  • DRC army fights rebels in east, 11 hostages released

    {A military spokesperson says 11 people kidnapped by rebels in eastern Democratic Republic of Congo have been released after days of fighting.}

    Captain Mak Hazukay Mongba said on Monday that residents of Mamundioma village were freed on Sunday near the Virunga National Park after the military intensified fighting against Allied Democratic Forces rebels. The ADF rebels had taken the 11 after an attack on Friday.

    The released hostages said they were told to call on the military to halt operations against ADF rebels.

    The group has killed more than 1 000 people in eastern DRC since October 2014.

    A local rights group based in Beni says more than 100 people are still being held by the rebels.

    ADF, founded in Uganda, has been active since the 1990s but intensified its attacks inside DRC several years ago.

  • 841 convicted on corruption, misallocation of over Rwf 3 billion in three years

    {A total of 841 convictions of corruption and misallocation of over Rwf 3 billion (Rwf 3, 386,383,761) were registered between 2013/14 and 2015/16 fiscal years, Rwanda Prosecution has revealed. }

    In a report that was released yesterday by Jean Marie Vianney Nyirurugo,
    the head of economic and financial unit at the Public Prosecution Authority in a consultative meeting of Kigali city with grassroots leaders, it was revealed that the fiscal year 2014/15 registered a large number of corruption convicts.

    According to the report, in 76 court cases 183 people were accused of receiving over Rwf 1.7 billion in bribery in 2013/14; 388 court cases alleging 439 for receiving the bribery of Rwf 925,442, 337 were handled in 2014/15 while over 179 court cases accusing 219 people who allegedly received Rwf 739, 667, 140 were handled in 2015/16 fiscal year.

    Statistics indicate that corruption rose from 0.5 in 2010 to 5% in 2016.

    Nyirurugo explained that obtaining information on corruption, delays of pursuing culprits identified by the Auditor General, tampering with evidence and denying access to files during audits among others were pointed as challenges to address in fighting corruption.

    The Chairperson of Transparency International Rwanda, Ingabire Marie Immaculée said that refusal to provide information on corruption hinders its eradication.

    “The most challenging issue is that people hide information on bribery,” she said.

    Ingabire urged Rwandans, especially internal auditors, to be honest and provide information without hiding culprits.

  • South Sudan warring factions sign another peace agreement

    {It was a moment of joy as two warring factions of South Sudan People’s Liberation Army (SPLA) and the SPLA-10 Yei River State signed a peace accord in Kampala to end the on-going armed conflict in Africa’s youngest nation.}

    SPLA-IO Yei River State is one of the rebel groups loyal to former Vice President Riek Machar, who is fighting to depose President Salva Kiir.

    The peace accord was mediated by the Evangelical Presbyterian Church leader Bishop Elias Taban Parangi after a four day joint military committee meeting in Kampala.

    Daily Monitor has learnt that the meeting focused on permanent ceasefire, an assembly area where armed rebels would assemble and their security, the planned national dialogue and opening of all roads to and out of Yei town- a hotbed of the conflict.

    SPLA was represented by Maj. Gen. Marshal Stephen Babanen while SPLA-IO Yei River State was represented by Brig. Hillary Edson Yakani.

    Bishop Parangi said it was painful for Africa’s youngest nation to be entangled in an armed conflict instead of engaging in development and reconstruction projects.

    “This war was uncalled for because there was no valid reason for its occurrence. I know it is being engineered by opportunists who want to satisfy their interests at the expense of thousands of people. However, we pray that the peace agreement between these two warring factions which you have all witnessed be blessed by God and hence peace for our people,” Bishop Parangi said.

    In the agreement, SPLA and SPLA-IO Yei River State re-affirmed their commitment to continue working together to enhance cooperation and coordination of efforts to end the conflict.

    Both parties recognised that there is need for free movement of people, goods and services.

    Brig. Yakani said they resolved to encourage the voluntary return of refugees to their homes.

