  • The tale of a crime-free village in Gatsibo

    {Rwanda National Police (RNP) has hailed efforts by Gatsibo District resident in combating lawlessness through collectiveness and using community policing methods in keeping their communities secure.}

    The RNP spokesperson Assistant Commissioner of Police (ACP) Theos Badege made the remarks recently while addressing residents of Nyagihanga Sector where he represented the police leadership, shortly after a joint community work between Police and residents held in the framework of the forthcoming 2017 Police Week.

    The exercise was meant to enlighten the residents on activities to be conducted during Police Week.

    Nyagihanga is one of the beneficiaries of the Police Week social programmes where at least 120 households will be lit with home solar energy in the ongoing installation programme.

    About 3000 households and 30 health centres will get solar energy, countrywide.

    ACP Badege, while speaking to the residents, commended them for their team work and partnership in combating crime.

    The spokesperson was referring to Kagarama Village in Gitoki Sector, which has not recorded any crime since the beginning of the year.

    “This is mature community policing. Where there’s no Kanyanga and other psychotropic drinks, and cannabis, ideally, there will be no fighting. This is a clear model that defines responsible citizens, who understood their role and ownership to prevent crime,” said ACP Badege.

    According Kagarama Village chief, Patrick Bimenyimana, residents chose to form fifteen clusters comprised of at least fifteen households to ease neighbourhood watch, identification of newcomers, and easy flow of information.

    “By the end of the day, we know everyone in the villages; we can easily tell who has relocated to or from our village and even a new born. This system binds us together to be an eye for each other, to know characters of tenants and casual labourers,” said Bimenyimana.

    Vestine Mukayiranga, also a resident, says clusters helped them to address cases of domestic violence where they would identify, visit and resolve issues of conflicting couples.

    As the village head teaches people the importance of hygiene by having toilets in their homes as opposed to open defection by example.

    According to Richard Gasana, the mayor for Gatsibo, the clustering has been effective in attending to issues quickly.

    “It is easy to know whose child doesn’t attend school, who is sick, and who requires community support,” said the mayor.

    Indeed, all residents of Kagarama have already paid their health insurance premiums until 2019.

    Meanwhile, during Umuganda, police and the residents also constructed latrines for residents.

    Police also delivered t-shirts which were pledged by RNP to members of Garuka Urebe cultural troupe, which is instrumental in composing community policing songs and using their cultural talents to raise awareness against crimes.

    The pledge was made in February during the inauguration of ten police stations in constructed out of financial contribution and labour by residents of Gatsibo.

  • RDF comforts family of late Ntivuguruzwa shot dead in Gikondo

    {A Rwanda Defence Force delegation led by the RDF Chief J9 Maj Gen Jack Nziza, on behalf of the Chief of Defence Staff, on 11 May 2017 joined family and friends of late Ntivuguruzwa Aimé Yvan, for his burial ceremony that took place in Nyanza District, Kibirizi Sector, Mbuye Cell. }

    Ntivuguruzwa, 28 years old only, was brutally shot dead in the night of 9-10 May 2017, in Gikondo, Kigarama Sector, Kicukiro District, by RDF soldiers who were supposed to be on official duty in the area. Although clear circumstances that lead to the killing are yet to be established, military suspects that were found on the ground were drunk, which constitutes a prima facie evidence of gross misconduct on their account. They were immediately apprehended for proper criminal investigations.

    During the burial ceremony, on behalf of the RDF and on his own behalf, Maj Gen Jack Nziza comforted and extended heartfelt condolences to the family and friends of the deceased. He committed that justice shall be promptly done, noting that those who will be found guilty will be severely punished.

    The Ag Defence and Military Spokesperson, Lt Col René Ngendahimana underlined the RDF strong attachment to high standard discipline among its members. “RDF values are clear; our role is to protect people, not to harm them. RDF has zero tolerance policy for any indiscipline behaviour within the Force. Let it be clear, those who committed this crime did it in their own name, in no way in the name of RDF”, he said.

    Although nothing can bring back the life of a loved one deceased, the mother, relatives and friends of late Ntivuguruzwa highly appreciated the RDF comforting gesture during that painful event.

