    China Spots New Possible Missing Jet Debris

    {{China said on Saturday it had a new satellite image of what could be wreckage from a missing Malaysian airliner, as more planes and ships headed to join an international search operation scouring some of the remotest seas on Earth.}}

    The latest possible lead came as the search for Malaysian Airlines Flight MH370 entered its third week, with still no confirmed trace found of the Boeing 777 or the 239 people on board.

    The new potential sighting was dramatically announced by Malaysia’s acting transport minister, Hishammuddin Hussein, after he was handed a note with details during a news conference in Kuala Lumpur, scooping the official announcement from China.

    “Chinese ships have been dispatched to the area,” Hishammuddin told reporters.

    China said the object was 22 meters long (74ft) and 13 meters (43ft) wide, and spotted around 120 km (75 miles) “south by west” of potential debris reported by Australia off its west coast in the forbidding waters of the southern Indian Ocean.

    The image was captured by the high-definition Earth observation satellite “Gaofen-1” early on March 18, two days after the Australian satellite picture was taken, China’s State Administration of Science, Technology and Industry for National Defense (SASTIND) said on its website.

    There was no official comment on whether the two images could show the same object.

    Flight MH370 vanished from civilian radar screens early on March 8, less than an hour after taking off from Kuala Lumpur on a scheduled flight to Beijing.

    Investigators believe someone on board shut off the plane’s communications systems, and partial military radar tracking showed it turning west and re-crossing the Malay Peninsula, apparently under the control of a skilled pilot.

    That has led them to focus on hijacking or sabotage, but they have not ruled out technical problems.

    Thousands Join Rare Algeria Rally

    {{Thousands of Algerian opposition supporters have called for a boycott of next month’s presidential election, during an unprecedented mass rally.}}

    Islamist and secular opposition parties at the rally denounced 77-year-old President Abdelaziz Bouteflika’s attempt to win a fourth term of office.

    They say a stroke last year has left him unfit to govern.

    Mr Bouteflika, in power since 1999, scrapped constitutional rules in 2008 limiting him to two terms in office.

    He has rarely been seen in public in recent months, but correspondents say the backing of the governing National Liberation Front (FLN), army factions and business elites almost guarantees him election victory.

    Chanting “boycott” and “the people want the regime out” about 5,000 people packed into the sports stadium where various opposition leaders denounced Mr Bouteflika’s re-election bid and demanded reforms to a political system they see as corrupt.

    Large opposition gatherings are unusual in Algeria, where FLN elites and army generals have dominated politics since independence from France in 1962.

    “The people here are the people who have been excluded, who have been put aside, but this is the real Algeria,” Rally for Culture and Democracy (RCD) party spokesman Mohsen Belabes told cheering crowds.

    “The regime will collapse, but Algeria will survive.”

    Correspondents say Mr Bouteflika ordered heavy spending from Algeria’s oil earnings on housing, public services and infrastructure projects to offset social unrest after the Arab Spring uprisings across North Africa in 2011.

    But the parties within the opposition are not united and remain weak, analysts say.

    Evidence of this disunity was evident at Friday’s rally, where rival Islamist and secular supporters heckled and taunted at each other across the stadium.

    The president is one of the few remaining veterans of the war of independence against France.

    But he has had persistent health problems and his rule has recently been dogged by corruption scandals implicating members of his inner circle.

    {{Pope Francis has launched a stinging attack on the mafia, warning gangsters that they will go to hell unless they repent and stop doing evil.}}

    “Blood-stained money, blood-stained power, you can’t bring it with you to your next life. Repent,” he said.

    He was speaking at a prayer vigil for relatives of those killed by the mafia.

    The Pope has spoken out frequently about the evils of corruption and wrote a booklet on the subject in 2005 when he was archbishop of Buenos Aires.

    ‘No joy’
    The meeting near Rome on Friday – organised by a citizens’ group called Libera – was aimed at demonstrating the Roman Catholic Church’s opposition to organised crime, rejecting historic ties with mafia bosses claiming to be good Catholics.

    The vigil was filled with those who have suffered at the hands of the mafia, including people whose family members and loved ones had been killed.

