    Security Council urges all rebel groups in DR Congo to disband, disarm

    {The United Nations Security Council today called for the immediate and permanent disarmament and demobilisation of the M23, welcoming the earlier announcement that the rebel group was ending its bloody insurgency against the Democratic Republic of the Congo (DRC). }

    Peace talks under way in Uganda towards agreement on a signed document failed to materialize between the two sides on Monday, leading senior UN officials – including the Secretary-General’s Special Envoy to the Great Lakes Region, Mary Robinson – to call on the sides to wrap up the negotiations with a firm political settlement.

    Earlier today, Liu Jieyi of China, which this month holds the Council presidency, said in a statement on behalf of the 15-member body that the Council “calls for the swift conclusion and implementation of a final, comprehensive and agreed outcome, in line with the Kampala talks, that provides for the disarmament and demobilization of the M23 and accountability for human rights abusers.”

    The talks are being held in Kampala under the auspices of the Chairperson of the International Conference for the Great Lakes Region (ICGLR), Ugandan President Yoweri Museveni, the Mediator, as well as Ugandan Defence Minister and Facilitator, Crispus Kiyonga.

    In the Presidential Statement, the Security Council expressed deep concern regarding the sustained regional threat posed by the Forces Démocratiques de Libération du Rwanda (FDLR) and stressed the importance of neutralizing it and all armed groups.

    The Council “strongly condemns” the continuing violence and abuses of human rights by all armed groups “including summary executions, sexual and gender based violence and large scale recruitment and use of children,” according to the statement.

    The M23 – composed of soldiers who mutinied from the DRC national army in April – along with other armed groups, has clashed repeatedly with the FARDC. In the past year, the fighting has displaced more than 100,000 people, exacerbating an ongoing humanitarian crisis in the region which includes 2.6 million internally displaced persons and 6.4 million in need of food and emergency aid.

    In today’s statement, the Council also noted that theM23’s 19 month rebellion had led to killings of UN peacekeepers in the DRC in the Mission known as MONUSCO led by Martin Kobler, the Secretary-General’s Special Representative in the DRC, and expressed continued support for the blue helmets there.

    The Council also encouraged the UN and its partners to strive towards implementation of the Framework signed earlier this year by the DRC along with 10 other countries and four regional and international institutions under UN auspices, outlining a comprehensive approach to sustainable peace in the region.

    {Rwanda National police has introduced a new way of reporting missing people and properties using online reporting (E-reporting).}

    This type of reporting will involve the use telephone gadgets, and other machines connected to internet.

    This new system of reporting was introduced this Wednesday 13th November 2013.

    According to this system there is a way you fill the page on the police website including details concerned with missing people, stolen properties and other issues concerning the appreciation or mistakes on the services offered by the Rwanda police.

    The police spokesman ACP Damas Gatare says, “This is the quickest way by which the police can interact with the public in such circumstances”.

    “In order for us to avoid and limit crimes in the country, Rwandan police has decided to introduce the online system in order to interact with the public through online suggestions and information.”
    We get this system as the best way to offer our services to the public “Said the police spokesperson Gatare Damas.

    He added that, “people can now inform us online about missing individual, lost properties and also make suggestions to the police without moving from one place to another and the police call upon everyone to work with the police through using this system for information”.

    This website will also be used in reporting the police staff that commits various crimes like corruption.

    The online report form is currently available at the following police website www.police.gov.rw whereby you can click Kinyarwanda while using Kinyarwanda language, English to those using English, secondly click on e-policing, then you will find a copy of paper to fill and lastly you look at the right end of the page then send.

    Tigo Rwanda delights Nyagatare customers with new and bigger store.

    {Last weekend, Tigo Rwanda moved to its new Service Centre in Nyagatare delivering excellent services to the townspeople. As part of the telecommunications company’s plans to expand and ease access for its growing clientele, this modern and service-led store offers a wide range of digital solutions to more people. }

    At the inauguration, Rene Bascope, Head of Corporate Services and Customer Operations at Tigo Rwanda explained that despite its size, the Nyagatare Service Centre became one of the most-visited.

