    Thai Army Declares Martial Law

    Thailand’s army declared martial law nationwide on Tuesday to restore order after six months of street protests that have left the country without a proper functioning government, but insisted the surprise intervention was not a military coup.

    While troops patrolled parts of Bangkok and army spokesmen took to the airwaves, the caretaker government led by supporters of self-exiled former premier Thaksin Shinawatra said it was still running the country.

    Army chief General Prayuth Chan-ocha said the military had stepped in to restore order and build investor confidence, and warned that troops would take action against anyone who used weapons and harmed civilians.

    “We ask all sides to come and talk to find a way out for the country,” Prayuth told reporters after meeting directors of government agencies and other high-ranking officials.

    Military officials said they were not interfering with the caretaker government, but ministers were not informed of the army’s plan before an announcement on television at 3 a.m. (2000 GMT on Monday) and Prayuth said martial law would be maintained until peace and order had been restored.

    Twenty-eight people have been killed and 700 injured since the anti-government protests began in November last year.

    The crisis is the latest installment of a near-decade-long power struggle between former telecoms tycoon Thaksin and the royalist establishment that has brought the country to the brink of recession and even raised fears of civil war.

    China Hits Back on Hacking

    {{China summoned the U.S. ambassador after the United States accused five Chinese military officers of hacking into American companies to steal trade secrets, warning Washington it could take further action, the foreign ministry said on Tuesday.}}

    The U.S. Ambassador to China, Max Baucus, met with Zheng Zeguang, assistant foreign minister, on Monday shortly after the United States charged the five Chinese, accusing them of hacking into American nuclear, metal and solar companies to steal trade secrets.

    Zheng “protested” the actions by the United States, saying the indictment had seriously harmed relations between both countries, the foreign ministry said in a statement on its website.

    Zheng told Baucus that depending on the development of the situation, China “will take further action on the so-called charges by the United States”.

    It was the first criminal hacking charge that the United States has filed against specific foreign officials, and follows a steady increase in public criticism and private confrontation, including at a summit last year between U.S. President Barack Obama and Chinese President Xi Jinping.

    The indictment is likely to further roil relations between China and the United States. Besides cyber-hacking, Washington and Beijing have grappled over a range of issues, including human rights, trade disputes and China’s growing military assertiveness over seas contested with its neighbors.

    Police Dismisses Reports of Missing Persons

    {{Following reports of alleged missing persons and forced disappearance of some people, the Rwanda National Police (RNP) has dismissed the allegations as “false” and “unfounded.”}}

    The Human Rights Watch, on Friday alleged that an “increasing number of people have been forcibly disappeared or have been reported missing in Rwanda since March 2014,” putting the number of those missing to 14 so far.

    “There are no missing persons and the accusations are false, baseless and have no evidence,” Police spokesperson, Assistant Commissioner of Police Damas Gatare, said.

    “During the recent operations and investigations to arrest suspects alleged of conspiracy against established government and terror activities, some people were apprehended. It took some time to crackdown members of this network but we have over 35 suspects who will be handed over to prosecution in Rubavu and Musanze,” ACP Gatare explained.

    ACP Gatare further explained that the operation to apprehend the suspects was conducted in partnership with the general population, local leaders and other security organs.

    The arrested of some of the suspects, who include local leaders, followed credible information provided by members of the public.

    ACP Gatare assured the public that security organs enforce laws in a “professional manner and therefore no cause for alarm.”

    He also appealed to the general population to continue their cooperation with Police by providing timely information, as it is the norm, to further prevent crimes and ensure safety and security in the country.

    The recent subversive activities in the Northern Provinces and some parts of the Western prompted the visit of the Minister of Local Government, James Musoni and the Inspector General of Police, Emmanuel K. Gasana, last month, geared at mobilizing area residents and local leaders to give no room for rumours and to strengthen security.

    Reacting to the death of one of the suspects, Alfred Nsengimana, who was shot and killed on Friday, ACP Gatare said: “Nsengimana, while taking the field investigations team to a place where he said other guns were hidden, tried to escape and he was shot and killed by a Rwanda Correctional Services guard.”

    Airtel & King Faisal Hospital Donate to Genocide Widows

    {{Over 120 families have benefited from a donation worth over Rwf6m from Airtel Rwanda and King Faisal Hospital Kigali. }}

    The donation marked the end of a month’s long campaign to drive Rwandans to contribute and generate donations for genocide widows and orphan in Huye district.

    The handover took place at a ceremony held in the district’s Rusatira sector, Nyabusunzu cell on Saturday, May 17, 2014.

    Speaking at the handover, Airtel’s Brian Kirungi said, “We at airtel wanted to join the entire Rwandan community as we commemorate 20 years of genocide against the Tutsi. We hope that our humble contribution will go a long way in helping the survivors.”

    Speaking at the same event, the C.E.O of King Faisal Hospital, Mr. Emile Rwamasirabo said the campaign was one of the few ways the hospital could give back to the community.

    He called upon the survivors to be strong while encouraging them that the Rwandan community would stand by them.”

    Ms. Christine Nuwemugeni, the Vice- mayor of Huye district who also spoke at the event thanked airtel Rwanda and King Faisal for remembering the survivors and heralded them for the great initiative.

    “Airtel and Kind Faisal have shown that there are people who will stand with the survivors during these tough times as we remember and commemorate 20 years of genocide against the Tutsis. Thank you,”

    Items donated include; mattresses, food and household items.

