The roads are constructed under the framework to upgrade infrastructure and beautiful the secondary city.
Musanze district vice mayor for economic affairs, Rucyahanampuwe Andrew has said that construction activities are underway and expected to be completed this year.
“We are building 6.4 kilometer roads in town of which progress stands at 80%. We have allocated Rwf 5,584,371,170 for construction of the aforementioned roads expected to be completed in May 2021. Apart from Musanze town, we are also building 15.4 kilometer roads in Kinigi to be completed at a cost of Rwf6, 165,694,128 in September 2021,” he revealed.
Musanze residents have expressed delight for the development expected to transform their wellbeing and make them smart residents.
“We had a very poor road leading to Kinigi but we are progressing with the coming of the tarmac road. We are renovating and building beautiful houses that we no longer consider moving to other areas seeking development because we have adequate infrastructure facilitating smooth economic growth. We thank in no smaller part the Government which oversees our interests and makes available needed infrastructure across the country,” Habineza Joseph.
The roads under construction are funded by Musanze district and partners including the World Bank and the Ministry of Infrastructure.
Rubavu district officials have revealed this at the completion of Water for Virunga, a project that used to provide water reservoirs to prevent erosion and residents from encroaching the forest to fetch water.
The project built water points to provision safe water.
The coordinator of Water For Virunga in Rwanda, Uganda and the Democratic Republic of Congo (DRC), Gertjan Leereveld revealed that 222 water reservoirs were built for residents.
“In Rubavu district, we implemented the project in Bugeshi sector where we provided 222 water reservoirs that helped residents to catch rain water that used to cause erosions and ravage crops belonging to Kibumba residents in DRC. We have set up three water committees comprised of 21 residents that will follow up the maintenance of water points. We shall stay closer for them to carry out their tasks diligently,” he said.
Uzaribara Théoneste, one of public water points administrators assured residents’ collaboration in proper management of these infrastructures.
“We have come together in a group whereby everyone contributed some money helping us to make savings to ensure sustainability of these infrastructures or buy more reservoirs after the project ends,” he said.
Rubavu district vice mayor for economic affairs, Nzabonimpa Déogratias explained that the problem of water shortage will become history in the neighborhood of the park.
“It is our responsibility as a district to preserve achievements in the provision and catchment of water. We assure residents that the problem of water shortage with interventions of Virunga Belt project which is set to build the road promised by President of the Republic from Burera to pass through Musanza, Nyabihu to this area. The road will come along water supply systems distributing safe water from treatment plants,” he noted.
Bugeshi is among sectors bordering with Virunga National Park from where residents used to fetch water from fountains putting their lives at risks as they encounter wild animals including buffalos.
Kinigi Model Village will be equipped with infrastructure including a health center, business center workshop locally known as ‘Agakiriro’, classrooms, a market and sheds for 6000 chickens that will be donated to beneficiaries to spur economic growth and improve wellbeing.
So far, construction activities stand at 63%.
During a handover ceremony between the current Minister of Local Government , Jean Marie Vianney Gatabazi and his successor to the leadership of Northern Province, Dancille Nyirarugero held recently on 22nd March 2021, Gatabazi urged his successor to prioritize the project and fast track its completion.
“We are preparing for the 27th Liberation anniversary at national level. The day will be celebrated in Kinigi coinciding with the launch of the model village under construction to accommodate 144 families. It also has other linked projects aimed at transforming beneficiaries welfare. The onus is upon you to continue following up the construction of the model village and related infrastructure,” he said.
As she visited Kinigi model Village on 25th March 2021, Governor Nyirarugero witnessed the progress of the project and requested contractors to move fast its completion because all required materials are available.
“The current construction progress is commendable because the remaining works can be easily implemented fast. We have requested them to move fast the rest and make final touches early,” she said.
Over 400 residents got job opportunities during the construction of the model village.
“We had never expected such great project to be implemented in our area. Every primitive person was attributed to hail from Kinigi. We could only see model villages and smart houses on televisions and thing they are only meant or Kigali residents. We are glad that we have been employed and earned money from such state-of-the art infrastructure developed in our area,” said Jean Claude Ndayambaje.
“It is a blessing because we never expected such beautiful houses here in Kinigi. Moreover, we are growing financially and improving livelihoods because we got jobs at the construction of the model village,” said another resident, Angélique Nyiratebuka.
The model village is expected to be inaugurated at the celebration of the 27th liberation anniversary on 4th July 2021.

