    President Kagame in Kenya for NMG Governor’s Summit

    {President Paul Kagame has arrived in Kenya where he will address the Nation Media Group Governor’s Summit which takes place on Monday 20th Jan 2014.}

    Governors will use the summit that opens on Monday in Naivasha as an opportunity to measure the progress of devolution and learn from other countries with a similar form of government.

    A good number of the county bosses arrived at the Great Rift Valley Lodge last evening for the two-day summit hosted by the Nation Media Group.

    Rwanda’s President Paul Kagame is the chief guest and will be the keynote speaker during a session on leadership.

    Another key speaker is the Slovak Republic’s ambassador to Kenya Dr Michal Mlynar, who will speak at a session dubbed “Making Devolution Work.”

    China-Japan poisoned dumplings: Chinese man jailed

    {A Chinese man has been sentenced to life in prison for poisoning dumplings that made 10 people ill in Japan, Japanese and Chinese media say.}

    Hebei-based factory worker Lu Yueting admitted last year to injecting insecticide into frozen dumplings that were later exported to Japan.

    A five-year-old girl was among those who became ill and required treatment.

    The incident in 2008 led to a scare over Chinese food and strained diplomatic ties between the countries.

    The Shijiazhuang Intermediate People’s Court, in northern China’s Hebei province, announced Lu’s sentence on Monday, news agencies Xinhua and Kyodo reported.

    Lu Yueting worked in the Tianyang Food company from 1993 to 2009.

    He was accused of using a syringe to put a highly toxic pesticide, methamidophos, into the frozen dumplings over frustration with his wages and colleagues.

    In January 2008, at least 10 people in Japan fell ill after eating the dumplings.

    Diplomatic relations between China and Japan were strained as both sides debated whether the contamination occurred in their territory.

    Lu was arrested and charged in China in 2010. He was put on trial in July 2013.

    The sentence comes amid renewed tensions in China and Japan.

    China has been angered by Japanese Prime Minister Shinzo Abe’s visit to Yasukuni shrine, a shrine that honours war dead including convicted war criminals, in December.

    Meanwhile, Japan has criticised China’s move in November to create a new “air defence identification zone” which covers a group of disputed islands.

    The two sides are embroiled in a bitter territorial dispute in the East China Sea.

    Italy reform deal puts Berlusconi back centre stage

    {Italy’s controversial ex-PM Silvio Berlusconi has returned to the centre of the political stage, striking a reform deal with a centre-left rival.}

    Berlusconi was thrown out of parliament in 2013 after a tax fraud conviction.

    But he still heads the opposition Forza Italia party and held lengthy talks with Democratic Party (PD) leader Matteo Renzi late on Saturday.

    Under their agreement, he will back electoral and constitutional proposals aimed at making Italy more governable.

    The current electoral system has left Italy with a series of shaky coalitions.

    Last year’s general election left no party strong enough to govern alone, until a broad coalition emerged, headed by Enrico Letta of the PD.

    Berlusconi, 77, was initially part of the government but later pulled out. Several key former allies abandoned him to form the New Centre Right party while he became a more marginalised figure.

    But he remained head of Italy’s biggest opposition faction, Forza Italia.

    Mr Renzi’s talks with the former centre-right prime minister have divided the coalition, and the PD in particular, whose supporters despise him, BBC Rome correspondent Alan Johnston reports.

    Al-Qaeda training British and European ‘jihadists’ in Syria

    {British people fighting in Syria are being trained as “jihadists” and then encouraged to return to the UK to launch attacks on home soil, an al-Qaeda defector and western security sources have told the Telegraph. }

    In a rare interview on Turkey’s border with Syria, the defector from the Islamic State of Iraq and al-Sham (ISIS) said that recruits from Britain, Europe and the US were being indoctrinated in extremist anti-Western ideology, trained in how to make and detonate car bombs and suicide vests and sent home to start new terror cells.

    He has provided the first confirmation from Syrian rebels that young British men are being indoctrinated in extremist anti-Western ideology.

