  • Senate confirms Cyanzayire’s five-year term as Chief Ombudsman

    {The Senate on Wednesday confirmed extension of a contract for Ms Aloysie Cyanzayire to serve another five-year term as the Chief Ombudsman, while Aimé, Bosenibamwe was appointed as Director of the National Rehabilitation Service (NRS).
    }

    The plenary session presided over by the Committee on Political Affairs and Good Governance chaired by Senator Jean Nepomuscène Sindikubwabo approved Cyanzayire reappointment basing on her past competitive performance in the same office.

    “Cyanzayire is capable and meets the needs of the office given her record as head of the same office. She has the experience, and we considered the work she has done during her last term in office. The commission believes Cyanzayire fits in this position,” Sindikubwabo said.

    About Bosenibamwe, the commission said that after holding a discussion with the newly established (NRS) it was approved that former Governor of the Northern Province is capable of leading the new institution to realize its objectives.

    Senator Sindikubwabo further said that both Cynazayire and Bosenibamwe are fit for these positions as proposed by the cabinet. The Ombudsman has a five-year term limit in office and deputies have four but both can be re-appointed for another one term.
    Cyanzayire was appointe d in 2012 replacing Tito Rutaremera who became a Senator. Bosenibamwe is former Governor of Northern Province.

    The National Rehabilitation Service for street children/juveniles was set up last year under a cabinet resolution.

    It is an independent institution that helps coordinate activities in addressing street children challnges, through prevention, reintegration; rehabilitation and coordination of key strategies to curb street children presence and Juvenile crimes.

    François Ngarambe the RPF- Inkontanyi Secretary-General has said that the ruling party will explain why the party has not realized everything they promised to do for Rwandans.

    Rwandans will cast their votes on August 4, 2017, while the Presidential Elections campaigns are set to kick-off on Friday, July 14th for the period twenty days.
    The ruling party is expected to kick-off the Presidential campaigns in Ruhango District in the Southern Province.

    RPF-Inkontanyi SG explained that there is no special reason why they will start from Southern Province, but it’s just a mere change.

    “President Kagame will campaign in all the districts in the country depending on the size of each constituency and if necessary in two districts at same day depending on its scope. The election campaigns will be full of novelty; in fact, the guidelines to be followed will demonstrate what Rwandans desire.”

    The RPF-Inkontanyi SG further pointed out that while the President will be campaigning in several different parts of the country, other party members and volunteers will be reaching out to the grassroots levels, villages, sectors, cells and house to house.

    Mr.Ngarambe further repulsed the complaints from some presidential aspirants who complained that election campaign period is short, saying that “The two week period allotted by electoral authorities is ample.”

  • Over 300 observers in Rwanda for elections monitoring

    {Over three hundred election observers from different parts of the world are monitoring the 2017 Presidential election campaigns that began Friday 14th, 2017.}

    Prof Kalisa Mbande the President of the National Election Commission (NEC) has told the media since the candidates are campaigning; the observers have begun to perform their duty.

    “There are observers monitoring the elections, while others are following up the campaigns deeds. Now we have over 307 from different Africa, Asia, as well as Europe. Over 10% are foreigners.

    Just like how it was in 2010, the EU in May this year said that it will not send an observer mission to Rwanda since they had sent them to other countries holding elections.

    When Prof Kalisa was reminded he replied that all observers have where they’re assigned to go but they can still visit other places but are not allowed to make a report.

    “Except, every candidate or independent political party is allowed to have a minimum of one observer.” He explained

    NEC established 2,326 polling sites, while the polling stations will are 16,018 where voters will cast their votes.

    Election campaigns kicked-off on Friday, July 14th and will concluded on August 3rd a day before the Rwandan make their choice.

    Three candidates campaigning are: Incumbent President Paul Kagame representing FPR Inkontanyi, Dr. Frank Habinenza from the Democratic Green Party and Phillippe Mpayimana

  • Isonga FC puts all players on the transfer market

    {Youth side Isonga FC which recently got elevated to the top football division has surprisingly placed all its players for sale on the transfer market.}

    GregoireMuramira the Isonga fc president has told IGIHE that the club is ready to release any player who is interested in joining any football club of his choice. They are prepared to hand him a chance to remain if they wish as they continue to search for new signings.

    “If any club is interested in signing the player, we are ready to release him; you very well know that we released a goal keeper to join Kiyovu Sports in the middle of the last season. But because he got an opportunity we had to release him.”

    “ To us when other clubs are interested in some of our players we have no problem with that as long as they meet what is required, if your to remember the main objective of establishing Isonga FC was to detect, scout and nurture young talent at the grassroots level and then promote them to the top flight clubs.”

    When asked about the club chances now that it will be featuring in the top flight division in the 2017/2018 league season, the veteran football administrator replied that it is not the first time but it is the third.

    “Our goal is not to win the league title or battle with the top-flight clubs but to nurture youth talent, and promote them to the elite level. We have achieved that, and the results can show. We recruited player aged between 15 to 16 years,” Muramira said.