    The country has made tremendous progress since the 1994 genocide and this is one way to ensure that all communities involved directly or indirectly continue to be assisted and their lives improved through proactive action by both public and private initiatives.

    Man Arrested With Bag of Grenades

    {{This morning in Musanze district, two men have been arrested after they were found carrying bags full of grenades and pistols.

    The two suspects whose identities haven’t been revealed were seized near the fence of Institute of Agriculture and Animal Husbandry (ISAE) campus on their way from Gisenyi to Musanze district.

    IGIHE reporter in Gisenyi confirmed that the two suspects were seized after plain cloth detectives that had trailed them before they apprehended them outside the fence of ISAE campus.

    The suspect is currently being detained.

    Supt. Emmanuel Hitayezu the Police Spokesperson in Northern Province confirmed the incidence but couldd not divulge details saying he was following up the issue since he was attending a meeting.}}

    Rubavu District to Give Genocide Victims Descent Burrial

    {{In line with the 20th commemoration of the Genocide against ethnic Tutsi, Victims of the genocide in Rubavu district (former Gisenyi prefecture) are being accorded a descent burial in a way to truly honour and remember them.}}

    The 1994 genocide against Tutsi in Rwanda claimed over a million lives in just a hundred days leaving the whole country and hearts of many destroyed.

    Mbarushimana Nelson an official from Rubavu district said most genocide victims in former Gisenyi Prefecture were dumped in ditches popularly known as Komini Rouge.

    However, there are arrangements to retrieve the bodies and burry them decently with honour and dignity.

    Mbarushimana noted that the operation to retrieve bodies of victims from ditches started on May 17 and will be processed in preparation for descent burial in June. Relatives of victims are urged to take part in this process.

    A genocide Memorial site is under construction but is expected to be completed by June. Construction has so far consumed Frw 52Million but an extra Frw120Million is required to complete construction.

    Born Muyombo Thomas, the artist is also a trained medical doctor but became popular with his stage name Tom Close.

    Niyonshuti Ange Tricia and Tom Close got married on November 2013 at a colourful wedding.

    Rumours began circulating that Tricia wedded Tom Close while she was expecting someone’s child but kept the pregnancy secretes from the artist.

    Its alleged that Tom Close could not swallow the bitter pill of putting up with a woman expecting another mans child and this led to their split. The rumour also claimed Tricia left her matrimonial residence with all household items leaving the house empty.

    However, Tom Close has rejected the rumours saying him and Tricia are deeply in love and there is nothing like the two have split.

    {{Police on May 18 arrested a man dressed in military uniform after he attempted to defraud a motor taxi operator but was later seized by motor taxi operators.}}

    The conman dressed in full combat uniform had hired the motor taxi but on reaching the city centre, he told the motor taxi operator that he had foreign currency and that he would need to go to a Forex bureau to acquire local currency in order to pay the motor taxi operator.

    Also the ‘soldier’ requested the motor taxi operator to lend him Frw28,000 and would refund it after exchanging at the forex bureau.

    The motor taxi operator didn’t not hesitate and gave him the cash. Its when the ‘soldier’ walked into Nayrugenge market complex claiming he was going to exchange the foreign currency then return to refund the Motor taxi operator.

    However, on entering the market, the Motor taxi operator noticed an unusual behaviour exhibited by the ‘soldier’after he walked past the Forex Bureau and hurrying as though trying to escape.

    The motor taxi operator was prompted to alert other motor taxi operators and guards and the market who later nabbed the ‘soldier’ and handed him to Police.

    The guard identified as Charles Nsabimana 43, was an employee of Intersec Security Company was killed early morning on Sunday.

    Local residents passing by noticed someone lying on the ground with a piece of cloth covered on his face and later noticed its was a dead guard at the bank located just a kilometre away from Save catholic church.

    Supt. Hubert Gashagaza the Police Spokesperson for the Southern Province told IGIHE that investigations are being conducted to find the assailants.

    Before Charles Nsabimana met his death, he was resident at Muhororo cell in Ruhashya Sector of Huye District. He is survived with an expectant wife and three children.

    Although Intersect Security company guards are assigned guns, by the time Nsabimana was attacked, he only had a herding stick.

    Salim Saleh Kony Takes Over LRA Operations

    {{Joseph Kony’s son has reportedly taken over command of the rebel Lord’s Resistance Army field operations in the Central African Republic (CAR).}}

    Brig Sam Kavuma, the Ugandan commander in charge of the African Union Regional Task Force (RTF) pursuing the LRA in CAR, said although Kony is still overall leader of the rebel group, his son, Salim Saleh Kony, has increasingly become more influential and taken over most of the field operations from Dominic Ongwen, who is now sidelined.

    The RTF is composed of troops from Uganda, DR Congo, South Sudan and Central African Republic.

    “Number one of course is Joseph Kony, Dominic Ongwen is still there, but not active. Kony’s son is actually the most influential commander now,” Brig Kavuma told the Saturday Monitor in an interview in CAR this week.

    Brig Kavuma said Kony’s son had been the head of the protection unit in charge of his father’s security before he was elevated to command and control the LRA groups that have been committing atrocities in CAR and DR Congo.

    The commander of Ugandan Contingent in CAR, Col Michael Kabango, said Kony’s son is as “volatile” as his father.

    During the failed peace talks between LRA and Uganda in 2006, Kony sent his young son Saleh, who was then aged 14, to sign the agreement on his behalf, before the signing was called off.

    Brig Kavuma also said collected military intelligence indicates that the LRA has maintained contact with the Sudan government and other armed groups in CAR.
