  • DIGP Marizamunda inaugurates new regional police headquarters

    The Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, Juvenal Marizamunda on August 25, inaugurated the newly constructed Western Region Police Headquarters.

    The Rwf 600 million worth spacious complex is located in Gisenyi sector in Rubavu district will accommodate the regional offices, the District Police Unit (DPU) of Rubavu and Gisenyi Police Station.

    In his remarks, DIGP Marizamunda noted that bringing all services together and closer to the people remains Rwanda National Police (RNP)s priority.

    The new office premises will improve service delivery, save time and resources that the people incurred to acquire services from different centers and commended the efforts from RNPs partnership with all state and non-state actors in the promotion of peace and maintaining security for both people and proper.

    DIGP Marizamunda noted that RNP will remain committed to improving the skills and working environment of an officer to better serve the population.

    He asked police officers to remain professional and disciplined in order to have the trust and win the confidence of the public.

    Similar regional headquarters were constructed last in the Eastern and Southern Province. The Eastern region police headquarters is a one-story facility located in Rwamagana District was built to a tune of over Rwf577 million and it includes 36 rooms with two conference halls.

    It accommodates the regional offices, the District Police Unit (DPU) of Rwamagana and Kigabiro Police Station.

    The Southern region also got a state-of-the-art facility located Huye District worth Rwf680million that serves as the Southern Region Police Headquarters.
    It has 37 office rooms were constructed in a space of 12 months sits on a 6727 square meter piece of land.

  • Police returns money recovered from theft

    {Rwanda National Police has returned to the Wahejuru Travels, owners of money amounting to Rwf 13,563,500 recovered from a thief that was formerly working with the company. }

    The company belonging to Indians dealing in Air-ticketing in Nyarugenge district, was given back the money this morning at the police headquarters in Kacyiru.

    The former employee of the company was apprehended in Kayonza district after a one day intensive hunt for his whereabouts after running away with the money he was supposed to deposit on the company’s bank account.

    The Regional Police Commander-Central, Assistant Commissioner of Police (ACP) Rogers Rutikanga told IGIHE that the culprit was put on wanted after the employers reported the said theft.

  • Wife drags husband to police for selling government donated Girinka cow

    {Interfering with government social protection program is most likely to cost a Kigarama village, Kamonyi district resident his freedom after it was discovered that he sold off a family heifer without consulting his wife. The unfortunate scenario unfolded over the weekend in Kamonyi District, when a woman dragged her husband to police after learning that the latter had sold their only family cow donated to them by the government under the GirInka programme.}

    The woman identified as Jeannette Nyirashimimana, discovered a small calf in the kraal which her husband, John Tugirimana, had bought without her consent. She hurriedly asked her husband where the calf came from and where the family heifer was.
    In the process, Nyirashimimana leant that her husband had sold the heifer and bought a calf. Although Nyirashimimana didnt endorse the sale, she expected her husband to have saved some money from the trade but unfortunately, he didnt have any money on him. Upon learning about the shoddy deal, the seemingly unhappy Nyirashimimana reported her husband to police.

    According to the Southern Region Police Spokesperson, Inspector of Police (IP) Emmanuel Kayigi, police immediately started the investigation that indeed proved that Tugirimana connived with two local leaders to sell the cow which was later slaughtered.
    Tugirimana together with Martin Dushimimana who is in charge of social development in Kigarama village and Emmanuel Rukundo who is in charge of the security in the same village sold the cow to Emmanuel Yatubabariye (a village chief of Remera village) who immediately slaughtered it which is also illegal because he doesnt own an abattoir.

    The trio shared the money from sale and slaughter and to cover up the shoddy deal, Tugirimana bought a small calf from the market and took it home to replace it with the sold cow. “However, we are still investigating the case for more details but at the moment, the trio are held at Rukoma Police station,” said IP Kayigi.

    The suspects will be arraigned before court and charged with abuse and misappropriation of the Girinka programme cow.

    The Girinka project, an anti poverty government programme aims at giving a cow to every poor family. Under the programme, when the first cow calves, the calf is passed on to a poor person in the neighbourhood until everyone who deserves, receives a cow.
    In her complaint to the police, Nyirashimimana said that her husband denied the community the benefits by selling the heifer that was due to conceive while her family was particularly denied the opportunity of getting milk from the cow.

    The Girinka programme was set up with the central aim of reducing child malnutrition rates and increasing household incomes of poor families. These goals are directly achieved through increased access to, and consumption of milk, by providing poor households with a heifer.

    Girinka programme was launched 11years ago with a target to distribute 350,000 cows to poor households by 2017.

  • Woman arrested with USD3000 counterfeit bills

    {Police in Huye District have arrested a Ugandan business woman in connection with possession and circulating counterfeit currencies.}

    The suspect identified by Police as Justine Nalwoga, was arrested at Akanyaru border on August 10 as she attempted to exchange the dollars to Burundian francs.

