    Tunisia parties meet to agree on new premier

    {Tunisia’s political party chiefs will meet on Friday to agree on a prime minister tasked with leading the country out of a deep crisis, said the union mediating the talks.}

    The powerful UGTT union did not specify the time of the meeting, which would also aim to take “a set of decisions to accelerate the adoption of the constitution”.

    Under a roadmap for the negotiations that started a week ago, the ruling Islamist Ennahda party and opposition are to announce on Saturday the name of the person who will succeed Ali Larayedh as premier.

    At the same time, the Constituent National Assembly must elect members of the future electoral commission before starting the process to adopt a constitution that has taken two years to draft and must be completed by the end of November.

    The political parties and the media have said there are four people vying for the post of prime minister to lead the country until elections.

    Under the timetable for the talks, a new prime minister will have two weeks to form a government of independents.

    Larayedh has pledged to step down so long as the timetable is respected. The Assembly has until the end of November to also draw up a new constitution and an electoral law.

    The political crisis erupted in July with the killing of opposition leader Mohamed Brahmi by suspected jihadists, triggering calls for the resignation of Larayedh’s government.

    Tensions ran high in Tunis late Monday as the national dialogue went ahead, and members from rival leftist and Islamist student unions clashed on a university campus, leaving five people wounded.

    Since the 2011 uprising that ousted Zine El Abidine Ben Ali and kicked off the Arab Spring, Tunisia has suffered a series of attacks blamed on jihadist groups previously suppressed under the long-ruling strongman.

    The extremist groups have mounted several attacks on security forces, especially in the rugged border region with Algeria.

    Somalia: Amisom Resumes Military Operations Against Al Shabaab

    {{Press Release}}-{The African Union Mission in Somalia (AMISOM) today resumed implementation of its armed operations against Al Shabaab safe havens in Middle, Lower Juba and Bay regions of Somalia.
    }

    The operations, led by the Kenya Defence Forces (KDF) under AMISOM, are targeted against Al Shabaab training camps and its senior commanders in the tri-border area between Middle Juba, Lower Shabelle and Bay region.

    Targeting these remaining Al Shabaab locations will complement the operations already being conducted by the Federal Government of Somalia (FGS) and other allied forces as well as deny Al Shabaab freedom of movement and further reduce their ability to perpetrate attacks against the civilians in Somalia and the region.

    The operations are being conducted following clearly defined objectives which have been validated following extensive surveillance and intelligence in order to minimise the chances of causing civilian casualties.

    Meanwhile, the Special Representative of the Chairperson of the African Union Commission (SRCC) for Somalia and Head of AMISOM, Ambassador Mahamat Salah Annadif hailed the historic visit to Kismayo today by the President of Somalia, His Excellency, Hassan Sheilhk Mohamoud who was warmly welcomed by the leader of the Interim Jubba Administration, Mr. Ahmed Madobe.

    Palestinians killed in Israeli strike on Gaza

    {{An air strike by Israeli forces killed three Palestinian militants in the Gaza Strip on Friday, Hamas has said. The Israeli military said the planes were targeting tunnels used by Hamas to carry out attacks on Israel.}}

    An Israeli air strike killed three Palestinian militants in the Gaza Strip on Friday, the enclave’s Hamas rulers said, the most killed in an incident on the frontier in months.

    The Israeli military said in a statement its aircraft targeted a tunnel used by Palestinian militants to carry out attacks on Israelis and accused Hamas of breaching a ceasefire reached a year ago, after an eight-day cross-border war.

    Another Palestinian militant was killed in a clash with Israeli forces on Thursday, which also saw five Israeli soldiers wounded.

    Fighting broke out when an explosive device went off as troops were clearing a different Gaza tunnel, said the Israeli military.

    Hamas’ military wing Ezzedine al-Qassam said in October that it had dug the tunnel as part of a plan to kidnap Israeli soldiers and hold them in exchange for Palestinians held in Israeli prisons.

    “This mission was imperative due to the potential to utilise the terror tunnel for future attacks against Israeli civilians,” the Israeli military said in a statement.

    The Israel-Gaza frontier had been mostly quiet for the past year after the Jewish state and Islamist Hamas ended a brief war last November with an Egyptian-brokered truce.

    On Monday, Gaza militants fired two rockets at a southern Israeli coastal city, and Israel bombed what it said were two concealed rocket launchers in northern Gaza. There were no casualties in that incident.