    Some of those intent on overthrowing the Syrian regime are being brainwashed by fanatics, the former member of the Islamic State of Iraq and al-Sham (ISIS) warned.

    His comments echo the concerns of the security services at a time when it is feared that up to 500 Britons are fighting in Syria and could return to emulate attacks such as the London bombings and 9/11.

    Gisagara: RPF members celebrate last year’s achievements

    {Members of the Rwanda Patriotic Front-Inkotanyi of Save Sector in Gisagara District have celebrated the progress they have achieved during the year 2013. In this ceremony, which took place during the weekend, members who have made significant progress have been commended but also awarded for their actions. }

    Among the important achievements that were celebrated include a good number of participation in the past legislative elections which saw RPF-Inkotanyi being voted at 94.7% in Save sector.

    What is grateful to the RPF supporters in Save Sector is that their MP candidate Mukandutiye Speciose won the 2013 September elections and today she represents them in parliament.

    In many respects that were celebrated, there is an increase number of RPF members which shifted from 97% to 99% of the total residents of Save sector.

    The Chairman of RPF in Gisagara District, Karekezi Leandre, commended last year’s achievement and called upon members to work hard during this year in order to achieve more than what they achieved last year.

    “Let us come together and be part of Ndi Umunyarwanda initiative so our Rwandan identity leads us in everything” He added.

    Fayida Jean Marie Vianney who won a special award for his role during RPF election campaign thanked his party, adding that this award gives him energy to work hard while at the same time taking RPF’s prominence to another level.

    In his comment shortly after receiving an award, Fayida said “This award represents a very important thing which gives me energy for not only working hard but also following the footsteps of President Paul Kagame, who is an example of a good leader to follow”

    {It was tug-of-war between Burundi and Mauritania, but a wonder goal from Selemani Ndikumana in the dying seconds of the match handed Burundi a crucial 3-2 win in their Group D CAF African Nations Championship match at the Peter Mokaba Stadium on Saturday night. }

    The result sees Burundi go to the top of Group D on four points, the same amount of points as Gabon but above them due to the fact they have scored more goals. For Mauritania, the loss spells the end of their competition as they cannot qualify for the knockout stages.

    It was a blistering start to the game which saw Mauritania open the scoring in the second minute of the match as Ely Cheikh Voulany made the most of a poor defensive error.

    Voulany robbed a defender of the ball on the left flank before driving into the 18-yard box and firing the ball past the keeper from an extremely acute angle 16-yards out, 1-0.

    Mauritania continued to control matters after that, but were caught napping at the other end of the park as Burundi equalised ten minutes later against the run of play.

    Fiston Razak Abdul lost his markers inside the box and rose highest to powerful head home a left wing cross to level matters, 1-1.

    Despite being pegged back Mauritania continued to press forward and came close to finding their second goal in the 14th minute as Yacoub Fall fired narrowly over the target from 30-yards out.

    Voulany was in the thick of the action seven minutes later for Mauritania after meeting a right wing cross with a strong header, but he saw his attempt go just wide.

    Burundi were then gifted a great chance to take the lead in the 24th minute when the referee awarded them a penalty after Claude Ndarusanze was brought down inside the box.

    Selemani Ndikumana stepped up to take the spot-kick, but saw his timid effort easily saved by the goalkeeper.

    Ghana’s Parliament urged to endorse Arms Trade Treaty

    {Colonel Seth Ohene Asare, Chairman, Ghana National Commission on Small Arms (NACSA) has pressed on parliament to endorse the Arms Trade Treaty (ATT) to ensure safety in Ghana. }

    According to Col. Asare, about 90 per cent of weapons used in crime scenes were locally manufactured, whilst illicit trade thrived because the weapons were sold across borders and this, he said, raised cause for concern.

    He made the call when he chaired the opening ceremony of the planning meeting for the ratification of the Arms Trade Treaty in the Economic Community of West African States (ECOWAS) region.

    The two-day workshop attended by representatives from the ECOWAS region including the Gambia, Ghana, Senegal, Guinea Bissau, Cape Verde, Togo and Benin was sponsored by the British Government.