    “She claimed she was traveling from Kenya to Burundi for work but before she could enter Burundi she wanted to exchange the dollars to Burundian francs but the money changers at the border who identified the fake bills immediately alerted the police,” said the Southern Region Police Spokesperson, Inspector of Police (IP) Emmanuel Kayigi.

    He added that Nalwoga had several currencies but the 3,150 dollars were fake.
    Nalwoga is currently held at Nyagisozi police station as police investigations proceed.

    A few days ago Police in Ngororero arrested a 46-year-old man over the same charge. The suspect, Aphrodis Serihamye, was caught red-handed in possession of Rwf14, 000, in the denomination of Rwf2, 000, all counterfeit.

    Article 604 of the Rwandan penal code states that using or circulating, by any means, items misrepresented as money or negotiable instruments shall be liable to a term of imprisonment of two to five years and a fine of two to ten times the value of the counterfeit money.

  • Suspected drug dealers arrested with 8000 pellets of cannabis

    {Police in Musanze District is holding two women suspected of drug trafficking after they were caught with over 8000 rolls of cannabis.}

    The suspects identified as Jeannette Uwinema and Sabine Itekirakoze were arrested recently in a police operation conducted in Muhoza sector, Cyabararika cell.

    They are currently being held at Muhoza police station pending further investigations.
    According to the Police spokesperson for the Northern region, Inspector of Police (IP) Innocent Gasasira, the arrest came after a tip-off from a resident, who had seen the duo with the drugs.

    Gasasira urged the public to continue partnering with security organs through provision of timely information to ensure protection of communities against psychotropic substances.

    Constant operations and sensitizations have been conducted by RNP and its partners in crime prevention to end drug trafficking and abuse especially among border communities.

    “To overcome this challenge, dealers in narcotics must be brought to justice, but we should recognize and encourage the wider role that partnership between Police and the general public continues to play in reducing the impact of this scourge on our communities,” he added.

    RNP continuously engages in breaking the supply chain of narcotics by mapping-out individuals and groups as well as routes used to traffic drugs, which has led to the arrest of several dealers, most of whom have been prosecuted and sentenced while the substances seized are destroyed.

    Article 594 of the penal code, stipulates that, any person who, unlawfully, makes, transforms, imports, or sells narcotic drugs and psychotropic substances within the country, shall be liable to a term of imprisonment of three to five years and a fine of Rwf500,000 to Rwf5 million.

  • Rusizi residents decry rampant theft cases

    {Residents of Rusizi, in the Western Province, have decried the high rate of robbery attacks in the area, describing the situation as “worrisome.” }

    Some of the residents who spoke to IGIHE have said the community has been living in fear owing to incessant thieves and pickpockets, and now have called those concerned at the district level to find a solution to the problem. They also claim security personnel seize but release the culprits.

    Residents have also claimed that the robbers target phones and women hand bags. Joel Irambona, a resident, says; “Just recently, I was surrounded by four people, who later confronted me to forceful give them four thousand francs.”

    “Then after a few days, a lady’s hand bag was robbed. The problem is that we see the crimes happening but nothing is being done,” he said.

    Salomon Nzabamwita, another resident said they get hold of the thieves, hand them to police but later they’re let free and later come back to torment their accusers.
    Frederic Harerimana, a district official, rejected the claims of releasing them saying that if it can’t be proved with evidence that they’re robbers they can’t be sentenced.

    “We can’t say that the law enforcers release them, those who are rounded up and suspected are handed over to security but it does not necessarily mean if they’re guilty.”

    He further requested the residents or community leaders to work together with the security officers especially Police to gey the situation under control.

  • RURA rewards motorcyclist who handed over passenger’s money

    {Rwanda Utilities Regulatory Authority (RURA), has rewarded the motorcyclist Donatha Ndayiramiye who handed over Rwf 5.2 to traffic Police, money that belonged to a passenger Augustin Kayinamura who was involved in an accident.
    }

    Last Sunday, Ndayiramiye rammed into a coaster bus at Muhima while carrying a passenger Kayinamura who had an envelope of money.

    Kayinamura got injured and was transferred to CHUK hospital for treatment and Ndairamiye who remained with the envelope decided to hand over to Traffic Police.

    As a token of appreciation, on Monday this week, RURA rewarded the commercial motorcyclist with a new motorcycle on top of half million Rwandan francs.

    After receiving the rewards, Ndayiramiye said that he was pleased because he now owns his personal motorcycle since the one he was using belonged to someone else.

    “I am happy. I am now going to develop myself,” he said.

    He added that handing over the money is because of the good empathy and compassion he developed when God served him from the accident that injured the passenger he was transporting. He also urged his fellow motorcyclists to value and to give respect to passengers.