    Uganda protests Congo aggression

    {Government has protested the bombing of Ugandan territory by the DR Congo army helicopter on Wednesday, in pursuit of M23 rebels}.

    In a diplomatic protest note presented to the DRC Embassy and the United Nations, by Foreign Affairs Minister Sam Kutesa, Uganda protested the violation of its territorial integrity and sovereignty.

    The same helicopter fired shots from a machine gun injuring four Ugandans of Maziba village in Kisoro . Admitted at Mutolere hospital with severe injuries, the victims include a driver with the office of the prime minister.

    During the separate meetings at ministry headquarters, Kutesa said that Uganda, will appreciate a formal explanation from the DRC Government and the United Nations on the circumstances surrounding the bombing of her territory. Mr. Jean Pierre Masala, Charge d’Affaires represented DRC Embassy while Ms. Birgit Gerstenberg, Country Representative of the Office of the United Nations High Commissioner for Human Rights led the UN team.

    The Government of the Republic of Uganda expresses deep concern over the unprovoked violation of its territorial integrity and sovereignty by the combined forces of the Armed Forces of the Democratic Republic of Congo and the United Nations.

    A FARDC Puma military helicopter flying along the border fired one bomb at Maziba Trading Centre in Bunagana. The same helicopter fired shots from a machine gun which in total injured four Ugandans, on 30th October, 2013 at about 1630 hrs.

    Uganda protests in the strongest terms possible the violation of its territorial integrity and sovereignty, as referenced above.

    In this regard, the Government of the Republic of Uganda will appreciate a formal explanation from the DRC Government and the United Nations on the circumstances surrounding the bombing of her territory.

    The Government of the Republic of Uganda has a duty and responsibility to protect its territory and her citizens, and therefore seeks assurances that such violations will not occur again.

    Nyagatare: 100 houses destroyed while district remains silent

    Over 100 families staying in Gakakati 2 a suburb in Rwimiyaga sector in Nyagatare district remain displaced after their homes were allegedly destroyed without notice.
    The district officials continue to deny allegations as the families are desperately asking for help from the government and their respective district leaders.

    Some of the displaced habitants talked to IGIHE, and confirmed they had been living in that area since 2007. Most of them had been living in different provinces before they bought land and settled in Nyagatare. These residents came from the Eastern province, western province and the southern province.

    The residents claim they legally bought plots based on information that was provided by local officials, and possess signed Land title deeds from the district.
    According to the victims of this incident, the houses that were destroyed had new roofs and other new materials.

    Nyakatsi, one of the victims said that they recently build these houses with their savings after living in local huts for an extended period.
    The residents provided documents to IGIHE which indicates that these residents possess permanent title deeds to the land in question, meaning they have ownership of this particular land for a period of 99 years.

    One of the residents talked to IGIHE and confirmed it was on Friday last week when they saw many cars packed with prisoners backed by some of the district leaders of Nyagatare.

    After reaching in our area, 100 houses were immediately destroyed.
    She added that “we witnessed these people coming to our settlement and immediately ran away, because we couldn’t understand what was happening,
    On immediate arrival prisoners started the destruction of our houses and our properties within and outside the houses were destroyed.

    Almost 500 people from different families are still stranded and don’t know where to go. These residents are not aware of the reason their houses were destroyed, however, one resident said that they heard rumors from the local leadership claiming that that the land was sold but our inquiries reveal that the buyer is not yet known.

    Some of the victims of this incident stated that they attempted to contact the local leadership in regards to this matter, however, it was to no avail as they did not pick up their phone calls.

    IGIHE wanted to talk with the mayor of Nyagatare district for more information, unfortunately he told us he was busy and asked us to talk with the district lawyer.
    During an interview with IGIHE, Nyagatare’s District Lawyer, Kerebu Turatsinze, denied allegations relating to the destruction of houses in Nyagatare.

    When he was asked about of the victims whereabouts after the destruction, he continuously denied the allegations and insisted that no houses were destroyed in Nyagatare. He also added that the only thing the residents were prohibited from doing was digging in that area.

    Fortunately, IGIHE managed to visit these people and saw that the houses were indeed destroyed. After visiting the residents and getting the clear picture that the houses were destroyed IGIHE decided to return to the district lawyer for the second interview.

