Among others, 71 people have caught the virus, 101 recovered while 7 are critically ill.
The statement released last night shows that 2046 people were vaccinated yesterday bringing the total number to 323,744 since Rwanda kicked off countrywide inoculation program.
Rwanda confirmed the first COVID-19 case on 14th March 2020. Since then, 20551 people have been tested positive out of 1,077,055 sample tests of whom 19007 have recovered, 1260 are active cases while 284 have succumbed to the virus.
Coronavirus symptoms include coughing, flu, and difficulty in breathing. The virus is said to be transmitted through the mucous membranes of the respiratory tract.
Rwandans are urged to adhere to COVID-19 health guidelines, washing hands frequently using soaps and safe water, wearing face masks and respecting social distancing.
The memorandum was signed on August 21st 2019 by President Yoweri Museveni of Uganda and his Rwandan counterpart, Paul Kagame in a bid to solve conflicts between Rwanda and Uganda.
Despite efforts to sign the agreement between both heads of state witnessed by mediators including the President of Angola, Joao Lourenço and Felix Tshisekedi of the Democratic Republic of Congo (DRC), the situation is still worsening as Uganda’s Chieftaincy of Military Intelligence CMI continues with arbitrary detention of Rwandans who are subjected to torture in its facilities.
Rwanda, Uganda relations have been worsening since 2017.
Rwanda expressed concerns over Rwandans who travel to Uganda for business purposes but are abducted, imprisoned and tortured accused of being Rwanda’s spies.
In March 2019, the Government of Rwanda officially advised citizens not to travel to Uganda for their security following testimonies of over 1000 Rwandans tortured and deported from Uganda.
Rwanda also accuses Uganda of hosting dissidents that are posing a threat to the former’s national security.
As of today, Rwandans living or visiting Uganda continue to face arbitrary detention, torture and illegal deportation without any legal representation or consular access.
Recently, five more Rwandans were dumped at Kagitumba One Stop Border by Ugandan officials.
They arrived in Rwanda after spending days enduring torture in detention facilities accused of being spies.
The matter remains of public concern to understand what kind of espionage is allegedly brewing between the two neighboring countries. It is however reported that there’s growing suspicion of Uganda’s ongoing support to rebel armed groups intending to destabilize Rwanda.
As preparations of CHOGM 2021 to take place in Kigali are underway, the Commonwealth should not tolerate such aggressiveness and hard punches unless the Anglo-Saxon lobbies that would support Museveni and a whole African knave are stronger than the organization.

On 12th March 2021, around 10am, five Rwandans including a 17-year old girl, Céline Ishimwe and her brother Ishimwe Eliel aged 19 were deported from Uganda through Kagitumba border in Nyagatare district, Eastern Province.
The two children were living with parents Bicamumpaka Esiri and Mukandahiro Aurélie in Wakiso in Uganda.
Security officers from Uganda’s Chieftaincy of Military Intelligence went to their home and arrested children after missing parents.
The children went to Uganda in 2015 with their mother through Gatuna border with all documentation including passports well presented.
They were arrested on 10th December last year and taken into Police custody in Bukasa where they spent a week and taken to court on accusation of illegally staying in Uganda.
Ishimwe Eliel said that they have travel pass but his explanations were not considered and retained in prison.
On 25th January 2021, they were transferred to the detention facility of the Ministry of Internal Security until their deportation. The two children have a grandfather in Nyanza district where they plan to stay upon deportation.
Other deportees include Murindangabo Bernatus, the husband of Nisingizwe Michelle with whom they have two children.
He is a son of Rutaza Révérien and Mukantagara Athanasie living in Bugesera district. He arrived in Uganda from Brisbane town, Queensland State in Australia.
Murindangabo went to Uganda on 13th February last year through Kigali International Airport onboard RwandAir. He owned a tour operator company guiding tourists in Uganda.
Murindangabo was arrested by CMI on 4th February 2021 and detained in Kansanga where he runs businesses. He was taken to CMI ‘safe houses’ and later at Makindye military camp on accusations of espionage.
