    Colombe Akiwacu to represent Eastern Province in Miss Rwanda 2014

    {Colombe Akiwacu, 19, was elected to represent the Eastern Province in Miss Rwanda 2014 competition. The event which took place on December 28, 2013, sees Akiwacu being crowned followed by Ruth Uwera as first runner and Fiona Ishimwe, second runner for the Eastern Province.}

    The competition was held in Rwamagana District.

    Colombe Akiwacu who studied in Stella Matutina was loaned to questions from the jury to reveal her future plans in case she is crowned Miss Rwanda 2014.

    She says that she would ensure the interests of young people in the Province of East, she will be their spokesperson, she will fight the consumption of drugs among young people and that she will also fight for the protection of the rights of young Rwandan girls.

    “I am proud to be recognized for my beauty. I wanted it so much. I trust myself to become Miss Rwanda 2014 because I met all the requirements of beauty and intellectuality “she told IGIHE’s reporter who was on the ground to witness the event.

    National VIPs were invited to this event with the guest of honor, the Minister of Sports and Culture, Protais Mitali and the Governor of the Eastern Province, Odette Uwamariya.

    IGIHE also noted the presence of Miss Rwanda 2012 Liliane Mutesi Aurore.

    Rwandan mobile penetration declines due to SIM Cards registration

    {Rwanda’s mobile subscriber numbers now stand at 6,59 million – a slight drop on previous figures following the disconnection of unregistered SIM cards.}

    According to the Rwanda Utilities Regulatory Authority (RURA), the number of active mobile subscribers in Rwanda is 6,593,033 – a penetration of 62.6%.

    MTN Rwandacell had the biggest share of the market by end November, with over 3,516 million, followed by Tigo Rwanda, with over 2,141 million and Airtel Rwanda, with 935,000.

    The number of active mobile subscribers in Rwanda climbed from 5.902 million at the end of January this year. Penetration was reported to have topped 63.7% in September. However, RURA noted that due to SIM card registration process that took place from February to July 2013, SIM cards that were not registered until the deadline were disconnected, hence the decrease in active mobile subscriptions and the penetration rate as of October 2013.

    Bisengimana was acting in this position since 2010 following the suspension of General John Numbi, implicated in the murder of Chebeya and Bazana.

    General Bisengimana will be particularly supported by General Raus Chalwe new Head of Administration and Public Safety.

    South Sudan Learnt Nothing From Kenya and Rwanda

    As we open the new year of 2014, amidst a clamor by African presidents that they should never be prosecuted for crimes against humanity, world’s newest country South Sudan is burning in the fire of negative ethnicity as if drawn into it by an irresistible death wish.

    Though many people have warned against dangers of negative ethnicity, many African countries continue to ignore the monster.

    Consequently many have exploded as has South Sudan now and those which have not, instead of guarding against a similar eventuality, they laugh at the victim, as wood in the drying rack laughs at the wood in the fire.

    As is typical of victims of negative ethnicity everywhere, in South Sudan, the Nuers are blaming Dinkas for their problems and Dinkas are blaming the Nuers for disturbing their turn to eat.

    But why did South Sudanese not learn their lesson from Rwanda or Kenya’s post election violence? Why are they not able to discern the guile and false promises of negative ethnicity when it comes to them as a saviour? Is it because they do not understand the dragon or how it works? The worst thing is when Africans and foreign friends live in the denial that negative ethnicity is the ideology that is burning South Sudan and most of Africa. A disease denied cannot be treated.

    Negative ethnicity is neither ethnicity nor positive ethnicity that rightly celebrates our ethnic roots and ethnic diversity. Negative ethnicity is hate of others from other communities that we more popularly call tribalism.

    Negative ethnicity that we fatally embrace is related to anti-Semitism and racism but Europeans, Americans and South Africans spend more time fighting their evil ideologies than Africans spend fighting theirs.

