    Kenya Wants EABC Tenure Extended

    {{Kenya will continue to hold the chairmanship of the regional business lobby if the rotational period of leadership is extended to two years.}}

    According to the Executive Director of East African Business Council, Andrew Luzze, the extension of the EABC term of rotation is one of the key issues to be discussed during this year’s AGM scheduled for April 4.

    Kenya is currently holding the chairmanship of the board under Bidco Oil Managing Director Vimal Shah pictured above.

    Previously, the East African Business Council (EABC) has had annual rotational leadership within the five member states.

    The Chair is held on annual basis and it rotates among the five countries of the EAC, Kenya, Burundi, Rwanda, Tanzania, and Uganda.

    “Some of the key issues to be discussed during this AGM will include offer of Diplomatic status for EABC Staff by host countries of EAC, elect the Chair, Vice-Chairs and members of the Executive Committee and appoint auditors and fix their remuneration among others,” said Mr Luzze in a statement.

    Mr Luzze also noted that the meeting will also discuss the location of EABC’s headquarters given that Rwanda had offered to provide a land for the council to set up its head offices in the country.

    The meeting looks to bring together all members of the east African community business body from the five Partner States where they elect a team to lead them for a year.

    The EABC board is made up of 22 board members with four representatives from each Partner State and one past chairperson as well as the Secretary who is the Executive Director of the Council

    SolarCity to invest US$7M in Tanzania’s Off-Grid Electric

    {{US-based solar services company SolarCity is to invest US$7mn in Tanzanian solar lighting services company Off Grid Electric to produce off-grid solar power.

    According to industry sources, SolarCity has teamed up with venture firms Vulcan Capital and Omidyar Network in this investment, which is part of the initiative to develop off-grid solar in developing nations.}}

    Off-grid solar refers to electricity generation in areas with little or no access to power due to scattered population. This energy is generated in a self-sufficient manner without any dependence on the main electricity grid or other public utilities.

    Off.Grid:Electric stated that it uses a mobile payment platform which allows customers in Africa to purchase solar lighting in small amounts, rather than having to pay for an entire solar power system upfront.

    This approach is becoming increasingly attractive in the developing world due to the use of cell phones, added the company.

    Lyndon Rive, CEO of Solar City, said, “Solar power is already more cost-effective than kerosene and other polluting power sources that are common in the developing world.

    Many emerging economies skipped the build-out of phone lines to go straight to cell phones, and the combination of solar and storage can obviate the need for more power lines. Off Grid’s growth could have a profoundly positive impact on the economies, human health, and air and water quality in the markets it serves.”

    With a minimum of US$5 per month, Off.Grid:Electric said it provides access to solar power through its M-Power energy hub in Tanzania, adding that it also encouraged potential buyers to switch from using kerosene lamps to solar.

    The investment allows SolarCity to enter the off-grid solar market where mobile money platforms are enabling pay-as-you-go services in Africa, Asia and the Middle East.

    In the past six months, Khosla Ventures, DFJ, Omidyar Network and Gray Ghost Ventures have invested US$13mn in off-grid solar lighting companies in Africa, stated reports.

    Gold Mining Begins in South Sudan

    {{New Kush Exploration & Mining (NKEM) and the state government of Eastern Equatoria have begun the first gold mining exploration in three counties of Kapoeta region, South Sudan.}}

    Anthony Viljoen, director of NKEM said, ”We have been granted a license of operation to undertake gold mining and exploration in the state by the central government in Juba.

    New Kush has conducted wide-ranging consultations with leaders in the counties of Kapoeta North, South and East.”

    According to a government survey, Eastern Equatoria has great potential for mining of various minerals.

    Tutus Lokwacuma, the commissioner of Kapoeta East county, encouraged the exploration, saying gold mining could create employment opportunities for locals and help develop the region east of the state of Equatoria.

    Viljoen added that his company had several mining equipment items at Mombasa in Kenya, which are ready to be transported to South Sudan.

    ”We hope our company will be able to extract large amounts of quality gold and reduce the amounts that are smuggled out of South Sudan without being taxed,” he said.

    According to industry sources, South Sudan has been engaged in a dispute with Sudan over the transport of oil to international markets and there has been a year-long halt in production.

    Since then, the northeastern African nation has been trying to recover from the shutdown and looking at alternative sources of revenue.

