  • Trial of Genocide suspect, Neretse to begin in Belgium

    The jury of citizens to partner with judges during the trial of Neretse will be selected today afternoon. He faces 13 murder charges and 3 charges of attempted murder during the Genocide.

    Neretse trial will begin on Thursday as reported by Soir, Belgium-based media house.
    Neretse, currently living in France will provide his defense beginning Thursday and expected to last long due to a large number of witnesses.

    Fabien Neretse was born in Ruhengeri, Rwanda, in 1957. Influential businessman and bureaucrat during the regime of Juvenal Habyarimana, Neretse was from 1989 to 1991, the Head of the Rwandan Authority for Coffee (OCIR-Café), a governmental agency then in charge of the coffee exports. He is a former Lieutenant in the former Rwandan Armed Forces (ex-FAR), at the rank of Lieutenant.

    According to the charges, Neretse is one of the founders of the Interahamwe, the pro-Hutu militia which was involved in the massacres in Rwanda. It is said he would provide them with weapons, means of transportation and money to finance the genocide.

    He is said to have directly participated in the genocide campaign, particularly in the planning of the massacres committed on the Mataba hill, and inactions perpetrated in the provinces of Ruhengeri, Gisenyi, and Ndiza.

    Neretse is also suspected of having rounded several Tutsi families trying to escape from Rwanda in the early days of the genocide and executed under his watch.

    He is in particular accused of having caused the death of a Belgian national, Claire Beckers, who on 9 April 1994 was trying to escape from Kigali with her husband Isaïe Bucyana and her daughter Katia. Upon information allegedly provided by Neretse, the Belgian-Rwandan family was arrested at a roadblock and summarily executed.

    At the end of the genocide, Neretse fled to France where, in order not to be recognized, he used a fake name. He settled in Angouleme, where he lived quietly as Fabien Nsabimana until 2011 when he was arrested.

    The Court of Assizes based in Belgium is set to start the trial of genocide suspect, Fabien Neretse, 71, accused of taking role in the 1994 Genocide against the Tutsi.
  • Uwase for Miss University Africa 2019

    The contest usually brings together African girls at the end of every year.

    As she contested in Miss Rwanda, Uwase pitched the project of supporting orphaned children and promoting the initiative of integrating them into families.

    Last year, Rwanda was represented by Shanitah Umunyana at Miss University Africa contest which left Sacur from Mozambique crowned the winner.

    Umunyana reached the finals along with the other 10 girls.

    Miss University Africa gets US$50 000, a brand new car and becomes the ambassador of United Nations students.

    Eligible contestants must be single in the bracket between 18 and 26.

  • Ndahiro laid to rest

    Relatives and former co-workers bid farewell to Rtd Capt Ndahiro Logan at his home in Remera and taken to a mass sermon at Regina Pacis Catholic Church before he was laid to rest in Rusororo in the afternoon.

    He was described as a kind person who always strived to lead a dignified life and common interest.

    His brother, Lt Col Ndore Rurinda said that him and late Ndahiro were among four children of their family who joined the Liberation Struggle where two of them lost lives.
    He explained that Rtd Capt Ndahiro had retired from the military to take care of his late brothers’ children.

    Ndahiro’s wife said her husband was a man of God and were blessed with children.
    Rtd Capt Ndahiro Logan was a member of the Lower House of Rwanda’s parliament.
    He was among soldiers who fought during the Liberation Struggle and author of a book on history of the struggle. He was sixty-eight.

    Ndahiro succumbed to blood cancer during the night of Wednesday last week at King Faisal Hospital where he was getting treatment.

    He was born in Nyagatare sector of Nyagatare district in 1951.

    He studied in Uganda and further advanced his education in the United States of America where he obtained Masters in Public Health.

    He was sent to retirement at the rank of Captain.

    Rtd Capt Ndahiro wrote a book on the liberation struggle in Kinyarwanda titled “Inzira y’inzitane yo kwibohora kw’abanyarwanda” translated as ‘The gruesome journey of Rwandans liberation’

    He joined the liberation struggle aged 39. Ndahiro was among parliamentarians whose term will end in 2023. He represented RPF Inkotanyi and was the eldest MP.

