The call was made on Friday 30th April 2021 at the NEXT BYTE Cyber Awareness 2021 event held at Ubumwe Grande Hotel bringing together ICT users from different local institutions to enlighten them on Cyber-attacks.

Speaking during the event, Yves Mutsinzi, the Managing Director of NEXT BYTE said that many people are unknowingly victims of cyber-attacks.

Cyber-attacks are reported to have increased in Rwanda during Coronavirus pandemic like the rest of the World, particularly in financial operation systems, individual’s accounts of social media and emails as well as WhatsApp.

Earlier this year, Rwanda Investigation Bureau (RIB) released a short video advising WhatsApp users to secure their accounts and warning them against revealing their passwords to anyone else.

“RIB got some challenges in investigating cyber-crimes. For instance, one steals swindles money from mobile money but we finally realize that the Sim card used is not registered to him/her. Then it becomes more difficult to identify the criminal;” said Kalisa Juma, the Director of Digital forensic Unit at RIB.

The event attended by Alfred Ntaganda, Information Security analyst at Rwanda Information Society Authority (RISA), Jean Bonfils Tuyishimire, Director of Digital Information at Rwanda Mines, Petroleum and Gas Board and co-founder of Africa Cybersecurity Consortium(ACC), as well as Maurice Kajangwe, Senior Cyber Security Engineer in Ministry of ICT and Innovation.

They shared experience in dealing with cyber threats to extend ICT users’ awareness.

“It’s difficult to convince someone with no idea about computer programming. […] You can detect at least 5,000 threats per month on a small website,” said Tuyishimire.

He advised ICT users to purchase systems that allow them to detect malwares.

Kajangwe explained that cyber threats increased during Coronavirus pandemic as many people shifted to online businesses and urged ICT users to should invest in Cyber security to ensure full protection.

ICT users have been advised to stand firm to prevent hackers through investment in cyber security and buy systems enabling them protect their devices against malicious attacks.

In the event two winners of the CTF(Capture The Flag) competition that took place a day before on 29th were awarded with training and exam vouchers of one of the most common certificates in Information security CEH, Certified Ethical Hacker form EC-COUNCIL were Next Byte is an Accredited Training Center

The group include five thieves, who were breaking into houses and four dealers in stolen items, mainly electronics such as TV sets, computers and smart phones.
They were showed to the media this Wednesday, May 5, at the Police metropolitan headquarters in Remera.

RNP spokesperson, Commissioner of Police (CP) John Bosco Kabera said the ring was apprehended on May 2, in Kigali.

During the operation, Police also recovered seven flat television sets, one laptop and six smart phones stolen from different homes in Kigali.

Anastase Gatera, 42, one of the arrested suspected thieves, admitted that the group has been carrying out burglaries for over a year now.

“I and Donath Nsengimana (also arrested), we have stolen five flat television screens from different homes in Kigali in the last three months,” said Gatera.

According to Gatera, they would first surveil houses, peruse through windows to be sure if the home has a TV screen or other valuables.

“After identifying the home, we would organize and go there between 2am and 3am, vandalize the door or window, break inside and taken valuables,” said Gatera.

He added that they had a taxi-moto operator, who would be on standby to deliver what is stolen to one of the five buyers they were working with.

A flat television screen, he said, they were selling it at Rwf150, 000.

Vedaste Muhoza, one of the arrested buyers claimed that he was tricked to believe that these are TV screens sold by owners of bars, which closed their businesses.

He recalled that he bought two flats television screens–Samsung 55 inches and Sony 43 inches–for Rwf410,000. The two TV screens are among those recovered.

Patrick Kamari, the owner of the recovered 55 inches flat screen, said they noticed that they had been robbed when they woke up in the morning. A laptop was also stolen from Kamari’s house that night.

“I did not know that the TV screen would be recovered. I thank Rwanda National Police because this reassures us that even when a crime is committed, our security organs are always there for us to ensure that stolen items are recovered and suspects brought to justice,” Kamari said.

RNP spokesperson, CP John Bosco Kabera said the arrest and recovery of some of the stolen items were facilitated by members of the public.

“As you have seen, the group include five thieves whose role was to break into houses and four others, who were buying and selling these electronics. We are still searching other members of this group, who are still at large,” CP Kabera said.

Article 166 of the law determining offences and penalties in general states that any person convicted of theft is liable to imprisonment for a term of not less than one year and not more than two years and a fine of not less than Rwf1 million and not more than Frw2 million, community service in a period of six months or only one of these penalties.

  • Kayitesi releases English translation of her book on memories of Genocide against Tutsi

Originally published in German language in November 2019, the book which is titled “Ein Zerbrochenes Leben” recollects horrible memories of the dark times Kayitesi and her two brothers endured.

As she explained, Kayitesi and her two brothers are the only survivors out of the family of seven which lived in Cyuga, former Rutongo commune, currently in Gasabo district, Kigali city.

The mother of three has been living in Germany since 2010.

Kayitesi decided to write the book as a testimony of the cruelty that characterized the 1994 Genocide against the Tutsi and convey a message to the world to strive for humanity.

“During the Genocide perpetrated against the Tutsi, I was hit and seriously wounded with a machete on my head. It erased my memory and I was dumb for a long time. Little by little, I got my memory back. When someone spoke to me, I heard what he said but I was unable to answer,” she said.

“I had lost the capacity of using my tongue. I made the decision to write my story showing what my family and I had suffered during this period of Genocide against the Tutsi. The fact that I was dump, had frightened me to the point that I thought I would leave this world without being able to speak again. Years later, I was able to regain my voice and speak again,” added Kayitesi.

The fact that her children repeatedly wanted to learn more about the tragedy that befell Rwanda during the 1994 Genocide against the Tutsi is among reasons that inspired Kayitesi to write her story which also conveys a message to the strive for humanity.

  • Uganda deports 17 more Rwandans arbitrarily arrested

As they arrived in Rwanda, all protocols to reinforce COVID-19 preventive measures were observed including hand washing and testing temperature among others.

Rwanda recently received more nine Rwandans, most of whom were pastors of Association of Pentecostal Churches of Rwanda (ADEPR) in Uganda deported on 3rd April 2021.

Most of them were detained in Mbuya and other detention facilities of Uganda’s Chieftaincy of Military Intelligence (CMI).

Since 2017, Rwandans have been abducted by Uganda’s CMI accusing them of being Rwanda’s spies.

Abduction of Rwandans living or traveling through Uganda is linked to CMI’s close collaboration with Rwanda National Congress (RNC), a rebel group against the Government of Rwanda led by Kayumba Nyamwasa with intentions to destabilize Rwanda’s security.

Through the cooperation, Rwandans on Uganda’s land denying cooperation with the rebel group are arrested; tortured in CMI prisons while others are taken in Minembwe of DRC to be tortured.

Uganda has been arresting Rwandans since 2017 in different operations. The Government of Rwanda has since 2017 been condemning such arbitrary detentions and advised Rwandans not to travel to Uganda in March 2019.

Later on, Angola launched discussions to mend Rwanda, Uganda relations which led to the signing of the Memorandum of Understanding in Angola, Luanda known as Luanda Agreement in 2019.

The memorandum was signed on August 21st 2019 in a bid to solve conflicts between Rwanda and Uganda.

Despite efforts to sign the agreement between both heads of state. CMI continues arbitrary detention of Rwandans who endure torture in its facilities.
