    Suicide bomb outside Beirut leaves Hezbollah, Lebanese forces looking helpless

    A suicide bomber blew himself up Monday afternoon in a van headed toward a Shiite-populated area of Beirut, killing himself and wounding the driver and one other passenger. The attack is the latest in a surge of suicide bombings that have stretched the capabilities of Lebanon’s security agencies and the powerful Lebanese Shiite militant group Hezbollah, which seem unable to stem the flow of attacks.

    The attack is the second suicide bombing since Saturday and the fifth this year to target Shiite areas of Lebanon in apparent retaliation by Al Qaeda groups against the Iran-backed Hezbollah, which has dispatched thousands of troops into Syria to defend the regime of Syrian President Bashar al-Assad.

    The white Hyundai passenger van was passing through the town of Shweifat just outside Beirut during the late afternoon rush hour when it stopped to pick up the suicide bomber. Once on board, the bomber detonated his explosive belt, estimated at between 6.6 and 11 pounds, obliterating the van.

    It was unclear whether the bomber had another target in mind. A Hezbollah-run school reportedly was located nearby. One report quoted a policeman as saying that Hassan Msheik, the driver of the van, questioned the bomber’s swollen stomach moments before the bomb exploded. Lebanese television channels showed pictures of the destroyed van scattered across a fire-scorched road.

    Lebanese news outlets said that Mr. Msheik routinely transported people in his van between Shweifat and southern Beirut. He was said to be seriously wounded while the other passenger, a woman, had minor injuries. There was no immediate claim of responsibility.

    On Saturday night, a suicide bomber exploded his vehicle at a petrol station in Hermel, a Shiite town in the northern Bekaa Valley, killing four people and wounding 23. The bombing was claimed by the Jabhat al-Nusra, an extremist Syrian rebel faction affiliated with Al Qaeda. The group said that the bombing was revenge for Hezbollah’s continuing “massacres” of Syrians.

    Jabhat al-Nusra also claimed responsibility for two earlier suicide bomb attacks in southern Beirut on Jan. 2 and in Hermel on Jan. 21, as well as two barrages of rockets launched from inside Syria to Shiite areas of the northern Bekaa.

    Lebanese security agencies and powerful Hezbollah have struggled to staunch the surge of bomb attacks in Shiite areas, which have accelerated since mid-November, when two suicide bombers targeted the Iranian embassy in Beirut and killed 23 people.

    The Shiite community in general still supports Hezbollah and accepts the party’s narrative that it has no choice but to fight in Syria against radical Sunni militants that it dubs “Takfiris.” However, the bomb attacks in southern Beirut, of which there have been five since July last year, are having a paralyzing effect. Businesses are being hit as the number of people willing to venture into the area to take advantage of the cheaper prices of food and goods falls. Traffic is minimal in a normally teeming neighborhood. Residents are looking to sell their properties or rent elsewhere in Beirut.

    Hezbollah recently set up imposing barricades of concrete and steel with heavy metal crash barriers around the Rasoul al-Azzam hospital in southern Beirut, where many fighters wounded in Syria are being treated, making the facility a tempting target for Al Qaeda-linked extremists.

    Especially unnerving to many Lebanese is that at least two of the eight people who have blown themselves up were Lebanese Sunnis, unprecedented acts for a community that is traditionally moderate in Lebanon. The identities of five of the bombers remain unknown. A third Lebanese, from the northern city of Tripoli, slipped across the border into Syria and blew himself up in Homs on Jan. 25.

    YouTube Sex Abuse Claims Lead to Charges Against School Principal

    {An educator in California was charged with 16 counts of sexual abuse on Monday, a month after a former student alleged in a YouTube video that she had abused her.}

    The Riverside County District Attorney’s office said in a statement that Andrea Cardosa had been charged with five counts of aggravated sexual assault on a child and 11 counts of abuse, the Associated Press reports. Cardosa had been working as an assistant principal in the Alhambra Unified School District, but resigned after school officials informed police about the case.