Another businessman, Mugisha Gahungu Shadrack, 29, hailing from Nyamasheke district went to Kenya in 2010 through Gatuna border.
He left Kenya for Uganda in 2015 and later arrested on 4th February 2021 in Kansanga at a bar known as Pyramid.
He was taken to CMI headquarters in Mbuya and later taken to military camp in Makindye accused of being a spy.
Mugisha has left his family in Uganda.
Rebero Napoléon is another deportee aged 47. He arrived in Uganda in 2000 through Gatuna border.
He was arrested on 10th February 2021 in Kampala where he was running businesses. He was also detained at CMI facilities in Mbuya accused of espionage.
Gahungu was also deported on 12th March 2021. After completing university studies in Rwanda, he went to Kenya in 2013 for business. After spending two years, he went to Uganda where he established a restaurant. Gahungu later met with another Rwandan in 2017 and established a bar known as ‘Atmosphere Lounge’.
In 2018, his bar became famous that he started working with Rwandan Disk Jockeys (DJs).
As Coronavirus emerged, he moved to Kansanga and worked with another bar dubbed Pyramid. He was arrested on 4th February accused of espionage.
“I am not the only Rwandan arrested. Many Rwandans have been arrested and held at different times in the past three years for similar accusations. People are sometimes abducted under the cover of the night, blindfolded and whisked to unknown destinations. I was also tortured like other Rwandans illegally detained,” he said.
Like other deported Rwandans, Gahungu returned to Rwanda bare hands leaving all his properties in Uganda.

Interviewed human rights activists question the actions of Ugandan officials at a time when the Commonwealth is strict about human rights violations.
“Commonwealth Human Rights intervention stories are a sham. At least the leadership of Commonwealth is fully aware that Uganda accommodates and supports rebel groups against Rwanda including Rwanda National Congress [RNC] of General Kayumba Nyamwasa. The organization is aware of the arrest of FDLR senior officers including La Forge Fils Bazeyi and the deputy head of the intelligence services of this armed group. The duo was arrested at DRC, Uganda border coming from a meeting to plot against Rwanda’s security held in Kampala. They were extradited from DRC to face justice in Rwanda in 2019. That is a well-known fact. So what do you want? Rwanda knows how to manage its relations with its neighbor located to the North. Rwanda is committed to seeking homegrown solutions to protect safety and security of citizens,” a regional expert has commented on condition of anonymity.
Another Belgian political analyst has reminisced on unreasonable grudges considering the fact that Uganda bribed a British media house to spread its political propaganda trying by all means to tarnish Rwanda’s reputation.
According to the Belgian, extreme jealousy, illogical grudge towards his dynamic counterpart Kagame who knows well Museveni, blinded the septuagenarian to the extent that “Western supremacists acting behind the scenes have taken it over and digested.”
“They have him on their backs. But he is not the only one “, said this analyst declining to point out the reality of a disastrous solidarity of some African politicians embroiled in ‘supremacism and Western capitalism’.
“There are some figures of geostrategy and geopolitics that are not considered. From Kaguta Museveni- Jakaya Kikwete, former Tanzanian President, – Zuma (former South African President) – Karegeya (former-colonel and dissident against Rwanda), Kayumba Nyamwasa (former Rwanda’s General and founder of RNC). They all work with intelligence services of the Great Powers which protect them.
Unfortunately, they have a hard bone to eat. Kagame. He is clever than them. He knows how to escape and even anticipate the traps they set against him. With these attributions, he analyses the relations between such coalitions. The Rwanda President makes deeper analysis to come up with a solution to that. That is the benefit of a clever mind like his,” said the analyst on condition of anonymity.

According to the analyst, Kagame stands chance to understand all these opposing forces, at least those remotely controlled by supremacists and Western lobbies that tend to “complete the extermination Tutsi’ which they started and failed to complete in 1994.
According to the analyst, the case of Paul Rusesabagina and his Western supporters, Americans, French people, British and Belgians as well as regional support with Zambian President, Edgar Lungu also falls under this context.
These African presidential makers are driven by their selfish interests whatever the cost.
