    Libya gunmen steal $54 million in bank van attack

    {Gunmen attacked a central bank van in the Libyan city of Sirte on Monday, stealing $54 million in different currencies, the official Lana news agency reported.}

    The report said “10 heavily armed men” had made off with the funds, which were destined for the Sirte branch of the Libyan central bank and had been flown to the city from Tripoli.

    Citing an source from the local branch of the central bank, LANA said that the gunmen stole “53 million Libyan dinars ($42 million)” and another $12 million in U.S. dollars and euros.

    The gunmen attacked the van on the road between Sirte airport and the town itself, 500 kilometers (300 miles) east of Tripoli, LANA said, without saying if there had been any casualties.

    Only one security vehicle had been assigned to protect the van, and the agency said that the guards “were unable to resist the 10 attackers.”

    Sirte, the last bastion of support for Dictator Muammar Qaddafi to fall to rebel forces in the 2011 uprising, has largely been spared the wave of violence that has swept the country since the strongman’s ouster.

    The eastern city of Benghazi — cradle of the 2011 uprising — has seen a series of attacks in recent months, including the bombing of a reception hall early Monday which caused damage but did not wound anyone.

    Nigeria: Police smash robbery syndicate which killed 25 cops

    {The Ogun State Police Command has burst a ring of notorious armed robbers allegedly responsible for the death of no fewer than 25 security operatives in some states in the country.}

    The group is also alleged to have been terrorising the South West, Kwara and Kogi states.

    A cache of arms and ammunition, recovered from the gang, included two AK

    47 riffles, a wealthier P22 pistol with 49 rounds of live ammunition, two cut-to-size double barrel guns, 100 rounds of live AK 47 ammunition, 55 live catridges, assorted charms and two packets of Lexomil tablets.

    The gang members were said to be allies of robbery kingpin, Abiodun Ogunjobi, alias Godogodo, recently arrested in Lagos.

    The Ogun State Commissioner of Police, Mr. Okoye Ikemefuna, while parading three members of the gang at the headquarters of the Special Anti-Robbery Squad, Magbon, Abeokuta, said the suspects, led by 32-year-old Adegoke Kasali alias Goke, who is physically challenged, had killed no fewer than 21 policemen since 2011 in the South West States, Kwara and Kogi states.

    The other members of the robbery gang, paraded by the police, included Kareem Mumuni, aka Baba Owo, and Lawal Waliu, alias Ijoba. The female among them, Kemi Adesanya, alias Special, is currently receiving treatment for injuries sustained during the shootout with the police team.

    Okoye told newsmen that the gang members had confessed to killing the former South West Coordinator and Ogun State Commander of the Vehicle Inspection Officer, Mr. Yomi Bamgbose, in 2011 as well as the killing of five policemen attached to the Quick Response Squad at the Ijemo Agbadu and Mowe/Ibafo areas one year ago.

    The gang was also said to have allegedly killed about 11 policemen in Kwara and Lagos states and were responsible for the death of five policemen in the Imeko area of Ogun State, in a bullion van attack in September 2011.

    They were also said to be responsible for the killing of four members of the Ogun State Vigilance Service and three filling station attendants in Ifo last June.

    The suspects also allegedly snatched a Range Rover Sport Utility van from a popular Fuji musician, Wasiu Pasuma last August along the Lagos-Abeokuta Expressway.

    Okoye told newsmen that Kasali was injured in a shootout with the police and arrested by SARS, led by the Officer-in-Charge, Mohammed Tijani, in the Obele area, a border town between Nigeria and Benin Republic.

    Kasali was said to have led the SARS team to the hideout of the other members of his gang in the Iju-Ishaga area of Lagos State.

    “On reaching there, his gang members opened fire on the team and the team replied fire for fire and killed three of the robbers while three were arrested and the others escaped,” he added.

    He said efforts were on to arrest the fleeing gang members.

    “The lady among them is the most deadly; she was the one shooting at the SARS men,” the police boss said.

    Kasali told PUNCH Metro that he had killed about seven policemen.

    Unable to use his left hand since childhood, due to burns he claimed to have sustained, Kasali said he regretted his involvement in crime.

    He said, “This is the work of the devil. I cannot fathom why I’m into armed robbery. It’s beyond my comprehension. I’ve lost count of the policemen I’ve killed but they can’t be less than seven.

    “I was also part of the gang that killed the four vigilance service men and three petrol attendants in Ifo. On that day, we operated with Godogodo. Godogodo was our boss and he hated seeing policemen.