    This prompted Tigo to upgrade into a bigger and better store set right in the centre of Nyagatare business hub.

    “The new Service Centre is twice the size of the former, with more counters and agents to give every visitor more enjoyable experiences.” He mentioned.

    Commenting on the initiative, Tongai Maramba, Tigo Rwanda General Manager expressed: “Expanding our store reflects on how we highly value our loyal and ever demanding Nyagatare customers.

    This aligns well with our commitment to continually improve the quality of services offered to customer’s country wide.”

    Tigo now has thirteen Service Centres, with seven located upcountry in Rubavu town and Rubavu boarder, Musanze, Muhanga, Rusizi, Huye and Nyagatare while the rest are in the capital Kigali and its suburbs.

    Kicukiro: Man’s house survives demolition over 1987 land title

    {After the announcement of demolishing his house by Kicukiro district, 68 year old Munyawera Seth a resident of Kigarama sector was defended by the land title he was offered in 1987.}

    The title which was offered to him by MINITRAP during that time showed his ownership of land including measurements.

    Munyawera was informed that, the district was coming to destroy his house because; he had extended and built his house on some part of his current neighbor, Mukabagire Console.

    In August this year IGIHE published a story saying 68 year old Munyawera Seth had spent 1year on pressure and threats to demolish his house.

    As time went on the case grew bigger and bigger, but finally it has been settled by district authorities.

    For the second time, Munyawera was offered a letter informing him to prepare for the house destruction after being charged of extending the construction of his house on Mukabagire’s land.

    Speaking to IGIHE, Munyawera went to the Gikondo police station for assistance, before meeting the court authorities for justice.

    The police assisted him to reach the district authorities, where he was told the problem was going to be settled.

    When he was preparing for his house demolition at 2: am as he had been told, he was fortunately defended by the measurements which appeared on his land title and the land title of Mukabagire which were offered in 1987.

    During the 1987, when he was given the land title, it was kept at Kicukiro district.

    During that time, he was a neighbor of Michel sibomana since 1982, who later sold his land to Mukabagire Console in1999.

    Mukabagire was claiming, she lost 3.5 meters of her land to Munyawera Seth which led to the conflict between the two.

    These claims came as result of misunderstandings, from the two neighbors which started in the 2012 when 3.5metres came as the main cause.

    However, when the technician from Kicukuro district arrived for measurements based on the land titles of 1987, the results came out and found out it was Mukabagire who had stolen part of Munyawera’s land.

    After the measurements, Munyawera was happy with the result while Mukabagire wasn’t appreciated with the final results from the district authorities.

    According to Mukankusi Marceline, the head of public relations at Kicukiro district she managed to convince the two parties to put signs to separate their land in order to avoid future quarrels and misunderstandings.

    {Sub-Saharan Africa is set to remain the world’s fastest growing market for smartphones, two industry reports say.}

    The reports were released separately early in the week — one by Ericsson Mobility and another one by the GSM Association, an organisation of mobile operators and related companies.

    According to the latest Ericsson Mobility report, mobile phone subscriptions are expected to reach 9.3 billion by 2019, and more than 60 per cent of these — 5.6 billion — will be for smartphones.

    Currently, smartphones represent between 25 and 30 per cent of global subscriptions, yet they account for the majority (55 per cent) of mobile phones sold in Q3.

    Over the forecast period, smartphone uptake in sub-Sahara Africa will be relatively rapid, driven partly by low-cost handsets entering the market and the increasing demand for mobile devices content.

    “The rapid pace of smartphone uptake has been phenomenal and is set to continue. It took more than five years to reach the first billion smartphone subscriptions, but it will take less than two to hit the two billion mark. Between now and 2019, smartphone subscriptions will triple.