Is it time to understand that regional and African continental integration will bear no fruits at a time when countries like DRC and Somalia want to join the regional bloc?
The major concern is to understand whether the CHOGM Kigali scheduled this June will be held amidst ongoing turbulence between Uganda and Rwanda.
In case the Commonwealth does not constitute committee of eminent persons and veteran politicians capable of working towards neutralizing the nucleus fueling worsened relations between neighboring countries like Rwanda and Uganda, the bi-annual meeting would end up yielding little.
The national mourning has been announced in a statement released by Office of Prime Minister signed by Premier, Dr. Edouard Ngirente.
“ In solidarity with the Government and People of the United Republic of Tanzania during this time of grief following the passing of His Excellency Dr. John Pombe Joseph Magufuli , President of the United Republic of Tanzania;
His Excellency Paul Kagame, the President of the Republic of Rwanda, has declared a period of national mourning during which the National Flag and the Flag of East African Community will fly at half-mast on all Rwandan territory including diplomatic missions abroad. The period of mourning will last until the burial of the Late President of the United Republic of Tanzania,” reads the statement in part.
“We remain in solidarity with the people and Government of the United Republic of Tanzania as well as with the family of his Excellency President Magufuli ,” adds the statement.
Tanzania’s President John Magufuli has died aged 61, the country’s vice-president has announced.
He died on Wednesday 17th March 2021 from heart complications at a hospital in Dar es Salaam, Samia Suluhu Hassan said in an address on state television.
Magufuli had not been seen in public for more than two weeks, and rumours have been circulating about his health.
Opposition politicians said last week that he had contracted Covid-19, but this has not been confirmed.
Dr. Kayumba is among prominent academicians in Rwanda in the areas of journalism and Communication as well as an accomplished researcher.
He was a passionate teacher with deep understanding and experience which inspired his students.
He holds a PhD in Peace and Development Research from the University of Gothenburg, Sweden, MA in Conflict studies from the University of Ulster, Northern Ireland, UK, a BA in Mass Communication and journalism, an Associate Degree in Journalism and a Diploma in Senior Media and Communications Management from Stockholm University.
He has often run well articulated and admired opinions in The East African and his media house, The Chronicles.
Apart from his brilliance as an admired senior lecturer, Dr. Kayumba’s behavior have been questioned following the circulation of a video that went viral showing him drunk and confronting security officers.
A video footage released on social media in 2018, shows Dr. Kayumba drunk confronting police officers appearing in their uniforms until he requested them to present the service cards.
Later on, he was reported attempting to storm Kigali International Airport being ill-drunk. It was reported that, Dr. Kayumba confronted security officials at the airport threatening to destroy the airport.
This led to his arrest in 2019 and handed one year jail term in July 2020 for ‘causing disturbance’ at the airport including uttering words that he would “shutdown the airport”.
He was later released after completing his jail term.

It has been few days since Dr. Kayumba announced the formation of his political party dubbed ‘The Rwandese Platform for Democracy (RPD)’ saying the forum seeks to ‘advance, and contribute to the development of a freer, democratic, just, secure and sustainably peaceful and developed Rwanda’.
The formation of his forum and cited political ambitions triggered mixed reactions that one of Twitter users called Kamaraba Salva narrated Dr. Kayumba’s sexual assault story on behalf of her colleague saying it was triggered by Kayumba’s claims of values he wants to advance yet his personality does not reflect any of what he claims he wants to offer.
“Rwandese Platform for Democracy? My personal experience with Christopher Kayumba is that what he is advancing is a mockery of who he really is. ‘A freer, democratic, just, secure, peaceful, and developed Rwanda’ are what Christopher Kayumba’s forum promises to ‘advance’; these are all contrary to his actions. He promotes neither a just nor a secure environment for others,” Kamaraba tweeted.
She went on to explain that her friend was assaulted by the man whose case, she said, was also reported to university staff.
