    Kirehe porters angry and hungry over nonpayment

    {“The entrepreneur owes me 25,000. And I need it for upkeep. I used to come here every day, work and go back home empty handed. I have a family to support. I need to buy soap. Why doesn’t he pay us?” That is how Nyiramana Béatrice who has been working as porter starts her lamentation, narrating to IGIHE correspondent. }

    She has been a porter and among other casual workers that participated in the construction of a crafts center locally known as ‘Agakiriro’ launched recently in Kirehe sector of Kirehe district but the owner has failed to compensate them for their services. . She is now wallowing in need and lack. And she is angry and hungry. She is not alone.

    Another worker, Juvenal Ntirivamunda, one of the masons, has said that it is now four months without getting paid.

    “We are experiencing hardships since it is four months without getting paid. We have spent our efforts expecting to get our payments. Our families are starving,” he said.
    The businessman who constructed the crafts center, Anatole Bizimana, however says he’s surprised to hear that some workers were not paid.

    He told IGIHE that he was going to investigate the case to establish whether the people he delegated to pay workers instead misused the wages.

    “I hand payments to those responsible for paying workers at the end of every month. Probably, some of them may have missed when others were getting paid. I am following up their case and will pay them shortly,” he said.

    The deputy mayor in charge of social welfare in Kirehe district, Jacqueline Murekatete assured that they are going to follow up the matter until it is resolved.

    Several killed in police raid on Cairo apartment

    {Ministry of Interior says three policemen and one civilian killed at an apartment near the famed Pyramids.}

    At least three policemen and one civilian were killed in a blast at an apartment on Thursday in Giza, east of Cairo, the Interior Ministry said in a statement.

    Thirteen people were wounded, the ministry statement said, without specifying if they were civilians or policemen.

    According to the ministry, the suspects, who it said were affiliated with the banned Muslim Brotherhood group, were planning attacks and had been making explosives at an apartment in Haram district near the famed Pyramids.

    The explosives went off as security forces raided the apartment, the statement added.

    “Police had information that a group of Muslim Brotherhood members were preparing to carry out aggressive acts in the coming days using explosives and crude bombs,” the ministry said on its Facebook page.

    “This group was using an apartment in a Cairo building, and on Thursday night the police raided this apartment where they found a number of crude bombs.

    “When the bomb squad expert were dealing with one of the bombs, it exploded killing three policemen, one civilian and two unidentified men.”

    Egypt has seen a wave of attacks since the military deposed President Mohamed Morsi in 2013.

    The explosion in the capital’s Al-Haram district, near the pyramids, came ahead of next week’s anniversary of the 2011 revolution that ousted longtime autocrat Hosni Mubarak.

    The interior ministry has warned against any “chaos” on Monday, and has boosted security across Egypt, including around the capital’s iconic Tahrir Square — epicentre of the anti-Mubarak revolt.

    Tunisia protest: Clashes as demonstrations spread

    {Protests over youth unemployment have spread to several towns and cities in Tunisia, leading to the death of a policeman in clashes on Thursday.}

    Demonstrations began in the northern Kasserine region after a man was electrocuted while protesting at being rejected for a government job.

    In the town of Feriana, a policeman died after his car was overturned.
    Unemployment has worsened since the 2011 revolution, when President Zine al-Abidine Ben Ali was ousted.

    The revolution was triggered by struggling market stall owner Mohamed Bouazizi killing himself in Sidi Bouzid.

    Some of those demonstrating this week said many of the social problems highlighted in 2011 had not been resolved.

    More than a third of young people are unemployed, with 62% of Tunisian graduates without work according to the OECD.

    “We have been waiting for things to get better for five years and nothing has happened,” Yassine Kahlaoui, a 30-year-old jobseeker, told the Associated Press in Kasserine, where police fired tear gas at demonstrators near government buildings.

