    Gen. Rwarakabije denies accusations on the Death of a prisoner

    {The Commissioner General of Prisons in Rwanda has denied information which says that there is a prisoner who was beaten to death in the Mpanga Prison. Gen. Paul Rwarakabaije was responding to allegations that have been spread by members of PS Imberakuri of Ntaganda, who is also detained in Mpanga Prison.}

    Gen. Rwarakabije did not say that the prisoner “was not dead”, However he rejects falsified information which shows that the prisoner was deliberately beaten to death by his doctor.

    The information which was spreading Sunday, January 26, 2014 reported that Mr. Alexis Nshimiyimana, from Ngoma in the Eastern Province died on 01.25.2014 after being beaten by his doctor.

    In a press statement that was released by PS Imberakuri of Ntaganda and signed by Alexis Bakunzibake stated that “it all began on 24 January, 2014 when one of the prisoners escaped. After the escape, the prison guards severely had beaten fellow prisoners accusing them of facilitating escape. Two of them, Mr. Boniface Karinigabo and Mr. Jean Claude Sinaribaraga are in a very critical condition.” Read the part of the statement adding that this was a result of this climate of tension that Alexis Nshimiyimana was beaten to death by his doctor.

    Gen. Rwarakabije Paul said “The said deceased detainee was previously sick. It’s true he didn’t get the necessary care as a patient who was in need, but he had not been beaten as it was reported and we are also doing investigation to find out why the deceased was not given due medical attention”

    U.S. air strike in Somalia targets militant suspect

    (Reuters) – {The U.S. military carried out a missile strike in Somalia on Sunday targeting a suspected militant leader with ties to al Qaeda and al Shabaab, a U.S. military official told Reuters, speaking on condition of anonymity.}

    The strike took place in southern Somalia, the official said, without offering further information, including the identity of the suspect or whether the strike was believed to have been successful.

    Another U.S. official, also speaking on condition of anonymity, said the operation took place in a remote area near Barawe, Somalia.

    Barawe, a militant stronghold on Somalia’s southern coast, was the site of a failed raid by American commandos in October targeting a militant known as Ikrima.

    The U.S. forces pulled out after a gun battle without capturing Ikrima, described as a planner and operator who has relentlessly plotted attacks on neighboring Kenya.

    Al Shabaab has been weakened by African Union troops over the past two years, ushering in some stability in many parts of the Horn of Africa country after a campaign of cross-border raids and kidnappings of Westerners and security forces.

    But the rebels, who have waged a seven-year insurgency seeking to impose a strict interpretation of sharia law in Somalia, stunned the world in September when they attacked an upscale shopping mall in Nairobi, killing at least 67 people.

    Late last year, the U.S. military deepened its involvement in Somalia, establishing a unit of fewer than five troops in the capital, Mogadishu, to help advice and support African Union and Somali forces.

    US-Russia tensions flare over Winter Olympics security

    ({{AFP}}) – {The Sochi Winter Olympics have opened up a new front of distrust between the United States and Russia, with tensions simmering over security preparations amid fears the games could be targeted by extremist militants.}

    Analysts say the former Cold War rivals are unlikely to risk a full-blown confrontation over security in Sochi, the first Olympics held on Russian soil since the US-boycotted 1980 Moscow Games.

    Nevertheless, some experts say the failure of the United States and Russia to engage fully over a range of issues could ultimately compromise security at the Olympics.

    Micah Zenko, an expert on national security at the Council on Foreign Relations think tank, argued that the “safety and security of everyone attending the Winter Olympics is being put at further unnecessary risk because of the reciprocal distrust between Russia and US counterterrorism and intelligence agencies.”

    The White House has expressed “concern” about an uptick in reported threats by violent extemists relating to the Sochi Games.

    Security fears have been exacerbated by two suicide bombings in the southern city of Volgograd last month — Russia’s deadliest in three years — that killed 34 people.

    Other senior US officials meanwhile have complained that Russia has “not been forthcoming in sharing specific threat information.”

    The US Olympic Committee has advised athletes heading to Sochi to avoid wearing their team uniforms or Team USA logos outside of Olympic venues during the February 7 to 23 multi-sport event to avoid being targeted.

    According to Temuri Yakobashvili, the former deputy prime minister of Georgia and ex-ambassador to the United States, the American concerns are “are very legitimate.”