  • Transform Africa 2017 closes on a high

    {Transform Africa Summit 2017 which has been held in Kigali, Rwanda since Wednesday has closed on a high note with with various cooperation agreements worth USD 100 million signed.}

    The Summit was attended by 4000 participants from 80 countries and 300 private companies from across the world.

    Dr. Hamadoun Touré, the Executive Director of Smart Africa which organized the summit said it was attended by a large number of participants compared to previous summits since 2013.

    A book dubbed ‘Smart Cities Blue Print’ was unveiled during the summit, detailing right structural set up of cities equipped with technology in every sector and the role it plays in service delivery. The summit also hosted various sessions bringing together over 300 city leaders, session regarding women in technology and hosted Miss Geek Africa 2017 awarding outstanding girl in technology projects.

    As the Summit closed , Rwanda and Niger signed agreements in information, communication and technology.

    The president of Niger, Mahamadou Issoufou who presided over the closure of Transform Africa 2017 lauded transformations apparent in Rwanda and appreciated president Paul Kagame for good governance increasingly bringing reforms in Rwanda.

    The Minister of Youth and ICT, Jean Philbert Nsengimana thanked participants for the deliberations and sponsorship.

  • Ambassador Ngarambe presents credentials to Austrian president

    {Ambassador Ngarambe Ngarambe François Xavier has presented credentials to Austrian president, Prof. Alexander Van der Bellen to represent Rwanda in the country. }

    During the ceremony held on Wednesday, President Van der Bellen unveiled readiness to promote bilateral relations between the two countries, noting that that Rwanda’s development rate over the past 20 years is a good indicator of a future full of hope.

    “Let us know areas of cooperation with Rwanda to keep working together for mutual benefits,” he said.

    Ambassador Ngarambe unveiled that Rwanda is committed to promoting relations and cooperation in trade, technology and tourism.

    The ambassador will be based in Geneva, Switzerland.

  • Macron’s party unveils Rwanda-born candidate for French parliamentary polls

    {French president-elect Emmanuel Macron’s party on Thursday unveiled more than 400 candidates who will stand in parliamentary elections in June, with half of them newcomers to politics and half of them women.}

    It includes Herve Berville, aged 27, a Rwandan-born economist adopted at the age of four in 1994 by a French family in Cote d’Armor, Brittany, the constituency where he will stand.

    He embodies “the renewal” desired by Macron. A graduate of Science-Po Lille and the London School of Economics, he worked for the French Development Agency in Mozambique and then as a researcher at Stanford University in California.

    Pro-Europe centrist Macron, 39, was elected on Sunday after promising a “revolution” that would bring fresh faces into France’s stale political landscape and end the pattern of power alternating between traditional parties.

    His newly renamed grassroots movement, La Republique en Marche (Republic on the Move), founded only 13 months ago, revealed 428 out of 577 candidates for the parliamentary polls.

    “We aim to build a majority for change and to win an absolute majority in parliament,” party secretary general Richard Ferrand told a news conference.

    Macron had promised that half would be newcomers, meaning a diverse range of figures from business, public service, activist groups and academia will get a chance to seek elected office.

    “The promise of renewal is fulfilled,” Ferrand said, adding that the average age of the candidates was 46 — compared with 60 in the current national assembly.

    On the tricky position of whether to accept former Socialist prime minister Manuel Valls, Ferrand said the party had not selected him, but would not field a rival against him in his south of Paris seat.

    Valls, a friend-turned-foe of Macron’s from their time in government from 2014-2016, had asked to be selected on Tuesday, but said he welcomed news that Macron’s movement would not oppose him.

    “So it will be as a free man, yet with a strong political identity … republican, progressive, of the left, that I act,” said the former premier, urging people “who want the new president of the republic to succeed” to vote for him.

    Other successful bids came from a woman fighter pilot who will run in eastern France and a man born in Rwanda who was adopted in France at the age of four and will contest a seat in Brittany.

    The nomination process is a balancing act for Macron and represents major risks for his presidency, which will begin formally on Sunday when he takes over from Socialist Francois Hollande.