    When ethnic elites are not at each other’s throat, they will look within their community for clans and tribesmen in other regions to fight. Negative ethnicity was a tool of colonial conquest that British ruling minorities used to divide and rule their colonial subject majorities in Africa and Asia. In Sudan, the Arabic North Sudan used negative ethnicity to divide Africans in the South.

    After independence, African elites did not eradicate but perpetuated negative ethnicity as a tool of scrambling for power and resources. But this scramble was bound to come to a head as it has now. Much as Africans tried to free themselves from the comb-web of negative ethnicity, they have failed because capitalism, the system of unbridled greed and the Machiavellian principle of “the end justifies the means” has converted most African leaders into demagogues of negative ethnicity to attain or retain power.

    Everywhere negative ethnicity operates against nationalism, idealism and multi-ethnic nation. As Samora Machel mourned that the tribe had killed the nation of Mozambique, in Kenya, patriots also mourn that the tribe has killed the nation.

    The modus operandi of negative ethnicity is division, war and balkanisation of the nation. Right now, unless the Nuer military forces are quickly defeated by the Dinka military forces or a political solution to the problems is quickly found, South Sudan might balkanise into a Nuer South Sudan and a Dinka South Sudan.

    In Africa, wars of negative ethnicity have killed more people than those killed by any other ideology. Thanks to negative ethnicity, Africa has witnessed ethnic civil wars, massacres and genocides in DR Congo, Liberia, Sierra Leone, Nigeria, Rwanda, Burundi, Mali, Central African Republic, Ethiopia, Kenya, Uganda and now South Sudan.

    In Somalia, clanism – a mutation of negative ethnicity – has destroyed the whole country. In most of Africa, negative ethnicity has become the ideology of politics, religion, government, counties, emotions, love etc.

    We even think with negative ethnicity, not minds. In Rwanda they call negative ethnicity the ideology of genocide. Its theatres of operation include churches, institutions of learning, political parties, government ministries, public and private companies, media, police and army.

    As the ideology of devolution, in Kenya and South Sudan, negative ethnicity has turned counties into ethnic enclaves wherein citizens are people from majority communities and foreigners are those from minority communities. With the country split between citizens and foreigners, jobs and business contracts will go to citizens and crumbs to foreigners.

    Surprisingly, negative ethnicity has strength because it comes to communities, never as an enemy, but as an ally, friend and saviour from ethnic enemies. Where negative ethnicity engenders ethnic discrimination, its beneficiaries always stand by it. Negative ethnicity has given Africa its worst leaders.

    Rather than pick the best leadership, it dictates election of the best soldiers of the tribe rather than the best servants of the nation. And though masses of ordinary people are the worst victims of negative ethnicity, due to their poverty of ideas, they are its greatest propagators.

    Instead of seeing themselves as poor workers and farmers, they see themselves as communities and enemies of other communities. In Kenya, instead of working for ethnic equality, negative ethnicity glorifies tyranny of ethnic numbers.

    Unfortunately, this legitimisation of ethnic domination makes nonsense of national unity – ‘we are one’. Ethnic minorities and majorities cannot be one. Under President Kibaki, tyranny of ethnic numbers grew by leaps and bounds. It won an election and now forms a government of two communities.

    In seemingly stable African countries, ethnic elites reconcile by sharing resources and use the divided ethnic masses to reach top of the food chain. In ethnically-divided African countries, individuals cannot advocate political accommodation of other communities without being labelled traitors, just like moderate Hutus in Rwanda during the 1984 genocide.

    To eradicate negative ethnicity, South Sudan needs a leader like President Nyerere of Tanzania. And as she learns she cannot survive divided by negative ethnicity, African countries that have not exploded yet must learn from her and Rwanda. {{the-star.co.ke }}

    AU to Sign Troop Agreement with Rwanda this week

    {The African Union (AU) plans to sign a Memorandum of Understanding (MOU) with Rwanda this week that will enable the government in Kigali to send troops to help with efforts to stabilize the Central African Republic (CAR), says Eloi Yao, AU spokesman.}

    The AU commissioner for peace and security was accompanied by officials from neighboring countries to meet with the CAR transitional government over the weekend to assess the security situation there.