    As the names of those murdered were read out, the Pope listened, deep in sombre thought.

    After expressing solidarity with the 842 people at the vigil, he said that he could not leave the service without addressing those not present: The “protagonists” of mafia violence.

    “This life that you live now won’t give you pleasure. It won’t give you joy or happiness,” he said.

    “There’s still time to not end up in hell, which is what awaits you if you continue on this path.”

    Our correspondent says there is a long list of brave priests in Italy who have stood up to the mafia, and some have paid with lives.

    But he says that the wider Church has been accused of not doing enough to confront the gangsters.

    Anti-mafia activists hope that the Pope’s words are a signal that he is on their side.

    {{Referee Andre Marriner appeared to send off the wrong player when he dismissed Arsenal’s Kieran Gibbs in Saturday’s Premier League match at Chelsea.}}

    A penalty was awarded after Alex Oxlade-Chamberlain tipped Eden Hazard’s shot around a post with his hand but Gibbs was shown the red card.

    Oxlade-Chamberlain seemed to tell Marriner that he was the culprit but the original decision stood.

    Hazard converted the penalty to make it 3-0 before half-time.

    Left-back Gibbs seemed confused at receiving the red card, protesting his innocence, along with his team-mates, before leaving the field.

    Hazard’s shot was heading inches wide of goal before Oxlade-Chamberlain dived to his left to divert the ball with his fingertips.

    Marriner appeared to consult one of his assistants before awarding the penalty.

    In November, Preston had the wrong man sent off against Port Vale in League One.
    Striker Joe Garner was suspended retrospectively for three games despite midfielder Neil Kilkenny being shown the red card during the match.

    {{Rwamagana Police is safely keeping a seven year old school boy who kicked to death a teenage girl after disagreements over a pen.}}

    Nyiramahirwe Esther who was kicked in the lower abdomen had borrowed a pen from the boy.

    The incidence happened at Nzige sector in Rwamagana district. The two children were both pupils at GS Akanzu Primary school.

    The acting Police Spokesperson of Eastern Province IP Emmanuel Kayigye confirmed the incidence adding that the boy was currently being kept at Nzige Police station to prevent any revenge.

    IP Kayigye noted, “we have not arrested the boy. He has been taken to Nzige police station for his safety to avoid any revenge attacks. He has not been arrested because he is a minor”.

    School sources told IGIHE that although the deceased had borrowed a pen from the boy, the two classmates were actually playing at the time of fateful incidence.

    It’s noted that when the girl was kicked, she became unconscious but later died in hospital.

    The school head teacher Rukundo Jean Damascene expressed shock at the rare incidence.

    The two pupils were also neighbours at their respective homes.

    In light of the above, the Executive secretary of Southern Province, Jeanne Izabiriza toured kokobe village at Bitare Cell in Karama sector Kamonyi district aimed at assessing the level of development women have achieved in the area.

    During the tour, a house was built in Kokobe cell for one of the families that were recently deported from Tanzania.

    Also development partners including MEDICUS MUNDI provided 426 rabbits that will be shared among widows and a group of over seventy women in all sectors in the province where MEDICUS MUNDI operates.

    Uwera Marie Alice on behalf of Kamonyi district cautioned Karama sector residents against any forms of Domestic violence but work hard for positive transformation of their families.

    Laurence Mukakalisa a resident of Karama involved with rearing goats and macadamia farming, attributed women’s achievements to good governance in all structures of government and pro women development policies.

    Kabila Might Extend Rule After 2016

    {{Controversy has emerged following hints that DR-Congo’s President Joseph Kabila might be attempting to return to office even after he completes the non renewable two terms in 2016.}}

    A member of the ruling party surprised the national assembly when he suddenly proposed an amendment to the country’s constitution.

    He is proposing that DR-Congo adopts new forms of electing the president citing South Africa and Angola where the president is elected by members of the national assembly and not the entire citizenship.

    Whether President Kabila leaves power in 2016 at the end of his second term remains a question at the centre of debate in this troubled rich country.

    The new proposal will uphold article 220 of the country’s constitution which provides for only two presidential terms.