    “Today, we are standing here to give assurance to the suffering community of South Sudan that there is a lot of hope, and our being here is to silence guns. This is the end of the clashes and we are coming back with a vision of re-uniting,” he said.

    In August 2015, President Kiir signed a peace deal with rebels in Juba to resolve the conflict that had paralysed South Sudan since 2013. On the other hand, Dr Machar signed the same accord in Ethiopia.

    The signing ceremony was witnessed by Ugandan President Yoweri Museveni, Kenyan President Uhuru Kenyatta and the Prime Minister of Ethiopia Hailemariam Desalegn.

    However, Dr Machar violated the peace deal and waged fresh war against President Kiir’s government, something that has, to date, intensified anarchy in South Sudan.

    Gen Babanen said that SPLA has been, and will always welcome rebels so as to re-unite the people of South Sudan.

    “From today, we have ceased fire and we would like to thank SPLA-IO Yei River State for showing a good gesture. Let’s build our country into a greater nation that will benefit not only our people but also the neighbouring countries,” he said.

    The South Sudan envoy to Uganda Samuel Lowate said that the eruption of conflict in South Sudan after independence only makes the country backward.

    “I know there is no easy walk to freedom but I am glad that we have harvested the fruits of our mediation today. I strongly believe in the almighty God that our country will regain peace and suffering shall be no more,” he said.

  • Russia tried to hack US voting systems for months, report suggests

    {A top secret National Security Agency document shows that hackers from Russian military intelligence tried repeatedly to break into US voting systems before last year’s presidential election, The Intercept reported.}

    The online news outlet said on Monday the NSA report depicted a hacking operation tied closely to Moscow’s GRU intelligence directorate that targeted private US companies providing voter registration services and equipment to local governments around the country.

    The operation, which potentially threatened the integrity of the US vote, went on for months, until just days before the November 8 election, according to the document.

    The NSA did not conclude whether the hackers had any effect on the outcome, The Intercept said. But US intelligence officials have repeatedly said vote tallies were not affected in the election, won in a shock upset by Donald Trump.

    The Intercept, which focuses on national security issues, said the NSA document was dated May 5, the most up to date view made public so far by US intelligence services of the Russian effort.

    The Intercept did not say how they acquired the document, but shortly after its report appeared, the Department of Justice announced the arrest of Reality Leigh Winner, an employee of a national security contractor, for leaking top secret information to “an online news outlet”.

    While neither the information nor the outlet were identified, the information was also described as a report dated May 5.

    Asked about the arrest, Intercept spokeswoman Vivian Siu said the NSA document came to them anonymously. “The Intercept has no knowledge of the identity of the source,” she said.

    The report expanded on US allegations that Russian President Vladimir Putin directed a concerted effort, involving hacking and disinformation, to interfere with the election to help Trump.

    “Russian General Staff Main Intelligence Directorate actors … executed cyber espionage operations against a named US company in August 2016, evidently to obtain information on elections-related software and hardware solutions,” the NSA report says, according to The Intercept.

    “The actors likely used data obtained from that operation to … launch a voter registration-themed spear-phishing campaign targeting US local government organisations.”

    The report was published just days after Putin denied allegations that the Russian state had meddled in the US election.

    Putin conceded, however, that there may have been hacking by Russians unconnected with the government.

    As for the charges of government involvement, he said: “This useless and harmful chatter needs to stop.”

    The NSA did not immediately reply to requests for comment on the report.

    The Intercept said that the agency, Washington’s most important signals intelligence body, sought first to dissuade them from publishing it, and then requested redactions.

    The report shows that, by trying to steal log-in credentials and using spear-fishing emails to plant malware, the hackers “obtained and maintained access to elements of multiple US state or local electoral boards.”

    How successful that effort was, and what kind of data may have been stolen, remains an unanswered question, the NSA report says.

    It also notes that despite then-president Barack Obama’s warning to Putin in September last year to not interfere with the election, the hacking attack on voter systems continued through October.

