    {A box containing two dead bodies of babies was yesterday found in Kabahizi cell, Gitega sector of Nyarugenge district.

    Residents of the location in which dead bodies were found told Radio Flash that sex workers may be behind the horrendous act.

    “In this locality, there are children from 14 to 15 years engaged in prostitution and others below. Probably they are responsible for the dreadful act,” said one resident.
    “The crime is commonly done by dismissed domestic maids who engage in prostitution,” said another resident.

    The executive secretaries of Kabahizi cell, Mukarutabana Angelique also suspects sex workers to be the culprits.

    “We have found bodies of two babies in box. Investigations are ongoing to pursue the offender but the major suspects are prostitutes. Police are handling the case,” she said.

    Dr Besigye promises to probe Teso killings

    {Forum for Democratic Change presidential candidate Kizza Besigye yesterday promised to inquire into the killings that resulted from insecurity in Teso sub-region and other parts of the country.}

    Dr Besigye had visited what residents of Ogooma village in Nyero Sub-county, Kumi District, say is a mass grave in which more than 300 people killed during the insurgency that followed President Museveni’s ascent to power in 1986 were buried.

    “We shall have a truth and reconciliation commission where we shall inquire into everything that happened in our country,” Dr Besigye said at Ogooma, “We must inquire into it so that those responsible are known.”

    An unknown number of people were killed in Teso sub-region during the counter-insurgency war the government forces waged in Teso as Mr Museveni sought to consolidate his hold onto the country between 1987 and 1993. The residents blame many of the killings on National Resistance Army soldiers.

    Calls for inquests into war-related deaths in different parts of the country, including Luweero Triangle, Acholi and much of northern Uganda, have been rising for years, with Uganda Peoples Congress president Olara Otunnu being a strong advocate of the inquiry.

    Maj Gen Mugisha Muntu, a former army commander and now FDC president, said at the mass grave site: “We have not had a government with the courage to exorcise the ghosts of our past.” He said the FDC government will deal with the issue.

    Dr Besigye called on the people of Ogooma to back him as a way of ensuring that such problems are solved.

    “That is why this election is not an ordinary election. It is a liberation process,” Dr Besigye said.

    He repeated his pledges to re-stock Teso, revamp agriculture and improve education and health.

    Before visiting the mass grave site, Dr Besigye visited the boundary between Nyero and Mukongoro sub-counties in Kumi District, which cars cannot cross.

    According to residents, Shs1b was committed to building a bridge over Okokoro stream to connect the two sub-counties about 10 years ago but nothing has been done.

    On his final day of campaigns in Teso, Dr Besigye campaigned in Kumi and Bukedea districts.

    Police seize woman who killed boyfriend over TV remote

    {Police have arrested a woman who allegedly stabbed her boyfriend to death in Huruma, Nairobi, after a quarrel over which television programmes to watch.}

    Nairobi County Police Commander Japhet Koome said 27-year-old woman identified as Caroline stabbed her 25-year-old boyfriend on Tuesday night.

    “The two were in their house when a quarrel ensued over who should take the remote control. The woman then took a kitchen knife and stabbed her boyfriend in the lower abdomen and thigh,” Mr Koome said on Wednesday.

    The 10 pm attack happened when a soap was going on one channel and a football match on another.

    Mr Koome said the victim was rushed to the Huruma Nursing Home where he succumbed to his injuries.

    “We plan to arraign the woman as soon as we are done with the investigations,” Mr Koome said, noting cases of people killing their spouses have been an the increase in the country.

    Neighbours who have recorded statements at Starehe Police Station said they heard the couple quarrel before a commotion ensued.

    They said they later heard the man scream, asking the woman why she had stabbed him. This prompted them to rush into the couple’s house.

    “By the time we arrived, the woman had already left and the man was bleeding profusely. We called the police before taking him to hospital,” a neighbour told the police.

    The incident comes just three days after a man stabbed his one-and-half-year-old son in the stomach before attempting to kill himself in yet another a bizarre incident in Ruaraka, Nairobi.

    Mr Emmanuel Ayoyi, 30, is still admitted at a hospital in Nairobi under police guard while his son is also fighting for his life in the Intensive Care Unit of the same hospital.

    The boy’s mother told the police she had a quarrel with her husband before leaving for work the previous night. She left the husband and the son in the house and went to a restaurant in Ruaraka where she works as a waitress.

    She came back on Sunday morning only to be given the bad news.

    Starehe OCPD Alice Kimeli said the man attempted suicide by stabbing himself in the neck but neighbours rescued him and took both to hospital.

    REPORT THREATS TO POLICE

    On Wednesday, police spokesperson George Kinoti asked the public not to ignore threats to life by spouses.

