    Kayonza: Residents tipped on Ndi Umunyarwanda Program

    {Residents of Kayonza district gathered last week to learn and understand more about “Ndi Umunyarwanda” program.
    }

    As it was being launched at district level, MP Safari Begumisa Theoneste confirmed the aim of this program wasn’t to force people ask for forgiveness as some people thought.

    “However, this program is focused at discussing and understanding the Rwandan history which explains more on how Rwandans are one” Said Begumisa.

    According to the information from Kayonza district website, MP Habimana Saleh explained to the audience as saying “the Hutu, Tutsi and Twa were categorized in various groups based on the activities they used to do during that time”.

    He also added that, according to the true Rwandan history, the Tutsi were cattle keepers, Hutu- farmers and Twas were potters, but in real sense the Rwandan tribes were naturally 18.

    According to Mugabo John the Mayor of Kayonza district “Ndi Umunyarwanda” program will support in achieving Unity and reconciliation among Rwandans.

    Ni Nyampinga – Inspiring Girls to fulfill their potential

    {Ni Nyampinga Road show is currently underway as it continues to impress the girl child across the country, through fulfilling their potential.

    The Road show kicked off last Wednesday on November 20th, 2013 in Ruhango district, located in the southern province of the country.

    The main aim of this road show is to travel across Rwanda inspiring girls to fulfill their potential and creating awareness of Ni Nyampinga magazine.

    The show will last for 10 days, and expected to end after cover ing 10 locations and five districts in some of the most hard-to-reach places in the country namely;
    1. Gatsibo
    2. Gakenke
    3. Nyamasheke
    4. Burera
    5. Ruhango

    With 90,000 copies of Ni Nyampinga magazines which are distributed four times per year and am sure we shall reach a lot of girls.

    The road show features Ni Nyampinga Issue 8: “Nige Niyubake (The Best I Can Be), and encourages girls through the spirit of NI IYANJYE NAWE (It’s mine and yours).

    Ni Nyampinga radio and magazine journalists all of whom are girls will be expected to bring the road show to life with music, dance, performance, and teen spirit.

    NI NYAMPINGA MAGAZINE is composed of seven girl journalists aged 15-24 who write the magazine’s content. It is the most widely distributed publication in the country by 15 times with over 90,000 copies distributed in each quarter.

    Rwandan peacekeeper killed in Darfur ambush

    {A Rwandan peacekeeper serving under the African Union-United Nations Hybrid Operation in Darfur (Unamid) succumbed to injuries on Sunday after gunmen ambushed a Rwanda Defence Forces (RDF) escort convoy.}

    This is the first incident involving a Rwandan peacekeeper in about two years. Attacks on peacekeepers in the Sudanese region of Darfur have escalated in the recent past.

    A statement by the RDF indicates that the fallen soldier, whose name is yet to be released, was together with 60 other RDF peacekeepers, escorting a convoy to Kunguru from Kabkabiya, North Darfur, when they were ambushed.

    “The non-commissioned officer serving in Rwanbatt 40 (31 Infantry Battalion) was killed in the line of duty. He was serving the people of Darfur through UNAMID. We offer condolences to family, fellow peacekeepers in UNAMID and friends,” Brig. Gen. Joseph Nzabamwita, Defence and Military Spokesperson said yesterday.

    The RDF said the fallen peacekeeper was evacuated to Level II Hospital but had already succumbed to injuries.

    The UN Secretary General, Ban Ki-moon, condemned the attack and sent his condolences to the bereaved family.

    “I condemn the attack on UNAMID and I am calling upon the government of Sudan to take swift action and bring the perpetrators to justice,” Ban said in a statement yesterday.

    UN reports indicate that at least 12 UN-African Union peacekeepers have been killed in the war-torn Sudanese region in the past five months.

    The region has been in conflict for decades and at least 300,000 people have died in the last ten years.

    The latest uprising is blamed on two rival Arab tribes within the region.

    Attackers swooped on a UN water convoy last month and killed three Senegalese peacekeepers and a military observer from Zambia.

    In July, seven Tanzanian soldiers and a Sierra Leone police officer were killed in an attack near the Darfur city of Nyala, while four humanitarian workers have also been killed in the region this year.

    Rwanda is the sixth major Troop and Police Contributing Country in the world, with over 4,000 peacekeepers, 400 policemen and 13 military observers in seven UN Missions, including UNAMID.

    The UN-African Union mission has more than 25,000 troops and police in Darfur.

    The Trial of Lt Mutabazi and 14 accomplices postponed

    {Nyamirambo Military Court has postponed the trial of Lt Joel Mutabazi together with 14 accomplices to 2nd December 2013.}

    The defendants appeared for the first time in Court on 25th November 2013

    During the first appearance in the Court Lieutenant Mutabazi had told the court that he is unable to pay a lawyer so the court should see what to be done to grant him the right to the lawyer

    To this end, the Court promised to contact the management of the prison where he is incarcerated to contact the Bar Association to look a lawyer for Joel Mutabazi.