    Analysts predict that if such a motion to reform the constitution is successful, majority would be in favour of changing the method of voting for president.

    The reform would require creation of a position of Vice President and the presidential term would be increased to seven years as opposed to the current five years.

    If successful, the reform would be effected in 2015 a year before President Kabila concludes his two terms in office and technically he would be candidate.

    However, others think that President Kabila should respect the Constitution in its present form and to hand to save democracy and ensure peace.

    Meanwhile, others are calling for a national census to determine the country’s population. A census in DRC was last held three decades ago.

    The agreement was signed in the capital Djibouti where Rwanda was represented by the Permanent Secretary in the Ministry of Trade and Industry Emmanuel Hategeka while Djibouti was represented by Youssouf Moussa Dawaleh of the Djibouti Chamber of Commerce (CCD).

    The Rwandan delegation to Djibouti included members from various sectors; telecommunication, air transport, equipment among others all in the horn of Africa to explore various investiment opportunities available.

    Mr. Hategeka invited members of the Djibouti Chamber of Commerce to Rwanda to attend the forthcoming annual International Expo scheduled in Kigali from 23 July-3rd August 2014.

    Suspected Thieves Arrested in Kigali

    {{At least ten people suspected to be behind a number of illegal and criminal activities in the City of Kigali have been arrested.}}

    The suspects include thieves, drug traders and consumers, street vendors and loiterers.

    They were arrested in Police operations conducted in the districts of Kicukiro and Nyarugenge on Thursday night.

    Senior Supt. (SSP), Urbain Mwiseneza, the central region Police Spokesperson said six of the suspects are connected to a number of robbery cases in the city including snatching ladies bags and smashing vehicle windows to steal electronics like computers and car radios.

    The suspected thieves were apprehended in Marembo II cell of Gikondo sector and are currently held at Gikondo Police Station as investigation continues.

    “These are routine operations that falls under the force’s strategies to fight and prevent crimes and ensure security in general,” SSP Mwiseneza explained.

    He also warned street vendors to relocate to business areas that were availed by districts.

    The city districts of Nyarugenge, Kicukiro and Gasabo scrapped taxes for up to six months to hawkers who will relocate to markets.

    This was after vendors argued that operating in these markets will cost them direly due to various expenses required in terms of rent and taxes.

    “Despite these subsidies, some people have continued hawking, some of whom hide behind it to steal from customers and city dwellers,” SSP Mwiseneza said.

    “I advise anyone involved in hawking to follow their colleagues who have so far taken the legal and seized the opportunity to operate in markets,” he noted.

    President Nkurunziza’s 3rd Term Project Blocked

    {{In Burundi, members of the ruling party CNDD- FDD have suffered a setback after their attempts failed to have the country’s constitution reformed.}}

    They needed atleast 85 votes in favour of constitutional reform but only got 84 votes. This means the deal to push forward the third term project for Pierre President Nkurunziza has been technically blocked.

    The country’s assembly can not reconvene on the same issue within a year.

    As required the National Assembly was convened to vote for the new Draft constitution but hit a snag for lack of quorum.

    President Pierre Nkurunziza’s party CNDD- FDD which dominates the country’s parliament is accused of pushing for constitutional changes that might create room for the incumbent to seek another term in office.

    Revision of the Constitution requires a majority of four fifths (4/5) of the vote, the ruling party in Burundi needed four little voices to reach the magic number of 85 votes so that the project could be approved.

    However, when the national assembly convened there was wrangling all day and finally the three opposition members poached by the authority agreed to vote “For” on condition that they would be given a ministerial post, which was done.

    CNDD- FDD party thought they had found another opposition member. Despite striking a deal, the opposition party member withdrew at the last minute. Only 84 members vote ‘Yes’ yet it needed at least 85 votes which means the rejection of the reform.

    According to the Speaker of the House , this decision can not be represented within one year.

    The Burundian Interior Minister Edouard Nduwimana , who defended the text, did not hide his disappointment; announcing that it was still possible for the president to use the referendum to pass the review, which would pave the way for a third presidential term .
