  • Drug whip: One arrested in Rusizi

    Augustin Nzamwita, 34, was arrested in Bugarama Sector in a “targeted operation” conducted by the Rwanda National Police (RNP) Anti-Narcotics Unit (ANU).

    Chief Inspector of Police(CIP) Emmanuel Kayigi, the Police spokesperson for the Western region said that Nzamwita was at the time found in possession of 9kgs of cannabis.

    “Nzamwita is a resident of Bugarama in Rusizi where he was known to be one of the major suppliers of cannabis. He was recently reported by an area resident and the successful operation was based on that credible information,” said CIP Kayigi.

    Nzamwita admitted to the crime adding that he has been in this criminal business for a while.

    “I traffic them into the country from farmers in Kamanyola in the Democratic Republic of Congo (DRC),” Nzamwita said.

    While thanking a resident who facilitated the successful operation, CIP Kayigi called for increased ownership and partnership against drug dealers.

    Anyone convicted for “severe drugs” under article 263 of the penal code, faces between 20 years and life in prison, and a fine of up to Rwf30 million.

  • Suspected Police impersonators arrested in driver’s license fraud

    Daniel Ndagijimana, who has been guising as ‘Chief Inspector of Police Yves Babu’, Christian Ngirimana and Mussa Ndagijimana were paraded before the media on Monday at Kigali Metropolitan Police.

    Daniel Ndagijimana is said to be the ringleader, who recruited Ngirimana, Mussa and another accomplice still at large, into the scam.

    RNP spokesperson, Commissioner of Police (CP) John Bosco Kabera said that the arrest of the trio followed complaints filed by several victims.

    At least eight people have since come forward claiming to have been defrauded by the trio.

    “Between August and December this year, Police received complaints from several people, who were defrauded with promises of giving them driver’s licence, and the name CIP Yves Babu was a common denominator in all the complaints,” CP Kabera said.

    “During investigations, Police managed to apprehend Daniel Ndagijimana, who was impersonating CIP Yves Babu; Ndagijimana provided names of other members of his group including Christian Ngirimana and Mussa Ndagijimana, who were also located and arrested,” he added.

    Daniel Ndagijimana, who admitted to the crime, said that he started this scam in February this year when he also recruited his accomplices.

    “We would go to different sites where driver’s license tests are done, get names of the targets and seek their help with a phone to make an urgent call and in the process, you make a flash call on own line so as to get contacts of your target,” Ndagijimana explained.

    He further narrated that with particulars and contacts, they would call their targets posing as Police officers informing them that they had failed the tests but request for money so as to help them get the permit.

    “I chose to guise as CIP Yves Babu because, on most sites where we went, he would be there supervising the driving licence tests, which would sound real in the ears of our targets,” Ndagijimana said

    According to Ndagijimana, he got help from Mussa to acquire CIP Yves Babu’s SIM-card, which is one of the SIM-cards they were using to defraud different people.

    “We used four SIM-cards for four different people,” said Ndagijimana. Although Mussa denied knowing Ndagijimana and Ngirimana, the later said that he introduced him (Mussa) to the former and helped them to acquire SIM-cards for different people including the one of CIP Yves Babu.

    According to Ndagijimana, most of their victims were targeted in Gasabo, Nyagatare, Bugesera, Gicumbi and Huye districts. At least Rwf800, 000 was conned from five people in Gasabo and Gicumbi districts, he said.

    One of the victims from Nduba in Gasabo, who requested not to be named, told the media that Ndagijimana, who called her back in June guising as ‘Calixte Twagiramungu’, defrauded her of Rwf300, 000.

    “I first sent him Rwf250, 000 on Mobile Money and Rwf50, 000 later when he sent me a crafted message that my driver’s license was ready for pick-up and requested to be refunded the money he used to declare it. I got to know that I was conned when the same message was sent to many other people, some of them my friends,” she said.

    Another victim identified as Jean de la Croix Mushimiyimana also said that he was defrauded of Rwf95, 000 and his two other friends conned of combined Rwf250, 000.
    Mushimiyimana said he sold his calf so as to raise the money, which has since brought conflicts with his wife.

    CP Kabera cautioned members of the public, who “take criminal shortcuts” ending up falling prey.

    “Many people have been scammed through different tricks. We remind the public that the whole process of acquiring a driver’s licence is done individually… anyone telling you that he will help you, either calling themselves Police officers, are trying to defraud you and should be reported on 997 (Anti-corruption toll-free line) or other known Police communication channels,” CP Kabera said.

    He added: “These are criminals tarnishing the image of the Police; be it a Police officer or any other member of the public, we appeal to Rwandans to report them whenever they see or suspect them to be engaged in criminal activities.”

    Fraud, deception, obtaining another person’s property by use of false names or qualifications, is punishable with an imprisonment term of two to three years and a fine of between Rwf3 million and Rwf5 million, as stipulated under article 174 of the penal code.