  • Mitsubishi Heavy in talks to become F-35 supplier, seeks Japan subsidy

    Mitsubishi Heavy in talks to become F-35 supplier, seeks Japan subsidy

    (Reuters) – {Mitsubishi Heavy Industries is in advanced talks to supply parts for the F-35 stealth fighter to Britain’s BAE Systems, in what would be the first involvement of a Japanese manufacturer in a global weapons program, according to people with knowledge of the discussions.}

    Any agreement on such a groundbreaking deal hinges in part on whether Tokyo will subsidize the manufacture of components for the rear fuselage of the fighter that Mitsubishi Heavy is seeking to supply as a subcontractor, the three sources said.

    Mitsubishi Heavy, which made the famous Zero fighter in World War Two, has already won a contract worth more than $620 million for final assembly for the 42 F-35 jets now on order by Japan’s military.

    A deal to become a second-tier supplier for the Lockheed Martin F-35 would deepen Mitsubishi Heavy’s ties to a project to deliver a fighter jet that the United States and allies plan to use for decades.

    It would also mark a break with Japan’s self-imposed curbs on military exports at a time when Prime Minister Shinzo Abe is pushing to bolster the self-reliance of Japan’s military amid rising regional tensions with China.

    Japan’s defense ministry and Mitsubishi Heavy declined to comment. Mark Ritson, a spokesman for BAE, said the company had been involved in discussions about “potential subcontracting” opportunities for Mitsubishi Heavy with Lockheed Martin. He said those discussions were ongoing but declined to comment on details.

    People with knowledge of the discussions said BAE and Mitsubishi Heavy had largely agreed terms on what work and technology would be transferred under the potential deal.

    The remaining problems are economic. Without a subsidy, Mitsubishi Heavy would struggle to make components for BAE without incurring a loss, the sources said. Under its current contract, Mitsubishi Heavy plans to complete manufacture of the first F-35 for Japan’s Self-Defence Forces in 2017.

    BAE is responsible for manufacturing the fighter jet’s rear fuselage, part of its design to make it harder to detect in flight, which accounts for 15 percent of its construction.

    The fuselage construction is expected to be worth billions of dollars if global forecasts for F-35 sales hit projections.

    The other countries in the nine-nation consortium building the plane are Italy, Turkey, Canada, Australia, Denmark, Norway and the Netherlands.

    SEEKING A DEEPER ROLE

    It was not clear whether the Abe administration will give Mitsubishi the subsidies it wants. Japan’s government has been seeking a deeper role for its suppliers in the F-35 program since 2011, when the previous government announced it had selected the jet as its next-generation fighter.

    The immediate priority for defence officials remains ensuring Mitsubishi’s plans for a Nagoya-based plant to assemble the F-35’s for use in Japan remain on track, one source said.

    Any subsidies for Mitsubishi Heavy would have to come out of funding for Japan’s Ministry of Defence. Lockheed Martin, BAE and other members of the F-35 consortium are enthusiastic about Mitsubishi Heavy’s participation in the wider program, but not if it means relenting on tight controls on production costs, another of the sources with knowledge of the talks said.

    So far, Japan’s government has budgeted just over $620 million for Mitsubishi Heavy’s F-35 assembly plant. IHI Corp has been allocated about $175 million to build engine parts for the jet while another roughly $55 million has been awarded to Mitsubishi Electric to build radar components.

    In all three cases, those contracts relate to F-35s that will be flown by Japan’s Self-Defence Forces rather than the wider F-35 program.

    A deal for Mitsubishi Heavy to become a global supplier to Lockheed Martin could pave the way for the participation of other Japanese manufacturers in the wider F-35 program.

    Japan so far plans to buy 42 F-35s, dubbed the Joint Strike Fighter. Analysts expect it to acquire as many as 100 more to replace older Boeing Co F-15s.

    The Pentagon expects to spend $392 billion to develop and build 2,443 of the stealth aircraft. Orders for the F-35 from other countries could bring the total global fleet to more than 3,000 aircraft, although the program has been beset by delays and cost over-runs.

    Although gradually eased over the past several years, successive Japanese governments have upheld a ban on military exports since the 1960s. Critics have said that means Japan’s defence spending is hobbled by inefficiencies since it relies on domestic suppliers that lack the scale of competitors in the United States and Europe.

    Abe has taken steps to bolster Japan’s military and approved the biggest percentage increase in defence spending in almost two decades for the coming fiscal year.

    In a break with precedent, the Abe administration is also pushing for sales of military aircraft overseas with possible low-interest state loans or even development aid to entice buyers.