    Kerebu said these people were misusing the land and the district was following the new land laws as well as protecting the land. Kerebu also told us that these families never followed the right rules and regulations of buying and settling in this land that’s why they were supposed to move.

    Kerebu added that, if someone owns 10 hectares of land for animal farming, that land will be sold on a large scale to anyone who wish to buy it. He said that, “these people came and bought land in small pieces, which does not abide to the laws governing land, which were set by the government then they call them settlements”. According to him a settlement should cover between 100-200 houses as the rule says.

    However, he was asked how these people settled in this area in the first place without the knowledge of the local leaders. Kerebu said that most of these people settled in this area before the new law on land was established. Said Kerebu
    Currently, the victims of this incident are still displaced and claimed they were promised to be relocated to other places this Friday.

    Syria envoy Brahimi says no peace talks without opposition

    {{AFP }} – {UN-Arab League envoy Lakhdar Brahimi said Friday that a proposed Geneva peace conference to end the war in Syria could not be held without the participation of the opposition.}

    “If the opposition does not participate there will be no Geneva conference,” Brahimi said at a news conference in Damascus before returning to Beirut as part of a regional tour to try to garner support for the US and Russian backed peace initiative.

    “The participation of the opposition is essential, necessary and important,” the veteran Algerian diplomat said, adding the proposed conference was intended “to help the Syrians and resolve their problems”.

    Brahimi, who met with President Bashar al-Assad on Wednesday, said “the Syrian government has agreed to participate in Geneva”.

    “The opposition, whether the National Coalition or others, are trying to find a way to be represented,” he said, referring to the main opposition bloc.

    The renewed bid for peace talks aimed at resolving the two and a half-year conflict comes after last month’s US-Russian accord on dismantling Syria’s chemical arsenal.

    But Syria’s increasingly divided opposition has thus far balked, with the National Coalition saying it will not take part in the so-called Geneva II process if Assad’s resignation is not on the table, a demand rejected by Damascus.

    Powerful rebel groups on the ground have meanwhile denied the Coalition represents them, and some Islamist brigades have warned any Syrians taking part in the talks would be viewed as traitors.

    The Coalition, which is under pressure from its Western and Arab backers to attend Geneva II, is to meet on November 9 to decide whether to participate.

    The civil war, which erupted after a fierce government crackdown on Arab Spring-inspired protests in March 2011, has claimed an estimated 120,000 lives and forced millions to flee their homes.

    Germany may invite Edward Snowden as witness in NSA inquiry

    G{{reen politician meets US whistleblower in Moscow to discuss possibility of helping parliamentary investigation into US spying}}

    Edward Snowden may be invited to Germany as a witness against the US National Security Agency.

    Action is under way in the Bundestag to commission a parliamentary investigation into US intelligence service spying and a German politician met Snowden in Moscow on Thursday to discuss the matter.

    Hans-Christian Ströbele, the veteran Green party candidate for Berlin’s Kreuzberg district, reported that the US whistleblower was prepared in principle to assist a parliamentary inquiry.

    But Ströbele warned of the legal complications that would come with Snowden leaving Russia, where he has been granted asylum after leaking documents on mass NSA surveillance. Witnesses to parliamentary enquiries are usually given the financial support and legal protection required for them to travel to Germany.

    During the meeting, Snowden handed Ströbele a letter addressed to the German chancellor, Angela Merkel, which will be read out publicly on Friday afternoon.

    The latest developments will encourage those who hope Germany may eventually grant political asylum to Snowden. In June, his application for asylum there was rejected by the foreign ministry because, legally, he had to apply for asylum in person and on German soil. If Snowden was brought to Germany as a witness, he could meet these requirements.

    Activists are said to be considering other means of getting Snowden to Germany. Under paragraph 22 of the German residence law, Snowden could be granted a residence permit “if the interior ministry declares it to be in Germany’s political interest”. After reports of Merkel’s mobile phone being hacked by the NSA, such conditions could be said to apply.

    Some German politicians and newspaper columnists have backed calls for Snowden to be invited as a witness. The justice minister, Sabine Leuheusser-Schnarrenberger, told the Passauer Neue Presse newspaper: “If the allegations build up and lead to an investigation, one could think about calling in Snowden as a witness.”

    Terror suspect Mutabazi handed over to Rwanda

    Rwanda National Police (RNP) confirmed that fugitive Joel Mutabazi, a former RDF lieutenant wanted under an International Arrest Warrant and an Interpol Red Notice for terrorism and other crimes in Kigali, has been handed over by Ugandan authorities.

