    Abortion law for amendments

    {The abortion law is set to be revised after critics from various people and non-governmental organizations saying it doesn’t favor those who want to abort.}

    Rwanda Law Reform Commission – RLRC, revealed yesterday during a press briefing that they have deeply thought and shared ideas about the reform of the abortion law.

    Usually the process of aborting legally would be allowed through the courts of law, followed by investigation, hearing and decision .This process delayed the request and the decision of allowing an individual to abort would be taken while the pregnancy is already mature.

    The law brought complexities for a person who requested abortion in case she is impregnated by a relative or forced to marry.

    Lambert Dushimimana, the president of RLRC, said that the long process to get legal acceptance to abort would be delivered while the pregnancy has matured.

    “In order to respect rights of an individual willing to abort, we have proposed reforms in the process of getting the court’s decision to the extent that it will take only five days,” he said.

    Among proposed improvements on the same article, an elderly person having a reason of aborting will talk to the court’s president who will authorize in writing and facility where the abortion must be carried out.

    This will be followed by signing an affidavit.

    An abused and impregnated child will be accompanied by parents to get the court’s confirmation to abort.

    In 2012, Rwanda ratified the 14th article of Maputo agreements regarding the woman’s rights in reproductive health including concerns of aborting.

    Various lawyers and non-governmental organizations including Human Rights Watch and Development in the Great Lakes (GLIDH) have demonstrated that 165th article of Rwanda penal code hinders women’s rights of abortion as ratified in Maputo agreements.

    Maputo agreements state that a woman or a child impregnated by a relative, violated, married forcibly or when the pregnancy would endanger the mother’s life is allowed to abort.

    However, Rwanda Penal code sets the process of presenting difficulties and only two violated women were allowed to abort.

    Lambert Dushimimana, the president of RLRC, said that the long process to get legal acceptance to abort would be delivered while the pregnancy has matured.

    Saudi warns aid workers to leave rebel areas in Yemen

    {Warning comes as Yemen’s army, backed by Saudi-led coalition air strikes, makes recent gains against Houthi forces.}

    Saudi Arabia, which is leading air strikes against rebels in neighbouring Yemen, has warned the United Nations and international aid groups to protect staff by removing them from areas held by Houthi rebels.

    A short note sent by the Saudi Embassy in London on Friday said the intention was to “protect the international organisations and their employees” presumably from coalition air strikes.

    Saudi Arabia leads a coalition of nine Arab countries that began a military campaign in March to prevent Houthi rebels, whom it sees as a proxy for Iran, from taking complete control of Yemen.

    The Saudi ambassador to the United Nations in New York, Abdallah al-Mouallimi, told Reuters news agency that Riyadh sent the letter because,”we’re just concerned for the safety of the UN staff and their humanitarian agencies”.

    “We want them to go away from areas that are obvious targets,” he said.

    UN aid chief Stephen O’Brien acknowledged receipt of the note and said the humanitarian community would continue to deliver aid across Yemen impartially on the basis of need.

    He reminded Saudi Arabia of obligations under international humanitarian law to facilitate access for aid.

    The UN Security Council is due to discuss the humanitarian situation in Yemen on Tuesday at the request of Russia, diplomats said.

    The Houthis and their allies, forces loyal to former Yemen President Ali Abdullah Saleh, accuse the coalition of launching a war of aggression.

    Nearly 6,000 people have been killed since the coalition entered the conflict in March, almost half of them civilians.

    {Heavy storms have ravaged six houses in Kagunga and Kamabuye villages, Ntyazo sector in Nyanza district, with roofs blown off and walls razed down. }

    The victims whose houses have been destroyed have sought refuge among neighbors and requested for aid since they do not have enough finances to rebuild the destroyed houses.

    “I am accommodated by neighbors. I have no financial means to rebuild or buy 25 tiles to roof my house. I would try my best to get other materials if I get government’s support to get tiles,”

    Leaders of Ntyazo sector said that they are seeking ways of helping the victims through community work.

    The acting executive secretary of Ntyazo sector, Ngirinama David said; “We have sought where they can be settled temporarily. Neighbors have accommodated them and we are seeking how to find aid.”

    Ntyazo local leaders have advised residents to plant trees as an effort to avoid reoccurrence of similar disasters.

    Kirehe: Cooperative leaders misappropriate Rwf 60m, flee their homes

    {Members of COACMU(Cooperative des Agriculteurs des cereales de Musaza), a cooperative which collects farmers’ harvests of maize and beans operating in Musaza sector of Kirehe district, have requested district officials for assistance to pursue leaders of the cooperative who have gone missing with over Rwf 60 million of their money. }

    COACMU members have lamented that banks have confiscated some of their properties including the harvests of maize ,beans and a car donated by President Paul Kagame following the disappearance of cooperative heads with that colossal amount.

    Gaspard Habaguhirwa, one of the members, says that they had made some progress but now they have been taken aback by the theft.

    “We had really made a commendable progress but we have been informed that we lost Rwf 60 million. The malpractice started in 2012 when we stopped receiving information regarding transactions of the cooperative,” he said.

    A majority of the farmers in the cooperative say they have been disturbed as their project of practicing modern farming is getting sabotaged and some families’ hope of supporting their dependants including school fees and paying for medical insurance have been made impossible.

    The executive secretary of Musaza sector, Pascal Rwabuhihi, has said the cooperative losses started when the dishonest leaders of the cooperative got a bank loan and failed to pay back the interest until the bank started confiscating the properties, culminating into their escape.

    “They took a bank loan of Rwf 200 million which they shared and ignored paying the interest within the agreed timeframe. Those who played a role in the exacerbating the crisis have including the president and treasurer,” he said.