    Rwanda, Yao says, is expected to deploy its troops to CAR in January.

    “This week, we will have the MOU between the African Union and Rwanda finalized, and hopefully by mid-January, Rwanda can deploy troops to contribute to MISCA, the [AU] mission to Central African Republic,” said Yao.

    Some observers say hundreds of Chadians in the country fled Saturday after being accused of supporting the transitional government led by former Seleka rebel leader Michel Djotodia. Chadian soldiers who are part of the African-led force in the CAR have also been accused of supporting the transitional government and Muslim militia groups.

    France has so far deployed a 1,600 peacekeeping mission to the CAR aimed at stopping massacres between Muslim and Christian militias.

    But some analysts say tension remains high across the country in spite of the presence of the African-led force and French troops. Yao said the security situation appears to be calm in parts of the country including the some areas of the capital, Bangui.

    “Things seem relatively calm as compared to the 25th [December] and some other days before that when there were several incidents throughout the city,” said Yao. “But as of now, [the situation has improved, thanks to] the new plans that the force commander [and] the police of the MISCA forces put in place to cover the districts in Bangui and also all the affected areas.”

    Yao says that efforts by the African led force with support from French troops have helped reduce the spate of attacks by militia groups.

    The transitional government and religious leaders have called for peace and dialogue to end the attacks on civilians by armed groups. But some observers say the call has fallen on deaf ears since the militia groups continue to curb such assaults. Yao says there is a commitment by leaders in the country to end the violence.

    “The commitment was made that the determination is there and they [leaders] all have promised to work together in the interest of the country –so that there can be peace and also that can be supported by the African-led forces here,” said Yao.

    {On Friday, 27th December 2013, Miss Rwanda 1994, Uwera Dalila, married Mr Dirk, a Belgian citizen and this marriage was just a formalization of the union of the couple who lived together in Belgium and had a child}

    High festivities of this happy event took place at The Manor Hotel which is located in Nyarutarama.

    Delila and her husband have decided to formally tie the knot in front of their parents, witnesses and guests.

    Dalila Uwera was declared Miss Rwanda December 17, 1993 while she was a student at the IFAK (Institute of Apostolic Formation of Kimihurura) with a price of 50,000 Frw.

    The beauty competition began in Rwanda in 1992. It was resumed in 2009 with Miss Grace Bahati who is currently living in the USA then in 2012 with Aurore Umutesi Kayibanda.

    Rwamagana: Five Year Old died in a fire outbreak

    {Ernestine Tuyishimire, 5, died in a fire outbreak that attacked the home of his parents in the sector of Muyumbu of Rwamagana District. The incidence took place on Friday 27th December 2013.}

    Tuyishimire’s parents were away when the fire broke out. On their departure, the parents let a lamp lit on the side of the bed where the child slept. Net was attacked by fire, also causing the mattress on which the child was asleep and the entire house. Neighbours were alerted but they could not save the child. A prevention campaign against fire was immediately triggered by the Muyumbu Sector Executive Secretary.

    {The National Commission for Refugees (CNR) of the DRC began Thursday, December 26th, a census of Rwandan refugees in the territories of Lubero and Walikale in North Kivu (East) .}

    According to Radio Okapi that delivers this information, the bureau chief of the CNR in North Kivu, Laingulia Njewa explained that the purpose of this campaign is to organize the repatriation of those who want it.

    Offices are open to specific locations across the two territories for this identification and registration.

    According Laingulia Njewa, the Congolese government has asked the Committee to sensitize Rwandan refugees living in the DRC for many years. “Those who want to return to Rwanda, the government with the support of UNHCR [UN High Commissioner for Refugees] is ready to facilitate their return with dignity, honor and security,” said Laingulia Njewa.