    RURA spokesperson, Anthony Kulamba said that what the motorcyclist demonstrated shows professionalism, humane and honesty.

    “As RURA we thank him and we have rewarded him with new motorcycle worth Rwf 1.5 million on top of all the required documents as a sign of gratitude,” he said.

  • Police recovers Euros 300, 000 stolen from UAE Exchange Company

    {Rwanda National Police (RNP) has recovered €300, 000approximately Rwf291 million, that was stolen from UAE Exchange Company in Nyarugenge District, last week. }

    The money was recovered on Saturday in Gatsibo District from two suspects currently in Police custody.

    Police spokesperson for the City of Kigali, Supt. Emmanuel Hitayezu identified the suspects as Alexis Nkubito, an employee of the same company, and Pierre Nkubana, his young brother.

    It is said that Nkubito was on July 27, instructed by his boss to transfer €3 million to China but, instead, only €2.7 million.

    It was until the recipients in China notified the sending company that they had received less the amount, that the latter realized they had been robbed.

    “UAE Exchange Company filed a theft case at Nyarugenge Police station on July 29, and investigations were immediately launched,” Supt. Hitayezu said.

    “We first located and arrested Nkubito as the prime suspect, before he could escape, shortly after the complaint was filed. Through interrogations and tracking leads, investigators tracked Nkubana to Gatsibo, where he was arrested with all the money later that evening,” he added.

    “Owners of the money are aware of all the successful investigation processes; we are just formalizing the process to give them their money. We are also putting together the dossier of the two suspects to be forwarded to prosecution for further judicial proceedings,” the spokesperson said.

    Early this month, Police also recovered Rwf1.3 million stolen by a house-help in Kicukiro.

    In April this year, Police also recovered Rwf1.4million and US$100, also stolen by a house help in Kigali after fabricating his boss’ bedroom key.

    In December last year, another €10,780 (approx. Rwf9.2 million) and Rwf100,000 that had been stolen Kigali was also recovered.

    Also in 2015, Police recovered US$618,000 that had been stolen from an Indian proprietor of Golden Gold, a company dealing in the trade of minerals.

    All these successful interventions, according to Hitayezu, were informed by timely reporting.

    “Real time reporting and information sharing on any illegal and criminal act facilitate police’s rapid response to arrest suspects and recover anything stolen or missing,” he said.

    In December last year, Police recovered Sh 11 million (estRwf 4million) to a Rwandan businessman in Uganda after it was recovered from the suspected thief, who had crossed into Rwanda.

  • Convict dies in Nyanza prison following a fight

    {An inmate in Nyanza prison is dead after a fight inside the prison facility.
    Rwanda Correctional Service (RCS) announced that in the night of Saturday, Frodouard Minani died after a fight with an inmate at Nyanza Correctional prison in Southern Province.
    }

    RCS spokesperson, SIP Hillary Sengabo has said that the deceased was a convict of Genocide crimes against the Tutsi. He died in Nyanza hospital.

    “On the night of Saturday in the wee hours, Minani got into a fight with an inmate and got injured but was later taken to the hospital for treatment. He passed away after 24 hours. An investigation is being conducted to find out the cause of the fight and death.”

    There are over 6998 inmates in Nyanza correctional facility.

  • Court martial begins hearing case of two privates accused murder

    {The Military Court has today, begun hearing ta case that involves two junior soldiers accused of brutally shooting and killing Aimé Yvan Ntivuguruzwa, 28, in Gikondo, Kigarama Kicukiro district on the night of 9th May 2017.}

    The charges against the two suspects; Private Jean Pierre Nshimyumukiza and Private Claude Ishimwe according to the Military Prosecution are murder, extortion by violence, degrading or damaging property belonging to others, illegal use of firearm and insubordination.

    Pte Ishimwe Jean Claude pleaded guilty to all charges, while Nshimyumukiza J Pierre pleaded guilty on murder charges and rejected others against him.

    The Military Prosecution requested for a 30-day remand for the accused because of the gravity of charges against them.

    The defense lawyer Uwimana Thadee requested the Court to release his clients on bail saying that the murder was not pre-meditated and the suspects were in self-defense.

    One of the suspects, Ishimwe said that as they were on duty during a night patrol, they asked some people to identify themselves, one of who was the late Ntivuguruzwa’s wife.

    She is said to have called the husband who later provoked the two soldiers who were on duty telling them ‘You can’t threaten me because I held the gun before you did.’
    Ishimwe said that the late wrestled his colleague to the ground, disarmed him and took the radio call, thereby prompting him to shoot him in the leg, so that they could have the gun back.

    He further said that because he could not believe how a civilian can disarm a soldier, he supposed that it was possible for him to shoot them.

    However, Ishimwe said that he never killed Ntivuguruzwa instead he was killed by the bullets which were fired by Nshimyumukiza, who shoot him while kneeling down.