    The defendants are accused of illegal possession of weapons, spreading rumors in the international community for civil disobedience, terrorism, training a group of criminals and desertion.

    Lt. Joel Mutabazi was a member of the guard of President Paul Kagame. He was arrested and extradited from Uganda to Rwanda, which did not please some of international human rights.

    {Israel reacted with vehement skepticism at the signing of an interim agreement that Prime Minister Benjamin Netanyahu had vociferously described as the “deal of the century” for Iran because it eased sanctions while allowing Tehran to continue enriching uranium.}

    “This is the first time the world’s leading powers have agreed to uranium enrichment while ignoring Security Council resolutions which they led and years worth of sanctions which contain the key to a peaceful diplomatic solution,” Netanayhu said at the start of the weekly Sunday morning cabinet meeting. “These sanctions are now being removed in return for cosmetic concessions which can be undone by the Iranians within weeks.” He followed the criticism with the kind of threat of military action that first brought the Iranian nuclear portfolio to global prominence three years ago. “Israel is not bound to this agreement while Iran is committed to the destruction of Israel,” Netanyahu said. “Israel has the right to protect itself in the face of any threat. I wish to reiterate that as the Prime Minister of Israel – Israel will not allow Iran to develop nuclear military capabilities.”

    The same ominous sounds echoed through the government. “This is the Islamic Republic’s biggest diplomatic victory since Khomeini’s revolution, and the result here will be an arms race,” Israeli foreign minister Avigdor Lieberman told Army Radio on Sunday morning, as details of the agreement first became known. Recently returned to his job after being acquitted of corruption charges, Lieberman was among the Israeli officials lambasting the agreement for failing to cut back on the number of centrifuges currently operating, which stands above 18,000. The machines produce fissile material that can be used to create energy, or be upgraded to the intensity required to fuel a nuclear weapon

    Bemba case: four suspects arrested for corruptly influencing witnesses; same charges served on Jean-Pierre Bemba

    {On 23 and 24 November 2013, the authorities of the Netherlands, France, Belgium and the Democratic Republic of the Congo (DRC) acting pursuant to a warrant of arrest issued by Judge Cuno Tarfusser, the Single Judge of the Pre-Trial Chamber II of the International Criminal Court (ICC), arrested four persons suspected of offences against the administration of justice allegedly committed in connection with the case of The Prosecutor v. Jean-Pierre Bemba Gombo. This warrant of arrest in respect of the same charges was also served on Jean-Pierre Bemba at the ICC’s detention centre, where he has been detained since 3 July 2008.}

    On 20 November 2013, Judge Tarfusser issued a warrant of arrest for Jean-Pierre Bemba Gombo, his Lead Counsel Aimé Kilolo Musamba, Jean-Jacques Mangenda Kabongo (a member of Mr Bemba’s defence team and case manager), Fidèle Babala Wandu (a member of the DRC Parliament and Deputy Secretary General of the Mouvement pour la Libération du Congo), and Narcisse Arido (a Defence witness).

    Judge Cuno Tarfusser found that there are reasonable grounds to believe that these persons are criminally responsible for the commission of offences against the administration of justice (article 70 of the Rome Statute) by corruptly influencing witnesses before the ICC and presenting evidence that they knew to be false or forged. The suspects, it is alleged, were part of a network for the purposes of presenting false or forged documents and bribing certain persons to give false testimony in the case against Mr Bemba.

    The Belgian authorities arrested Aimé Kilolo Musamba, the Dutch authorities arrested Jean-Jacques Mangenda Kabongo, and Narcisse Arido was arrested by the French authorities, in response to requests for arrest and surrender from the ICC. They will be subsequently surrendered to the ICC in accordance with the judicial procedures applicable in the three countries. Fidèle Babala Wandu was arrested by the authorities of the DRC and is being transferred to The Hague. The date of his first appearance at the ICC will be announced shortly. The authorities also cooperated with the ICC for the purposes of searching locations connected to the suspects. The Single Judge of the Pre-Trial Chamber II further requested the States concerned to locate and freeze the suspects’ assets.

    On behalf of the Court, the Registrar of the ICC, Herman von Hebel, expressed his gratitude to the States’ authorities for their cooperation, stating that these are the first arrests made in relation to such charges before the ICC.

    The trial of Jean-Pierre Bemba Gombo, the alleged President and Commander-in-Chief of the Mouvement de libération du Congo, started on 22 November 2010, for two counts of crimes against humanity (rape and murder) and three counts of war crimes (rape, murder and pillaging) allegedly committed in the Central African Republic.

    Rwanda’s telcos eye data segment to boost revenue

    {Rwanda’s telecom firms are stepping up investment in data services to reduce their reliance on the voice market, as competition in the sector heats up in the wake of increased uptake of the Internet.

