    Russia Offers Gas Deal to Help Ukraine Economy

    {{Russia’s President Vladimir Putin has said a gas price discount deal offered to Ukraine was designed to help its economy.}}

    After another round of negotiations, Ukraine rejected the price deal, saying it “won’t fall into Russian gas trap”.

    But Mr Putin said on Wednesday that the offer was “to support the Ukrainian economy at a rather difficult time”.

    The two sides have been locked in talks after Russia withdrew a deal to subsidise gas exports to Ukraine.

    On Wednesday, Russia offered a discount of $100 for every 1,000 cubic metres of gas exported to Ukraine.

    But Ukraine’s Prime Minister Arseniy Yatsenyuk said it was “a trap”. Ukraine wants a new gas deal based on “a contract, rather than on the basis of whether Russia likes the Ukrainian government or not”, he said

    Speaking in Moscow later on Wednesday, Mr Putin said: “We believe that our offer is more than in a partnership spirit, aimed to support the Ukrainian economy at a rather difficult time.

    “But if our offers are rejected it means we will enter another stage. This is not our choice. We do not want it.”

    The European Union-brokered talks in Brussels come after Russia threatened to turn off the gas taps to Ukraine if Kiev did not pay for past deliveries.

    However, Russia’s deadline for payment has been repeatedly pushed back after Ukraine paid off part of the sum.

    {{Islamist insurgents in Iraq have seized the city of Tikrit, their second major gain after capturing Mosul on Tuesday, security officials say.}}

    Tikrit, the hometown of former leader Saddam Hussein, lies 150km (95 miles) north of the capital Baghdad.

    Iraqi PM Nouri Maliki vowed to fight back against the jihadists and punish those in the security forces who fled offering little or no resistance.

    The insurgents are from the Islamic State of Iraq and the Levant (ISIS).

    ISIS, which is also known as ISIL, is an offshoot of al-Qaeda.

    It controls considerable territory in eastern Syria and western and central Iraq, in a campaign to set up a Sunni militant enclave straddling the border.

    There were also reports on Wednesday of fighting further south, in Samarra, 110km north of Baghdad.

    Separately, at least 21 people were killed and 45 hurt by a suicide bomber at a Shia meeting in Baghdad, police said.

    As many as 500,000 people fled Mosul after the militants attacked the city. The head of the Turkish mission in Mosul and almost 50 consulate staff are being held by the militants, Turkish officials say.

    Turkey’s foreign minister warned there would be “harsh retaliation” if any of its citizens were harmed.

    Rwanda Warns DRC Against Further Hostilities

    {{Rwanda Government has warned the DRCongo government against further actions that undermine the security of Rwanda.}}

    According to a government statement, a series of actions by the DRC continue to undermine regional efforts towards peace.

    On Wednesday morning in Rusura cell in the sector of Busasamana, a section of the DRC army crossed the border to Rwanda where they opened fired on a Rwanda Defense Force (RDF) patrol.

    The RDF retaliated and the resulting exchange of fire killed one FARDC soldier identified as Hategekimana Boysiro.

    The RDF immediately requested the Extended Joint Verification Mechanism for an independent assessment but their access to the site was denied by DRC authorities.

    The morning attacks were followed by a second attempt by two FARDC platoons to deploy into Rwanda that resulted in further exchange of fire leaving four FARDC soldiers dead.

    These attacks come less than a year after a series of bombs were launched on Rwandan territory by FARDC.

    This includes an attack in August 2013 where a bomb launched from DRC territory landed in a marketplace in Bugangari killing Vestine Mukagasana and seriously injuring her two months old son.

    Rwanda’s Minister of Foreign Affairs and government spokesperson, Louise Mushikiwabo warned the DRC leadership against any further hostilities:

    “These actions by the DRC are jeopardising the region’s extensive efforts to ensure peace, stability and development for all our citizens.

    We urge the leadership of the DRC to embrace the logic of peace and end all attacks on the Rwandan territory. Rwanda stands ready to act to protect its citizens.”

    In the past three months, the DRC has unilaterally closed its border with Rwanda, imposed visa fees despite regional and bilateral agreements and failed to honor their commitment to neutralise the FDLR militia operating in the DRC for the last twenty years.

    {{The Israel Foreign Affairs minister Avigdor Liberman is on a two-day state visit in Rwanda where he has also met with President Paul Kagame at village Urugwiro.

    According to government, the visit is aimed at strengthening cooperation between Israel and Rwanda with emphasis on improved economic relations, investment, agriculture, ICT and political exchanges.

    The two governments have also signed a Memorandum of Understanding on bilateral cooperation.

