    Rusizi: Man arrested with forged stamps

    {Police in Rusizi District have arrested a 39-year old man in connection with forging stamps of various schools and government officers.
    }
    Jean Pierre Ngirabatware was arrested on February 17 after he was found in possession of 41 forged stamps and 25 forged students’ report cards.

    According to the Western Region Police spokesperson, Superintendent of Police (SP) Emmanuel Hitayezu, the forgeries were recovered from Ngirabatware’s house in Shara Cell of Muganza Sector following investigations.

    “38 stamps were of different schools and three others of the district notary,” said Supt. Hitayezu.

    “Investigations started recently when one student was found with a forged terminal report card, so when officers went to Ngirabatware’s house for search after he was linked to the first case, they recovered 41 forged stamps including the one he used to forge the student’s report card, and other 25 forged report cards,” he added.

    The suspect is currently held at Muganza Police station as investigations continue.

    “We are continuing with investigations to find out if there are other people involved in this criminal act, and if there are other students and people that have used this unlawful channel as means to acquire other services with forged documents,” he noted, warning against “shortcut criminal means that are punishable under article 609 of the Rwandan penal code.

    Article 609 stipulates that; “any person who forges or alters documents by forged signature or fingerprint, falsifying documents or signatures or impersonation, forging agreements, its provisions, obligations, discharged obligations shall be liable to a term of imprisonment of more than five years to seven years and a fine of Rwf300, 000 to Rwf3 million.”

    “Even those that hold such fake document will in one way or another be identified and will be prosecuted.”

    SP Hitayezu thanked residents of Rusizi for providing information that led to Ngirabatware’s arrest, and appealed to them to maintain the spirit of community policing.

    Gatsibo: commercial motorcyclists commit to crime prevention

    {Commercial motorcyclists operating in Gatsibo district have pledged to partner Rwanda National Police and other security institutions in the fight against crimes.}

    The commitment was made during a meeting held on February 16 and brought together 67 commercial motorcyclists operating in Kabarore Sector of Gatsibo District. The meeting aimed at sensitizing motorists to strengthen cooperation with the police in line with crime prevention.

    Motorist also seized the opportunity to establish an anti-crime club and the subsequently elected its coordinator Charles Musonera.

    In his address to the motorists, the District Community Liaison Officer (DCLO) Inspector of Police (IP) Rogers Rwakayiru, commended the existing partnership but encouraged them to uplift it so as to ensure crimes are efficiently and effectively dealt with in the district.

    “Cooperation of Police with public has continued to register significant achievements as far as peace and security are concerned, you are therefore always required to partner security organs through Community Policing approach in order to further make our communities free from crime,” said IP Rwakayiro.

    Rwakayiro also urged them to take precaution against malaria by using treated mosquito nets and ensure the clear out bushes around their neighbourhoods.

    One of the motorcyclists, Alphonse Bagabo, thanked Police for reaching out to them saying that, “From this meeting I now understand better the importance of partnership between us and the Police. We as commercial motorcyclists have to play a primary role in crime prevention but we can only achieve that through partnership with all security agencies.”

    The coordinator of the newly formed anti-crime club, Musonera said the club offers a forum for information sharing and also served as a platform to mobilise youth to partake into crime prevention initiatives.

    The sensitised motorists operate under Cooperative de Taxi Motos de cyangarama (COTAMOCYA).

    The head of the cooperative, Ahmed Ntagara, emphasized the importance of the meeting, saying that motorists make contacts with lots of people during their daily business and hence get access to a lot of information.

    “Most criminals especially drug traffickers use motorcycles to transport illicit commodities including narcotic drugs. You need to be more vigilant of such people and quickly tip Police in case you suspect some of them to ensure they are arrested,” said Ntagara.

    Over 80 Iwawa graduates accept salvation

    {Over 80 youth who recently graduated from Iwawa Rehabilitation Center have been baptized in ADEPR after receiving and accepting the gospel of Jesus, accepting to become transformed citizens. }

    Preaching to the youth started at the end of 2014 when ADEPR in collaboration with the Ministry of Youth and ICT embarked on empowering them with skills, moral rehabilitation and evangelization.

    The head of literacy programs in ADEPR, Theogene Hakuzwumuremyi said that they extended activities beyond literacy programs and distributed 3000 bibles and 100 hymn books which he said has attracted more than 80 who accepted to get baptized.

    The coordinator of Iwawa rehabilitation center, Niyongabo Nicholas, lauded ADEPR ‘s role in supporting the rehabilitation and reintegration of the youth trained at Iwawa.

    The Minister of Sports and Culture, Uwacu Julienne called on churches to support the government in moral rehabilitation of the youth to normal life as their message of salvation attracts attention of all people from different walks of life.

    “Sometimes, targeted audiences understand better when churches support the government to spread a particular message,” she said.

    The Minister of Youth and ICT , Jean Philbert Nsengimana noted that Iwawa rehabilitation center has three main duties including; fight against drug abuse , moral rehabilitation and reintegration into communities.

    ADEPR will also facilitate the reintegration of 15 Iwawa graduates who do not know their parents.

    ‘Humanitarian catastrophe’ unfolding in Yemen: UN

    {Humanitarian chief says more than 21 million Yemenis are in need of some form of aid and calls for unconditional access.}

    The UN humanitarian chief has said a “humanitarian catastrophe” is unfolding in Yemen with more than 21 million Yemenis in need of some form of aid.

    Stephen O’Brien said on Tuesday that the situation was exacerbated by increased restrictions on efforts to respond to what he called the “staggering needs” of millions of people, including the diversion of a UN aid ship by Saudi-led coalition forces.

