    Former street children in Bugesera form anti-crime club

    {Former street children in Bugesera District have formed an anti-crime club through which they will reach out to other children that could be still engaged in unlawful activities.}

    The club composed of 60 youngsters was formed on January 29 during their meeting with police.

    The former streets children are currently at Gitagata rehabilitation centres.

    The youth said that their main focus would be to get their fellow youngsters from streets or in other illegal activities like drug abuse.

    Assistant Inspector of Police (AIP) Cyprien Uwiragiye, the District Community Liaison Officer (DCLO) of Bugesera, thanked the youth for the initiative and pledged Rwanda National Police’s support to make their club successful.

    “Your determination to form this club will be the power to your success…always know that police will be here to support you. As a team, no doubt your policing activities will impact on others to build a crime-free society,” said AIP Uwiragiye.

    He urged them to respect rules governing the rehabilitation centre, respect their superiors and desist from anything illegal they could be involved in, especially abusing drugs.

    Josée Uwajeneza, the director of Gitagata rehabilitation centre, said that the youth have been shown change during their stay at the centre, and thanked the youth for their initiative to form an anti-crime club.

    He urged them to heed to Police’s advice and to always call police, should they witness or encounter anything illegal or suspicious.

    Mentors in Bugesera told to reinforce anti-crime clubs in schools

    {Heads of secondary and primary schools in Bugesera District have been called upon to facilitate anti-crime clubs established in their respective schools to effectively conduct their community policing initiatives.}

    The call was made by various officials on January 28 during a meeting that brought together 150 mentors including Sector Education Officers, and the District Education Officer.

    Pricilla Uwiragiye, the district vice Mayor in charge of Social Affairs, thanked the head-teachers for their performance last year, but added that every year should “bring something new in mentoring knowledgeable and focused students free from any crime.”

    Thanking Rwanda National Police (RNP) for going an extra-mile to involve students and establish anti-crime clubs in schools, Uwiragiye said that the success of these clubs depends mainly on the head teachers to aid them and be their patrons and matrons in their debates and awareness to fight and prevent crimes, especially those that are common among the young generation like abusing drugs.

    AIP Cyprien Uwitonze, the District Community Liaison Officer (DCLO) of Bugesera, urged that head teachers to reinforce and involve activities of anti-crime clubs in the school programmes.

    These anti-crime clubs play a vital role in raising awareness against crimes through their debates, and help their fellow youth to understand their role in fighting and preventing crimes,” AIP Uwitonze.

    There are currently over 800 anti-crime clubs established in schools.

    Two killed in Rubavu car accident

    {Two people have been killed and six injured in a car accident when a vehicle they were traveling in from Musanze to Rubavu drowned in Sebeya river, Kanama sector of Rubavu district today morning .}

    The car which carried passengers drowned after its side mirror hit a cyclist.
    Talking to IGIHE, the spokesperson of traffic police, Supt Jean Marie Vianney Ndushabandi, attributed the accident to the driver’s reckless driving.

    “The driver hit the cyclist, got distracted, tried looking behind at the cyclist he had hit, lost control and smashed into the river,” he said.

    Ndushabandi appealed on drivers to be steadfast while driving to avoid similar incidents.
    Bodies of the deceased and those injured have been taken to Rubavu Hospital.

    {Members of parliament have expressed worries over uncompleted projects that have been underway in the past five years. During a 10-day familiarization in in Rusizi district, the MPs cited Nkombo Guest House, Giheke Dairy, chicken’ breeding center and Rusizi butchery among others. }

    “There are stunted projects such as Nkombo Guest House which has not been operational since its completion, yet a lot of cash has been spent on its construction. Some cooperatives have stopped operating. We have advised local leaders to respect their duties and be committed to the people they lead, “said Mwiza Espérance, an MP.

    The mayor of Rusizi district, Frédéric Harerimana, said that some projects are supported by government institutions which fail to fulfill funding obligations and jeopardize large projects.

    Honourable Mwiza revealed that they’ll talk to government institutions concerned to assess their role in stalling such projects.

    The district officials said Rwanda Agriculture Board is among the institutions that have failed in their funding obligations and so stalled Giheke dairy,

    Gicumbi water system vandalized

    {Vandals have destroyed pipes of the Gicumbi water project distributing water from the main reservoir, only two days after the Rwf 955 million project was launched. }

    The water project was constructed in Mutete sector supplying water in Zoko and Kisaro localities. First construction activities started in 2007. Local leaders realized that the project, after utilizing Rwf305 million was not designed well since residents living at the elevated land of Zoko could not get water supply.

    In 2013 construction works of the water canal were renewed and was the inaugurated on 23rd January, 2016 at a cost of Rwf650 million.

