  • Kenya:Girl rescued from rubble of collapsed Nairobi building

    {The girl was rescued at 4 a.m and was rushed to hospital.}

    A one and a half-year-old girl was on Tuesday morning pulled alive from the rubble three days after a building collapsed in Huruma, Nairobi.

    The girl was rescued at 4 a.m and was rushed to Kenyatta National Hospital.

    National Disaster Management Unit Incident Commander Mr Pius Maasai told the Nation that the girl appeared to be in a stable condition.

    Nairobi County Police Commander Japheth Koome said the rescue of the child has given rescuers hope of finding more survivors.

    This brings the number of people rescued from the collapsed building to 136. The death toll stands at 23 people.

    Mr Maasai said search and rescue operation is ongoing.

    “We appeal to anyone who has a missing relative to be patient since the exercise is delicate due to balancing both safety of rescuers and victims,” he said.

    Police said the two brothers who own the building that collapsed will appear in court Tuesday.

  • Two gay rights activists hacked to death in Bangladesh

    {Editor of magazine for transgender community among latest victims of murders targeting liberal activists.}

    Two people, including the editor of a magazine for the transgender community, have been hacked to death in the capital of Bangladesh.

    A third person, a security guard at the apartment building where the killings took place, was seriously wounded in Monday’s attack in Dhaka, in which six attackers murdered Julhas Mannan and Tanay Mojumdar.

    Mannan was the editor of Rupban, the only LGBT magazine in the country.

    “Unidentified attackers entered an apartment at Kalabagan and hacked two people to death,” Maruf Hossain Sarder, a Dhaka Metropolitan Police spokesman, told the AFP news agency.

    Prime Minister Sheikh Hasina Hasina vowed to hunt down and prosecute those responsible.

    She accused the country’s opposition party and what she called allied armed groups of being behind the killings. The opposition has denied the allegations.

    No suspects have been arrested, police officer Shamim Ahmed told the Associated Press news agency.

    The incident came two days after a university professor was killed in similar fashion in an attack in Rajshahi, which was claimed by the Islamic State of Iraq and the Levant (ISIL, or ISIS) group.

    Parvez Mollah, an 18-year-old security guard, told Al Jazeera that the six attackers were aged between 25 and 30 and that they had arrived at the building posing as couriers.

    “They told me they had some parcels for Mannan and, as I went up to his apartment, three of the six attackers followed me to the second floor and attacked Mannan with machetes,” Mollah said.

    “As Mannan fell to the floor, the attackers entered the apartment and fired bullets before fleeing.”

    Al Jazeera’s Tanvir Chowdhury, reporting from Dhaka, said that freedom of speech was threatened by such attacks.

    “There is widespread fear in the country and the government is denying involvement of international terrorists or ISIL, even after such groups have announced that Bangladesh is one of their operating bases,” he said.

    Earlier this month, Nazimuddin Samad, a 28-year-old law student, was hacked to death by three men riding a motorcycle as he walked with a friend in central Dhaka.

    Last year, at least four atheist bloggers and a secular publisher were hacked to death in a long-running series of killings of secular activists.

    The South Asian country has seen a surge in violent attacks over the past few months in which liberal and secular activists, members of minority Muslim sects and other religious groups have been targeted.

  • Somalia: sexual violence must be subject to criminal justice, says UN expert

    {A United Nations human rights expert today called on the Government of Somalia to enhance the capacity of the judiciary and police force in handling cases of sexual and gender-based violence, and to prohibit the handling of such cases by traditional clan elders.}

    “I call on the Government to prioritize the creation and implementation of a twin strategy: to enhance the capacity of the judiciary and the Somali Police force, and to prohibit clan and traditional elders from resolving or adjudicating such cases,” said the UN Independent Expert on the situation of human rights in Somalia, Bahame Tom Nyanduga, in a press release.

    “There is also a crucial need to create human rights awareness among clan elders and religious leaders about women’s rights, as one way of facilitating change within communities,” he added.

    Mr. Nyanduga began his visit to Somalia on 16 April. During his mission, he visited Mogadishu, Kismayo and Baidoa, and met the Speaker of the Federal Parliament, Federal Government authorities in Mogadishu, representatives of Jubbaland state, and the South West state.

    On Saturday, at the end of his third mission to the country, Mr. Nyanduga noted that the Xeer Somali traditional dispute resolution system continues to play a key role in the country, given that rule of law institutions are still being established. He was concerned to learn that traditional elders adjudicate sexual and gender-based violence cases, such as rape, due to the absence of a fully functioning criminal justice system in many parts of Somalia.

    He called for the adoption of the Sexual Offences Bill during the forthcoming session of Parliament to further guarantee the protection of women’s rights and also urged the Government to implement the recommendations arising from Somalia’s 2016 Universal Periodic Review before the Human Rights Council, including the adoption of a moratorium on the death penalty.

    Mr. Nyanduga commended the Federal and regional authorities and Parliament for committing themselves to holding elections later this year, widening the electoral base and ensuring that a 30 per cent women representation is met. However, he expressed concern that representation of youth, minorities and persons with disabilities, is not similarly guaranteed.