  • India shows off space prowess with launch of mega-rocket

    {India successfully launched its most powerful home-produced rocket, another milestone for its indigenous space programme which one day hopes to put a human into orbit.}

    The 43-metre rocket hurtled into a clear sky at 5:28 pm from the southern island of Sriharikota, one of two sites used by the Indian Space Research Organisation (ISRO) to launch satellites.

    Scientists hugged each other and cheered as the 640-tonne rocket lifted off on Monday.

    “The GSLV – MKIII D1/GSAT-19 mission takes India closer to the next generation launch vehicle and satellite capability,” Prime Minister Narendra Modi posted on his Twitter account.

    The rocket boasts a powerful engine that has been developed in India over many years. Programme managers hope to reduce reliance on European engines that have propelled some of India’s spacecraft in the past.

    The GSLV Mk III rocket carried a satellite weighing more than three tonnes into a high orbit above Earth, a landmark achievement as India had struggled to match the heavier payloads of other space giants.

    “They just launched the most powerful engine in India. It is a cryogenic engine, which took them 20 years to develop. Some engineers have spent their life working on this,” Mathieu Weiss, a representative in India for France’s space agency CNES, said.

    The launch is another feather in the cap for scientists at ISRO, who won Asia’s race to Mars in 2014 when an Indian spacecraft reached the Red Planet on a shoestring budget.

    That feat burnished India’s reputation as a reliable low-cost option for space exploration, with its $73 million price tag drastically undercutting NASA’s Maven Mars $671-million mission.

    ISRO is also mulling the idea of missions to Jupiter and Venus.

    India is vying for a larger slice of the booming commercial satellite business as phone, internet and other companies seek expanded and more high-end communications.

    In February India put a record 104 satellites in orbit from a single rocket, surpassing Russia which launched 39 satellites in one mission in June 2014.

    The rocket’s main cargo on that occasion was a 714-kilogram (1,574-pound) satellite for Earth observation but it was also loaded with 103 smaller “nano satellites”, nearly all from other countries.

    Although India has successfully launched lighter satellites in recent years, this latest rocket is capable of carrying a massive four-tonne payload into high orbit — twice the capacity of its predecessor, ISRO says.

    The space agency tested a less-developed version of the rocket in December 2014 while the cryogenic engine was still in the testing phase.

    It carried an unmanned crew capsule which separated from the rocket and splashed down in the Bay of Bengal off India’s east coast 20 minutes after liftoff.

    The Indian-made capsule was designed to carry up to three astronauts but ISRO said it would take at least another seven years to reach the point where a crew could be put into space.

    India wants to become the fourth nation — after Russia, the United States and China — to put astronauts into orbit but its manned spaceflight programme has experienced multiple stops and starts.

  • Minister Mukantabana calls for extra caution against fire outbreak

    {The Minister of Disaster Management and Refugee Affairs, Seraphine Mukantabana, has commended the Rwanda National Police (RNP) efforts to fight and prevent fire outbreak.}

    The Minister, who was speaking yesterday in Prime economic zone in Masoro, Gasabo District to launch the campaign against fire outbreak, said that measures taken including community awareness and increasing its response capabilities protect Rwandans against disasters.

    The campaign is in the context of Police Week.

    Minister Mukantabana, however, said that fire outbreaks lead to enormous economic loses and sometimes loss of lives.

    “Most fire disasters can be avoided if people are cautious, listen and follow guidelines provided by experts in dealing with potential causes,” she said.

    She went on to urge property owners to take precaution and acquire portable fire extinguishers which can be used in emergency situations before the arrival of professional firefighters.

    Minister Mukantabana further asked the business community and individual households to always take insurance cover for their facilities against risks in case of such disasters.

    Present at the function was the Inspector General of Police (IGP) Emmanuel K. Gasana, the Mayor of the City of Kigali Pascal Nyamulinda and the Permanent Secretary in the Ministry of Trade, Industry and East Africa Affairs, Ms. Rosemary Mbabazi.

    Mayor Nyamulinda also advised against using lay professionals in electricity installations and using substandard electrical equipment.