    Talking to IGIHE, the deputy mayor of Gicumbi district in charge of economic affairs, Kagenza Stanislas expressed disappointment over bad news that the inaugurated water canal was broken.

    “They have vandalized the system and water is flowing out. After learning about the case I talked to leaders of the local area in which the pipe was broken. I requested them to mend the destroyed water pipe. It is difficult to understand how it got destroyed without at least one month of activity,” he said.

    Kagenza said that some residents of Mutete used to travel 5 kilometers to fetch water before the destroyed facility was introduced. Two big water reservoirs were constructed in Mutete sector with a capacity of 125Cm3.

    Suicide attackers hit Cameroon marketplace

    {Report says at least 29 people killed in series of strikes on village market near northern border with Nigeria.}

    At least 29 people have been killed after at least three suicide bombers carried out a series of attacks at a market in northern Cameroon, Al Jazeera has learned.

    The coordinated strikes occurred in the village of Bodo near the border with Nigeria on Monday, a source in Cameroon’s military told Al Jazeera.

    The first explosions struck the road leading to the market. The second and third blasts hit the entrance and interior of the marketplace.

    It was the second bombing incident to hit Cameroon this year. On January 13, a suicide bomber killed 12 people and wounded at least one other in an attack on a mosque in northern Cameroon.

    In December, two female suicide bombers also blew themselves up in Bodo.

    The attacks occurred about 27km from the town of Fotokol, also near the Nigerian border, which had been the subject of previous attacks last year.

    No one has claimed responsibility for the latest attacks, but Cameroon and neighbouring countries have been carrying out offensives against the Boko Haram group, which declared allegiance to the Islamic State of Iraq and the Levant (ISIL) in 2015.

    Boko Haram’s grip on the region has suffered as a result of assaults launched by local armies and a multinational force.

    Last December, Cameroon reported killing at least 100 Boko Haram fighters and freeing 900 hostages.

    Boko Haram, which wants to implement a strict form of Islamic law in Nigeria’s northeast, has launched attacks in Nigeria and neighbouring countries including Cameroon over the past few months.

    The group was using Cameroon’s impoverished far north to stockpile supplies and recruits until the government crackdown last year.

    Cameroon is part of an 8,700-strong regional force led by Nigeria against the group. The United States has contributed military supplies and troops for assistance.

    On Monday, the United Nations and partners are appealing for more than $820 million to help refugees and others affected by violence in Cameroon, Nigeria and Central African Republic.

    Boko Haram’s six-year fighting has killed about 20,000 people and displaced 2.3 million, according to Amnesty International and the UN.

    Two arrested over impersonation

    {Police in Rwamagana District is holding two men accused of impersonating police officers and defrauding several traders by threats.}

    Jean Claude Nkundwanabose and Elise Uwukunda were apprehended on January 24 in Rwamagana town after area residents informed police.

    Area residents told Police that four men dressed casually, who were traveling in a vehicle registration number RAA343U, at about 6pm they entered one of the shops in Rwamagana and introduced to a shop attendant, a woman, as police officers.

    “One of them said that he was the judicial officer for Rwamagana District. They threatened to arrest my wife, who was in the shop accusing her of selling Kanyanga (illicit gin) if she doesn’t offer them a bribe,” Laurent Gahiza, one of the victims, said.

    “My wife gave them Rwf5, 000, which they declined saying that it’s little. She called me from the backyard and when I reached there they also threatened to handcuff me accusing us of selling kanyanga, and out of continued threats, I offered them Rwf50, 000, they put me in their car to the bank where I withdrew the money and gave it to them,” Gahiza narrated.

    According to the Eastern region spokesperson, Inspector of Police (IP) Emmanuel Kayigi, after a suspicious resident called Police, a road-block was mounted along Rwamagana-Kigali highway and they were intercepted in Ntunga.

    “When they saw a Police checkpoint, they abandoned the vehicle and attempted to runaway, but they were pursued and two of them were arrested, and search for others continues,” IP Kayigi said.

    Preliminary investigations indicate that the ring defrauded four shops in Rwamagana that day. In another shop, they are said to have defrauded the owner of Rwf150, 000, under similar tricks.

    “We were able to arrest these suspects because of the vital part the residents played, and through this partnership and timely information sharing, it is clear that crimes can be combated and criminals can’t get away with it,” IP Kayigi emphasised.

    Under article 318 of the Rwandan penal code, any person who, intentionally obtains a property belonging to another person fraudulently or by using false names or qualities, to give rise to hope or fear of harm and obtains a part or whole of a fortune shall be liable to a term of imprisonment of three to five years and a fine of Rwf3 million to Rwf5 million.