    “We also killed two people at the Baptist Church in Sango Ota. I want to advise those still engaged in armed robbery to give up. I’ve been in this job in the past seven years.”

    The police commissioner had earlier paraded five members of a highway robbery syndicate, which specialised in laying ambush for trucks loaded with goods on the expressway.

    The gang members, including Sola Bamigbade, Abidemi Tajudeen, Kehinde Oguntade, Aliu Hamzat and Joseph Ebenezer; were arrested after robbing a cable wire dealer of goods worth N25m last week at Ogere, along the Lagos-Ibadan Expressway.

    {Despite reported military victories against M23 rebels in the past few days, the DR Congo government risks jeopardizing ongoing regional and international efforts to end the country’s conflict, says the US special envoy Russell Feingold.}

    Last week the US envoy was on a regional tour that took him to Kinshasa, Kampala and Kigali. On his way to Washington via Paris, Feingold was asked by RFI if that did not mean the conflict was finally over, to which he simply said. “No…”

    “The military solution does not in any way respond to the problems posed by the M23 and the forty or forty-five other armed groups in the region,” said Feingold. “What we need is a peace agreement negotiated with the M23.”

    “The ongoing process within the framework of Kampala must be concluded soon, as this could put an end to the fighting, but it needs to be done without granting amnesty to those who have committed serious crimes.”

    The US envoy said continuing offensive will “put at risk” the Kampala process, which could eventually lead to M23 disarming completely.

    “It also risks jeopardizing the peace initiatives supported by the international community and the African Union,” said Feingold.

    “So yes, we have seen that the Congolese soldiers had several successes in recent days, but nevertheless we believe that at present, the [negotiated settlement] will better serve the people of Congo and the region.”

    Spain summons US ambassador over NSA spying claims

    {Spain has followed Germany in summoning the US ambassador to Madrid to discuss allegations of spying on Spanish citizens. Like Berlin, Madrid says the claims could have a significant impact on trans-Atlantic trust.}

    The Spanish government summoned US ambassador James Costos on Monday to discuss allegations that the National Security Agency (NSA) had tracked more than 60 million phone calls in Spain within the space of a single month.

    Costos was asked to explain the US position by Spain’s Minister for European Affairs Inigo Mendez de Vigo. The minister questioned Costos for some 40 minutes, the Spanish government said, with Madrid issuing him with a message.

    “Spain has conveyed to the United States the importance of preserving the climate of trust that governs bilateral relations and [the importance] of knowing the scale of some practices that, if true, are inappropriate and unacceptable between countries that are partners and friends,” said the Spanish Foreign Ministry in a press release.

    The claims were published in the right-of-center Spanish daily newspaper El Mundo, which said the NSA had recorded the origin and destination of the calls and their duration but not the content.

    Indian Mujahideen behind attack on Modi rally

    {Islamist militant group Indian Mujahideen is believed to be behind the attack on a rally by Bharatiya Janata Party (BJP) prime ministerial candidate Narendra Modi that killed six people and wounded more than 80, police said on Tuesday.

    Modi is seen as a target of militants who hold him responsible for riots in 2002, during his first term as chief minister of Gujarat, in which at least 1,000 people, most of them Muslims, were killed.

    Seven crude bombs went off on Sunday in Bihar as Modi’s supporters gathered for his rally. He was not near any of the blasts and delivered his speech despite the violence.

    Senior police official S.N. Pradhan said one of two suspects arrested after the blasts had identified a suspected senior member of the Indian Mujahideen, Tehseen Akhtar, as the organiser of the attack.

    The National Intelligence Agency, India’s top security agency, is seeking the arrest of the 24-year-old Akhtar in connection with attacks in recent years in the cities of Mumbai and Varanasi and is investigating his role in blasts in Hyderabad in February.

    “Because of the Tehseen connection, the entire chain is established,” said Pradhan, a senior police official in Jharkhand, where the detained suspect is from.

    {Turkey’s Sultan Kosen, at 2.51 metres (eight foot three) the world’s tallest man, has wed a Syrian woman he called the “love of my life”, though he towers over his 1.75-metre bride.

    “I cannot describe my feelings in words,” the 31-year-old groom said during the wedding celebration in his hometown in the southeastern province of Mardin on Sunday.

    “I am the happiest man in the world,” he was quoted as saying on the website of the state-run Anatolia news agency.

    His 20-year-old bride Mervi Dibo, who hails from the Syrian town of Hasaka, added: “I hope this happiness will be long-lasting.”

    The groom’s black suit was custom made, requiring six metres of fabric, Anatolia reported.