    Mujuru takes over as Mugabe goes on leave

    {President Robert Mugabe left Harare for the Far East on Saturday where he will spend part of his annual break. It is expected he will spend some time in Singapore where his doctor is based and undergo routine medical checks. }

    Mugabe (89) left together with the First Family marking the start of his annual holiday. In a statement yesterday, presidential spokesperson George Charamba said the President is expected back in the country mid January.

    Vice President Joice Mujuru is the Acting President.

    Mugabe is a frequent Far Eastern visitor and spends much of his time travelling back and forth for medical care.

    Although ZANU PF continuously dismisses any reports that their ageing leader has serious health problems, there is widespread speculation that the care he is receiving is ‘specialist’ and related to prostate cancer.

    According to a leaked 2008 US diplomatic cable, then central bank chief Gideon Gono told then-US ambassador James McGee that Mugabe had prostate cancer and had been advised by doctors he had less than five years to live.

    French footballer Anelka in trouble over ‘anti-Semitic’ gesture

    {The French footballer Nicolas Anelka has come under fire for making an alleged anti-Semitic gesture during a football match in England, which the striker claims it was meant as a tribute to a controversial comedian.}

    The incident came during Saturday’s 3-3 draw between Anelka’s West Bromwich Albion and West Ham United in the Premier League.

    Celebrating after scoring the first of two goals in the match, the 34-year-old thrust his straightened right arm downwards while tapping his bicep with the other hand.

    The gesture, known as a “quenelle”, has been made famous in France by comedian Dieudonné M’Bala M’Bala, widely known just by his first name, and is often interpreted as a modified Nazi salute and anti-Semitic.

    Anelka’s use of the gesture sparked immediate widespread condemnation.

    ‘Shocking provocation’

    “Anelka’s gesture is a shocking provocation, disgusting,” French Sports Minister Valerie Fourneyron said on Twitter. “There’s no place for anti-Semitism on the football field.”

    England’s Football Association said it would launch an investigation into Anelka’s actions, while the European Jewish Congress demanded that Premier League officials ban the player.

    “This salute is merely a lesser known Nazi salute and we expect the same kind of punishment to be handed down by the authorities as if Anelka had made the infamous outstretched arm salute,” said European Jewish Congress president Moshe Kantor in a statement.

    The former Real Madrid, Chelsea, Arsenal, Liverpool, Manchester City and Paris St Germain striker tried to play down the incident, however.

    In a Twitter post, he said the gesture had been meant merely as a tribute to Dieudonné, a close friend of Anelka’s.

    The former France International was backed by West Brom caretaker coach Keith Downing.

    “It is dedicated to a French comedian he knows very, very well,” said Downing. “I think speculation can be stopped now, it is absolute rubbish really.

    “He is totally unaware of what the problems were or the speculation that has been thrown around, he is totally surprised by it.”

    ‘An anti-Semite and racist’

    Dieudonné is a controversial figure in France and has outraged French authorities and Jewish organisations many times with his frequent anti-Semitic tirades. He has been fined seven times for defamation, insult and provocation to hate, and for racial discrimination.

    The quenelle salute, said to look like a mix of a downward Nazi hail and an obscene French movement meaning “Up Yours”, has been adopted by many of Dieudonné’s fans, though interpretations vary as to whether it is anti-Semitic or anti-establishment.

    Dieudonné himself is linked to some radical figures, notably to the former leader of France’s xenophobic National Front party, Jean-Marie Le Pen, who is also godfather to one of his daughters.

    On Friday, French Interior Minister Manuel Valls announced he would try to legally ban public performances by Dieudonné.

    Valls judged Dieudonné was “no longer a comedian” but was rather an “anti-Semite and racist” who fell afoul of France’s laws against incitement to racial hatred.

    “Despite a conviction for public defamation, hate speech and racial discrimination, Dieudonné M’Bala M’Bala no longer seems to recognise any limits,” a statement released by Valls read.

    “Consequently, the interior minister has decided to thoroughly examine all legal options that would allow a ban on Dieudonné’s public gatherings, which no longer belong to the artistic domain, but rather amount to a public safety risk.”