    Police spokesperson ACP Damas Gatare said:

    “Contrary to media reports of an alleged abduction, we have Lt Joel Mutabazi in custody following his arrest and handover by Uganda Police. This was done in keeping with ongoing collaboration between Rwanda and Uganda police to fight and prevent transnational organised crimes through Interpol and the Eastern Africa Police Chiefs Cooperation Organization (EAPCCO) framework. Lt Mutabazi will face the due process of the law.”

    Investigations by RNP had identified Mutabazi as a suspect in grenade attacks in Rwanda as part of a larger network led by the dissident Rwanda National Congress (RNC) in collaboration with the FDLR, remnants of genocidal forces operating from DRC.

    ACP Gatare pointed out that RNP had requested the arrest and return of Mutabazi in keeping with the force’s mandate to investigate and bring to justice those suspected of crimes in Rwanda:

    “Mutabazi and his associates are suspected of serious crimes, including terrorism acts that have claimed many innocent lives – no criminal should escape legal accountability. Rwanda National Police will continue to seek the arrest and extradition of suspected criminals through lawful means, including cooperation with neighbouring countries.”

    Kirehe : RYOSD Youth donate to Rwandan – Tanzania Refugees

    {On thursday 31st 0ctober 2013, Rwanda Youth for sustainable development (RYOSD) provided a number of equipments worth 1000,000 Rwandan francs to support Rwandan refugees deported from Tanzania.}

    During an interview with IGIHE, some of these refugees who are temporarily staying in Kiyanzi camp expressed their appreciation for the support they received from RYOSD.

    Rwigema faustin, an 81 year old resident at the Kiyanzi camp received a trouser and a shirt, he stated “through these donations, I feel a sense of hope in Rwanda to get back what we lost in Tanzania”. Another resident in the camp who was also a beneficiary of the donations also expressed his appreciation, “am very happy and I thank the youth for the clothes we have been given “said Sifa.

    The president of RYOS,D Hategekimana Richard told IGIHE that idea of visiting and providing such support for these refugees came from all the members of the group.
    He added that, they are patriots who love their country and believe in supporting other citizens who are living in such conditions similar to the deported Rwandan refugees who are currently living in the Kiyanzi camp.

    Byukusenge Madeleine, who is in charge of good leadership in the Eastern province, said “Besides the donations from various Government and non governmental organizations, the refugees in Kiyanzi camp are also taught about other government programs that will support them in future self reliance, after they leave the camp”. Byukusenge added that the district in partnership with the ministry of leadership, are making plans to help the Kiyanzi camp residents settle in homes like other Rwandan citizens.

    Currently, over 3,500 refugees have been received since 15th July 2013, this figure is based on statistical data from the camp.

    Bugesera: Imbuto Foundation distributes 200 Solar Lamps

    {On October 31st 2013, the Imbuto Foundation in partnership with Liquid Telecommunications distributed 200 solar lamps to Imbuto Foundation’s project beneficiaries in the Bugesera community.} This event took place in Bugesera District, Mr. Nic Rudnic, CEO of Liquid Telecommunications, Mr. Sam Nkusi Chairman of Liquid Telecom Rwanda, Mr. Constantin Rukundo, Coordinator of AERG and Mrs. Radegonde Ndejuru, Director-General in the Office of the First Lady marked this event.

    Imbuto Foundation- the First Lady’s Foundation- aims to empower youth to reach their maximum potential with the support of Liquid Telecommunications. This initiative is done through Imbuto Foundation’s Aheza Project, which targets 200 young genocide survivors in Bugesera, Huye, Nyanza and Rwamagana Districts.

    More specifically, the Aheza Project aims to equip young genocide survivors with career and life skills. This is accomplished by providing relevant training to prepare the youth for the work force, information and communications technology, trauma resilience and more.

    The provision of solar lamps is intended to facilitate them with their day-to-day activities, including the convenience of studying or conducting business until late hours. The Bugesera district community members were specifically selected based on vulnerability and lack of access to electricity. They will receive training on how to effectively use the solar lamps and its benefits.

    Liquid Telecommunications is further supporting these youth by providing a total of 1,000 solar lamps to AHEZA beneficiaries and other communities in Rwanda.