    The Commanding Officer for the RNP Fire and Rescue Brigade, Assistant Commissioners of Police (ACP) Jean Baptiste Seminega, while speaking at the same occasion, noted that most causes of fire outbreaks investigated have been predominantly caused by poor or illegal electric installations, overloading the system, and unattended candles in homes.

    He, however, said that today RNP has increased its capacity and skills to put out any fires reported, on time.

    The force currently has firefighting trucks stationed at the regional level with plans to acquire more to be stationed at the district level.

    As part of the response to fire, RNP and the City of Kigali also established water hydrants in strategic parts of the city for easy access to water sources need to put out fire.

    Meanwhile, during the launch of the campaign, the Police firefighters demonstrated their capacity and capabilities to put out fire in real time.

  • Ngoma: Seized narcotic drugs destroyed as Police intensifies campaign

    {Police in Ngoma District have intensified awareness and operations against trafficking and use of narcotic drugs.}

    This is also intended to further break routes used by traffickers, who use Kirehe-Ngoma to Kigali.

    Last week, Police, prosecution, local leaders and residents joined in a public exercise to destroy about 815 kilogrammes and 90 litres of the banned illicit gin – Kanyanga – seized in various operations.

    While speaking to commercial motorcyclists, cyclists and residents who turned up for the destruction of narcotics in Kibungo Sector, the District Community Liaison Officer, Inspector of Police (IP) Theophile Ndayisaba called for ownership in reporting drug dealers.

    “When you say no to any illegal dealing or report anything unlawful, you are promoting safety, security and stability and that way, you are equally playing a policing role and building your nation as required,” the DCLO told residents.

    He added: “Drug abuse has an effect on someone’s state of mind. Anyone who consumes such substances can’t perform well in class or even succeed in life. You should you protect your future, children and friends from this menace.”

    It is believed that abuse of psychotropic substances is the root cause of most other crimes.

    Fighting drug abuse is one of the priorities of Rwanda National Police.

  • Women urged to be active in fight against GBV and child abuse

    {Police in Rubavu District met with members of the National Women’s Council and urged them to strengthen their effort in raising awareness and fight against gender based violence.}

    The women are from the sectors of Rugerero, Nyundo, Kanama, Rubavu, Nyakiriba and Kanzenze.

    While addressing the women in Rubavu, the District Community Liaison Officer, Inspector of Police (IP) Solange Nyiraneza, said: “We must all stand up and say enough is enough; let’s not just talk…let’s be guided by actions against gender based violence and child abuse.”

    “Police has been at the forefront in the fight against these vices but the success of this campaign rests in the hands and hearts of everyone and you in particular,” added IP Nyiraneza.

    The district coordinator of the women council, Pacifique Ishimwe noted that the government has put in place various strategies to further combat the two crimes including the scale up of Isange One Stop Centre to all district hospitals across.

    She added that fighting Gender Based Violence and Child abuse is in line with ensuring community safety, respecting human rights, and accelerating individual and national development.

    “A safe citizen and a well-grown child ultimately become responsible citizens, good leaders or successful entrepreneurs. Protecting the community is therefore protecting the future of the nation,” Ishimwe said.

    Similar separate consultative meetings were also held in the sectors of Nyarugenge, Nyamirambo and Kimisagara of Nyarugenge District.

  • Man’s body found in trench

    {The body of a young man identified as Mpozembizi Aphrodis,24, has been found in a water trench separating Gitega and Kimisagara sectors near Cyahafi and ADEPR church in Nyarugenge district.}

    It is said that the deceased was a motorcyclist.

    Residents at the scene have told IGIHE that Mpozembizi had been detained in Gikondo rehabilitation center for three weeks.

    “We want to know the cause of Mpozembizi death because we last saw him when we visited Kabuga rehabilitation center where he was detained,” said the landlord of the deceased.

    Police spokesperson in Kigali city,Supt. Hitayezu Emmanuel said investigations are underway to identify the cause of his death.

    “We have got information about his death and taken the body to Kacyiru hospital for postmortem,” he said.

    Supt. Hitayezu explained that police was not aware that the deceased had been detained.