    GlaxoSmithKline to Invest US$216M in Africa’s Healthcare Sector

    Pharmaceutical major GlaxoSmithKline (GSK) is to invest US$216mn in Africa’s healthcare sector.

    The investiment which includes the development of a lab, expansion of manufacturing facilities and training of community healthcare professionals.

    GSK will invest US$41mn in creating the world’s first research and development open lab for non-communicable diseases (NCDs) in Africa, which will improve the understanding of NCD variations in the continent.

    The possible research topics could include the apparent higher prevalence of treatment-resistant hypertension and aggressive breast cancers in young women.

    These insights will help prevent and formulate treatment strategies so scientists and academics can develop new medicines to address the specific needs of African patients, stated the company.

    Andrew Witty, CEO of GSK, said, “Today, we are setting out further steps to tackle Africa’s dual health burden of infectious and emerging non-communicable diseases and help build crucial capacity to underpin the development of the healthcare sector in the region.

    We have a unique opportunity to deliver meaningful social and economic value to all of the communities we work in – using our scientific expertise and our global reach to develop innovative medicines and deliver them to people who need them around the world.”

    The company said that it will also invest US$166mn to expand manufacturing capabilities in Nigeria and Kenya, and build up to five new factories in Rwanda, Ethiopia and Ghana.

    The new facilities will manufacture antibiotics, respiratory and HIV medicines locally. The factories will eventually transfer the technology, skills and knowledge required to manufacture complex products locally. The investments are also poised to create 500 jobs, added GSK.

    In order to reduce the continent’s dependence on imported medicines, steps will be taken to create regional supply hubs and local partnerships will also be established to increase the flow of GSK products and medicines to under-served rural communities, added Witty.

    GSK will also partner with South African-based Aspen Pharmacare to increase the registration of its medicines and vaccines. These steps will also boost efficient supply of products and reduce production costs, stated the company.

    Over the next three years, GSK will partner with charities to train 10,000 community healthcare workers in Kenya, Ghana and Nigeria under the UN-based initiative One Million Health Worker campaign.

    President Hollande ex-Partner Royal Joins Cabinet

    {{French President Francois Hollande’s former partner, Segolene Royal, has joined the government in a major reshuffle by the ruling Socialists.}}

    She will serve as environment minister in the cabinet of the new Prime Minister, Manuel Valls.

    Mr Valls was appointed to the job after the Socialists suffered a humiliating defeat at local elections.

    The Finance Minister, Pierre Moscovici, has left the government, with his job now split between two ministers.

    Michel Sapin takes charge of finance while Arnaud Montebourg will be in charge of industry and economy.

    Laurent Fabius and Jean-Yves Le Drian keep their positions as foreign affairs and defence ministers in the new cabinet, which replaces that led by Jean-Marc Ayrault.

    President Hollande is one of the most unpopular French leaders in decades, having failed to restore the economy.

    It is open to question how many of the key new appointments were the choice of Mr Valls alone. Mr Sapin is a long-time close friend of Mr Hollande.

    His first task will be to persuade the EU that France is on track after the country again missed its deficit target, our correspondent adds.

    While Mr Valls is on the right of his party, the new economy minister is most definitely to the left, having previously accused the EU of damaging growth with its demands for cuts, he says.

    It is said that Mr Hollande’s most recent official partner, Valerie Trierweiler, had opposed Ms Royal’s appointment to any position in the government.

    Mr Hollande and Ms Trierweiler officially split up in January after it emerged he had been having an affair with an actress.

    The French daily le Monde ran the headline “The revenge of Segolene Royal” on its web edition. One French blogger wrote on Twitter: “Sego [Segolene] nominated, break with Trierweiler complete.”

    The return of Ms Royal, mother of Mr Hollande’s four children, to government follows a long period when she was out of the political spotlight.

    She was the Socialist candidate in the 2007 presidential election, but lost to Nicolas Sarkozy.

    Mr Valls served in the previous cabinet as interior minister, where he became one of few government figures popular among the wider French public.

    His replacement as interior minister is Bernard Cazeneuve, who served as a junior minister responsible for the budget under Mr Ayrault.

    Two Green ministers from Mr Ayrault’s cabinet both resigned in protest at the appointment of Mr Valls as prime minister, because of his tough record on immigration and other issues.

    However, the Socialists still enjoy an overall majority in the lower house of the parliament, the National Assembly.