Kagame revealed this yesterday on Sunday 28th March 2021 during the annual ‘‘National Prayer Breakfast’.
Organized by Rwanda Leaders Fellowship, these prayers were held virtually to contain spread of Coronavirus.
Kagame who was the guest of honor at the event, said he is happy that prayers for the nation continue amidst COVID-19 restrictions.
“I am glad that the prayer breakfast tradition continues, despite the pandemic restrictions. Even though we are preoccupied by Covid-19, it is right to take a moment to pray for what is most important for our country,” he noted.
Kagame highlighted that the country has a lot to be thankful for including the delivery of COVID-19 vaccines.
“We have a lot to be thankful for. We are especially grateful that Rwandans, working hand in hand with leaders, have managed to avoid the worst consequences of this disease. We are thankful for the vaccines that allow us to look forward to a future without Covid, and to rebuilding our economy. As leaders, this gathering is an opportunity to recommit to our respective missions, while seeking more strength and wisdom to serve our people,” he said.
Kagame stressed that such prayers should strengthen participants to serve better people they serve.
“There is no doubt that Rwandans have been seriously affected by this pandemic, especially the most vulnerable among us. We must go about our duties with a heart for those we serve. Finally, I hope that today’s prayer event will inspire all of us to raise our collective ambitions for our country. This will challenge us to do more and do it better, and make up for some of the time we have lost. That would surely be the best blessing for Rwanda,” he said.
The National Prayer Breakfast was initially scheduled in January 2021 and postponed due to COVID-19 restrictions and increasing new cases.
The National Prayer Breakfast was held for the first time on 1st September 1995.
This year’s prayer was held for the 26th time.
These prayers bring together top Government officials, members of the private sector and civil society organizations to thank God for what Rwanda has achieved in the last year and pray for the next year.
The money was recovered from a suspected thief identified as Fulgence Habyarimana, 32, who was also arrested.
Habyarimana is a car dealer at a carwash in Nyamata town.
It is suspected that on March 25, Habyarimana broke into Karegeya’s car, which was parked near the carwash, and stole a bag containing the money.
Chief Inspector of Police (CIP) Hamdun Twizeyimana, the Police spokesperson for the Eastern region, said Karegeya immediately reported to the Police after realizing that her car had been broken into and the bag containing the money missing.
“Police officers, who intervened, got information from people at the car washing, who suspected their colleague, Habyarimana, to be behind the theft because he left abruptly as it was raining,” CIP Twizeyimana said.
He added: “Habyarimana was traced and arrested the following day on March 26; he admitted stealing the bag containing the Frw2 million, which he returned.”
The spokesperson thanked those who provided information that led to the recovery of the money, which he said it defines the importance of neighborhood watch.
Habyarimana was immediately handed over to Rwanda Investigation Bureau (RIB) at Nyamata station.
Under article 166 of the law relating to offences and penalties in general, any person convicted for theft is liable to imprisonment for a term of not less than one year and not more than two years and a fine of between Rwf1 million and Rwf2 million, a community service for a period of six months or only one of these penalties.
The statement released last night shows that new cases were found in Nyamagabe [11], Nyanza [9], Rwamagana [7], Bugesera [5], Kigali [4], Ngoma [4], Muhanga [2], Rubavu [2], while Gisagara, Ngororero, Nyaruguru, Kayonza and Huye registered one case respectively.
Rwanda confirmed the first Coronavirus case on 14th March 2020. Since then, 21419 have been tested positive out of 1,123,901 sample tests of whom 19785 have recovered, 1333 are active cases, 301 succumbed to the virus while 7 are critically ill.
So far 348,926 people have been vaccinated since Rwanda began countrywide vaccination program on 5th March 2021.

The decorated officers constitute Rwanda Formed Police Unit-One (FPU-1) contingent commanded by Assistant Commissioner of Police (ACP) Safari Uwimana, which was deployed under the UN Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) in December 2019.
FPU-1 is deployed in the capital Bangui where they conduct varied duties including protection of high profile officials, public order management, protection of internally displaced persons, key installations and infrastructures, patrols and escort duties, among others.
The medal decoration ceremony was presided over by the Joint Task Force for Bangui, Brig. Gen. Driss Oukaddour.
It was held in consideration of COVID-19 prevention measures.
Senior MINUSCA officials from both military and Police components as well as contingent commanders from other contributing nations graced the event.
Brig. Gen. Driss congratulated the decorated officers and commended them for their resilience despite the challenges posed by the COVID-19 pandemic, which did not wither their “commitment and professionalism to serve.”
Rwanda FPU-1 contingent commander, ACP Safari Uwimana also thanked the officers under his command for the discipline and teamwork, which guided them during the tour-of-duty.
He thanked MINUSCA, the government and people of CAR as well as other peacekeepers for the partnership and support in the last 16 months.

Anne Marie Uwineza 34, Furaha Nyiraneza, 29, and Alice Niyonsenga, 28, were arrested in Kamembe taxi-park.
The Western region Police spokesperson, Chief Inspector of Police (CIP) Bonaventure Twizere Karekezi said the smugglers were at the time loading the fabrics in a Kigali-bound passenger service vehicle.
“RPU officers during inspection in the taxi-park, got suspicious when they saw people loading goods in the bus. They requested them to produce invoices, which they did not have, prompting seizure of the consignments and subsequent arrest of owners,” CIP Karekezi said.
108 pieces of kitenge belonged to Uwineza, 100 to Nyiraneza while Niyonsenga owned 100 pieces.
Meanwhile, the fourth member of the smuggling group identified as Sophie Mukanyandwi, managed to flee.
Mukanyandwi also owned 100 pieces of the traditional fabric.
All the fabrics were smuggled into Rwanda from the Democratic Republic of Congo.

They ring would buy big quantities of the fabrics in DRC, pay taxes for only 100 pieces. It’s the same receipt they would use to evade taxes as they sneaked in similar quantities at different intervals using the tax receipt.
Under the East African Community Management Act, which is also applicable in Rwanda, seized smuggled goods under article 199, are auctioned.
In case a vehicle was used in fraud and smuggling, it is also impounded, auctioned and the driver slapped a fine of US$5000.
A taxpayer, who commits fraud, is subject to an administrative fine of one hundred percent (100%) of the evaded tax. With exception to that penalty, the Tax Administration refers the case to the Prosecution service if the taxpayer voluntarily evaded such tax, like through the use of false accounts, falsified documents or any other act punishable by law. In case of conviction, the taxpayer can be imprisoned for a period between six (6) months and two (2) years.”
