  • A new dawn: Stories of hope and transformation in Rwabiharamba, Akayange, and Shimwa Paul model villages

    Nyagatare District stands out with its vast and fertile landscapes, boasting larger villages and cells compared to others across the country. A short drive from Nyagatare town leads to Karangazi Sector, Ndama Cell, the home of Rwabiharamba Model Village, where 120 families relocated from Akayange village to pave the way for modern agriculture and animal husbandry.

    The ambitious ‘Gabiro Agribusiness Hub’ project, spanning 16,000 hectares in Karangazi and Rwimiyaga sectors, aims to transform the lives of those residing in Akayange and Shimwa Paul villages. With 120 houses in Akayange and 72 in Shimwa Paul, this initiative embodies a modern approach, providing families with four-in-one structures. Each household receives a three-room house with a sitting room, inclusive of a bathroom and toilet, an outdoor kitchen, as well as access to water and electricity.

    Strategically located near essential infrastructure like schools and clinics, these villages bring a sense of fulfilment to the residents. Furaha Godfrey, the head of a family with nine children, expresses gratitude for the transformative change, emphasizing the previous challenges of inadequate water, distant schools, and an overall lack of development prospects. Furaha praises the government for bringing relief and ensuring their safety, especially during inclement weather.

    Similarly, Jane Mbabazi highlights the significant shift from relying on dam water, sometimes clean and sometimes muddy, to having clean water at their doorstep. She acknowledges the positive impact on education, health, and overall progress, attributing it to the vision of President Paul Kagame.

    Didace Bataringaya, a resident of Akayange Model Village, recounts the stark contrast of their previous life, marked by poor conditions and a lack of basic infrastructure. The moment he received the keys to his new house, Bataringaya couldn’t believe the reality of the situation. His joy is palpable as he describes sleeping on the floor of his new home, a stark departure from the challenges they faced before.

    Mayor Stephen Gasana emphasizes the significance of relocating families for the Gabiro Agribusiness Hub project, which not only aims for agricultural development but also ensures decent living conditions for the relocated families. Gasana encourages residents to capitalize on the available infrastructure and opportunities for a better life.

    Emmanuel Ahabwe, Head of Department for Social and Affordable Housing Development at Rwanda Housing Authority, underscores the importance of the model villages in providing decent shelters and fostering agricultural development. He stresses the need for responsible land use to prevent encroachment on areas designated for other vital activities.

    Rwanda Housing Authority urges village residents to cherish and maintain their homes and infrastructure. A total of 253 villages, accommodating over 30,000 families, have been built, with plans for 3,000 rural villages nationwide, each offering prepared sites for comfortable living.

    The success stories from Rwabiharamba, Akayange, and Shimwa Paul serve as beacons of hope, illustrating the transformative power of integrated development model villages in shaping brighter futures for their residents.

  • Connecting markets: The positive impact of new roads on Rwanda-DRC cross-border trade

    This road construction project, funded by the Belgian Development Agency (Enabel), with a focus on accommodating vehicles with high loads (including trucks without engines) and providing pathways for traders, ensures smooth transit for individuals traveling to and from this border area.

    Olivier Ruhamyambuga, the Economic Development Officer of Rubavu District, explains that this initiative aims to alleviate congestion at Rubavu Town and improve the efficiency of commercial activities, thereby transforming the city’s landscape and benefiting residents and traders who engage in various business activities.

    He states, “With the completion of this road, trade will thrive, and traders will find it easier… There was already some level of commerce, but today, we have a modern street market where we trade in goods, including motor vehicle parts. Due to the numerous roads, we’ve constructed and the integration of pathways, vehicles move in harmony. There are roads for entry and exit, and these are separated from the main road leading to Congo, which enhances efficiency. It’s a significant development.”

    The construction of this road, supported by Enabel to the tune of 3 billion Rwandan francs, along with additional funding from the World Bank amounting to 1.5 billion Rwandan francs, has catalyzed further investment totaling 9 billion Rwandan francs.

    Ruhamyambuga elaborates, “Previously, traders used the road leading to the markets, but now, it’s mainly Congolese traders. Despite some fluctuations in trade due to various factors, they continue their activities and have even extended their trading hours, which has boosted commerce significantly.”

