    Parliament, women network advise on pregnancies as DNA test services planned soon

    {Parliamentarians in collaboration with Rwanda Women’s Network have requested the government to take severe measures against men that impregnate young girls including harsh legal redresses.}

    The matter has been raised by Rwandan Parliamentarians’ Network on Population Development (RPRPD) at the parliament last week during talks regarding how university students can be helped to access reproductive health services.
    A parliamentarian John Luku-Rwabyoma noted that the role of boys and men in reproductive health should be taken into account.

    “Why should we keep quiet in case a boy impregnates a young girl?” he wondered.
    He advised that men and boys should be made to embrace and respect moral values since impregnated girls are mostly exposed to risks than they do.

    “Boys must understand that impregnating girls is wrong; it is neither a pride nor one of Rwandan values for someone intending to build a strong family devoid of instability. Children from earlier relationships are bound to cause conflicts. Boys should abstain aor or use condoms,” he considered.

    Ancille Niyibigira working with Rwanda Women’s Network also said that boys should be sensitized through campaigns to be accountable of their behaviours.

    The Minister of Gender and Family Promotion (MIGEPROF), Oda Gasinzigwa, says that only girls are blamed by society, yet boys are equally responsible for the unwanted pregnancies. who have a partner with whom they made sex. She further argues that the government and partners should think of ways of managing the situation including penalties for boys impregnating girls.

    “The society should intensify efforts against unwanted pregnancies, including legal actions,” said the minister.

    The permanent secretary in (MIGEPROF Umulisa Henriette, recently warned that fathers that deny support to children claiming they are not theirs will be taken for DNA tests since the services will soon be introduced in the country.

    Kirehe local leader arrested over assault, attempted adultery

    {A local leader has been arrested for assault, attempted adultery and encroaching on a person’s privacy at odd hours. Butera Antoine, the executive secretary of Rwesero cell, Kirehe sector of Kirehe district is detained at police station over alleged attempt to commit adultery with a woman of an ordinary citizen he leads. The attempt was realized as Butera Antoine conducted patrol.}

    The attempt of wrongdoing was held during the night preceding Christmas on 24th December, 2015 when Butera was found at the residence of a neighbor, Munanira Edouard, displaying some romantic gimmicks to the woman.

    Munanira ,talking to IGIHE, said that the incident took place in the midnight of the said date when he went out to see people who were making noise in a neighboring home, only to return and finding the cell executive secretary romancing with his wife. Munanira says that the cell executive secretary beat him immediately as he tried to ask why he invaded his household.

    “He was leaning on her back, his hand holding the woman’s buttock…but the woman told me that they had no appointment,” said Munanira.

    Butera, detained at Kirehe police station, told authorities that the man requested him to enter his home for conversations and soon closed the door. He adds that Munanira asked him for Rwf 100,000 to reopen the door, which he declined and the fighting then ensued.

    Munanira told IGIHE that he has never asked the cell executive secretary that amount of money.

    The executive secretary of Kirehe sector, Bihoyiki Léonard told IGIHE that Butera is detained for alleged assault and encroaching on the privacy of a citizen at odd hours.

    Gambia orders female workers ‘to cover hair’

    {The Gambia’s government has banned its female employees from leaving their hair uncovered at work, a leaked memo quoted by private newspapers says.}

    Women should use a “head tie and neatly wrap their hair”, the memo said, without giving reasons for the ban.

    Last month, The Gambia’s President Yahya Jammeh declared the Muslim-majority country an Islamic republic.

    He added that no dress code would be imposed and citizens of other faiths would be allowed to practise freely.

    The Gambia is popular with Western tourists because of its beaches.
    Mr Jammeh withdrew the former British colony from the Commonwealth in 2013, describing the organisation as neo-colonial.

    The memo, dated 4 January and published in the pro-opposition Freedom and JollofNews newspapers, said that an “executive directive has been issued that all female staff within the government ministries, departments and agencies are no longer allowed to expose their hair during official working hours”.

    “All are strictly advised to adhere to this new directive,” it added.
    Some 90% of Gambians are Muslim.

    When Mr Jammeh declared The Gambia an Islamic republic, he said the move was in line with the West African nation’s “religious identity and values”.

    His critics said the declaration was intended to deflect attention from the poor state of the economy, including the rise in the price of basic commodities.

    Many Muslim scholars believe that Islam requires Muslim women to cover their hair in public.

    However, the requirement is not strictly adhered to in The Gambia.
    First Lady Zineb Yahya Jammeh has previously appeared in public with her hair uncovered.

    In November, the Gambian leader banned female circumcision, saying it was not required in Islam.

    Mr Jammeh, who seized power in 1994 as a 29-year-old army lieutenant, is accused by rights activists of presiding over a brutal regime which is intolerant of dissent.
    The European Union temporarily withheld aid money to The Gambia in 2014 over its poor human rights record.

    Electricity cable thieves go on rampage in Rusororo

    Eleven widow-headed households in Rusororo sector of Gasabo district have been left in an electricity black-out after cables connecting their houses to the national grid were stolen during the festive season 2015.

    They have now requested for thorough investigation of the village patrol men that are paid to secure property and families. They further request to assess carefully the incident and re-install the lost cables saying that the patrol didn’t accomplish its duties by the time cables were stolen.

    “They first disconnected electricity; People thought it is usual since we had experienced intermittent power supply before. The power was off until morning when we realized the cables were stolen,” said one of the residents.

    Widows told the media that they pay Rwf 1000 monthly, contributing to welfare of village patrol and wondered how such robbery can take place even with the service of a patrol car.