    Col. Asare said the safety of citizens was paramount to every country and therefore the law making body of Ghana must ratify the treaty since smuggling of small arms into the country and its misuse was a threat to national security.

    Currently, between 250,000 to 500,000 small arms and light weapons are in circulation in the country.

    He said to ensure the total eradication of these arms; government must resource the NACSA to enable it to intensify its sensitization and educational campaigns to fight the illegal manufacturing of such arms.

    Fresh fighting reported in CAR as presidential vote looms

    {Fresh fighting broke out in the strife-torn Central African Republic on the eve of an announcement on Sunday of the candidates seeking to become the new interim president.}

    Sectarian violence has gripped the landlocked country after a March 2013 coup launched by the mostly Muslim Seleka rebels, and the UN has warned that the bloodshed could turn into genocide.

    As clashes raged unabated Saturday, Save the Children said a grenade attack Friday on a truck convoy carrying Muslims fleeing to the north-west of the country had killed 23 people, including three children.

    Israel air strike wounds two in Gaza

    {Two Palestinians have been injured when they were hit by an air strike on Gaza, amid reports that Tel Aviv has plans to escalate attacks on the strip.}

    Israeli rockets targeted a motorcycle in Gaza’s northern neighbourhood of Saftawi on Sunday, leaving its rider, a 22-year-old man, in critical condition.

    Israel confirmed the attack in a statement issued by the Israel Defence Forces (IDF). The motorcycle passenger was identified by the IDF as Ahmad Sa’ad, who it accuses of being a senior operative in the Palestinian Islamic Jihad (PJI) and who it says is to blame for cross-border rocket attacks last week.

    “The IDF (Israel Defence Forces) successfully targeted a terrorist operative involved in recent attacks against Israel and was planning further attacks in the coming days,” it said in a statement.

    The Israeli military blames Sa’ad for firing five rockets towards southern Israel on January 16. The rockets were intercepted by the army’s Iron Dome anti-missile system. The rockets caused no injuries or damage.

    “The IDF operated in order to eliminate an imminent threat to the lives of Israeli civilians,” the IDF statement said.

    Another victim was a 12-year-old boy who happened to be nearby, Gaza emergency services spokesman Ashraf al-Qudra said.

    Threats of attacks

    There was no confirmation from Gaza that the wounded man was Sa’ad or that he belonged to PJI, with sources in the movement also refusing to comment on the strike.

    The morning strike followed two more overnight, and amid fears that the strip will witness an escalation in attacks in near future.

    An Egyptian mediator delievered a threat message from Israel to Gaza’s leadership, sources have told Al Jazeera.

    On January 8, an PJI fighter was killed near Gaza City in what medics and family said was an Israeli drone strike, but the army denied any involvement.

    Since the start of the year, tensions have risen in and around Gaza after a year of relative calm, with five people killed since December 20. Four of the victims were Palestinian and one was Israeli.

    Since January 1, eight rockets fired from Gaza have landed in Israel with another five intercepted by Iron Dome last Thursday.

    {{Kicukiro}}: {Police has arrested a couple of two suspects, Buhendwa Miladji and his wife Nyirakimonyo Akyda in connection with the death of their servant Musindikazi Favolonia whose body was found buried to the home of two suspects currently detained at the police station.
    }

    The arrested family lives in Intwari village, Rukatsa Cell, Kagarama Sector in Kicukiro District.

    Police arrested them after discovering the body of the deceased servant was buried at home although the family was announcing that Musindikazi Favolonia (servant) went missing.

    The Spokesperson of the police in Kigali City, SSP Urbain Mwiseneza told IGIHE that currently police is investigating the circumstances in which Musindikazi was murdered.

    However police added that Buhendwa and his wife didn’t report the case to the police after missing their servant save that only neighbors of Buhendwa was aware of that case.

    One of the neighbors said that “it can’t be understood how the servant was murdered somewhere else and her body be buried at home where she was a servant.”

    While investigation continues the body of the deceased has been taken to the police hospital for the postmortem.