    Jeannine Nyirahabineza, a fruit vendor in this area since 2018, recalls the challenges before the road’s construction when trucks would block access to marketplaces. She comments, “Before, the trucks would park in the marketplaces, making it difficult to navigate. Now, the road is well-constructed, and when people come to buy, they find ample parking space, and it’s much easier.”

    She notes the positive impact on their business operations and customer experience, both for local residents and those crossing the border from the DRC.

    Dieudonnee Harerimana, a 40-year-old resident who has been operating a shop along this road since 2016, recounts how the condition of the road previously affected their business, with the mud causing inconvenience to customers and damaging goods. He expresses relief at the improvements, which have enhanced both safety and trade efficiency.

    The Rubavu District administration asserts that since the establishment of these roads, there has been a notable increase in commercial activities not only within the town but also along the border, with new businesses emerging and existing ones expanding. This development has prompted residents to come together and establish additional entry points into the markets, further boosting economic growth in the Gisenyi area and beyond.

  • Harnessing technology to monitor progress, a solution for citizen development

    The digital platform is tailored to advance community driven welfare. The platform encompasses various initiatives, including infrastructure projects, educational facilities, healthcare services, and others.

    Radjab Mbonyumuvunyi, the Mayor of Rwamagana District, emphasized the pivotal role of technology in advancing community-driven development projects.

    He stated “A resident will able to access and see how the city and the entire district is growing based on the delivered Spatial information that can now address all relevant concerns, from seeking assistance to voicing grievances, whether it pertains to the community, schools, or health facilities etc.”

    “All of these efforts are facilitated through technology, empowering you to take charge of decision-making processes based on Reliabilities and addressing issues based on reliable real-time information and your specific needs.”

    Within the Urban Dynamic Map and Spatial development framework system implemented in Rwamagana, residents can access data regarding demographics and regional maps, enabling them to explore pertinent information about their neighborhoods comprehensively.

    The project also equiped Districts with Digital Situation/decision rooms. In the Decision room data in Rwamagana there is a computer and two large screens that are used to look at statistics and maps of the area, where they can search for information about a particular village and find out everything that is there and what is not.

    Mayor Mbonyumuvunyi announced that this room helps in informed decision making, whereby planning and Identifying what is needed inside the district territory is now much easier. The facility is also used in implementation and real time monitoring and evaluating of district projects as they get implemented.

    He remarked, “This System integrates comprehensive data accessible to residents, fostering transparency and accountability. Whether you seek local updates or wish to report concerns, the system provides tools such as demographics and regional maps to facilitate informed decision-making.”

    This System of Urban dynamic Map and Spatial development framework is going to be continued supported by Enabel in the 5 years (2025-2029), whereby those 5 districts and Central Level Staffs will be regularly capacitated by Rwanda Housing Authority and Ministry of Infrastructure.

  • The youth center and craft center, a project transforming lives in Musanze

    It takes no more than five minutes by car or motorcycle from Musanze City to reach the state-of-the-art craft center built for artisans who previously operated near the city’s bus station.

    This craft center, which accommodates over 700 people, mainly carpenters, is one of the projects funded by the Belgian Development Agency, Enabel. The center is modernly constructed, with separate sections for carpenters, metalworkers, and display and sales areas.

    The Director of the Musanze Craft Center, Ndayambaje Deogratias, told IGIHE that their operations changed from January 15, 2022, when they moved to a spacious, beautiful location where they can also benefit from collective learning.

    He said, “Comparing where we used to work and where we are today, there is a vast difference in size and appearance. Engaging in craftsmanship involves continuous learning, observing the innovations of others, and trying to create new things in your work. This is different from our previous situation where we were very few, as craftsmen were scattered all over Musanze City.”

    Nyirasafari Sawiya, who sells timber at the craft center, entered the business after realizing that selling clothes had become overly common. She decided to venture into the craft center.

    She told IGIHE that she sells no fewer than two thousand pieces of timber per month, each priced between 2500 and 3500 Frw.

    She said, “Many things we need come from timber, and there is never a time when it’s not needed. This is the central point for all timber, making it quicker to access than in the city, which was congested. Today, this place is spacious and accommodates many people from nearly all the sectors of the district.”

    The craft center also serves as a training ground for the youth, enabling them to develop skills for self-improvement through various crafts and trades.