    The executive secretary of Rusororo sector, Akimana Tebuka Faustin, says that the investigation is ongoing adding that new measures to strengthen patrols have been adopted. He also promised the stolen cables will be re-installed.

    “We have no yet caught the thieves but the investigation is continuing in collaboration with security organs,” he said.

    {A sixty four old woman has been found dead at her home with no immediate establishment of the cause of death. Mukantabana Irena, of Mubuga village, Kacyuma cell of Gashonga sector has is most likely to have died days before her body was discovered. }

    Jean Bosco Ndabananiye, the acting executive secretary of Gashonga sector said that they thought of visiting the old woman after neighbors expressed concern for having spent time without seeing her.

    On Sunday 3rd January 2016, local leaders went to her place only to find her dead inside her house. It was realized that she has been hit on head.

    “Citizens said that they last saw her on Thursday. When we got to her residence around 8:00 pm, the dead body was rotting but her domestic animals were not stolen,”
    said Jean Bosco Ndabananiye.

    The dead body of the old woman has been taken to Mibirizi hospital for autopsy. Mukantabana Irena was living alone since her children stay in Nyamasheke and Kigali.

    {Kiyanja village leader in charge of Ubudehe from Rugese cell, Rurenge sector in Ngoma district has been caught red-handed receiving a bribe of Rwf 20,000 to allow a resident receive a cow from Girinka program yet the individual’s economic status doesn’t fall in that category.}

    Gaston Kalisa, 45, accused of bribery is detained at Kibungo police station and has accepted that he has taken part in the wrongdoing.

    “As we normally do to donate cows in Girinka program, we evaluate beneficiaries to receive cows. However, the village leader told me he talked to the officer in charge of socio-welfare in the sector who said that the resident doesn’t deserve a cow. We declined to hand him the cow. Thereafter, the village leader called me and said that there was no longer any barrier to giving out the cow since the citizen accepted to give me Rwf 20000 as a gift,” he said.

    The Eastern Province police spokesperson, IP Emmanuel Kayigi said that investigations have started after which the culprit will be arraigned before the court.
    “The man has been caught receiving a bribe. We are conducting an investigation to gather more evidence to bring him to justice,” he said.

    If found guilty, Kalisa would be sentenced to five years or a fine ranging from doubling to multiplying ten times the received amount as per 642 article of the penal code.
    Girinka Munyarwanda program was launched by the President Paul Kagame with the aim of fighting malnutrition, improving farm production, reduce food insecurity as well as boosting livelihoods of poor households.

    Citizens themselves in collaboration with local leaders are involved in the selection of who should receive the donation after assessing his/her capacity to take care of the cow.

    Parents Forum to embrace livelihoods improvement

    {The Minister of Gender and Family Promotion, Oda Gasinzigwa has observed that Parents Forum (Akagoroba k’ababyeyi) is doing well in the resolution of domestic conflicts and revealed that its envisaged new policy will include development talks other than concentrating on conflicts resolution.}

    The parents forum was launched in 2010 as an effort to tackle home conflicts through negotiations.

    Gasinzigwa said that the forum is organized to have an improved functioning of communities through discussions and exchange of experiences.

    Migeprof has planned to extend talks to aspects of improving household livelihoods and incomes other than concentrating on domestic conflict resolution alone.

    “Another embedded issue is that parents’ forum is not meant for discussing only disputes, but extends to development where people discuss and provide information leading to economic growth,” said Oda Gasinzigwa.

    During the recent discussions held in the parliament on 30th December 2015, Gasinzigwa observed that parents’ forum should not be taken to be a platform for illiterate people.

    “The parents’ forum brings together people from all walks of life. We should collectively participate in the forum and make our contribution,”She said.

    Even though men’s participation in parents forum is not well defined, the minister revealed that the ongoing mobilization will bring their participation into a better focus.
    Some participants in parents’ forum have started up cooperatives which helped them to save and access credit to generate projects enhancing their incomes and welfare.

    Somalia:’Three injured’ in Mogadishu suicide attack

    {No group has claimed responsibility yet but Al-Qaeda affiliated Al-Shabaab extremists have carried out a raft of similar attacks in the past. }

    The attack targeted the Village Restaurant, an eatery in the south of the city popular with journalists and government officials which was already hit by a deadly suicide bombing in 2012.

    “There were several journalists and other people in the restaurant when the bomber blew himself up. Thank God he is the only one who died in the explosion. Three other civilians were wounded,” said Abdulahi Ibrahim, a senior police official.

    Idris Abdi, a witness, said the assailant “targeted journalists who were having tea” and who “ran away after becoming suspicious about this man who had wires hanging from his chest.”

    “There was a heavy blast and I saw injured people,” he said.

    In September 2012, around 15 people were killed when two suicide bombers blew themselves up in the same restaurant.

    No group had yet claimed responsibility for Saturday’s attack but Al-Qaeda affiliated Al-Shabaab extremists have carried out a raft of similar attacks in the past.

    The Al-Shabaab are fighting to overthrow the internationally-backed government in Mogadishu, which is protected by 22,000 African Union troops. The insurgents have lost ground since being routed from Mogadishu in 2011 but continue to stage regular shooting and suicide attacks.

    On Friday evening, police in Mogadishu displayed the bodies of three alleged Shebab fighters who they said were killed during an attack on a police station in Huriwa district in the north of the city.

    “The police repelled the attackers. Three of the fighters were killed and their weapons confiscated, including an RPG (rocket-propelled grenade),” Mogadishu police commissioner General Ali Hersi told reporters.

    “The gunmen fired an RPG at the building and partially damaged it but they were repelled by the police after a shootout lasting nearly 40 minutes,” Mohamed Osman, a witness, said.