  • “2020 is a reminder to work harder towards ‘Vision 2050’.” -President Kagame

    President Kagame said that more plans for development have been set and recommended Rwandans to observe unity in order to achieve the ‘Vision 2050’ common goal. “My wish for this year is that we reach greater miles , be it in agriculture, education, trade, health or security.”

    President Kagame said that 2020 is a reminder to continue working towards ‘Vision 2050’ as Rwanda transition from the ‘Vision 2020’ that was set in 2000. “Vision 2050 is a double-phase goal which provides us with a platform to evaluate our achievements every 15 years.”
    He called upon Rwandans to build on what has already been achieved as they work towards a better and more ambitious vision.

    Vision 2050 puts a stronger emphasis on human capital development as a key priority area and aims to ensure high standards of living for all Rwandans with easier access to health facilities, infrastructures, and education.
    In 2015, Income per capita was $720 per annum and ‘Vision 2020’ outlined a bolder goal whereby 2020, Income Per Capita would reach $1240 per year.

    2020 marks the year where the Government of Rwanda will be transitioning to ‘Vision 2050” whereby 2035, Rwanda will be a middle-income country. With the assumption that the economy will be growing by 10% on average, Income Per Capita will be Rwf 10 Million per annum.

  • Fally Ipupa cancels highly anticipated Kigali show

    The artist was expected to land in Kigali on the evening of December 30th, 2019 but at around 9:40 PM yesterday, the artist who is known for his songs in the Rumba and N’simba genre, announced via his twitter account that he won’t be coming.

    His message on Twitter read “To all my fans in Kigali, Bujumbura and Goma, it is with great regret that I would like to announce that I will not be able to travel for all my previously announced concerts. New dates to be announced soon! Apologies for any inconvenience caused.”

    The event was supposed to be held at Kigali Convention on December 31st, 2019 as Rwandans celebrate the New Year, 2020.
    The organizing team, Rwanda Events Group Ltd immediately released a communiqué apologizing to fans who had already bought tickets to the show in masses. “Rwanda Events Group Ltd announces with regret that Fally Ipupa will be unable to perform during Kigali New Year Countdown on 31 December, 2019 as it was previously planned. Mr. Ipupa’s management team informed us that he was hospitalized in Abidjan at 3pm this afternoon. He communicated that he is ready to perform in Kigali at a later date. We wish Mr. Ipupa a speedy recovery.”

    The announcement was not specific on what the artist has been hospitalized for in a way that he had to cancel his show at the last minute.

    Rwanda Events mentioned that the tickets already purchased would be valid for the next scheduled show which date remains unspecified but that whoever needed a refund could call 0785800000 or email ticketing@events.rw asking for a refund.

    Fally Ipupa was expected for the first time ever in Rwanda and was supposed to perform along Dj Toxxyk, Dj Shine from France, Dj Sinyorita from Tanzania and FEM Deejay from Uganda.

    Organizers had announced entrance fees for regular tickets were Rwf 30,000 and Rwf 50,000 for VIP tickets. No Rwandan artist was part of the lineup.

  • Primary, secondary and TTC results out: Male students outperform female counterparts

    Humura Elvin from Wisdom School in Musanze was the best performing pupil nationwide followed by Niyubahwe Uwacu Annick from Nyamata Bright School and Mutayomba Vanessa from Kigali Parents School.

    In the Ordinary Level, 115, 417 students sat for the National Examinations including 62,209 girls counting for 54% of the total and boys counting for 45.6%. 10, 451 students succeeded with distinction including 6132 boys and 4319 girls.

    Mucyo Salvi from Ecole des Sciences Byimana was the highest performing Ordinary Level student followed by Gashugi Adeline from Lycée Notre Dame de Citeaux and Uwimbabazi Alliance from FAWE Girls School.

    In TTCs, 4251 students sat for the examinations with 25.7 % succeeding with distinction.

    Epreve Joselyne from TTC Rusizi led the race followed by Nishimwe Esrom from TTC Mururu in Rusizi district as well and Igiraneza Divine from TTC Mwezi in Nyamasheke district.

    The most performing TTCs students were from Rusizi and Nyamasheke districts. They were rewarded with laptops to promote technology.

    Dr. Isaac Munyakazi, Minister of State in Charge of Primary and Secondary Education thanked teachers, parents and students for their combined efforts in improving education.

    “Many classrooms are under construction across the country, we are training more teachers and we have allocated a larger portion of the National Budget to education. However, education is a journey that requires joint efforts to achieve the goals we have set.”

    He urged parents of children who did not perform well in National Examinations to follow up with them closely and see how that can be rectified.

    For checking National Examinations results, students will log in to www.reb.rw, click on ‘view results’, use their index numbers and names and follow instructions. They can also use mobile phones by writing ‘S3’ for Ordinary Level or ‘P6’ for Primary Schools followed by their index numbers and send the message on 4891

    The academic year for 2020 will start on January, 6th. Those who have received National Examinations results have two weeks to prepare for school since school will start on January, 13th.