    On the other hand, another group of young people gathers in the Muhoza Sector at the Youth Center, also built with Enabel’s support, where they gain knowledge and skills in technology, entrepreneurship, and job hunting.

    Mwamarakiza Martin, who now provides technology services in Musanze City, told IGIHE that the knowledge he gained from the youth center in the district enabled him to become an entrepreneur and employ his peers.

    He said, “I had just left school in Butare and felt like a student who hadn’t reached the level of doing things to sell. But here, they were a good example of how I could start my own project, how to procure things and sell them, especially as technology involves mostly using your brain and buying a few tools to achieve what you want.”

    The Mayor of Musanze District, Nsengimana Claudien, told IGIHE that the projects developed in partnership with Enabel are helping residents, particularly the youth, to conduct research and advance themselves.

    He said, “They helped us build the youth center where they gather and the equipment within that building, enabling them to conduct research and enhance their knowledge because it is a center equipped with modern technology and tools. It helps the youth in conducting research, such as farmers finding modern farming methods, students enhancing their education quality, and various groups benefiting from the center.”

    Mayor Nsengimana stated that the Musanze Craft Center plays a role in boosting the economy of the residents as it accommodates over 700 workers.

    “Their families are sustained because of the income generated from the work they do there, and it continues to help various people create jobs.”

    The Youth Center cost 1.7 billion Frw to build, while the craft center cost 1.5 billion Frw.

    Currently, the Musanze Youth Center receives around 600 visitors seeking job opportunities and entrepreneurship training, 700 monthly visitors seeking reproductive health services, 500 monthly visitors using computers, and approximately 9,000 participants in sports and recreational activities.

  • RwandAir cargo expands reach with new services to Dubai and Djibouti

    These new routes will be operated by the airline’s dedicated freighter, the Boeing 738SF, and mark a significant milestone in the expansion of RwandAir’s cargo network.

    With these additions, RwandAir’s cargo destinations will increase to seven, further supporting its growth strategy across Africa and the Middle East.

    The airline aims to provide efficient and reliable connections for businesses and boost trade opportunities between Rwanda, the UAE, Djibouti, and the rest of the continent.

    Yvonne Makolo, CEO of RwandAir, emphasized the importance of these new routes:

    “The added destinations will support efficient and reliable connections for business and provide significant opportunities for enhanced trade between Rwanda, the UAE, Djibouti, and the rest of the continent. As a landlocked nation, we recognize the importance of air freight in Rwanda’s economic growth across Africa and beyond. Our geographic location at the heart of Africa enables us to connect every part of the continent, and we eagerly anticipate expanding this connectivity even further.”

    The introduction of services to Dubai World Central Airport (DWC) marks RwandAir’s second cargo destination in the United Arab Emirates, complementing its existing operations in Sharjah. The first flight to Dubai departed from Kigali Monday, June 10, 2024.

    Starting June 17, 2024, RwandAir Cargo will also commence dedicated freighter services to Djibouti, with connections via Dubai World Central and Sharjah. These flights will operate twice a week on Mondays and Wednesdays, respectively.

    Bosco Gakwaya, Director of RwandAir Cargo Services, highlighted the strategic importance of this expansion:

    “Our expansion to Dubai and Djibouti strengthens RwandAir Cargo’s role as a key trade facilitator on the African continent and is well aligned with the goals of the African Continental Free Trade Area (AFCFTA), transforming Kigali into a regional cargo hub.”

    RwandAir plays a crucial role in Rwanda’s economy, facilitating the transportation of fresh produce, medical supplies, and other essential goods. The new destinations will enhance market reach, offering cargo services to a wider range of businesses and consumers, thereby driving the diverse and growing economy of both the country and the continent.

    The airline’s continued commitment to expanding its cargo services is set to bolster Rwanda’s economic growth and strengthen its position as a vital logistics hub in Africa.

  • Taiwan, an inalienable part of China

    Compatriots from both sides of the Taiwan Strait belong to the same Chinese nation, …the distance of the Strait cannot sever the bond of kinship between compatriots from across the Strait, …the difference in systems does not alter the reality that both sides of the Strait belong to one China, said H.E. Xi Jinping, general secretary of the Communist Party of China Central Committee, when he met with Ma Ying-jeou in Beijing on April 10, 2024.