    From 1994 until 2001, he worked at the Ministry of Health in mental health department, worked for the International Rescue Committee between 2002 – 2003 as the head of national anti-HIV-AIDS campaigns.

    Rtd Capt Ndahiro also assumed numerous functions at Global Fund among others.

  • Over 286,000 candidates sit for Primary Leaving Examinations

    The Primary School National Exams that began today will run from 4th to 6th November 2019.

    Statistics from Rwanda Education Board(REB) indicate that candidates increased by12% where 286,087 pupils are registered to sit for Primary School National Exams up from 255,173 of last year.

    Girls’ representation is 154 339 while the number of male candidates is 131 748.

    The exams have been launched at the national level by Dr. Munyakazi at Groupe Scolaire Kimisagara in Nyarugenge district, a site hosting 927 candidates from five schools.

    Dr. Munyakazi reminded them that acquired knowledge will be measured by their success following exam results.

    He expressed optimism that students will undoubtedly perform well due to enough time given for preparations.

  • Two arrested for aiding drug traffickers in Kirehe

    The two suspects, who are members of community night patrol–Irondo–in Gatore Sector were arrested Saturday after it emerged that they were soliciting bribes from drug dealers so as to avoid being arrested.

    Chief Inspector of Police (CIP) Hamdun Twizeyimana, the Police spokesperson for the Eastern region, said that Damascene Mugenzi, 35, and Sylvain Nkundiye, 28, were apprehended while receiving a bribe of Rwf250, 000 from two drug dealers, who were attempting to bail their 10kgs of cannabis.

    “The two Irondo personnel, while on duty that night, went after two drug dealers, who were hiding in the forest, leaving their fellow community night colleagues behind,” CIP Twizeyimana said.

    “Irondo personnel, who stayed behind called the Police, during the pursuit officers found Mugenzi and Nkundiye receiving a bribe of Rwf250, 000 from the two drug dealers. They were arrested alongside the two drug dealers, and the narcotics seized,” he added.

    He identified the two drug dealers as Alphonse Nzabikiramo, 31, and Emmanuel Nkurunziza, 36.

    “Besides committing serious criminal acts of facilitating drug dealers and soliciting bribes, this Irondo personnel betrayed the people, who appointed them to spearhead community policing efforts,” the spokesperson said.

    He urged Irondo personnel to be professional and exemplary, and mirror the trust people have in them.

    Clause 2 of article 2 of Law N° 54/2018 of 13/08/2018 on fighting against corruption, defines corruption as “any act performed or caused to be performed in public organs, private institutions, civil society and international organizations operating or wishing to operate in Rwanda, which is aimed at soliciting, receiving or offering an illicit benefit in order to unlawfully obtain illicit enrichment or give a favor to unlawfully render a service or carry out an activity whether carried on by himself or herself or through another person.”

    Article 4 of the same article provides a term of imprisonment of between five and seven years, and three to five times the value of the offered bribe, upon conviction.

    And also article 263 of the penal code states that, “Any person who, unlawfully produces, transforms, transports, stores, gives to another or who sells narcotic drugs and psychotropic substances commits an offence.”

    Upon conviction, he or she is liable to a term of imprisonment between seven years and life and a fine of up to Rwf30 million.

  • Kigali is about to welcome the biggest comedy festival in Rwanda

    Caravane du rire is a festival that will start in Kigali, continue to Burundi and have its finale in Congo.

    The festival itself is a celebration of laughter and enjoyment. From school tours, to charity events, and finally the main shows. The comedy knights in partnership with SKOL Lager will be rocking Kigali upside down.

    School tours have an objective of motivating young students and to inspire them to do and be more through comedy or art in general while offering them the possibility to perform for the ones that have what it takes.   • TI-Rwanda to follow up US$32 million environmental conservation project in Gicumbi

    The five-year project will be implemented in six sectors including Rubaya, Cyumba, Kaniga, Mukarange, Rushaki, and Shangasha.

    TI-Rwanda’s research carried out in 2017 indicates that climate change resilience projects were stalled by a lack of citizens’ inclusiveness and local leaders’ participation.

    The executive secretary of TI Rwanda, Mupiganyi Apolinaire explained that 55.5% of residents were not aware of such projects while 40.4% of local leaders were not consulted for participation or understand the feasibility of such projects.

