facilitate the implementation of a state safety program.<\/p>\n
\u201cIf Rwanda fulfilled its obligations concerning aviation safety, whilst RDC or any other country did not, ICAO\u2019s purpose would not be met, therefore ICAO ensures the cooperation of all its 190 member states in all the domains of civil aviation.\u201d One facilitator Zo\u2019o Minto\u2019o said.<\/p>\n
ICAO was established in 1994 as a specialized agency of the United Nations that promotes the safe and orderly development of international civil aviation throughout the world.<\/p>\n
It sets standards and regulations necessary for aviation safety, security, efficiency and regularity, along with aviation environmental protection. <\/p>\n","protected":false},"excerpt":{"rendered":"
