While leaders often acknowledge shortcomings and offer apologies, the recurrence of the same issues\u2014poor planning, inadequate budgeting, and weak inter-institutional coordination\u2014points to systemic deficiencies rather than isolated lapses.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The repeated justification of \u201cwe forgot to plan\u201d or \u201cthere was no budget\u201d suggests a need to strengthen strategic foresight and institutional discipline. Effective governance demands anticipatory planning, where priorities are aligned with resources in a timely and coherent manner.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Equally concerning is the apparent lack of follow-through.