    Born into a farming family in southeastern Turkey, Kosen won global fame in September 2009 when Guinness World Records declared him the tallest man in the world. He was then 2.47 meters tall.

    His growth has resulted from a tumor affecting his pituitary gland.

    US doctors treated Kosen’s tumor in August 2010 in the state of Virgina with a precisely targeted shot of extremely high frequency gamma rays, using a non-invasive radiosurgical device known as a Gamma Knife.

    Last year, doctors said Kosen has overcome acromegaly, a rare hormonal disorder that caused him to keep growing well into adulthood.

    Kosen is forced to use crutches in order to walk.

    Body of Missing Minnesota Woman Found in Shallow Grave

    {A Minnesota woman who was reported missing six months ago was likely killed by a single gunshot wound to the head before she was buried in a shallow grave, police said.}

    The remains of Mandy Matula, 24, were found Saturday afternoon by a hiker at Mississippi River Park in Stearns County, Minnesota.

    According to police in Eden Prairie, Minn., the remains were wrapped in a blanket along with several personal effects, including Matula’s high school class ring and a University of Minnesota Duluth Fastpitch Softball pullover embroidered with the number 14.

    Matula was reported missing the evening of May 1. She was last seen with her ex-boyfriend, David Marshall Roe, who police have named a person of interest in the case.

    Roe had agreed to speak with investigators but shot himself in the head in the parking lot of the Eden Prairie City Center on the afternoon of May 2 before he could be questioned.

    China suspects Tiananmen crash a suicide attack – sources

    {Chinese authorities suspect suicide attackers drove the vehicle that ploughed into pedestrians at Beijing’s Tiananmen Square and set it on fire, killing five people including the three inside, sources told Reuters on Tuesday.}

    At least 38 people were injured in Monday’s incident at Tiananmen, part of the closely guarded heart of the Chinese government, but there has been no official word whether it was an accident or an attack.

    Authorities suspect the incident was an attack just ahead of November’s key conclave of the ruling Communist Party’s elite 205-member Central Committee at which major economic reforms are expected to be announced, a source with direct knowledge of the case and a source with ties to the leadership told Reuters.

    “It looks like a premeditated suicide attack,” the source with direct knowledge of the matter told Reuters, speaking on condition of anonymity to avoid repercussions for talking to the foreign media.

    Police are still investigating and have yet to determine the identities of the three people in the vehicle, according to the sources. But Beijing police said late on Monday they were looking for two suspects from the restive far western region of Xinjiang in connection with a “major incident”.

    The sources said that the men were suspected of lighting a flammable material on the vehicle.

    “It was no accident. The jeep knocked down barricades and rammed into pedestrians. The three men had no plans to flee from the scene,” said the source who has ties to the leadership.

    A Reuters reporter at the scene at the time said he did not heard any gunshots.

    On Monday night, hours after the fire, Beijing police issued a notice asking local hotels about suspicious guests who had checked in since Oct 1 and named two suspects it said were from Xinjiang. Four hotels told Reuters they had received the notice.

    Judging by their names, the suspects appeared to be ethnic Uighurs, who are Turkic-speaking Muslims from Xinjiang. Many Uighurs chafe at Chinese controls on their culture and religion.

    “To prevent the suspected persons and vehicles from committing further crimes … please notify law enforcement of any discovery of clues regarding these suspects and the vehicles,” said the notice, which was widely circulated on Chinese microblogs.

    The notice also listed four vehicle licence plates from Xinjiang.

    Beijing police, contacted by telephone, declined to comment. On Monday, the police said on their official microblog only that they were investigating the accident, and did not say if they thought it was an attack.

    Calls to the Xinjiang government went unanswered.

    Chinese Foreign Ministry spokeswoman Hua Chunying, asked whether the government believed the incident was a terror attack, declined to comment, repeating a previous statement that the incident was being investigated.

    His Excellency Paul Kagame, President of the Republic of Rwanda, His Excellency Uhuru Kenyatta, President of the Republic of Kenya, His Excellency Yoweri Kaguta Museveni, President of the Republic of Uganda, His Excellency Gen. Salva Kiir Mayardit, President of the Republic of South Sudan attended the Integration Projects Summit on 28th October 2013, in Kigali, Rwanda.

    The Summit was convened to review the progress on implementation of the decisions reached during the 2nd Infrastructure Summit that was held in Mombasa on 28th August 2013 and to provide direction on deepening regional integration.

    The Summit was attended by senior officials and Ministers from the four Partner States.

    The talks were held in a friendly and cordial atmosphere.