    “The rate at which spouses are killing or injuring each other is very disturbing and it is time everyone takes such threats seriously to avert deaths,” Mr Kinoti said.

    He said a threat to life is a serious offence and called on those who have been threatened to report to the police.

    This will enable police keep an eye of anyone reported to have issued threats to thwart fatalities, he added.

    Last week, in another shocking attack, a woman was reportedly stabbed by her husband in Wajir.

    The mother of four had to be flown to Nairobi for surgery to remove the knife that was lodged in her jaw.

    In another incident, a man allegedly killed his girlfriend and left her body in the house in Nyayo Estate, Nairobi.

    Neighbours discovered the decomposing body five days later after foul smell started emanating from the house.

    The man was later arrested and is currently facing murder charges.

    Gicumbi SACCO security guard injures colleague, kills self

    {A security guard at Umwalimu SACCO from Byumba sector of Gicumbi district has shot his fellow security guard after which he shot himself dead. }

    The mayor of Gicumbi district, Mvuyekure Alexandre, has told IGIHE that Nkundukozera Pascal first shot his colleague and later committed suicide. His colleague that he shot, Gahunde Emmanuel, has been taken to Byumba hospital where he is getting treatment.

    “The incident happened yesterday at 3:40 pm. Both Mvuyekure and Gahunde were security guards Byumba Umwalimu SACCO branch. Mvuyekure shot Nkundukozera in the belly as he was parking a motorcycle on which he was traveling. Thereafter he shot dead himself,” he said.

    Nkundukozera’s body has been taken Byumba morgue of Byumba. Investigations to establish the motive of murder and suicide have started.

    Police foil highway robbery in Rulindo

    {Police in Rulindo District have arrested two men who allegedly plotted to rob a Kigali-bound truck carrying alcoholic drinks along Musanze-Kigali highway. }

    Police identified the suspects as Eric Ndayisaba and Pierre Rutaganda currently detained at Shyorongi police station.

    On January 12, around midnight in Rusiga Sector, the duo is said to have mounted a moving truck belonging to Bralirwa as it transported hundreds beer crates.

    The suspect managed to cut open the truck holder tent which made at least 130 crates to fall from the truck.

    According to Supt Sano Nkeramugaba, the Rulindo District Police Commander‎ said they received a call from people reporting about the highway theft and they responded immediately.

    Police managed to recover 87 crates although 46 others were still missing by press time.
    ‎The crates were ‎recovered from the suspects.
    “We thank the public that tipped us as the robbery was under way since some of the stolen crates were hidden in about 800 metres away from the scene of robbery,” said the Supt. Nkeramugaba.

    He added that when people take part in maintaining their security, fighting criminality becomes easy.

    “We are currently searching for four other suspects connected to this robbery and there is no doubt, with the public cooperation, we will apprehend them and recover other missing crates,” said SP Nkeramugaba.

    The suspects risk a jail sentence of up to two years if found guilty as stipulated by article 300 of the penal code.

    The article states that, “Any person who commits theft without violence or threat shall be liable to a term of imprisonment of six months to two years and a fine of two to five times the value of the stolen property or one of these penalties.”

    Kenya:4 charged with forging President Uhuru Kenyatta’s signature

    {Four men have been charged with forging a letter and President Uhuru Kenyatta’s signature to con Hot Point Appliances Limited boss Shailesh Kanani on December 21 last year.}

    Mr Reuben Wasike Situma, Mr Ismail Ibrahim, Mr Keith Lee Henney Bockle and Mr Stephen Kimani presented the letter to Mr Kanani claiming the President’s private secretary Jomo Gecaga had written it inviting him to State House to offer his company a tender.

    The accused demanded a Sh15 million bribe before the said State House appointment. They were released on Sh100,000 bond each.

    The case will be heard on April 13.

    {Theft of domestic animals during night has forced residents of Cyungo sector, Rulindo district, to accommodate them (animals) inside their houses, triggering another risk of contracting disease. }

    Talking to members of the press, the residents said that they are left with no option other than accommodating the animals inside their residences.

    “No one can dare leave a domestic animal in the shed or kitchen overnight since thieves may steal them,” said one resident.

    “Nothing is nowadays kept outside overnight. Even pigs are accommodated inside houses,” said another resident.

    The citizens say that they conduct patrols but still thieves go behind them and steal animals and other properties. They however criticize the light punishment given in case a thief is caught red handed, saying most are released within a short time.

    The governor of Northern province, Bosenibamwe Aimé, has however discouraged residents from sleeping with animals in their houses.

    ‘We requested all residents with cows to build communal cow shades to facilitate communal herding and breeding,” he said.