    Without his own parliamentary majority, Macron will find it hard to push through his planned reforms of the labour market, pensions, unemployment benefits or education.

    Many of his newcomers will also face seasoned politicians with long careers and local networks of activists and supporters.

    And there is also the risk of scandal if anyone with a chequered history slips through the vetting process of the more than 19,000 applications sent online since January.

    Ferrand said each candidate had been interviewed and had declared not to have a criminal record or to have been disqualified for any function in the past.

    “Our movement has done everything possible to make sure that the candidates chosen respect our values,” he added.

    The president-elect is a left-leaning liberal and was a senior adviser to Hollande before being named economy minister during the latter’s unpopular term.

    But from the list are 214 candidates who are already politicians, including familiar faces from the Socialist Party and from the centrist MoDem party, headed by Macron ally Francois Bayrou.

    There are none, however, from the rightwing Republicans party, according to its secretary general Bernard Accoyer, but Ferrand left the door ajar for some of them to join in the next week.

    Some 148 constituencies — not including Valls’ area — remain open.

    Macron, a former investment banker who has never held elected office, faces other tricky decisions this week.

    The biggest among them is his choice for prime minister, who will head the government until at least the parliamentary elections on June 11 and 18 and perhaps beyond.

    The choice will send a strong signal about Macron’s intentions, and he has promised to pick someone with past experience of parliament and capable of managing a majority. His declared preference is for a woman.

    Amid feverish speculation in the French media — will he pick a loyal supporter or someone from the rightwing Republicans? — nothing has leaked from his small group of aides.

    The political consequences of Macron’s victory are still being felt, with the Socialists fighting for relevance and the Republicans eager to become the main political force in parliament after the June elections.

  • Kagame urges on fast-tracking adoption of one area network

    {President Paul Kagame on Thursday expressed frustration with the slow pace at which African countries are adopting the one area network that seeks to reduce charges for international voice calls.}

    Speaking at Transform Africa summit in Kigali on Thursday, Kagame said that the delay to scale up the one area network is not due to lack of technology or skills but lack of will among some players.

    “The delay that has been there has not been because of technology, it is not lack of knowledge. It has not even been because of lack of infrastructure. It is because of lack of a sense of urgency to make what we have in place work for us,” he said.

    The president said that some players fail to understand the overall benefits of digital integration.

    Even when we were coming to start with a number of countries in this region, he said, there were lots of arguments.

    He added that some people genuinely felt that they were going to lose while others were gaining which could have been a result of lack of understanding.

    “In actual fact everyone benefits, be it those who have made investments in these technologies, [telecom companies], be it the ordinary citizens, the private sector, everybody benefits,” Kagame said.

    The one area network now has about five countries working together in the east African region, and for two years, Rwanda and other East African Community countries of Uganda, Kenya, Rwanda and South Sudan have been talked about as one area network success stories.

    The one area network regional framework comprises countries that agreed to eliminate additional taxes and levies on international calls within the region.

    The project was sealed under the Northern Corridor Infrastructure framework.

    It led to signing of agreement between Safaricom, MTN and Airtel enabling subscribers to receive calls for free while travelling in either country and pay a flat rate of 0.11 U.S. dollars for calls to other East African countries.

    The initiative, launched in January 2015, led to a decline in charges of mobile phone communication across borders in East Africa. It dramatically led to increase in the volume of calls by 800 percent across the borders, according to officials.

    Mali’s president Ibrahim Boubacar Keita warned that failure to foster cooperation among African countries risked missing out on opportunities availed by technology adoption as has happened in the past.

  • Martin Ngoga elected to FIFA Ethics Committee

    {Rwandan MP to the EALA, Hon. Martin Ngoga was on Thursday elected to the FIFA Congress as the Deputy chairman of the FIFA Ethics Committee-Investigatory chamber.}

    According to FIFA, the proposed list of candidates for the Audit and Compliance Committee, the Governance Committee and the judicial bodies was agreed to following a thorough consultation process involving FIFA and the six confederations.

    The decision on the final list of candidates was then elected unanimously with a 97% win by the FIFA Congress which was held on Thursday attracting 209 out of the 211 member associations.