    The Summit considered the Ministerial Report and the recommendations therein, took note of the various Memoranda of Understanding (MoU) and the One Stop Border Post Agreement that were signed during the Ministerial session.

    The summit directed as follows:

    A. {{POWER GENERATION AND TRANSMISSION}}

    • Each Partner State shall provide comprehensive information on existing power generation capacities and investments programs before each summit.
    • Finalize the Memorandum of Understanding (MoU) in geothermal energy, to be run by the Geothermal Centre as a of Excellence in Kenya, and sign it before the next summit.

    B. {{PETROLEUM PRODUCTS PIPELINE DEVELOPMENT }}

    • Conclude negotiations with potential developers for the Eldoret-Kampala Segment.
    • Partner States shall remit their contributions to the cost of the feasbility study by November 30th, 2013 into the specific bank account opened with the National Bank of Rwanda.

    C. {{CRUDE OIL PIPELINE DEVELOPMENT}}

    • Urged further consultations to be carried out between the Republic of Uganda, the Republic of Kenya and the Republic of South Sudan on the joint development of the crude oil pipeline project.

    D. {{EAST AFRICA TOURIST VISA AND THE USE OF NATIONAL ID/VOTER/ STUDENT CARDS AS TRAVEL DOCUMENT }}

    • Partner States to discuss the matter of increasing air connectivity in the region and opportunities to lower the cost of air travel in the region.
    • The Heads of Immigration, Security Organs, Finance and Tourism to discuss the waiving of visa fees for African nationals in November, 2013 and be concluded before the next summit.
    • The Heads of State will launch the East Africa Tourist Visa and the use of ID as travel documents during the 4th of Summit.
    • Acknowledged the signing of the bilateral One Stop Border Post (OSBP) agreement between the Republic of Rwanda and the Republic of Uganda.
    • The Republic of Uganda to fast track the issuance of national identity cards.
    • Each Partner State shall budget for E-visa, E-identity and E-border management systems in the next financial year.
    • The Republic of South Sudan to waive visa fees for Rwanda.

    E. {{SINGLE CUSTOMS TERRITORY }}

    • Partner States to eliminate the remaining Non-Tariff Barriers (NTBs) with immediate effect.
    • Partner States to ensure that Transit cargo is equipped with an electronic system by January 2014 for ease of monitoring through the corridor.
    • All Partner States to comply with the instructions that transit cargo will be weighed once at the point of entry into each member state territory.
    • Partner States to establish a legal committee from the three countries to analyse the joint implementation of Axle Load issues.

    F. {{STANDARD GAUGE RAILWAY (SGR) DEVELOPMENT}}

    • The Republic of South Sudan to accede to the existing SGR Tripartite Agreement.
    • Kenya to share their SGR detailed design standards by November, 2013.
    • Uganda to develop a draft SGR Protocol for discussion by November, 2013.
    • Partner States to consider and approve the human resource capacity building strategy by March, 2014. Kenya Railway Training Institute and Tororo Road and Railway Polytechnic Institute to be strengthened as regional institutes.
    • Partner States to commit to the undertaking of the SGR development within the stipulated timelines and ensure completion by March, 2018.
    • Kenya and Uganda to maintain continuous supervision and monitoring of the terms of the Rift Valley Railway (RVR) concession.

    G. {{PROGRESS ON IMPLEMENTATION OF OIL REFINERY DEVELOPMENT }}

    • Kenya and Rwanda to respond to the offer by Uganda to invest in the refinery project by December 31st, 2013.

    H. {{FINANCING}}

    • Urged the Ministers of Finance to prioritize financing of the various projects.
    • Integrate South Sudan on the joint finance mobilization strategy.
    • Partner States to develop harmonized procurement regulations to be used for all the projects under this Initiative and submit the recommendations during the next summit.

    I. {{GENERAL RECOMMENDATIONS}}

    • Partner States will develop an ICT infrastructure related concept to share during the next summit.
    • The Republic of South Sudan to communicate at a later date the projects they intend to join.
    • Partner States to establish dedicated project management teams for all projects.

    J.{{ NEW PROJECTS}}

    • Ministers to consider all areas that can fast track the integration process including:
    • Commodities Exchange
    • ICT
    • Air Space Management
    • Security Cooperation
    • Human Resource Capacity Building in relevant areas

    H.E. President Yoweri Kaguta Museveni and H.E. President Uhuru Kenyatta and H.E. Gen. Salva Kiir Mayardit thanked their host H.E President Paul Kagame for the warm and cordial hospitality extended to them and their delegations during their stay.

    The date and venue for the next Summit will be communicated through diplomatic channels.