    Meanwhile, the office of Prime Minister Habib Essid said he was to return home early from the World Economic Forum in Davos, and would visit Kasserine on Saturday.
    Unemployment was a major problem affecting Tunisia, Mr Essid said in a speech in Davos on Thursday, adding “we do not have a magic wand to end it in a short period of time”.

    {Traders from Nyagasambu market located in Rwamagana district have decried the poor hygiene conditions of the market yet they always contribute for the market’s cleaning.

    Cleaners paid to clean the market to collect garbage and waste which they then dump in the market proximities which repels away buyers.

    Innocent Byiringiro, a vendor of clothes in the market, told IGIHE how the poor hygiene increases losses. “Buyers always get disgusted as they approach the market, complaining of a smelly environment. When it rains, a pond forms by. We wonder why such inaction remains yet we are always requested to pay cleaning fees,” he said.

    Fiston Rwabukwisi, another vendor in the market also wondered why poor hygiene remains while they pay Rwf100 daily in addition to monthly taxes of Rwf 4000.
    Some of them are worried poor hygiene will breed diseases. They requested local leaders to address the matter.

    The mayor of Rwamagana district, Abdul Karim Uwizeyimana has said that the matter has persisted for long. However, he said that they are seeking how to address the matter as they await to modernize the market.

    Man arrested with forged driving license in Nyamasheke

    {Police in Nyamasheke district have arrested a 34-year old man identified as Jean Bosco Nkunzingoma after he was found in possession of a forged driver’s license.}

    Nkunzingoma was arrested on January 16 following a tip off from the Motorcyclists who had seen him with a forged license.

    According to the police, Nkunzingoma approached a group of commercial motorcyclists seeking for employment as a taxi-moto operator; they asked him if he had a driver’s license, which he showed to them.

    However, motorists realized that his license was a forgery and immediately alerted the police that arrested him.

    Upon his arrest, Nkunzingoma told the police that he bought the fake license at Rwf 140,000 in mid 2014 and pledged to collaborate with them in further investigations.

    Nyamasheke District Police Commander, Senior Superintendent of Police (SSP) Paul Byuma, said that “means to acquire a driver’s license have been eased; there should never be reasons for any person to use a forged one.”

    The arrest of Nkunzingoma came a few weeks after police in the same district also arrested Ernest Sezerano early this month as he was driving with a fake license.

    SSP Byuma pointed out that forged licenses can be easily detected and went on to warn anyone that could be holding such fake ones or involved in forging them.

    “Issuing or holding a forged license is criminal and punishable by the law. Since the process to acquire a driving license has been made easier and brought closer to communities there is no reason of being involved in any malpractices.”

    in March last year police conducted a crack down operation on forged licenses and arrested about 80 people in connection with using and producing forged driver’s license which successfully had stopped their circulation.

    Article 609 of the Penal Code indicates that any person who forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, discharged obligations shall be liable to a term of imprisonment ranging from five to seven years and a fine of Rwf300,000 to Rwf3 million.

    Any person who knowingly uses a counterfeit document shall be liable to the same penalty as the person counterfeiting a document, according to the Penal code.

    Burying the dead on your land is prohibited–MINALOC

    {The Ministry of Local Government (MINALOC) has reminded Rwandans to bury dead bodies in public cemeteries based on the law guiding the use of graveyards released in 2013.}

    Residents in some parts of the country have been expressing challenges of lacking where to bury the dead, others saying cemeteries are far from their homes, requiring money for transport which at times is not readily available thus burying on their own land.

    Some residents from Cyanzarwe and Rubavu sector of Rubavu district say that they have no public cemetery while residents from Gikomero sector of Gasabo district say that the public cemetery is too far from their residences.

    Talking to IGIHE, the communications officer from the Ministry of Local Government, Ladislas Ngendahimana said that it is against the law to bury on one’s land.
    “We remind them that it is prohibited to bury dead bodies in a place which is not earmarked or not a public cemetery,” he said.

    He adds that Rwandans must adopt the law nº 11/2013 of 11/03/2013 published officially in May 2013 stating the usage of cemeteries.