    But some countries never fail people with their old dirty tricks and repetitive false narratives, when it comes to the Taiwan question, especially when the “leader” of Taiwan region Lai Ching-te is going to “swear in” on Monday.

    Mark Lambert, the official in charge of China-US relations in US State Department, distorted in broad daylight the United Nations General Assembly Resolution 2758, the corner stone of China’s lawful representation in UN. The G7 Foreign Ministers made noises for Taiwan’s participation in World Health Organization (WHO), an organization only for sovereign states. They go on interfering the internal affairs of China with different highfalutin pretexts, and hardly show respect to China’s sovereignty and territorial integrity, deliberately distorting the facts and history, treading on international laws and the basic norms of international relations.

    Their favorite trick of power politics might prove effective in the old days, but Chinese people shall never let their attempts of “Taiwan card” succeed in separating Taiwan from China and containing China. The one-China principle has the extensive support of the international community. It is where global opinion trends and where the arc of history bends. There’s no denying or stopping of that trend.

    The utmost majority of countries in the world choose to remain on the right side of the history, developing ties with China based on mutual respect, non-interference and the acknowledgement of the one-China principle——there is but one China in the world; Taiwan is an inalienable part of China’s territory; the government of the People’s Republic of China is the sole legal government representing the whole of China.

    Taiwan not Divided from the Territory of China

    The central governments of China have set up administrative bodies to exercise jurisdiction over Penghu and Taiwan since ancient times. In the last decade of the 19 th century, the then big powers aggressed China. During 1894 to 1895, Japan invaded China and colonized China’s Taiwan.

    During the Chinese People's War of Resistance Against Japanese Aggression (1931-1945) and World War II, the Cairo Declaration issued by China, the United States and the United Kingdom stated that all the territories Japan had stolen from China, such as Northeast China, Taiwan and the Penghu Islands, should be restored to China. The Potsdam Proclamation, once again reiterated, “The terms of the Cairo Declaration shall be carried out.” As Japan was defeated and promised that it would faithfully fulfil the obligations laid down in the Potsdam Proclamation, the Chinese government resumed the exercise of sovereignty over Taiwan in 1945.

    Later the Kuomintang (KMT) reactionaries flagrantly launched an all-out civil war. But the Communist Party of China(CPC) led soldiers and civilians gradually wiped out KMT troops, and overwhelmed the KMT government through the War of Liberation. On October 1, 1949, the People’s Republic of China was founded, becoming the successor to the Republic of China (1912- 1949), and the Central People’s Government became the only legitimate government of the whole of China.

    The remnants of KMT ruling group headed by Chiang Kai-shek retreated to Taiwan. As a result of the interference of external forces, the two sides of the Taiwan Straits have fallen into a state of protracted political confrontation. But the sovereignty and territory of China have never been divided and will never be divided, and Taiwan’s status as part of China’s territory has never changed and will never be allowed to change.

    One-China Principle an International Consensus

    At its 26th session in October 1971, the United Nations General Assembly adopted Resolution 2758, which undertook “to restore all its rights to the People’s Republic of China and to recognize the representatives of its Government as the only legitimate representatives of China to the United Nations. And to expel forthwith the representatives of Chiang Kai-shek from the place which they unlawfully occupy at the United Nations and in all the organizations related to it”.

    This resolution settled once and for all the political, legal and procedural issues of China’s representation in the UN, and it covered the whole country, including Taiwan. It also spelled out that China has one single seat in the UN, precluding “two Chinas” or “one China, one Taiwan”. It is a political document encapsulating the one- China principle whose legal authority leaves no room for doubt and has been acknowledged worldwide.

    To date, 183 countries have established diplomatic relations with the People’s Republic of China on the basis of the one-China principle. The principle is an international consensus and norm. Any attempt to distort the one-China principle and resolution 2758, is confounding the black and white, regardless of truth.

    Taiwan belongs to all the Chinese people across the Taiwan Strait. The Taiwan question is at the core of China’s core interests and concerns the sentiment of the 1.4 billion Chinese people. We, Chinese people, are firm in the resolve to safeguard our motherland’s sovereignty and territorial integrity. The historic trend toward China’s reunification will not be stopped.