    These individuals have been chosen because they are recognised, high-profile experts in their respective fields. Moreover, they better reflect the geographic and gender diversity that must be a part of an international organisation like FIFA.

    Hon. Ngoga, a former Prosecutor General and staunch Mukura VS supporter alongside other members in the Ethics Committee were elected for a term of office of four years, effective immediately.

    Commenting on the development via his twitter handle, Hon.Ngoga said, “Honored & humbled to join #FIFA ethics committee, looking forward to making my contribution towards a new destiny of the sport we love,”

    The New FIFA Ethics Committee-Investigatory chamber will be chaired by Madam María Claudia Rojas from Colombia, a former President of the Council of State.

    She will be deputized by both Canada’s Queen’s Counsel Bruno de Vita and Rwanda’s former Prosecutor General, Hon. Ngoga.

    Members on this committee include; Chinese He Jiahong who will be represeting Asia, Kenyan Janet Katisya who will be representing Africa, Michael Llamas from Gibraltar who will be representing Europe, José Ernesto Mejía from Honduras who will be representing North, Central America and Caribbean while John Tougon from Vanuatu will be representing Oceania.

    The independent Ethics Committee is one of FIFA’s judicial bodies. It is primarily responsible for investigating possible infringements of the FIFA Code of Ethics. Since 2012, it has been divided into two separate chambers – the investigatory chamber and the adjudicatory chamber.

    Meanwhile, the FIFA’s 211 member associations assembled on Thursday in Manama, Bahrain for the 67th FIFA Congress. The organisation’s supreme body made a few important decisions to validate reports on FIFA’s activities in 2016 and, more importantly, to agree on key steps for the future of the organisation.

    This included among others the ratification of the next stages of the bidding process to select the host(s) of the 2026 FIFA World Cup™.

    Following the approval of the bidding requirements by the FIFA Council on 9 May, the FIFA Congress agreed, with 93% of the valid votes, on a three-month period – until 11 August 2017 – for member associations from CAF, CONCACAF, CONMEBOL and the OFC to express their interest in hosting the tournament. The decision on whether to select any of the bidders as the host(s) of the 2026 FIFA World Cup will be taken by the 68th FIFA Congress, which will convene in Moscow on 13 June next year, on the eve of the opening match of the 2018 FIFA World Cup™.

  • Transform Africa Summit discusses gender

    The Ministry of Gender and Family Promotion in collaboration with UNWOMEN Rwanda hosted the “Africa Smart Women and Girls initiative roundtable” as a side event of the Transform Africa Summit 2017 taking place in Kigali from 10th to 12th May 2017. The aim of the roundtable was to discuss the principles of the Smart women and girls declaration which will be presented at the Women Summit on 12th May 2017.

    Panelists like Doreen Bogdan the Chief Strategic Planning at the ‎International Telecommunication Union (ITU), Janet Longmore the Founder and CEO of Digital Opportunity Trust and Dr. Gasingirwa Marie Christine, the Director General of Science, Technology and Research in the Rwanda Ministry of Education discussed the key principles of the Declaration which are :

    *To increase access, technology and safety and affordability of technology infrastructure for women and girls

    *To empower women and girls with digital skills

    *To increase the participation of women and girls in STEM

    Panelists and participants ecxhanged ideas to be added and clarified in the declaration including : setting clear, specific and measurable targets to track progress of the Declaration’s implementation; domesticating the new technologies to promote ownership from women and girls, developing strategies to reach rural and illiterate women, enhancing the role of the Private sector in the development of ICT infrastructure for women and girls and increasing the number of women in leadership positions to influence decisions in mainstreaming women and girls in ICT, among others.

    The Minister of Gender and Family Promotion Nyirasafari Esperance said this Declaration will be called the Kigali Smart Women and Girls Declaration and added: “we believe this declaration will have positive impact in the advancement of Women and Gils in ICT.”

  • TAS deliberations on good pace

    {The second day of TAS2017 was marked by a high-level conversation with attending Heads of State, leaders of international organisations and the ICT business community on how Africa can use ICT to accelerate its socio-economic transformation, deliver wealth and prosperity for its citizens. }