    In the YouTube video, the now 28-year-old student claimed the abuse began when she was 12. According to the Associated Press, 15 of the counts against Cardosa are from the 28-year-old’s allegations. Days after the video was posted, it had nearly 1 million hits and a second victim came forward. One of the abuse counts was related to the second woman’s claims.

    There is a $5 million warrant out for Cardosa’s arrest. Her lawyer told AP that a prosecutor had yet to advise him of the charges and declined to comment on them.

    Why Al-Qaeda Kicked Out Its Deadly Syria Franchise

    {Early Monday morning the leadership of al-Qaeda disowned Islamic State of Iraq and Greater Syria (ISIS), the most effective of its two franchises fighting in Syria, in a maneuver that could alter the trajectory of the fight against President Bashar Assad. }

    In a message posted on jihadi websites, the al-Qaeda general command stated that its former affiliate “is not a branch of the al-Qaeda group [and al-Qaeda] does not have an organizational relationship with it and is not the group responsible for their actions.”

    The move had been a long time in the making. Al-Qaeda leader Ayman al-Zawahiri has grown increasingly frustrated with ISIS, ever since Abu Bakr al-Baghdadi, head of al-Qaeda in Iraq, expanded into the Syrian conflict in April and attempted to bring the local al-Qaeda franchise, the Nusra Front, under his control. Al-Zawahiri intervened in May, admonishing al-Baghdadi to go back to Iraq, but al-Baghdadi refused, snapping back in a terse audio recording. “I have to choose between the rule of God and the rule of al-Zawahiri, and I choose the rule of God.” It was a rare demonstration of defiance in an organization that demands absolute loyalty. Nonetheless, al-Zawahiri seemed prepared to let the matter lie, apparently in recognition of al-Baghdadi’s growing strength; by that time, ISIS, recently strengthened by an influx of foreign fighters, had taken control of the Syrian city of Raqqa. That brought al-Qaeda the closest it had ever been to achieving a long-term goal — establishing an Islamic state.

    But ISIS’s savagery and draconian interpretations of Islamic law alienated many Syrians and drove a wedge between rebel groups. On Jan. 3, fighting broke out between ISIS and a new alliance that included the Nusra Front. ISIS has managed to stand its ground, but this most recent al-Qaeda announcement could lead to a greater conflagration. Al-Qaeda central may not have been able to stop al-Baghdadi outright, but the threat of excommunication seemed to have reined in his worst tendencies — his deadly campaign of suicide-bomb attacks in Iraq has not yet been replicated in Syria to the same degree.

    ISIS is now likely to lash out with increased attacks as it tries to prove its efficacy in spite of losing its valuable al-Qaeda designation.

    Rwabukombe trial comes to an end in Germany

    {The German prosecution believes that Onesphore Rwabukombe; a Rwandan national who is accused of participating in 1994 Genocide against Tutsi, is guilty for committing Genocide and demands life imprisonment. }

    According to a press release form the Rwanda’s Ministry of Justice, on Tuesday in the High court in Frankfurt, Germany, the office of the Prosecutor General pleaded before the criminal unit for a lifetime sentence minus six months for Rwabukombe: A life sentence due to Genocide and the particular severity of the deed and minus six months due to the long duration of the trial.

    Onesphore Rwabukombe who once acted as the leader in the sector Muvumba, stood before court since January 2011. In this period only 116 trial days took place due to complicated evidence requests. Now the office of the Prosecutor General sees Rwabukombe’s complicity in a massacre in the church of the village Kiziguro.

    It is estimated that more than 1200 Tutsi and moderate Hutu were killed in Kiziguro during the Genocide.

    Rwabukombe was “not only a string-puller, but the leader and organiser of Genocide on the ground”, said Prosecutor Christian Ritscher in his final speech. He was involved in opinion-building before-hand and in the carrying-out on the site. He was the “perpetrator behind the perpetrators”.