    Zimbabwe pleads for cash to stop mass starvation

    Harare seeking $1.5bn to help save more than a quarter of the population from starving to death, as drought worsens.

    Zimbabwe has appealed to local businesses and charities for more than $1.5bn aid to save more than a quarter of the population from starvation due to drought.

    “The government of Zimbabwe requires a total of [$1.57bn] with effect from February to December 2016,” Zimbabwe’s vice president Emmerson Mnangagwa said at a news conference in the capital Harare on Tuesday, adding that more than three million people were in need of food and water.

    “The amount of rainfall received to date is inadequate to meet basic household consumption needs as well as support for livelihoods, agriculture and wildlife.”

    Mnangagwa’s appeal came barely a week after President Robert Mugabe declared a “state of disaster” in many rural areas hit by severe drought.

    Zimbabwe has been affected by a regional drought worsened by the El Nino weather phenomenon that has also affected other Southern Africa countries, including South Africa, Malawi and Zambia.

    Mnangagwa said the southern parts of the country are the worst affected with tens of thousands of cattle dying, boreholes drying-up and dam levels decreasing due to the poor rains.

    “There is a threat to human and animal life as safe water, irrigation water and drinking water sources for animals are increasingly drying up,” he said.

    Most of the funding is sought for the import of foodstuffs but part of the $1.57bn will be used to repair irrigation equipment across the country to increase food production.

    About 1.5 million metric tonnes of staple maize will be required to feed people from February to December, Mnangagwa added.

    Fadzai Johannes, a rural farmer, told Al Jazeera that Harare should have come to the rescue of farmers sooner.

    “[The] government keeps saying they are going to help us, but we have not seen anything yet. I don’t know what I am going to do.” Johannes said.

    Relief workers in the country are not expecting the situation to improve in the coming weeks.

    “From our expectations we were expecting rains to fall from September to October but that did not happen. That means very few people have managed to grow crops so there could be no food by March, where we normally expect people to have harvested,” said Hardlife Takada, emergency response manager at the Plan International development organisation.

    The World Food Programme, the UN’s food-assistance branch, last month said about 14 million people in Southern Africa are facing hunger due to poor harvests in 2015, caused by the latest El Nino.

    This particular El Nino has brought drier conditions to the southern part of Africa while the east has been hit by wet conditions.

    Saying these words can actually make you successful

    {There is power in the tongue, many would tell you. But a Stanford professor has gone on to prove that language shapes the way you approach your goals, which can in turn make you achieve those goals.}

    According to Bernard Roth, a professor of engineering at Stanford and the academic director of Stanford’s Hasso Plattner Institute of Design, the way you speak not only affects how others perceive you; it also has the potential to shape your behaviour.

    He revealed that swapping one word for another could make all the difference in how you approach your goals.

    Below are two of the examples he gave in his new book — The Achievement Habit.

    1. Swap ‘but’ for ‘and’

    We all tend to use but rather than and — it’s common for everybody, but Roth suggests to use the word ‘and’ if you want to achieve your goals.

    You might be tempted to say, “I want to go to the movies, but I have work to do.”

    Instead, Roth suggests saying, “I want to go to the movies, and I have work to do.”

    According to Roth, “When you use the word but, you create a conflict (and sometimes a reason) for yourself that does not really exist,”

    Meanwhile, when you use the word and, “your brain gets to consider how it can deal with both parts of the sentence” Roth writes.

    2. Swap ‘have to’ for ‘want to’

    Roth believes that using the words ‘want to’ would help you pursue your goal better than using the words ‘have to’. He recommends that people should try the simple exercise of using the words ‘want to’ rather than ‘have to’.

    According to Roth, “This exercise is very effective in getting people to realize that what they do in their lives — even the things they find unpleasant — are in fact what they have chosen,”

    For example, one of Roth’s students felt he had to take the math courses required for his graduate program, even though he hated them. At some point after completing the exercise, he realised that he really did want to take the classes because the benefit of completing the requirement outweighed the discomfort of sitting through classes he didn’t enjoy.

    Both of these tweaks are based on a key component of a problem-solving strategy called “design thinking.” When you employ this strategy, you try to challenge your automatic thinking and see things as they really are.

    So, who would take off the ‘buts’ and ‘have to’ from your vocabulary?

    {The intensified campaign against trafficking, sell and use of narcotic drugs in Nyagatare District led to the seizure of banned gin which include 500 cartons of Chief Waragi and about 650 litres of crude waragi commonly known as kanyanga.}

    According to Senior Supt. Safari Christian, the District Police Commander, the illicit substances worth over Rwf9.2 million, were seized in intensified operations conducted in the last two months.

    The drugs were destroyed recently in presence of hundreds of residents and students, an event normally used to further sensitise the general population on the dangers of consuming such harmful substances, and repercussions involved including imprisonment.

    “Most of these contrabands impounded in December and January, were recovered from dealers red-handed after members of the public informed us, and actually provided detailed information on either traffickers, sellers or consumers,” said SSP Safari.

    Nyagatare is said to be the transit route for trafficked illicit gin that also include zebra, blue sky and kotoko.

    “We are seeing a big impact of the awareness campaigns, the public especially those residing along the border where the substances are trafficked through illegal borders, give us credible information,” he added.

    Those arrested include motorcyclists, who are hired by traffickers to transport the branded narcotic drugs.

    Article 24 of the law on narcotics states that any drink that exceeds 45 percent of alcohol and any other drink which doesn’t have the required quality for consumption shall be considered as narcotic drug.

    Growing, selling, transformation, transportation, storage and consumption of narcotic drugs are prohibited under article 593 and punishable under article 594, with a term of imprisonment of three to five years and a fine of Rwf500,000 to Rwf5 million.

    SSP Safari urged the residents to maintain the spirit to break that supply chain as means to prevent consumption.