    A number of players have passed through the Isonga FC youth rankings, and today they feature in some of the top clubs, and for the national team Amavubi.

    These include: Emery Bayisenge; Michel Rusheshangoga; SalomNirisarike; Marcel Nzarora, Olivier Kwizera and those in the national team are: SavioNshuti, DjabelManishimwe, Mustapha Nsengiyumva who assisted Rayon Sports to lift the league title.

  • The Premier tasks prosecution to be upright

    {{The Prime MinisterAnastaseMurekezihas reminded prosecution that their duty is inseparable from upholding human rights and all its legal obligations.}}

    The Premier made the comments during the swearing IN of two prosecutors; Didiera Rudahusha prosecutor on intermediate court and Kayitesi Claudine, a prosecutor of premier instance court, both of whom were confirmed by the cabinet on 26 May 2017 and received on 10th July 2017.

    Murekezi said; “your responsibility demands you to be upright, which must be supplemented by proper application of your consciousness, so that all the judgments you will be making should be characterized by justice, which is approved by the citizenry you serve.”

    The Premier requested prosecution to apply Information technology in order to help them speed up their duties, on top of offering proper service delivery, most especially in regard to cases of 1994 genocide suspects, who are still at large in different countries.

    He said that, there are crimes regarding murder, gender based violence among households, there crimes regarding child impregnation crimes that devastate national economy including corruption, swindling national resources, and failure to pay back bank loans and micro finance institutions.”

  • NEC asks candidates to observe sanity during election campaign

    {{The National Electoral Commission (NEC) has asked Presidential candidates and their supporters to be vigilant against to what may cause disorder during the presidential campaigning period.}}

    On July 7, election authorities released the final list of presidential candidates, including Paul Kagame who is representing FPR Inkotanyi, Frank Habineza from Green Party as well as Philippe Mpayimana.

    NEC has asked candidates to follow the rules and regulations during the campaigning period, warning that those who violate the rules will be dealt with accordingly, for the first and second time they will warned, for the third time they will be disqualified.

    Charles Munyaneza, the NEC executive secretary said “Candidates must inform the district or municipality authorities 24 hours prior to holding campaigns.”

    “The residents who will be supporting their respective candidates should conduct themselves in a proper accepted manner; while candidates have been asked not to affront the other since it is normal to have different views in democracy.”

  • Einstein Forum to be hosted in Rwanda

    {{The Next Einstein Forum (NEF) – Africa’s global forum for science in Africa –will be held in Kigali Convention Center, Rwanda from 26th-28th in March, 2018.

    The NEF, an African Institute for Mathematical Science (AIMS) initiative in partnership with the Robert Bosch Stiftung, is a global platform that connects science, society and policy in Africa and the rest of the world – with the goal to leverage science for human development globally.

    Mr. Thierry Zomahoun, NEF Chair and President and CEO of AIMS said after a successful NEF Global Gathering 2016, we are excited to launch the process to recruit the next class of Africa’s most brilliant young scientists.

    “The first class, through their compelling presentations during the NEF Global Gathering in Dakar, demonstrated to the world that Africa is a source of cutting-edge research, life changing innovations and scientific leadership.”

    “The NEF Fellows are changing perceptions, breaking barriers and inviting global collaboration that is necessary for Africa’s and the world’s development trajectory. We are so confident that this year we have expanded the number of NEF Fellows from fifteen to twenty spots,” Zomahoun disclosed

    Application to the NEF Fellows programme is open to Africans from around the world – including those who currently reside in the Diaspora – in all fields of science, including the social sciences, humanities and technology fields.

    Applicants must be under 42 years, hold a PhD and demonstrate a strong track record of research/findings that have a global impact.

    Dr. Ingrid WuenningTschol, Senior Vice-President Strategy of the Robert Bosch Stiftung, which has partnered with AIMS to create the NEF, said: “As we saw in Senegal, the NEF Fellows are excellent representatives of their fields.

    “They are doing brilliant research, mentoring the next generation of African scientists and they are showing the potential of Africa to the rest of the world, but also to the African leaders. As we open the new call for applications, we hope to ignite greater collaboration among scientists on the continent and globally. “

    “We also believe that strengthening research on the African continent will have sustained positive impact for the world. We encourage all who qualify to apply to the NEF Fellows programme.” Dr. Ingrid explained

    Einstein Forum was Launched in 2013, the Next Einstein Forum (NEF), in partnership with the Robert Bosch Stiftung, will host biennial NEF Global Gatherings where hundreds of outstanding thinkers and distinguished stakeholders from around the world, will gather together in Africa, Kigali to leverage science for global development.
    Last year, NEF signed a partnership agreement with the Government of Rwanda, to have the NEFprovide the framework for the establishment of an AIMS Centre of Excellence in Mathematical Sciences as well as a cutting-edge Quantum research centre in Kigali, a first for Africa.