    According to the witnesses Rwabukombe accompanied the Hutu militias to the church site and called upon them to start the “work”- meaning the killings. “His call was the trigger,” said Ritscher.

    The prosecution gave its final speech yesterday and requested life sentence (meaning 25 years), the civil incidental action will present its speech today and the defense team will present its pleadings next week. The final judgement is expected for the 18th February 2014.

    Rwanda hosts the Annual Review Meeting for WASH programs in Eastern & Southern Africa region

    {{Kigali, Rwanda, 4 February 2014}} – {Delegates from Rwanda, Malawi, Mozambique, Zambia, UNICEF and the Government of the Netherlands are meeting in Kigali from 04 to 05 February 2014 to review progress on the regional Water, Sanitation and Hygiene (WASH) project covering these four countries, which is completing in December 2014. }

    In Rwanda, the five- year project for “the acceleration of water supply, sanitation and hygiene towards reaching WASH related Millennium Development Goals” was launched in 2009. The WASH project is one of the ventures to support the Government of Rwanda’s ambitious target to provide safe water to 100% of its population by 2017. It targets four districts in the North-Western part of Rwanda, namely Burera, Musanze, Nyabihu and Rubavu Districts.

    The Government of the Netherlands’ contributions for the regional WASH project have been key to improving WASH sector programmes in the four countries, including Rwanda and made a difference in improving the lives of children and women in these countries.

    Over a four- year period, the WASH project has reached a majority of the targets: more than 500,000 people in the 4 districts have access to a potable water source, 127 schools and 27 health centres are connected to a potable water source, 139 schools and 29 health centres have access to improved gender friendly sanitation facilities and 200 schools and 1,400 villages have active hygiene clubs and committees which ensure sustainable hygiene practices and maintenance of WASH infrastructure.

    “The provision of potable water supply systems and sanitation facilities and related services, supported by the Government of the Netherlands and UNICEF, helps Rwanda to keep on track to achieve the Millennium Development Goals and the Vision 2020 targets. Water supply and Sanitation are inextricably linked as part of the broader development process.” said Hon. Emma Françoise Isumbingabo, Minister of State in charge of Energy and Water in MININFRA.

    In order to see the project in action, the delegation from the Government of the Netherlands along with officials of the Government of Rwanda and UNICEF will visit the project sites including an inauguration of a water supply system in Burera District from 6th to 7th February, 2014.

    “The WASH project intervention integrates very well into the holistic child survival programs that UNICEF, in collaboration with the Government of Rwanda and partners, is supporting to reduce child mortality and morbidity in Rwanda” said Noala Skinner, UNICEF Representative. “The present achievements speak for themselves and this review is an opportune time to ensure the momentum is continued” she added.

    The two-days review meeting offers an opportunity to review progress, lessons learned and challenges to improve the design and implementation of the next phase and future programs.

    “This project has brought positive changes in Burera District where water borne diseases has reduced tremendously, thanks to improved access to water and sanitation”, concluded Sembagare Samuel, District Mayor.

    {The Archbishop of Canterbury, the Most Reverend Justin Portal Welby and his wife Caroline Eaton Welby have visited Shyira Diocese. }

    Accompanied by Onesphore Rwaje the Archbishop of Rwanda, the head of Anglican Communion in the world was on his way to Democratic Republic of Congo to conclude his African tour that had previously started with Southern Sudan, Burundi and Rwanda.

    Archbishop Welby was received by the Bishop of Shyira Diocese The Rt, Rev. Dr. Laurent Mbanda and other diocesan dignitaries.

    Other dignitaries included Samuel Mushimiyimana the vicar of the Cathedral and Jean Damascene Nsabimana the head of pastoral ministry.

    He was showed around different projects in the diocese that include a commercial building NOVA MARKET COMPLEX, Muhabura Integrated Technical College yet to start, Sonrise High School and St. John The Baptist Cathedral.

    Archbishop Welby praised Shyira Diocese for the work they have accomplished so far and encouraged bishop Mbanda to continue for a holistic development.