    “What we remind citizens is included in the law. When the law is published in the official gazette, it must be adopted,” said Ladislas Ngendahimana.

    Commenting about citizens who say that public cemeteries are far, Ngendahimana said that the law spells that each sector must have a public cemetery.

    “We have no cases of sectors lacking cemeteries. Again, every village can’t have a cemetery. Citizens must seek where the cemetery must be located in collaboration with local leaders,” he said.

    The 27th article of this law indicates that a district leader can confirm to bury out of a public cemetery in case an individual or a family request it for clear reasons. The decision is supposed to be communicated to the minister regarded with public cemeteries and the president of district advising committee.

    Pakistan attack: ‘My son died protecting his guests’

    {Residents express anger and grief following the attack on Charsadda university which left 20 people dead and 50 injured.}

    Local residents and officials have expressed anger and grief after unidentified gunmen entered the Bacha Khan Universityin northwest Pakistan and opened fire at students and teachers, killing 20 people and wounding at least 50 others.

    Fakhar-e-Alam, a 37-year-old cook at a school hostel, was one of those killed in Wednesday’s attack on the university complex in Khyber-Pakhtunkhwa’s Charsadda town.

    Speaking to Al Jazeera hours later, Shah Hussain remembered what his his son told him before leaving for work earlier that morning.

    “He told me: ‘I have guests coming today and I must get to work as soon as possible. It is my responsibility to take care of them’,” said Hussain.

    “When the gunmen attacked the hostel, he took his guests to a room and locked the door behind them in an attempt to hide them from the terrorists.

    “Once he did that, he ran to close the gate where he was shot dead by a gunman.

    “My son would always make sure to take care of his guests. This was a matter of pride for him and, look, he even died protecting his guests.”

    The university, named after the founder of an anti-Taliban Awami National Party and a Pashtun activist, Abdul Ghaffar “Bacha” Khan, was hosting 600 visitors for a poetry recital on the anniversary of the founder’s death.

    “The university was always under threat because of its association with the Awami National Party and Bacha Khan. The [Pakistani] Taliban staged minor attacks at the university in the past as well,” said Zaheer Iqbal, former assistant director of planning and development at Bacha Khan University.

    “Security has always been poor at the university. It was, without doubt, an easy target for the terrorists.

    “I knew my life was in danger at the time of my employment at the university, I was unsure every morning whether I would come back home alive, which is why I quit my job.”

    The mastermind of the deadly 2014 attack on the Peshawar Army Public School, Umar Mansoor, from the Pakistani Taliban, initially claimed responsibility for the attack in a Facebook post on Wednesday.

    But the claim was later denied by the the group’s spokesman, Mohammed Khorasani, who condemned the the attack in a statement, calling it “against Sharia”.

    ‘Take matters in hand’

    Witnesses to Wednesday’s attack described horrific scenes of violence, but also recalled attempts by staff and students to fight back against the gunmen.

    Among those who tried to counter the attack was Assistant Professor Dr. Hamid Hussain, 37, who taught organic chemistry at the university,

    Students say he was shot dead as he tried to shoot back at the attackers.

    “I saw him pulling out his pistol and running towards the scene. He fired at the militants, but was immediately shot dead,” a student, Saad Shafqat, told Al Jazeera.

    “We will all do the same. He left a message behind for us before dying. If the government [and] security officers cannot provide us security, we will take matters in our hands.”

    Hussain leaves behind a wife and two children.

    “My sister is [devastated] after hearing about the death of her husband. The entire town is in tears, we are all mourning. Something needs to be done, we can’t keep losing our loved ones,” said Naseem Akhbar, Hussain’s brother-in-law.

    “He will be remembered for his bravery, he took the bullets in an attempt to save his colleagues and students.”

    A district official, who wished to remain anonymous because he was not authorised to speak to the media, told Al Jazeera that residents of the district carry guns for their safety “as the security situation is getting worse by the day”.