    {{A surprise decision by President Mahmoud Abbas to sign more than a dozen international conventions giving Palestinians greater leverage against Israel left the United States struggling on Wednesday to put peace talks back on track.}}

    The documents Abbas signed, officials said, included the Geneva Conventions – the key text of international law on the conduct of war and occupation.

    Palestinians hope it will give them a stronger basis to appeal to the International Criminal Court and eventually lodge formal complaints against Israel for its continued occupation of lands seized in the 1967 war that they want for their state.

    U.S. Secretary of State John Kerry, who had been piecing together a complex three-way deal to push the faltering negotiations into 2015, cancelled a visit to the de facto Palestinian capital, Ramallah, planned for Wednesday after Abbas’s dramatic move late on Tuesday.

    “We urge both sides to show restraint while we work with them,” Kerry told reporters in Brussels, where he was attending a ministerial meeting of NATO.

    Palestinian officials signaled the new crisis could be short-lived if Israel made good on its pledge to release more than two dozen long-serving Palestinian prisoners. Israel has said it first wants the Palestinians to agree to extend the talks beyond an April 29 deadline.

    Kerry noted that Abbas, after signing the international agreements, had told a meeting of the Palestine Liberation Organisation leadership that he would remain in touch with the Americans.

    “The important thing is to keep the process moving and find a way to see whether the parties are prepared to move forward. In the end, this is up to the parties,” Kerry said.

    A spokesman for Israeli Prime Minister Benjamin Netanyahu declined to comment on Abbas’s move.

    Deputy Foreign Minister Zeev Elkin, a hardliner in Netanyahu’s right-wing Likud party, said Abbas’s latest step had turned the proposed talks-extension deal into a farce.

    Massive 8.2 Earthquake off Chile Coast Sparks Tsunami

    {{A major earthquake of magnitude 8.2 struck off the coast of northern Chile on Tuesday, causing five deaths and triggering a tsunami that pounded the shore with 2-meter-tall waves.}}

    Officials said the dead included people who were crushed by collapsing walls or were killed by heart attacks.

    The government evacuated Chile’s northern coast and President Michelle Bachelet declared the area a disaster zone, promising troops and police reinforcements to maintain public order while damage was repaired after landslides blocked roads.

    “We’re leaving with the children and what we can, but everything is clogged up by people fleeing buildings by the beach,” said 32-year old Liliana Arriaza, who was driving away with her three children.

    The U.S. Geological Survey said the quake was shallow at 12.5 miles below the seabed and struck about 100 km northwest of the mining port of Iquique near the Peruvian border.

    Mining in the world’s No. 1 copper producer did not appear significantly interrupted, but about 300 prisoners took advantage of the emergency and escaped from a female penitentiary in Iquique.

    About 26 of the women were soon recaptured, authorities said, while security forces fanned out through the area amid reports of power outages and isolated looting.

    Photos showed Chileans calmly evacuating coastal areas on foot, with policemen helping bundled-up elderly people and some residents loading up vehicles with their belongings.

    Some schools were being used to shelter people, and classes were canceled in most of the country on Wednesday. LATAM Airlines said it had canceled some flights to and from Antofagasta, Iquique and Arica in northern Chile.

    The Pacific Tsunami Warning Center said the quake generated a large tsunami with the biggest wave reported at about 2 meters.

    The Chilean navy said the first big wave hit the coast within 45 minutes. Early on Wednesday Chilean authorities canceled their tsunami warning for most coastal areas.

    The two days’ act from March 31, was presided by the sector Executive Secretary, Mr. John Mushumba on behalf of the local authorities and Mr. Joseph Rukebesha on behalf of the Ministry of Disaster Management and Refugee Affairs.

    Rwimbogo’s sector Executive Secretary said they rented several rooms in Rwikiniro and Munini Cells to accommodate them. “Residents in the area have also provided them with items including; clothes, mats and food”.

    A volunteer Joy Mirembe says, “It is unfortunate that people are expelled but it’s good to have them sheltered among us. We contributed whatever we can and will continue where authorities see the need to.”

    Florence Murekatete 27 a mother of three recounted to IGIHE that while in Tanzania, she was arrested and detained but later released under instructions to directly head to Rwanda without reaching her home at Musenyi, Biharamuro.

    “I was pregnant when I was arrested on November 5, 2013. I gave birth to this baby on February 14, 2014 in Rwanda.