“In 2017, when I was in my 3rd year at the University of Rwanda, I applied for an internship at Rwanda Broadcasting Agency. Christopher Kayumba was my lecturer then & while I waited for the response from RBA, I received a random call from him on a Monday morning. He said someone from Rwanda Broadcasting Agency reached out to him asking if he would recommend me for the internship. He further said, I had potential in the media industry and that I should immediately go to see him for advice as well as to get the recommendation letter,” Kamaraba tweeted.
She explained that her friend honored the appointment and went to meet with Dr. Kayumba where he experienced sexual assault.
“Filled with hope, I agreed to meet him. He directed me to Remera-Gihogere. Later, I found out it was his home. I didn’t think much of it since I, as well as other students of Journalism at the University of Rwanda held him in high regard.
When I arrived at his house, he seemed drunk. I decided to leave but he got physical. He pulled & pushed me on the couch trying to force me to sleep with him. I refused, he got verbally abusive & threatened to destroy my future & any chance I had of being a journalist in Rwanda,” reads the tweet.
Kamaraba went on narrating how her friend later managed to escape Dr. Kayumba who aggressively attacked her.
“Moreover, he gloated over the fact that he had power & he was willing to fail me at school. He went on reminding me that even if I reported him, no one would believe me due to the influence he has in the media industry & how he was one of the trusted lecturers at the University of Rwanda. After what felt like an eternity of emotional & psychological torture, I managed to grab my bag & ran off. He was not in the physical state to run after me but he asked his houseboy to stop me, claiming that I had stolen from him,” she said.
“Trying to convince the houseboy that I had not stolen anything, I poured down everything that was in my bag to show the houseboy that I wasn’t hiding anything and I quickly put them back & freed myself from the horror,” added Kamaraba.
As she explained, insults and drunk phone calls did not stop that the victim went to school and reported the incident to the Ag. Dean of the School of Journalism & Communication, Mr. Njuguna Joseph saying it was a difficult situation since she did not have any proof to present.
“I went to the University of Rwanda hopeful that I would be empowered & equipped to live out my dreams but instead, I was discouraged. Over the years I tried to disregard & forget the incident but such memories never go away. Sad reality is that it is happening. Many young girls end up falling victims in the hands of predator men who abuse their authority like Christopher Kayumba. Enough is enough!”
Kamaraba said her friend decided to leak such details because it would be helpful to other girls that might face similar situation.
“I have the courage to step forward now b’se it would hurt more to see young girls have their future robbed from them by people who are supposed to know better. Physical abuse may be seen, but psychological &emotional abuse are harder to be noticed & they are just as destructive,” she tweeted.

The former Ag. Dean of the School of Journalism & Communication, Mr. Njuguna Joseph has confirmed to IGIHE that the case was reported to him.
“It is true. She came to my office telling me that there is a lecturer who attempted to assault her. I promised her to speak to that person (Kayumba Christophe) but he used to spend long time without coming at school,” he said.
Njuguna explained that he didn’t ask Kayumba anything about the alleged assault because he was no longer reporting to school that he didn’t even take his calls.
“We didn’t hold conversations because I didn’t meet with him. He didn’t take phone calls, but I discussed it with my employers and asked them to engage with him. However, I am not aware if they did so. I verbally interacted with employers. I didn’t write a letter because I wanted to meet him but he did neither take my call nor come to school ,”said Njuguna.
The next time he met Kayumba, Njuguna explained, they only discussed other issues related to his immoral behavior he had been exhibiting at the university.
“When I got last chance to meet him, we discussed about other relevant issues regarding his behavior because he had indiscipline records at the university,” he noted.
IGIHE tried twice to reach out to Kayumba but did not take calls and never replied to our short message by press time.
The Acting Spokesperson of Rwanda Investigation Bureau (RIB) has told IGIHE that investigation is underway.
“The case was filed at the beginning of March. RIB is carrying out investigation and gathering evidences,” he said.
Dr. Murangira has however explained that Dr. Kayumba has not yet been summoned.
“The basic step during investigation is to gather evidences, seek information from witnesses and summon the accused later,” noted Dr. Murangira.
Chez Venant in Kigali city was located nearby the city’s main round, nearby Rubangura and MIC buildings.
IGIHE has learnt that Kabandana died in the night of 17th March 2021 succumbing to a natural cause.