    Israel delegation included over 50 members comprising of business personalities, Rwandan envoy to Israel with residence in Ethiopia and members of Israel Knesset.}}

    Algeria Reports First MERS Death

    {{ Algeria said a 66-year-old man died from Middle East Respiratory Syndrome (MERS), the first deadly case of the virus in the North African country.}}

    The man died late on Monday at a hospital in western Algeria where he had been receiving treatment since the confirmation of his infection late last month, the Health Ministry said in a statement.

    The man was one of two identified with MERS after returning from a pilgrimage in Saudi Arabia, which has seen a jump in cases.

    A 59-year-old man, the second confirmed case, is still being treated in hospital and his health has improved, the statement said.

    {{Smaller oil explorers willing to take financial and operational risks will lead the development of East Africa’s oil and gas industry as majors ditch riskier projects as margins fall, executives from several oil and gas firms said on Tuesday.}}

    The region has emerged as a significant prospect for the export of liquefied natural gas (LNG) because of the size of natural gas discoveries there and its proximity to Asia’s major LNG consumers.

    The U.S. Geological Survey has estimated that more gas lies off the shores of Kenya, Tanzania and Mozambique than off Nigeria, Africa’s biggest energy producer.

    However, high development costs and low profit margins in the gas sector worldwide have made large oil and gas companies more hesitant to commit to risky and expensive investments.

    This reluctance paves the way for smaller explorers, such as Tullow Oil and Ophir Energy, who typically focus their efforts on one region or country in the hope of maximising any returns.

    “The oil and gas industry is worried about costs. Oil companies are reducing their investments and putting projects on hold,” Willy Olsen, former advisor to Statoil, said at the East Africa Oil and Gas conference in London.

    “If they make oil and gas discoveries in East Africa it will be 10 to 15 years before they see revenues … so the focus will be on small and medium-sized companies and few big players,” he added.

    Unknown Gunmen Attack Rwanda

    {{Unknown armed people were reportedly repulsed by Rwanda Defence Forces when they allegedly crossed into Rwanda and launched an attack between 4-5AM.}}

    The attack occurred about 300 meters away from the DRC-Boarder.

    One person a mid aged man lost his life in the attack in Cyamabuye village located at Rusura cell, Busasamana Sector in Rubavu District.

    Sources say they suspect the armed attackers could be members of ((Democratic Liberation Forces of Rwanda) FDLR while others say the attackers could be congolese armed forces FARDC.

    Efforts to reach the Rwanda Defence Forces Spokesperson were futile as he didn’t answer our calls.

    However according to a local news website ({Kigalitoday}), the attackers were members of the Congolese army (FARDC) and one of their soldiers was instantly killed in the crossfire.

    The congolese soldier that was put out of action in the attack has been identified as Hategekimana Boysiro. This morning residents in the attacked area turned up in dozens to witness the body of the slain attacker.

    According to other media reports, the Congolese soldiers crossed into Rwanda from their camp at Kanyesheja hill which overlooks an adjacent hill on the Rwandan side on which the RDF troops are also stationed.

    RDF immediately neutralized the Congolese forces as they crossed onto Rwanda soil.

    However, according to Julien Paluku the governor of the province of North Kivu in DRC, there was no fighting between two armies.

    He said, “There was shooting between elements from the Rwandan army and the FARDC (the Congolese army) in Kanyesheza.They were minor incidents, not fighting between two armies.”

    He said the fighting began before dawn in Kanyesheza, about 20 kilometres (12 miles) northeast of the provincial capital Goma, and lasted over four hours, the officials said.

    Mako Nikoshwa Discharged From Hospital

    {{Rwandan local artist Mako Nikoshwa has been discharged from CHUK hospital after battling a long illness.}}

    The artist has been receiving treatment at the hospital for the past two months.

    Upon arrival at his home in Kacyiru, Nikoshwa told IGIHE that he had lost hope while on sick bed, he however expressed happiness for having recovered and thanked all his supporters that have been there for him during difficult days in hospital.

    “I feel very strong now,” He said adding that as promised he will soon release a new gospel song including other songs that he composed while in hospital fighting for his health.

    The artist also revealed preparations for the video shootings for his new songs but emphasized the gospel song must be released as soon as possible.

    {{Temperamental Italy striker Mario Balotelli has announced via Instagram that he will marry girlfriend Fanny Robert Neguesha.}}

    Balotelli posted on his intagram after proposing to his girl friend;

    “She said yes… The most important yes in my life. That was the place of my question! I Love you and happy birthday too ! Je t’aime my WIFE,” tweeted Balotelli both in Italian and English.

    Neguesha, born in Belgium of an Italian father and a mother of Congolese-Rwandan-Egyptian extraction, posted on Instagram a photograph of the diamond engagement ring in the shape of a star that Balotelli gave her.

    “Tonight, I said the most important yes of my Life. That was the best present for my birthday! I love you first and unique husband.”

    Neither the date nor the place where they will get married was revealed.

    Balotelli’s next significant date is the opening group game with England in Manaus on Saturday.