    Kawasaki Heavy Industries plans to market its new C-2 military cargo plane as a repurposed civilian transport aircraft, while Shinmaywa Industries’ is in talks to sell the Indian government its US-2 amphibious aircraft.

    Repatriation of President Ahmadou Ahidjo’s corpse to Cameroon

    {The corpse of Cameroon’s founding president Ahmadou Ahidjo to Cameroon for reburial will take place only after the current president issues an official decree.}

    President Ahidjo, who handed over power to Biya in November 1982, died and was buried in Senegal while in exile in November 30, 1989. Since then government has done nothing to bring back the corpse of the former President. Before his demise, he was condemned to death by a Yaounde court for alleged complicity in the April 6, 1984 coup attempt.

    President Biya wants to wipe out his predecessor from national memory.

    We are therefore petitioning for the repatraition of President Ahidjo’s corpse to Cameroon and his remains should be given a proper state burial and the respect it so deserves.

    Uganda: Kiir Never Wrote to Museveni – Speaker

    {At an impromptu news conference in Kampala on Friday, the speaker of the South Sudanese Legislative Assembly Manesseh Magok Rundial said his president, Salva Kiir, had never written to President Museveni, requesting for military support as government officials here claim.
    }

    The surprise revelation puts new pressure on the government to produce the letter and contradicts earlier assertions of a formal request of military support from Juba, capital of South Sudan, made by President Museveni and his army officials. Angered by this revelation, some MPs are trying to sponsor a parliamentary push for the recall of UPDF from South Sudan.

    Magok told journalists at Parliament that there was no formal communication between Kiir and Museveni in regard to the hurried deployment of UPDF troops to help SPLA government forces to put down a rebellion led by Dr Riek Machar, the former vice president.

    “What I know is that our president [Salva Kiir] has never written any letter to President Museveni requesting for support [in this particular conflict], if such a request was made, it might have been a telephone conversation,” Magok said.

    Magok convened the press conference after a long wait for the East African Legislative Assembly (EALA) Speaker Margaret Nantongo Zziwa, whom he wanted to brief about the state of affairs back home. Magok’s revelation contradicts what the junior minister for Defence, Gen Jeje Odongo, and army chief Katumba Wamala told Parliament’s Defence and Internal Affairs committee recently.

    “On January 9 when the committee first sat, I told them that the letter didn’t exist because I had information from [the ministry of [Defence] that Kiyonga was travelling to Juba to try and get Kiir to write the letter,” Kyadondo East MP Ssemujju Ibrahim Nganda told The Observer on Friday.

    Hours before Magok’s delegation met the committee on Thursday, Gen Jeje Odongo laboured to convince the committee that the said letter existed. Asked to produce it, Jeje said he couldn’t possibly have access to communication between two heads of state.

    He was eventually chased from the committee. Magok’s revelation threatens to discredit government in regard to the deployment of Ugandan troops.

    “This information coming from the speaker [of South Sudan Parliament] is the best confirmation we can get. It is now clear that Parliament and the whole country was deceived by the government,” Hassan Kaps Fungaroo, the shadow minister for Defence, told The Observer on Friday.

    Lightning kills seven Burundi students, wounds 51

    {LIGHTNING in Burundi killed seven high school students and wounded 51 others when it struck a classroom where they were sheltering from a ferocious storm, officials said Saturday. }

    “This was an exceptional disaster that hit not only our town, but also other areas of the country, when we should be in the dry season,” said Prudence Kabura, a local government official in Nyanza-Lac, some 150 kilometres south of the capital Bujumbura, of the storm on Friday.

    As many as 500 houses were also destroyed by the heavy rains, he added.

    The tragedy follows a series of fatal lightning strikes in recent days.

    Last week lightning killed four people and wounded nine others as they sheltered inside a small church in eastern Burundi, local official Egide Ndikuriyo said.

    The following day, two people guarding a herd of cows were also struck by lightning, while houses and crops were damaged by the heavy rains, Ndikuriyo added, noting the unseasonal nature of the storms.

    Everywhere Muslims immigrate comes the jihad, the hate, the cries of victimhood, the killing. Devout Muslims are spreading interfaith dialogue and tolerance via the symbols of their faith, the quran and the sword.

    This is happening with bloody frequency in Tanzania. One priest was shot, and another beheaded last year …. And Muslims destroyed dozens of churches and demanded heads of all church pastors in Tanzania.