    Over the past two months, the country’s three telecom companies — MTN Rwanda, Tigo Rwanda and Airtel Rwanda — have all rolled out promotions aimed at increasing data penetration, a move that is expected to reduce the cost of Internet use. They have also lined up new investments in the data segment hoping to ride on the growing use of smartphones to access the Internet.

    Global telecom industry body GSM Association says in its latest report that Africa is the fastest growing market for smartphones in the world, with East African countries topping the list of nations where the devices are increasingly gaining a foothold.

    Industry data package charges per day on Internet modems in Rwanda have dropped to an average of between Rwf500 ($0.744) and Rwf800 ($1.19) from Rwf1,000 ($1.4), while weekly charges have dropped to Rwf 4,500 ($6.7) from Rwf 6,000($8.9), and monthly charges stand at Rwf18,000 ($26.7) from Rwf 30,000 (Rwf44.6) a year ago.

    Rwanda’s Internet penetration is currently estimated at 12.2 per cent, representing an increase of 27 per cent as of June this year, mainly driven by mobile data.

    However, the country lags behind its counterparts in the East African region apart from Burundi, which has an Internet penetration rate of 3.9 per cent. Kenya leads at approximately 41.1 per cent, Uganda’s stands at 17 per cent while Tanzania’s is 14 per cent.

    {Three officials in Rusizi district have applied asking for resignation from work. These 3 leaders include the Vice mayor in charge of finance Nirere Francoise, Vice mayor in charge of social affairs and Ndemeye Albert, the district secretary, wrote letters asking for resignation from work.}

    The Mayor of Rusizi district, Nzeyimana Oscar told IGIHE that the 2 officials had applied for resignation to the president of the district advisory council and it was still under way.

    However, these resignation letters follow another resignation letter from another district official called Nirere who had applied for resignation before.

    In an interview with the executive secretary of Rusizi district said that he resigned in order to pave way for other Rwandans to lead, and he also confirms another factor that led to his resignation was the way tenders were being offered by the district which didn’t pass through the right way of offering tenders.

    He added, “It’s been one year since I became a leader of this district, I came with an intention of building my country but what I found there was shocking, there was a wrong system of offering tender and I wouldn’t continue working in such condition that’s why I decided to write a resignation letter”.

    Habyarimana Marcel, who was in charge of finance told IGIHE that his resigning has nothing hidden behind, and insisted there were some other people capable of doing that job to replace him.

    He added that he performed well, during his 5 years at work with the district administration and it was now time for him to take care of his family.

    According to the government auditor in the western province Mugabe Innocent, the last accounts had shown how the government funds were utilized in Rusizi district on 28th march 2011.

    There was a problem which was realized whereby district employees had been paid the 13th month salary which they were later requested to return to the district account.

    Another error which was realized included, 24million which was issued as an illegal tender for the construction of a 9 year basic education school.

    At that time of the audit the vice mayor in charge of finance had sown appreciation on the final results.

    Gabiro: Local leaders in charge of labor start training

    {Local leaders in charge of labor from provincial and sector levels start training at the Gabiro Military camp in Gatsibo district}

    The training will last for two weeks and was organized by the ministry of Local government (MINALOC).

    The aim of this training is to improve on the capability of employers on management of the properties of their people.

    Among the people who attended this training include, all executive secretaries in the country, leaders in charge of labor in the provinces, districts, Kigali city, and advisors to the governors.

    These trainings will be provided by professionals from Singapore which Rwanda recognizes as a good example of development.

    However, the trainings are supposed to close on the 5th of January 2013.

    The Reason why Gabiro was chosen to be the venue for the training is that, it is well equipped and has a large area that can host over 560 People for training.

    {The RPF youths elected Rose-Marie Diane Umuhoza, 29, an employee of the National Public Prosecution Authority (NPPA) as their national committee President and Emmanuel Rukundo, as Vice President, while the Secretary is Jeanne Musaniwabo.}

    Apart from the top trio, the seven-member body has four special committee members in charge of good governance, Vincent Nsanzabankunda; Justice, Cecile Ntakirutimana; economic development, Evelyne Bampiriye; and socials affairs, Asiah Ingabire.

    During the same occasion, the RPF youth also elected 10 candidates from which five will be selected for the RPF National executive committee (NEC), when the party’s Political Bureau next convenes.

    The 10 are Justine Mukobwa, Wilson Wamara, Dr Abdallah Utumatwishima, Francine Uwamariya, Aloys Nteziryayo, David Rusirare, Francoise Gakanda, Ildephonse Nsanzimana, Claudine Uwimana and Yves Musoni Ndamage.

    Apart from the vote, the over 2,000 congregation discussed at length the role of youth in development, Ndi Umunyarwanda initiative, and the nature and responsibilities of the RPF national youth league.