    “Interestingly, this trend will be driven by uptake in China and other emerging markets as lower-priced smartphone models become available,” said Douglas Gilstrap, senior vice president and head of strategy at Ericsson.

    The GSMA report, on the other hand, notes that mobile phones will bolster job creation in Africa by 6.6 million by 2020.

    Chief regulatory officer Tom Phillips said that despite the significant impact of the mobile industry in sub-Sahara Africa in recent years, even greater opportunities are ahead.

    According to the report, sub-Sahara Africa’s unique mobile subscriber base has grown by 18 per cent annually over the last five years, making it the fastest growing region globally.

    “Beyond further growth for voice services, the region is starting to see an explosion in the uptake of mobile data,” he said. “However, a short-term focus by some countries on generating high spectrum fees and maximising tax revenue risks constraining the potential of the mobile Internet.”

    The report says: “Last year, the mobile ecosystem directly supported 3.3 million jobs and contributed $21 billion to public funding in the region, including licence fees.

    This is GSMA’s latest comprehensive study of the socio-economic impact of the mobile industry in sub-Sahara Africa.

    {After many people wanted to know why he walks the streets with a raven, Harerimana aka Rusumo, a resident of Nyarugege District who walks every day with a raven in his hand, told IGIHE that raven brings luck to him.}

    In an interview with IGIHE journalist, Harerimana said people should not worry about him to carry his raven due to the fact that it brings daily chance to him.

    “People should not worry about me because of this raven. In different ways it brings luck to me and even without it I am not sure if I can live well”

    He narrated that “Even if people treat me like a mad because they say I don’t have money, I always reply to them that my raven is my chance. I tell them that I feel as if I have enough money and happiness. Remember that there are some who have money and property but lack peace and happiness”

    He concluded affirming that his life depends on “this raven and without it my life is at risk”

    This is the second man who walks with a flying animal after another one called Hamisi from Nyamirambo who walks with an Eagle in his hands.

    The month was launched Tuesday 11th November 2013.

    Alphone Munyentwari called upon the public to be aware of good governance as he thanked the district of Nyamagabe for organizing this day.

    Munyentwari also reminded residents that good leadership is a key to good standards of living and rapid development of the country.

    He also added “that where there is good leadership, there is security and without it nothing can be achieved easily”.

    According to the governor, topics to be discussed during this month were set and they are important because they all aim at the development of Rwanda, Justice, security and unity and reconciliation between Rwandans.

    Some of the topics that will be discussed during this period will resume from 5th November to 12th December 2013.

    Every category of leadership will be visiting, discussing and settling conflicts between the public.

    Every week was programmed with a main topic of discussion, but there are some other issues which will be embarked on this month and some of them include, solving conflicts in public, Umurenge Kagame cup annual tournament as they were reminded by the district Mayor Mugisha Philbert.

    He added that, there are some issues that will crosscut with others during this week and some of them include, conflict resolutions, Umurenge Kagame cup tournament which will proceed until the beginning of next year of 2014.

    According to the news from Nyamagabe district, every week will be backed by an issue and topic of concentration.

    The first week will concentrate on the issue of putting efforts and sensitizing the public on Medical insurance and savings, the second week will concentrate on security, the third on justice and fighting corruption, the fourth will discuss on unity and reconciliation and promotion of “ndi umunyarwanda” project sensitization, then the last week will concentrate on the end of month public social work (umuganda).

    This year Nyamagabe district will have two month of celebrating good leadership until February next year.

    Australia warns of US-style debt shutdown

    {Australian Treasurer Joe Hockey warned on Thursday of a US-style shutdown if the Labor opposition refuses to agree to lift the nation’s debt ceiling to Aus $500 billion.}

    The current ceiling of Aus$300 billion will be breached on December 12 and while a bill to raise it passed the House of Representatives on Wednesday evening, there is a stand-off in the Senate.

    Labor and the Greens hold the balance of power in the upper house and only want an increase to Aus$400 billion, but the Tony Abbott-led government said that was not enough.

