    Court Annuls Mandla Mandela’s 3rd Marriage

    A South African court has annulled the third marriage of Nelson Mandela’s eldest grandson Mandla to a Swazi princess following an application from his estranged first wife, his lawyer said Saturday.

    Mandla, a member of parliament and traditional chief, lost the case against his first wife Tando Mabunu-Mandela after a two-year legal battle, his lawyer Gary Jansen said.

    “That is correct. It was yesterday (Friday),” he told media, declining to elaborate.

    A family spokesman was not immediately available for comment.

    Mabunu-Mandela sought the annulment after her husband ignored a court ban to marry Mbali Makhathini in December 2011.

    A few months earlier she had already had his second marriage to a woman from Reunion island declared invalid on similar grounds.

    Robert Mugabe Invited to Attend EU Africa Summit

    {{Zimbabwe President Robert Mugabe has been invited to the European Union- Africa summit to be held in Brussels in April despite a travel ban against him.}}

    According to state media, President Mugabe got his invitation last week, ending speculation about his attendance at the summit.

    “The letter to invite the President has been received and has been given to His Excellency, the President.

    “The letter came straight from Brussels,” the Sunday Mail said, quoting an unnamed government official.

    The summit set for April 2 and 3 would be used to discuss strategic priorities between Africa and Europe. (EXTERNAL: Mugabe free to attend summit — EU envoy)

    Last week, Zimbabwe government officials had claimed that the African Union had resolved that Africa would boycott the meeting if President Mugabe was not invited.

    The soon to be 90 year-old leader’s presence at the 2007 summit held in Portugal caused controversy as the EU attempted to exclude him.

    President Mugabe is now an AU vice chairperson.

    The EU is due to review the travel embargo and asset freeze it imposed on his regime in 2002 for alleged electoral fraud and human rights violations.

    Indications are that the sanctions would remain in place as most of the conditions that were laid out last year for the embargo to be lifted were not met.

    Ntaganda Faces First Hearing at ICC

    {{Former war lord Bosco Ntaganda faces a first hearing in The Hague on Monday. He is suspected of having committed crimes against humanity in the 2000s.}}

    The purpose of the hearing on Monday (10.02.2014) is to decide whether there is sufficient evidence for Bosco Ntaganda to stand trial.

    The procedures at the International Criminal Court are lengthy; it will probably be several months before the trial itself starts, assuming it goes ahead.

    The charges against Ntaganda go back quite some time. Between 2002 and 2003 the then chief of military operations under the since convicted leader of the Union of Congolese Patriots (UPC), Thomas Lubanga, is said to have committed grave crimes against humanity.

    The list of alleged human rights abuses includes pillaging, persecution, the recruitment of child soldiers, rape and murder.

    On March 18, 2013, Ntaganda unexpectedly turned himself in at the US embassy in Rwanda, from where he was transferred to The Hague.

    Ghana Limits Dollar Transactions

    {{Ghana has defended its decision to limit foreign exchange withdrawals in a bid to halt the slide in its currency the cedi.}}

    Foreign currency account holders have been limited to withdrawals of $10,000 (£6,000), which must be supported by evidence of an overseas trip.

    The cedi has fallen to a record low in recent days.

    Central Bank governor Kofi Wampah has also raised interest rates to 18% to attract more investment.

    Ghana is the latest emerging markets whose currency has fallen recently.

    The value of the South African rand has hit record lows, while currencies in Turkey and India have also been hit.

    Analysts say investors have switched away from emerging markets since the US Federal Reserve scaled back its stimulus programme.

    Ghana has also been hit by falls in the prices of its two major exports – gold and cocoa.

    The cedi has lost about 23% of its value over the past year.

    Government critics say the problems have been exacerbated by high public spending and mismanagement – charges the government denies.

    It has started to earn money from offshore oil fields but analysts say much of this is being used to repay foreign loans.

    The BBC’s Sammy Darko in the capital Accra says the freefall of the cedi has led to desperate measures by government and even some of the clergy.

    Last week, renowned cleric Archbishop Duncan Williams prayed for the national currency to start rising in value.

    “I command the resurrection of the cedi,” he told worshippers at his Action Faith Chapel in Accra.

    Our correspondent says many Ghanaians are concerned about price rises, which will be made worse by Thursday’s interest rate hike.

    In addition to the limit of foreign exchange withdrawals, Mr Wampah said banks would not be allowed to grant loans in foreign currencies to customers who are only paid in cedis.

    “The main purpose of this regulation is to ensure that we continue to use the cedi as the legal tender,” he said.

    But one forex trader in Accra told our reporter that the limit would not be effective.

    5 Arrested Over Defrauding Traders

    {{Rwanda National Police has arrested five people suspected to be part of the criminal group defrauding traders in the City of Kigali.}}

    The suspects were arrested separately in Kigali in the past one week. They had already duped seven traders in Kigali of about Rwf50 million, at the time of their arrest.

    According to investigations, the suspected conmen would pose as employees of Strabag, a road construction firm, looking for spare parts for their tractors.

    They had bought boxes of the said spare parts, which they would sell to victim at a very high price.

    After identifying a potential target, one of the suspects would call the traders to sell them the fake idea of supplying strabag with the equipment.

    The victims would then be given contacts of another person claiming to be the technical director of strabag, who claims to be based in Gicumbi.

    The fake technical director would them inform the victims, separately, of how they need the equipment as soon as possible, offer them a very high price if he delivered the equipment and would direct him to another person – member of the gang – claiming he’s the only person with those spare parts.

