    The research was carried by Massachusetts General Hospital in the USA and commissioned by skincare firm, Olay.

  • Taliban: No peace talks until foreign troops gone

    The Taliban has refused to take part in peace talks until the government orders foreign troops out of the war-torn country and releases all of its fighters from prison.

    The announcement on Saturday came as a blow to efforts to restart peace negotiations in the Pakistani capital Islamabad to end the nearly 15-year-long war.

    “We want to repeat our stance once again that until the occupation of foreign troops ends, until Taliban names are removed from international blacklists, and until our detainees are released, talks will yield no results,” a Taliban statement said.

    “We unequivocally state that the esteemed leader of Islamic Emirate [Taliban] has not authorised anyone to participate in this meeting and neither has the Leadership Council of Islamic Emirate decided to partake in it.”

    Following a meeting of the so-called Quadrilateral Coordination Group – comprising representatives of Afghanistan, Pakistan, China, and the US – in Kabul last month, officials had expected direct peace talks between the Afghan government and the Taliban this week.

    Afghanistan has repeatedly called for all Taliban groups to sit at the negotiating table, though President Ashraf Ghani has said his government will not make peace with those who kill civilians.

    A first round of direct talks was held last summer in Pakistan, but the process quickly derailed after the announcement of the death of Taliban founder Mullah Omar.

    The Taliban, toppled from power in a US-led military intervention in 2001, has waged an armed campaign to overthrow the Afghan government and re-establish its rule.

    The nearly 15-year conflict has killed thousands of people and strained the country’s economy.

    Last October, US President Barack Obama announced thousands of US troops would remain in Afghanistan past 2016, keeping the current force of 9,800 troops, amid a surge in Taliban attacks.

  • Police impersonators kill 10 at Honduras billiards hall

    At least 10 people have been shot dead by men dressed in police uniforms in an attack in the Honduran capital of Tegucigalpa, security and hospital forces said.

    Five men arrived in a vehicle at a billiards hall in the violent northeastern December 1 neighbourhood and opened fire with AK-47 assault rifles.

    The men wore police clothing when they attacked, killing eight people and injuring others, said a security ministry source who asked not to be named.

    Two other people later died at the Hospital Escuela Universitario, hospital spokesman Miguel Osorio said.

    Police said the pool hall was controlled by the Barrio 18 gang and there were about 30 people in it at the time. No arrests have been made.

    The massacre took place a year after a similar shooting in a nearby pool hall left five people dead.

  • Parents lament as premature pregnancies take toll in Kayonza district

    {Parents from Kayonza district are worried over the rate at which underage girls are getting impregnated before completing their studies despite the hardships parents go through to meet their school fees.}

    Some of the parents from Mukarange sector told IGIHE that they sometimes sell parts of their lands, cows and other domestic animals to be able to pay secondary schools fees.

    They say many girls between 16 and 20 years in Mukarange sector have got premature pregnancies while in school.

    Gakwaya Alphone, one of the parents, says the circumstances under which his daughter causes him a lot of grief.

    “I sold a cow when my daughter was studying in first year, or else she could not continue. When she got promoted to senior two, we sold all the produce to cover school fees. Instead of concentrating on her studies, she was impregnated in the second term. It pains,” he said.

    Kamashara Annette also attests how her daughter was impregnated when she was in senior three.

    “My daughter was impregnated after completing senor three. She sat for and passed the O level exams when she was pregnant. I was nearly cried when I remembered the land I so sold to cover school fees,” she laments.

    Talking to IGIHE, the executive secretary of Mukarange sector, Murekezi Claude said they are going to investigate the cases and take action.

    It is said that falsifying documents to increase their ages is done in collaboration with parents in case they think a teenage girl could be attracted to sexual relations that could make her a single mother. Young men to marry those young girls are also brought into the picture.

    One resident from the area who talked to Radio Rwanda said; “Parents encourage girls to forge age, saying they are helping her getting married at an early age and avoid becoming a single mother,” he said.

    “We know that they go to the sector to get their ages altered upwards,” said another resident.

    Another young man from Rusizi district said “Sometimes a boy who impregnates an 18-year old girl helps her to alter her age so that they can marry to avoid the long arm of the law and cut-off other men who would take his lover.”

    Ntivuguruzwa Gervais, the executive secretary responsible for marital status registration in Kamembe sector said that he has never seen anyone paying to get age alteration.