    The Independent Expert also reiterated the need to address the human rights challenges that journalists and media in Somalia face. He warned that the Media Law must not be used as a tool to harass journalists, but rather to ensure respect for the rights to freedom of opinion and expression.

    He noted with satisfaction the Government’s commitment to adopt the National Human Rights Commission Bill, establishing an independent National Human Rights Institution before the end of its tenure, and urged that this commitment be met.

    “However, another bill, the Counter Terrorism Bill, could potentially negatively affect the enjoyment of human rights,” Mr. Nyanduga said. “I urge the authorities to ensure that this bill conforms to international human rights guarantees in accordance with Somalia’s international human rights obligations and the revised Federal Constitution. To be effective in fighting terrorism, the law must be firmly entrenched in human rights.”

    AMISOM’s role in Somalia
    The Independent Expert commended the African Union Mission in Somalia (AMISOM) for the role it continues to play in the country. He noted its commitment to comply with human rights and international humanitarian law, including ensuring accountability for violations committed by its forces. Regarding the incident on the killing of the four civilians by AMISOM forces in Bullo Mareer, Lower Shabelle, the expert urged the Mission to conduct thorough, independent investigations and make the findings of its inquiries public.

    In this regard, he welcomed the plan by the UN and AMISOM to hold the first UN Human Rights Due Diligence Policy implementation review workshop on 26 and 27 April, urging that stronger collaboration on the ground will foster compliance with human rights and international humanitarian law, which is a shared objective for both the United Nations and the African Union.

    Independent experts or special rapporteurs are appointed by the Geneva-based Human Rights Council to examine and report back on a country situation or a specific human rights theme. The positions are honorary and the experts are not UN staff, nor are they paid for their work.

  • Uganda:Guard hangs self at Jinja State Lodge

    {A special police constable who had been deployed to State Lodge in Jinja town was found hanging near the kitchen.}

    Jinja District police commander Felix Mugizi said Abas Muwaira hanged himself last Thursday afternoon using some joined pieces of wire mesh.

    Mr Mugizi said police are still investigating the circumstances under which the man decided to take his life, but hastened to add that there are indications that he had done it out of fear, having been away from the lodge, which serves as the President’s official home in Jinja, on the night of Wednesday when thieves accessed the premises.

    However, other police officers who talked to Daily Monitor accused the Force’s top brass in Jinja of having mishandled the deployment plans for the State Lodge.

    One of the officers who preferred not to be named as he is not authorised to speak on behalf of the Force, said the deceased had been deployed to singly man security at the State Lodge for more than five years. “If there had been many security officers deployed at the premises, I think this would not have happened.

    The thieves must have known that he would at some point be forced to leave and they took advantage,” the officer said.

    Mr Mugizi declined to comment about reports that the deceased had been the only officer manning security at the premises. He also declined to reveal what was stolen.

    {Some residents of Gicumbi district say that drug abuse especially ‘Kanyanga’ is fuelling the occurrence of domestic violence incidences. }

    Following the Rwanda government’s efforts to fight drug abuse, Gicumbi residents at the Rwanda-Uganda , sneak into Uganda from where they consume Kanyanga and cross back to Rwanda beat-drunk and ignite quarrels and domestic fights.

    Gicumbi residents have also attributed increased cases of polygamy to such drunkard behavior of men consuming distilled Kanyanga in Uganda.

    “Polygamy is increasing which I think is a result of drunkard behaviors. People in this region are used to drinking Kanyanga yet it is dangerous as it blurs people’s sense of judgment. For instance, a man wakes up and goes for hard labor in Uganda and spends the whole wage of the day drinking Kanyanga in Uganda since it is banned in Rwanda. Returning home being drunk, he starts quarreling with the woman and children since he left nothing for food,” said a resident of Gicumbi district, Uwayezu Odette.

    Uwayezu said that sometimes men prefer to marry other women with whom they will not get in heated arguments when they return from Uganda with intoxicated judgment.

    Some men also accuse some women of drug abuse.

    “I often wake up early and cross to Uganda to cultivate my land. However, when I leave home the wife neither cooks nor takes care of the children. She also immediately goes to bars where she stays for the whole day taking alcohol and returns home dead-drunk. Sometimes when I come back from work I go to the bar where she is to bring her back home,” says Sunday Julius.

    Julius said that he also drinks Kanyanga but fears that it would expose his life to risks.

    “I drink Kanyanga but caution because it is not so kind to the body and judgment.”

    The mayor of Gicumbi district, Mudaheranwa Juvenal requests citizens to keep away from drug abuse to avoid its corrosive effects.

    Talking about polygamy as result of drunkard behaviors, the mayor said; “No one should feel proud of polygamy. Parents should take on responsibilities of upbringing children in a proper way. The government provided cows. They should drink milk other than Kanyanga,” he said.

    He said that the district is going to increase efforts towards eradicating drug abuse through strengthening government’s programs like Akagoroba k’Ababyeyi and mobilizing local leaders to support monitoring programs.