His children have through Instagram accounts expressed grief for the passing of their father.
“I love Dad. You have been honest throughout your entire life. You were an exemplar to everyone. You have been a good parent everyone would wish because you were an honest and brave man. You paid sacrifice, and has been a kind person beyond imagination. You have always stood against the evil,” said her daughter Ariane Kabandana.

He presented credentials yesterday to the King of Saudi Arabia, Salman bin Abdulaziz Al Saud during a virtual event that took place at the King’s palace in Riyadh capital city.
After presenting credentials, Amb. Emmanuel Hategeka commended existing bilateral relations and reiterated commitment to promote cooperation in different areas.
“Such a great honor to present my credentials to the Custodian of the Two Holy Mosques King Salman as Rwanda’s non-resident Ambassador to the Kingdom of Saudi Arabia. Looking forward to strengthening relations between the two friendly countries and people,” he said.
“While presenting my credentials to His Majesty King Salman bin Abdulaziz Al Saud, I conveyed to his majesty the warm greetings of my President H.E Paul Kagame and his desire to strengthen bilateral ties between our two countries and our peoples,” added Amb. Hategeka.

According to Tanzania’s constitution, Ms Hassan will be sworn in as the new president and should serve the remainder of Magufuli’s five-year team which he began last year.
Magufuli was last seen in public on 27 February, but Prime Minister Kassim Majaliwa insisted last week that the president was “healthy and working hard”.
He blamed the rumours of the president’s ill-health on “hateful” Tanzanians living abroad.
But opposition leader Tundu Lissu told the BBC that his sources had told him Magufuli was being treated in hospital for coronavirus in Kenya.

Mount Kenya (MKU) has made the donation through existing partnership with Imbuto Foundation.
“Today, we received US$30,000 from Mount Kenya University Rwanda as part of a 5-year agreement to support 100 brilliant Secondary School students from vulnerable backgrounds, through the Edified Generation Scholarship. The University has pledged USD 150,000 towards this programme,” Imbuto Foundation has revealed via Twitter handle.
Initiated in 2002 by Imbuto Foundation, the ‘Edified Generation’ scholarship programme financially supports bright students from economically vulnerable backgrounds in their pursuit of education.
Sandrine Umutoni, the Director General of Imbuto Foundation has said that during this period of celebrating 20-year anniversary, they greatly commend the contribution of the university to fulfill its mission.
“It is a great contribution and support preparing the youth to efficiently serve the country in the future,” she said.
The Vice Chancellor at Mount Kenya University Rwanda, Prof Edwin Odhuno has told IGIHE that they are glad for Imbuto Foundation’s contribution to promote education.
“Imbuto Foundation supports education, particularly girls with vulnerable backgrounds. It induces pride to see graduates from our university becoming leaders. The fact that our graduates are assigned to major duties, is a reflection of quality education promoted among young people,” he said.
Prof Edwin explained that the university will train these 100 students after completion of studies and equip them with life skills in the areas of investment and entrepreneurship to complement their education.
The first day of the vaccination focused on Rwandan peacekeepers operating in the capital Juba and those serving under Interim Security Force for Abyei (UNISFA).
Among those, who received their first shot of the vaccine on the first day are 356 Rwandan Police officers, who include 319 constituting Formed Police Unit (FPU) I and II deployed in Juba, 18 Individual Police Officers (IPOs) as well as 19 serving in UNISFA.
Also vaccinated alongside Rwandan Police peacekeepers are 28 Police peacekeepers from other contributing countries as well as UN staff and a South Sudan Police officer, all who came voluntarily to get the first jab of the vaccine.
The vaccination exercise will continue in other states in South Sudan where Rwandan peacekeepers are deployed.
The exercise started on Monday, March 15, with Rwandan peacekeepers serving under the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA).
There are 445 Rwandan Police peacekeepers deployed in MINUSCA, who include three contingents; two Formed Police Units (FPUs) and a Protection Support Unit (PSU), each composed of 140 peacekeepers.
Others serve as Individual Police Officers (IPOs).