    “I don’t blame them, why wouldn’t they carry guns if attacks like these happen every now and then? We’ve been asking for a security team in the district and security checks for a very long time now, but nothing so far,” he said.

    “This university was under threat for a very long time, everyone knew. Even the intelligence team received a warning about this attack, but no action was taken.

    “Many people were ready to leave their homes and use their own weapon to fight the terrorists in the university, including me.”

    Many expressed their anger and grief at the Pakistan government through a Twitter hashtag #Bloodandtearsonly as the university attack brought back grim memories of the 2014 Peshawar school attack that killed more than 150 people, mostly children.

    Last month, Pakistan executed four men linked to the school massacre, which were carried out by hanging at a prison in the city of Kohat in the KPK region.

    Thousands engage in campaign against illicit drugs in Gatsibo

    {Thousands of residents of Gatsibo District include the majority youth, converged at the Teachers Training Centre in Kabarore Sector to witness the public destruction of varied contrabands of illicit substances and to participate in the mass campaign against drug abuse.}

    The exercise was also attended by the district Mayor, Richard Gasana and other local leaders, the DPC Supt. Eric Kabera and the Chief prosecutor of Nyagatare Intermediate court, Innocent Rukundo.

    Among the destroyed narcotic drugs are 175 cartons of Zebra waragi and over 100 litres of Kanyanga, both illicit gin banned in Rwanda, and cannabis. The illicit substances were seized from sellers and users in the last three months.

    The exercise was also attended by over 360 students, who completed senior six and currently attending civic education training – Itorero – in Kabarore.

    Mayor Gasana commended the existing partnership between Police and residents, but added that the remaining gap continues to give way for drug dealers to continue with their unlawful business that leaves the youth as majority vulnerable.

    “If your children are not victims it’s those of your neighbor and friend. We have seen children abandoning schools as addicts; some families are breaking up because one of the spouses spends family income on illicit drinks while women are assaulted by their husbands under the influence of these narcotic substances,” Gasana said.

    “But the good thing is that the dealers could also be your neighbor, friend or even you have knowledge of who they are and where they are operating. By reporting them to police, you will be fighting theft, gender based violence and conflict, and promoting safety and security in the community,” he added.

    Supt. Kabera thanked the residents for providing information that led to the seizure of the destroyed illicit substances, and arrest of individuals involved.

    He urged them to be active agents of community policing in their communities by providing timely information on wrongdoers and suspicious people, tighten Irondo (night patrols) noting that most drug dealers hide under darkness to traffic narcotics like cannabis.

    Prosecutor Rukundo took the residents through the laws that prohibit and punish drug dealers, abusers and even those who induce others like children to inhale the drugs.

    Use and sell of illicit drugs are punishable under articles 594, 595 and 596 of the Rwanda penal code.

    Making, selling and use of narcotic drugs and psychotropic substances attracts a prison sentence of up to five years and a fine of up to Rwf5 million under article 594 of the penal code.

    Facilitating another person to use drugs attracts a penalty of up to three years in prison and a fine of Rwf500, 000 to Rwf5 million under article 595 while under article 596, inducing a child to use narcotic drugs is punishable with an imprisonment of between five and seven years.

    Kirehe resident dies of suspected poisoned local brew

    {A woman, Nyirakanani Espérence, resident of Nyakabungo cell, Mpanga sector of Kirehe district has died after drinking sorghum beer suspected of having been poisonous. Other people who shared the same drink with the deceased have since experienced diarrhea and have been taken to health centers for further diagnosis and treatment. }

    The husband of the deceased, Célestin Muhashyi, said that someone may have poisoned the local brew when they were in field since other people who tasted the same drink in the morning were not affected.

    The executive secretary of Nyakabungo cell, Jean d’Amour Mupenzi has said that others who shared the same drink with the deceased headed for traditional healers over fears that they are getting bewitched.

    Mupenzi said that he cannot confirm whether it was poison or not since unhygienic conditions can as well cause stomach upsets and food poisoning.