    While at Sonrise High School, Archbishop Welby prayed for the students and told them that he had traveled for over 40 years in Africa and had not seen neat students like they were.

    While touring the Diocese, Archbishop Welby was narrated all programs that Shyira Diocese has by Bishop Mbanda.

    Bishop Mbanda told him that Sonrise was one of the success projects to contribute towards the education of Rwanda and how he is escalating his efforts to improve discipline and quality education of the school.

    Archbishop Welby arrived in Rwanda Saturday 1stFebruary 2014 on his a five-day visit to Rwanda to meet with his fellow Primates of the Anglican Communion.

    Prime Minister Pierre Damien Habumuremyi, government ministers and top diplomats were among the congregation who fellowshipped with him yesterday Sunday 2nd February 2014 at St. Etienne Cathedral, Biryogo Kigali Diocese.

    His coming to Rwanda was at the invitation of the Rwanda’s Anglican Archbishop, Onesphore Rwaje .

    The trip is part of Archbishop Justin’s plan to visit all of his fellow archbishops around the Anglican Communion.

    His desire is to express solidarity, build personal and professional bonds, understand the Primates’ work in their local contexts, and lay foundations for good collaboration over the coming years.

    Arriving in Kigali, the capital of Rwanda, Archbishop Justin said: “It gives me great joy to visit Rwanda with my wife Caroline at the invitation of the Anglican Archbishop, Onesphore Rwaje.

    Rwanda is a country so important to the East African revival which started in the Anglican Church Diocese of Gahini.

    {Nigeria’s former Vice-President Atiku Abubakar has joined the opposition – the most high-profile in a wave of defections from the governing party.}

    Mr Abubakar told the BBC that he believed that Nigeria should have a two-party political system.

    The People’s Democratic Party has won every national election since the end of military rule in 1999.

    But it is deeply divided over whether President Goodluck Jonathan should seek re-election next year.

    Last week, 11 senators announced that they were joining the opposition All Progressives Congress (APC) – the same party as Mr Abubakar.

    The PDP has also lost its majority in the house of representatives, the lower house of parliament.

    {A 21-year old man was arrested on Monday for allegedly using forged documents to sit for the provisional driving licence tests, which kicked off in Kigali.}

    The suspect, who hails from Ruhango District, was identified by one of the supervisors during the tests held at Amahoro stadium.

    The suspect, who confessed to the illegal act, told Police that he was sitting the tests on behalf of his colleague.

    “I was hired by my housemate, who promised to pay me Rwf10, 000, if I passed the tests,” the suspect, who requested to be pardoned, arguing that it was his first time, narrated.

    Chief Supt. Rafiki Mujiji, the Director of Testing and licensing in the department of Traffic and Road Safety warned all those that could be involved in such malpractices saying that “it’s illegal and punishable by the law.”

    He advised those seeking driving licence to always revise or enroll in driving schools, to avoid such “shortcut and impossible” procedures.

    CSP Mujiji noted that, both tests are conducted on a monthly basis, an opportunity he said candidates should seize rather than taking these impossible shortcuts.

    {More than 3000 candidates from Kigali sat for the provisional driving licence tests held on Monday.}

    The tests were conducted at Amahoro stadium where 2071 people converged, and Nyamirambo stadiums.

    Consolée Uwamahoro, 49, one of the candidates from Gatsata sector in Gasabo district thanked Rwanda national Police for “easing the procedures to acquire a licence.

    “For me, the test was easy. Basing on how I responded to questions, I am optimistic I will pass because I took time to revise and I was well prepared,” she said.

    “The test was not difficult for one who had revised. Though it is hard to predict the results, I am confident I will pass,” Benjamin Uwumukiza, another candidate from Niboyi sector in Kicukiro district, said.

    Chief Supt. Rafiki Mujiji, the Director of Testing and Licensing said there was big turn-up and were well prepared for the tests, will all the required documents.