    The one-China principle is a red line and bottom line. The biggest risk to peace and stability across the Taiwan Strait comes from “Taiwan independence”. China will never accept anyone making provocations on the Taiwan question and will resolutely fight back.

    The one-China principle is also a starting line and fortune line. All friends are always welcome to promote our cause of reunification and rejuvenation, which will contribute to a community of shared future for mankind.

    Today, China has grown into the world’s second largest economy. China is the major trading partner for over 140 countries and regions, opening up a brighter future for friendly cooperation and common prosperity. A reunited and prosperous China surely will help advance an equal and orderly multipolar world and a universally beneficial and inclusive economic globalization, and make new contributions to the development and progress of humanity.

  • Rwanda rejects U.S blame for Goma camp bombing, calls for credible investigation

    The Rwandan government has rejected claims that it played any role in the bombings that resulted in significant casualties, arguing that these accusations are both unfounded and politically motivated.

    Rwanda’s strong response comes on the heels of reports indicating that the Armed Forces of the Democratic Republic of the Congo (FARDC) placed heavy artillery within the IDP camps, which Médecins Sans Frontières and other humanitarian organizations had previously warned against.

    The subsequent shelling caused substantial damage and civilian casualties, raising serious questions about the FARDC’s conduct in a context already fraught with violence and instability.

    Further complicating the situation are accounts of targeted shootings of protesters in the camps by both the FARDC and Burundian armed forces, creating a climate of fear and insecurity among the displaced populations.

    In light of these events, Rwanda’s position is that a credible investigation should be conducted to establish the facts before blame is apportioned.

    The U.S. government’s stance has been criticized for supporting the belligerent policies of the DRC government, which has formed coalitions with various militant groups, including the FDLR genocidal militia, Wazalendo, European mercenaries, SADC forces, and Burundian troops. Rwanda views this as a worrying development that undermines the U.S.’s role as a credible mediator in the region.

    “The scapegoating of Rwanda by the U.S. government has become a predictable pattern. It endorses the belligerent position of the DRC government and their alignment with various militia groups, including the FDLR. This approach compromises the U.S.’s role as a mediator in the region and undermines prospects for a peaceful solution”, Rwanda’s statement reads in part.

    The international community’s response to the escalating military build-up in eastern DRC and the resultant humanitarian crisis has also come under scrutiny. Despite expressing support for regional peace initiatives, many believe that the international community has failed to effectively address the root causes of the conflict, leaving millions of Congolese citizens in precarious conditions.

    Given President Félix Tshisekedi’s threats to invade Rwanda and overthrow its government by force, Rwanda insists it must take necessary measures to defend its territory and protect its citizens.

    While emphasizing its commitment to peace, Rwanda calls for a thorough investigation into the recent events and urges the international community to focus on de-escalating tensions and promoting genuine dialogue in the region.

  • Ambassador Khan reveals plans to facilitate Rwandan farmers in buying Pakistani machinery

    In a recent interview with IGIHE, Khan revealed that the initiative will be implemented in collaboration with the private sector.

    The ambassador said he is in talks with the Minister of Trade and Industry, Jean Chrysostome Ngabitsinze, as well as some companies, including the Bank of Kigali and the Africa Organization of Technology in Agriculture (AOTA), to ensure the initiative takes off.

    “Whenever I visit Rwanda, I see people working manually in the agricultural fields. My observation is that farmers lack the resources to purchase machinery such as tractors or plows. Therefore, I am currently in discussions with organizations like AOTA, as well as several other entities including the Bank of Kigali and other banks, to facilitate Rwandan farmers to acquire agricultural machinery from Pakistan,” the ambassador stated.

    If the initiative succeeds, farmers will be facilitated to buy advanced agricultural machinery from the South Asian country and pay the cost in affordable instalments.

    “We are thinking that on a commercial level, something is already happening, but we want to offer a package for the farmers of Rwanda so that they can buy machinery on easy installments.

    “For example, let’s say we a tractor priced at around $7,000 to $10,000 (RWF 8-10 million), which includes a plow, cultivator, harvester, and other necessary machinery. We can divide the total cost into different installments, allowing farmers to make a down payment and then pay the remaining amount monthly or every two months. We will involve banks, companies, and guarantors so that this becomes a reality,” Khan said.