    The victim would then buy the apparatuses at a very high price and the suspects would varnish after accomplishing their scam.

    Police said the suspects will be charged with fraud and deceit under article 318 of section 7 of the penal code.

    CIP Emmanuel Kabanda, the director of Media in Rwanda National Police said investigations are still ongoing to bring to justice all those that could be connected to this scam.

    He also warned the business community against involving in illegal businesses.

    “Besides evading taxes, they end up losing even what they had, which is avoidable if they had conducted their transactions in a legal way,” CIP Kabanda, said.

    He also advised them to always buy goods from recognized traders.

    He further appealed to telecom companies to be vigilant when selling SIM cards or making SIM-swaps.

    The gang had used photocopies of other people’s national ID to buy SIM-cards, which they used to coordinate their criminal acts.

    African Swine Fever Reported in Tanzania

    {{About 166 Pigs in Tanzania have succumbed to a deadly African Swine Fever causing panick among Pig keepers in the East African country.}}

    The break out of the disease was confirmed by the regional chief veterinary officer, Dr James Kawamala, as he declared a quarantine to prevent transporting pigs’ in and out of the city.

    According to notices posted at various locations in the city, it is strictly prohibited for any person to slaughter, distribute or even give as gift pig meat without the approval of the city veterinary officer.

    Dr Kawamala said he received reports about the disease from Mbeya Rural and Rungwe districts, saying that the regional office was considering taking further measures.

    “For whatever reasons pig meat will now be required to be verified and approved by specialists before being eaten,” he said.

    African Swine Fever, for the first time, broke out in Mbeya in 2011 where many pigs died causing millions in loss to keepers. According to Dr Kawamala, Mbeya City alone lost over 1,500 pigs.

    Ugandan Border Locals want to join Rwanda

    {{Inhabitants of Nshenyi and Kyarwehunde parishes in Ruhaama County, Ntungamo District in Uganda are demanding that they become part of Rwanda following claims that they cannot access social services in Uganda.}}

    The locals, who live at the border with Tanzania and Rwanda, said at a meeting last week that they lack clean water, roads, schools and agricultural extension services.

    “We feel we have been ignored because of our location. We live in Uganda and get everything from Rwanda. We need to be part of Rwanda,” Mr Lawrence Kabesiime, a Kyarwehunde councillor, said.

    Mr Gerosome Turyareba, an elder, said their challenges have not been addressed for a long time because they are located on the sides of the district neighbouring other countries.

    Mr Deo Karuhaama, the Kyarwehunde village chairperson, said without water and roads in their areas, residents will continue demanding to secede to Rwanda where they get better services.

    “We shall not allow any government official to speak from here, we shall not allow anyone to campaign from here visit our churches or schools because they have left them in a poor state,” Mr Karuhaama said.

    However, Mr George Bakunda, the representative of Ms Janet Museveni, the Ruhaama County MP, denied reports that residents wanted to secede, saying Kyarwehunde parish was still developing, adding that they had provided services like a maize milling machine, constructed boreholes and several roads in the county.

    Suspected Ugandan Gay Couple Jailed

    {{Reports from Uganda indicate that two men who have been accused of living as husband and wife have been remanded to Luzira Prison on charges of engaging in sex against the order of nature.}}

    Mr Kim Mukisa and Mr Jackson Mukasa denied the charges before Buganda Road Chief Magistrate’s Court on Thursday. They were remanded for lack of sureties to apply for release on bail.

    The prosecution told court that investigations were still incomplete and the suspected gay couple will reappear in court on February 21 for mention of their case.

    Mr Mukisa, 24, a businessman in St Balikuddembe Market (Owino) was charged with having sexual knowledge of a person against the order of nature contrary to the Penal Code Act.

    His long-time companion Mr Mukasa was charged with permitting a person to have sexual knowledge of him against the order of nature.

    Kenyan Sentenced to Life in Prison by S.A Court

    {{A Kenyan man has been sentenced to life in prison by a South African court after being convicted of robbery and murder.}}

    Ismail Juma, 20, was sentenced Wednesday by a Scottburgh Regional Court judge in KwaZulu-Natal for the murder of Mr Ramsacal Bagrathic, 86, in October of 2010.

    Mr Juma was arrested and detained in October 2010 by members of the Scottburgh Cluster Detective Task Team in the Mahatma Gandhi precincts in Durban.

    He made several court appearances and was remanded in police custody until Wednesday when his case came up for ruling.

    Mr Bagrathic’s body was discovered in the early morning hours of October 30, 2010 at his home in School Circle, Park Rynie. Police said he had been suffocated with a pillow. His house was in a state of disarray.

    “It was evident that he had been robbed before being murdered,” prosecutor Pratisha Jugnundan told the judge during the proceedings.

    Speaking to the media soon after the ruling, Detective Warrant Officer Yugen Moodley of the Detective Task Team said he was happy with the verdict.

    “I’m relieved that the case has been finalised and I’m pleased with the conviction and sentence,” said Moodley, who led a team of investigators.

    The Port Shepstone Cluster Commander, Major General Thembi Ndlovu commended the members of the Scottburgh Cluster Detective Task force saying: “This is testimony that the wheels of justice grind slowly but exceedingly fine and I welcome the sentence meted out by the court.

    No one, not even an octogenarian like Mr Bagrathic should meet his die in such a cruel manner.”

    A police spokesman told the South African News Agency (SAPA) briefing that besides the life sentence, Juma would also serve 15 years imprisonment for aggravated robbery.

    “The sentences will run concurrently,” said Captain Thulani Zwane.