    “We identified challenges in different projects like biogas among other environment-friendly projects. Based on issues pointed out by the research, we partnered in the implementation of first projects to support national citizen inclusive programs,” he said.

    “We believe that improving citizens’ mindsets, transparency and accountability will positively impact the successful implementation of Gicumbi model project to be emulated in other districts later,” added Mupiganyi.

    The CEO of Rwanda Green Fund (FONERWA), Hubert Ruzibiza explained that they entered a collaboration with TI-Rwanda to support implementation follow up to reach all beneficiaries.

    “The project took a lot of funds with higher expectations from citizens, our institution, the Government and the environmental conservation fund that funded the project,” he said.

    Ruzibiza explained that they have developed different technologies enabling citizens to share ideas on the project’s implementation progress that can be accessed by international stakeholders.

    The project is expected to reduce Carbon Dioxide (273,720 tons) within six years.
    It will spread to 150,000 citizens and benefit over 380,000 people.

  • Lightning strikes man dead, injures wife in Gatsibo

    The incident took place yesterday around 2 pm in Rurenge cell.

    The executive secretary of Remera sector, Mukamana Marceline has told IGIHE that lightning struck the man as it rained heavily.

    “Lightning struck Habumuremyi yesterday around 2 pm while his wife identified as Mukandahindurwa Odeth has been taken to hospital. We are told that he is recovering,” she said.

    She appealed on residents to be cautious against all activities putting them at lighting strike risks.

    It is said that the man was struck as he collected water from pipes as it rained.
    The Ministry of Emergency Management has recently announced that this year’s disasters took lives of 70 and injured 177 since January.

    The ministry revealed that 30 lightning protection systems were installed in schools among other public places as part of efforts to prevent lightning.

  • Bisate Lodge now 5-star

    It is among 40 hospitality establishments awarded between 1 (one) to 5 (five) stars by Rwanda Development Board (RDB) during the 2019 Hospitality Grading ceremony yesterday at Kigali Convention Center.

    The 1-5 star grading system helps to differentiate the quality of services that establishments render to their clientele.

    The criteria used to grade the establishments range from their location, site, and environment, architectural design and features, capacity, reception area, information services, hours of service, decor, amenities and accessories and regulation of temperature among others as per the ‘East African Criteria for Standardization of Hotels, Restaurants and other Tourist Accommodation Facilities’.

    The criteria stipulates the standards that should be met for any accommodation establishment to be one, two, three, four or five stars and are mandatory for any prospective property developer in the accommodation sector in all EAC member states.

    The facility awarded a five-star rating is Bisate Lodge in Volcanoes National Park.
    Four-star facilities are The Retreat Boutique Hotel and Residence Prima 2000, all located in the City of Kigali.

    The 11 establishments that got a three-star rating are; Landmark Suites, Executive Suites Kigali, Highlands Apartment Gacuriro, Villa Asimba, Park View Courts Ltd, Gorilla Solutions Lodge Ltd, Light House Hotel, Heaven Boutique Hotel, Emeraude Kivu Resort and Quiet Haven Hotel.

    16 hospitality establishments got a two-star rating while 11 got one-star.
    Speaking while presiding over the ceremony, the Guest of Honour, Pudence Rubingisa, the City of Kigali Mayor said: “The establishment and compliance with these standards is very important for our country as a tourist destination in order to sustain a competitive advantage and attract more tourists. Quality service delivery is a key driver of economic growth as stated in the National Strategy for Transformation which aims to increase tourism revenues to over US$ 800 million by 2024.”

    Zephanie Niyonkuru, the RDB Deputy CEO and Chief Operating Officer said that the grading and classification of hotels help to inform customers on how to recognize quality, differentiate all levels of facilities and services and offers greater transparency.

    “The accommodation classification practice enhances the EAC’s competitive edge as a single tourism destination and helps to have a developed industry. And there is a lot to be happy about. For example, in the last five years, a number of renowned hotel brands have started their operations in Rwanda,” she noted.

    Looking back, in 2014, Rwanda had only one 5-Star hotel. Today we have 5 and we are expecting more. This has led to revenue from MICE to increase from US$33 million in 2014 to US$ 55 million in 2018. Therefore, the Government is committed to providing the support that leads to improvements in quality standards,” added Niyonkuru.