    National Examinations Results were released simultaneously with schools children have been assigned to. Students are required to reach their schools not later than January 11th, 2020.

  • Nyarugenge: Survivors express satisfaction over Mukandutiye sentence

    Mukandutiye was recently repatriated to Rwanda by The Armed Forces of the Democratic Republic of the Congo (FARDC) along with FDLR anti-Rwanda militia fighters who were handed over at Nyarushishi refugee camp in Rusizi district.

    Since December 21st, 2019, Rwanda has received 1471 refugees including 71 militia fighters from FDLR terrorist group and convicts of the 1994 genocide against Tutsi following another group received earlier of up to 291 refugees.
    After being repatriated, the refugees were temporarily relocated to Nyarushishi refugee camp in Rusizi district as they waited to be sent to their respective families. As for FDLR repatriates, further investigations were conducted to check if they had not entered the country with weapons.

    Among the repatriated citizens were Angeline Mukandutiye, a prominent Interahamwe figure who has been convicted of genocide crimes in Nyarugenge had an interview with the Rwandan Television (RTV). Her interview made rounds on social media with survivors debating if it was really her, but it later was made clear it was indeed Mukandutiye. She was immediately prosecuted, tried in a court of justice and sentenced to life imprisonment.
    After her arrest, survivors from Muhima sector, former Rugenge ‘commune’ expressed gratitude that Mukandutiye has finally faced justice.

    Rurangwa Anselme who witnessed and survived the atrocities committed by Mukandutiye said “She is a mass murderer and killed most of our people in Rugenge. She is a vile person and led Interahamwe militia in most of the massacres around here.”
    Another witness who wished that his identity remained secret confirmed that Mukandutiye committed countless massacres and that she hosted Interahamwe militia on their way back from military training in Gabiro.

    Rutayisire Masengo Gilbert, head of IBUKA in Nyarugenge said that it is a relief that Mukandutiye has finally been arrested.
    “We are extremely happy. How wicked she is cannot be stressed enough. Her acts of violence and murders earned her a prominent position in Habyarimana government since she controlled all schools in former Rugenge ‘commune’.

    On Saturday, December 28th, 2019, Minister Busingye Johnston confirmed Mukandutiye was arrested in a tweet that read “Angeline Mukandutiye has a valid unserved Gacaca life sentence. She is now at Mageragere Correctional Facility.”

  • Rugwiro Hervé to appear in court over illegal border crossing

    Rayon Sports’ spokesperson Jean Paul Nkurunziza has announced that Rugwiro will appear in court on Tuesday, December 31, 2019.

    Rugwiro has been under arrest for 13 days, after being caught at Petite Barrière, Rubavu, on December 17, 2019, while crossing to Rwanda.

    He is accused of going to the Democratic Republic of Congo with no documentation.
    Rugwiro has been playing for Rayon Sports since July 2019 when he signed a two-year contract, after parting ways with APR FC.

    Rugwiro is from Huye. He started his football career in the Kabutare football nursery to unearth and nurture children’s talents, under the coaching of Katibito Byabuze.

    He left Kabutare in 2009 and joined the APR FC football academy. He moved into the first team of APR FC in 2013, and left APR a decade later, in July 2019, expelled with the other 15 players.

    He started playing for the national team Amavubi in 2014.

  • President Kagame hosts Ambassador Ayebare on Rwanda-Uganda Conflict

    It was announced in a tweet from President Kagame office saying “This evening at Urugwiro Village, President Kagame held a positive meeting with Ambassador Adonia Ayebare, President Museveni’s Special Envoy, who traveled to Kigali with a message regarding the two countries’ relationship.”

    The meeting follows up on another that was held in Kampala discussing the ongoing conflict between the two countries but which did not bear any fruits in solving the quarrel.

    Amb Olivier Nduhungirehe, the Minister of State in charge of the East African Community who led the Rwandan delegation to Kampala reiterated that Rwandans where not safe at all traveling to Uganda.

    “We have proved that Rwandans lives are threatened the moment they cross over to Uganda and we have done enough investigations to support our claims. We discussed about the issue of Rwandans who are illegally incarcerated, beaten and tortured but no solution was agreed upon. We will still try to come up with one regardless.”

    After failing to agree upon a common solution, both delegates from Rwanda and Uganda decided to consign the task to the two countries Heads of States.

    Rwanda accuses Uganda of unjustly imprisoning, beating and torturing Rwandans leaving some of them handicapped and then chasing them from the Ugandan territory. Uganda also supports terrorist groups and anti-Rwanda militias including RNC and FDLR among others.

    On the other hand, Rwanda proved that no Ugandan is omitted to travel to Rwanda and that Uganda should emulate the same policies.

    Since Rwanda-Uganda post-Luanda meeting, 99 Rwandans have been chased from Uganda and 588 since the beginning of the year.

    Since January 2018, 1438 Rwandans were permanently chased from Uganda after days of incarceration and torture initiated by Uganda’s Chieftaincy of Military Intelligence (CMI) and the International Security Organization (ISO).