    Khan affirmed that the agricultural machinery in Pakistan is suitable for the Rwandan hilly topography, as attested by a 26-member delegation that visited the country for a three-day expo in January of this year.

    “The agricultural machinery of Pakistan is very suitable for the Rwandan topography. Rwanda is known as a country of a thousand hills, with a climate often described as eternal spring.”

    “With numerous water springs and ample rainwater, combined with the undulating terrain, our machinery is perfectly suited. It’s neither too large to navigate the mountains nor too small to be ineffective. We offer a medium-range machinery that aligns perfectly with Rwanda’s geography, soil, climate, and weather,” he stated.

    At the same time, Ambassador Khan praised the strong trade ties between Rwanda and Pakistan, which have contributed to the growing export of tea to Pakistan since he assumed office about seven months ago.

    “When I arrived here six to seven months ago, our bilateral trade was $30 million annually, and now it has reached $70 million in just six months due to our efforts. One of the major exports from Rwanda to Pakistan is tea. Pakistan is a nation of tea drinkers. We typically consume tea five times a day; it’s not just a habit but a ritual, a custom, and a tradition,” the ambassador explained.

    He emphasized on the need for local traders to take advantage of Rwanda’s strong ties with Pakistan and the large population of 250 million people to export more products including avocado, coffee and legumes among other agricultural products.

    “I am urging Rwandans to consider Pakistan as one of their destinations — to visit, explore business opportunities, and sell their products. While tea exports are already thriving, coffee and avocados have great potential. Avocado exports have begun, but there is room for growth. Currently, we are purchasing Rwandan avocados from other countries at high prices. Why not sell them directly to Pakistan?” he posed.

    “Pakistan is a country of 250 million people so it’s a huge market for Rwandan business persons and they can bring good quality but cheap Pakistani products to Rwanda also. If you want to have textile, Pakistani textile is one of the world’s best textiles and the price is not that expensive as compared to other countries.”

    While praising President Paul Kagame’s progressive leadership, the ambassador also noted that Pakistan is ready for research collaboration with the agriculture departments in Rwanda to facilitate the cultivation of rice varieties from Pakistan.

    He also revealed that there are ongoing discussions about a Pakistani company setting up a free economic zone in Rwanda. He said he had identified and recommended two pieces of land in Musanze and Huye for the construction of the facility aimed at promoting economic growth, attracting foreign investment, boosting exports, and creating jobs.

  • Kwibuka30: Bralirwa pays tribute to victims of 1994 Genocide against the Tutsi

    The management and staff, together with the friends and families of former employees who fell victim to the 1994 genocide against the Tutsi, along with invited guests, laid wreaths at both the Rubavu and Ntarama Genocide Memorial sites in the past week and followed a speaker program under the Kwibuka30 theme; – Remember, Unite, Renew.

    At each memorial site, the participants learned about the history of the genocide and the courageous efforts that were made to end it. They listened to the testimonies of genocide survivors Jeanine Mudenge Uwase and Marcel Nsengiyumva, who shared their harrowing experiences of hiding day and night in deplorable conditions to survive.

    Director of Human Resources at Bralirwa, Laetitia Uwera, highlighted the importance of learning from the past and ensuring that such atrocities do not happen again. “As leaders and colleagues, we must be vigilant in promoting peace, harmony and mutual respect for one another in the development of communities,” she said.

    In his remarks at the Rubavu Genocide Memorial, the Mayor of Rubavu District, Mulindwa Prosper, emphasized the Government’s commitment to unity and reconciliation and called on everyone to work together to rebuild the nation.

    Bralirwa’s Managing Director, Etienne Saada, commended the leadership of the country for promoting a culture of harmony and reconciliation. “We recommend the remarkable efforts of the Government of Rwanda to restore and maintain peace and security in the country. The commitment to good governance has been instrumental in promoting stability and progress,” he said.

    Speaking on behalf of the Ministry of National Unity and Civic Engagement, Genocide Commemoration and Coordination Specialist, Anitha Ndayisaba Mweramana, highlighted that Rwandans are now choosing the direction we want to take as a country by refusing to be slaves of our past history and choosing to build a culture of dialogue.

    “We must also remember to ensure that those of us who are alive will always remember our history. By doing so, we can ensure that the atrocities committed against our people do not happen again, hence our theme to remember, unite and renew,” she said.