    O’Brien said that more than 6,000 people had been killed since the beginning of coalition strikes against Houthi rebels in March 2015, of which about half were civilians.

    He said more than 700 children had been killed and some 1,000 injured.

    At least 7.6 million people were now “severely food-insecure” and more than 3.4 million children were out of school, the official said.

    O’Brien’s briefing to the UN Security Council, which was requested by Russia, was the first that focused on the humanitarian crisis sparked by the war.

    He said the Houthi rebels had been inconsistent in allowing access and movement of humanitarian goods and personnel, and that a recent warning by Saudi Arabia about the safety of aid workers in “Houthi-controlled areas” had caused delays to key missions.

    The UN official urged the council to demand that all combatants facilitate unconditional humanitarian access to all parts of Yemen.

    “UN agencies and NGO partners are delivering assistance under extraordinarily difficult and dangerous circumstances,” O’Brien said.

    “Just this last Sunday, a Saudi-led coalition air strike hit a building 200 metres away from the Diplomatic Transit Facility, accommodating UN and diplomatic personnel.”

    UN sanctions monitors said in a report last month that the Saudi-led coalition and the Houthi rebels have targeted civilians and that some of the attacks could be crimes against humanity.

    Sex abuse penalty among minors to be repealed

    {The Penal Code of Rwanda has been subjected to repeal an article that spells punishments meted to a minor who makes sexual contact with another.}

    The new reform comes at the heels of various cases where a child that reports sexual acts first is the one held to be telling the truth.

    Rwanda Law Reform Commission (RLRC) says that the reforms have been found necessary because in many cases families of female minors report to police and the boy pursued as a culprit.

    Lambert Dushimimana, the legislative drafting specialist from RLRC said that reforming the Penal code was based on several complaints and various acts of the prosecution.

    “We have worked on it and decided that in case the court finds no differences of three years between both children having had sex while there was no hurry to make sex, there will be no penalties,” he said.

    The article 191 of the penal code indicated that whoever makes sex with a minor gets a life sentence.

    Lightning strikes eight students, two teachers in Nyamasheke

    {Eight children and two teachers in Nyamasheke district were struck by thunder yesterday, with two of them including a teacher, in critical condition. They are admitted at Kibogora hospital while others have been released. }

    The striking hit Groupe Scolaire Muramba in Rugali cell around 4:00 pm as students were in class when it rained.

    Eight children have been taken to Hanika Health Center as Uwimana Damas, the executive secretary of Macuba sector says.

    “No one died. The victims were taken to Hanika Health Center in bad shape. One teacher, Nzabahimana Patrice, and a student are in critical condition; they are in comatose. Others were not seriously injured and will soon be released,” he said.
    He further said that the school had no lightning protection system but have since ordered for the rods.

    In October last year, the State Minister in charge of primary and secondary education, Olivier Rwamukwaya met heads of schools in Nyamasheke and Rusizi districts and advised them to buy lightning protection systems some of who have not complied.

    Swedish aid workers try to find lone child refugees

    {Sweden, which received most child refugees in 2015, tries to find some of Europe’s tens of thousands of missing kids.}

    The EU’s criminal intelligence agency says more than 10,000 unaccompanied child refugees have disappeared since arriving in Europe in recent months.

    It is feared many may have become victims of trafficking.

    Al Jazeera’s Mohammed Jamjoom, reporting from Sweden, says the country received the most child refugees in Europe in 2015.

    After three days of trying to interview some of these children, our correspodent met with some lone refugee minors, who both social services and the police are looking for.

    “More children seek asylum in Sweden than in any other country in the world but they too have seen new arrivals simply vanish from the system,” Jamjoom said. “By night police watch out for them. By day, social workers look out for them.”

    Refused asylum

    One 18-year-old Moroccan, whose identity Al Jazeera is protecting, thought life would get better when he arrived in Sweden two years ago as he was placed in a refugee camp.

    “I was put in school and I learned a lot of Swedish in a pretty short time,” the teenager told Al Jazeera. “But then I was refused asylum, and it was just such a shock.”

    The child said he appealed the decision twice, and was rejected both times. Fearing deportation, he ran away.

    Petty crime was the only way, he said, that he could make ends meet.

    “They’re [the authorities] are writing in the papers here that Moroccans are criminals. But Moroccan kids who have to resort to crime aren’t getting involved in it to hurt others, they’re doing it so they can survive,” said the young refugee.

    Anders Ygeman, Sweden’s interior minister, told Al Jazeera that the country is careful when dealing with children, but did not rule out placing them in detention facilities.

    “We don’t jail children because they’re children,” the official said. “We have the UN Charter of Children’s Rights where we have a certain responsibility as well.

    “So we have to deal with different children with different resources and different ages in different ways.”

    Avoiding social workers

    Mikael Jeppson, head of the city of Stockholm’s Outreach Unit, said he understands why children avoid social workers.

    “I can really understand that some of them try to avoid us, and when they don’t know what we want with them … but this is actually just a way for us to offer them support and keep them out in a way from risk environments.”

    Elin Wernquist, meanwhile, works specifically with Moroccan street children in Stockholm.

    She said Sweden has made it much harder for these children to get asylum, and that the risk is now higher for more to fall into the hands of gangs and traffickers.

    “They end up in this sort of legal limbo where they have no future – they can’t make sense of life and why stay in a system that eventually will expel you? What is the point of that? So a lot of them actually choose to leave,” she told Al Jazeera.

    Sex isn’t the only reason for getting married, even though couples owe each other sexual intimacy. Being left sex starved might be unfair by your partner, but it’s still never enough reason to take to cheating.