    “If Labor prevents an increase in the debt limit, there is no choice but to start having massive cuts to government expenditure because the government is running on borrowed money — that’s what we inherited,” Hockey told ABC radio, adding: “They’re playing an irresponsible game here.”

    Last month the United States government was shut down 16 days and taken to the brink of default as Democrats and Republicans locked horns over a budget bill and raising of the country’s borrowing limit.

    Hockey told parliament on Wednesday the government may have to stop welfare and health-related payments if the ceiling was breached.

    “The Labor Party is now playing a game of Russian roulette,” he said.

    “But what they don’t understand in relation to debt limits is that the barrel is fully loaded. If they choose to pull the trigger, there’s only one outcome for them. But the problem is, there will be ancillary pain for the Australian people.”

    Opposition treasury spokesman Chris Bowen accused Hockey of behaving “like a B-grade actor”, saying Aus$400 million was sufficient and “we are not going to give them a blank cheque for half a trillion dollars”.

    EAC advised to promote Dialogue and Tolerance

    East African Community member states have been advised to promote a culture of dialogue and tolerance as a means of resolving conflicts both nationally and regionally.

    Speaking at a meeting here, Burundi First Vice President Bernard Busokoza, said it came at the right time, when the EAC was facing misunderstandings between partner states in the implementation and fast tracking of agreed matters such as a free labour market and national identity cards as travelling documents within the region.

    ”We pass our condolences and support to the government of Kenya on the recent terrorist attack in Nairobi that saw the loss of lives and many casualties…our prayers and thoughts are with them,” he said.

    He said peace and security were a prerequisite for social development in the EAC, urging partner states to foster and maintain an atmosphere for peace and security through the promotion of good neighbourliness in the region.

    “Countries should engage in dialogue and tolerance for conflict prevention and resolution because the outcome will not only build a peaceful nation but region as a whole,” he noted.

    According to him, the region had witnessed cyclical instability and civil strife over the last four decades, while a lot of progress had been made in the restoration of the rule of law and inculcation of the culture of peace. Speaking on the sidelines of the meeting, the EAC deputy secretary general for Politics, Mr Charles Njoroge, said the bloc was currently in the final stages of starting a council for security which would deal with conflicts and security in the region.

    Saint Etienne FC to partner with Rwandan clubs

    {After a two day visit to Rwanda, leaders of Saint Etienne football academy have accepted to create partnership with Rwandan football clubs.}

    This partnership will include rising of young talents while with the club and exchanging coaches in order to improve on the Rwandan football through developing young talents.

    During the second day of their visit, they attended a friendly game between Isonga FC and SEC football academy.

    According to Bernard David, the boss of Saint Etienne football academy, he was surprised to see the way these young players had such a good talent as they were born in 1998.

    While talking to FERWAFA and the Minister of sports Bernard David asked them to give chance to young talents, through provision of easy access to football academy’s so that they may go for trials in Europe.

    Some of the coaches to the young players will be having seasonal trainings with Saint Etienne (France) and later exploit them through training the local football academies.

    Apart from that, Coaches from Saint Etienne will be visiting the country seasonally, to provide trainings on the development of young players.

    During this Tuesday, this delegation attended two football matches on the 9th day of the league.
    These matches included Kiyovu beating police fc 2-0, and Mukura beating As Kigali 2-1.

    After the matches, Bernard said “Rwanda has got good players who are developing at a high rate and that’s the reason why we decided to work with the Rwanda football federation. The benefit of this partnership will be on both sides”.

    According to the FERWAFA boss Ntagungira Celestin, in order for this partnership to resume, he will have to meet with the committee of Saint Etienne in France in order to sign the contract.

    The last time FERWAFA had partnership, it was between RFEF (Real Federación Espanola de Fútbol) in Spain and it was concluded when three players managed to escape the academy while on a visit in Spain.

    These three players included Rwigema Yves, Neza Anderson and Nkizingabo Fiston.