  • Actor, film producer Harrison Ford visits Kigali Genocide Memorial

    {{American actor and film producer Harrison Ford visited the Kigali Memorial Center on Monday leaving a strong message in the visitor’s book.}}

    The Hollywood actor wrote in the book “The job that you do will develop the world in the future. We shall partner with you in the liberation, and strongly thank you for the effort put in reconciliation”

    Ford gained worldwide fame for his starring roles as Han Solo in the Star Wars film series and as the title character of the Indiana Jones film series.

    The 74-year old is also known for his roles as Rick Deckard in the neo-noir dystopian science fiction film Blade Runner (1982); John Book in the thriller Witness (1985), for which he was nominated for the Academy Award for Best Actor; and Jack Ryan in the action films Patriot Games (1992) and Clear and Present Danger (1994).

    In 1997, Ford was ranked No. 1 in Empire’s “The Top 100 Movie Stars of All Time” list. As of 2016, the U.S. domestic box-office grosses of Ford’s films total over US$4.7 billion, with worldwide grosses surpassing $6 billion, make Ford the highest-grossing U.S. domestic box-office star.

  • Rayon Sports signs Ally Niyonzima from Mukura VS

    {League champions Rayon Sports FC have signed Ally Niyonzima from arch-rival Mukura Victory Sports Club. }

    Olivier Gakwaya Rayon head of communication has confirmed the news saying the player will assist club during the Caf Champions Tournament. He has signed a two-year contract deal

    Ally is now our player without any question about it; we have finalized the deal with Mukura VS. Signing his does not mean any player from the club who wishes to leave is not free transfer to any club of his choice especially Fabrice Mugheni who is alleged to join AS Kigali.

    “We want have many players who are capable of performing because we shall feature in several competitive tournaments. We have opened talks with Fabrice. KakuleMugheni,Thierry ManziBakame and others to see that we can renew their contracts.” Gakwaya explained

    Niyonzima joins other new signings by the Rayon that include: Eric Rutanga from APR fc, YoussoufHabimana from Mukura, Saddam Nyandwi from Espoir fc and Gilbert Mugisha who is alleged to leave relegated side Pépinière fc.

    The club has lost Dominique SavioNshuti who joined AS Kigali last week, Gakwaya has also said that they are not in rush to replace Coach JumaMasudi who surprisingly left the club after leading them to the 8th league title this season.

  • There are no immediate plans to scrap CHAN, says CAF President

    {{There are no immediate plans to scrap the African Nations Championship (Chan) despite its lack of appeal among some coaches and players.}}

    The tournament, primarily aimed to serve as a development vehicle for players based on the continent, has proved to be a headache for most coaches as it does not fall within the Fifa calendar.

    As such clubs, especially those on the continent, are not obliged to release players; this has left coaches scratching all over to find players.
    According to Super sport, the Confederation of African Football (Caf) president Ahmad Ahmad, in his first visit to SA, said the tournament would continue to feature on the Caf calendar.

    Ahmad reported to have said that, while there were some reservations about the Cosafa and Chan tournaments, these competitions were critical in developing the game on the African continent. He said instead of doing away with these tournaments, the issue which African football leaders should grapple with is how to consolidate those regional tournaments.

    “Africa is a huge continent and as such regional tournaments play a vital role in the development of the game in Africa. And it is on this scope that that I should praise Cosafa for managing to have these various tournaments annually. It is not easy but we should just find a way to better organise and run them.”

    The next Chan tournament is scheduled for Kenya next year but there are serious concerns around facilities and the readiness of the east African country to host.

    “We did send a powerful inspection team (to Kenya). And at the moment the reality is that they are not ready. The same way we don’t want politics to interfere with football, we don’t want football to interfere with politics. Our delegation is talking to the government as you know there will be presidential elections in August. They asked us to give them until the end of August when they will give us their action plan.”

    “After that we will sit down to take a decision whether we will have it in Kenya or not. The tournament will take place at the indicated dates in proper conditions, with infrastructure that Africa will be proud of. That I can assure you of,” said Ahmad.

    Asked to comment on his success as Caf president thus far, Ahmad said “there are many” without giving any specifics. He took over from long-time African football head IssaHayatou in March. But Ahmad admitted that he took over an organisation in need of deep reform. “But it’s not in my nature to expose things that are not working,” he said.
    The Caf president said he was impressed by the Safa House, describing it as a world-class organization, which other African countries must emulate.

    During the visit in SA, Ahmad touched on several issues but said the upcoming Caf Symposium in Morocco should form the continental blueprint going forward.

    “We have invited all stakeholders of the game including coaches and club owners; this symposium should give us a direction on the way forward,” he said.

    The Caf President said that, while there has been lots of talk that Caf should move its headquarters to South Africa from Egypt, he said this was not part of his agenda during his campaign.

    He said he has not found out what reasons the founding fathers of Caf, of which South Africa was part, arrived at for having the headquarters in Cairo, but one reason is that Egyptian civilization helped this great African continent.

    “The reasons for taking the Caf HQ to Egypt were taken by the pioneers of African football and they decided to have it in ancient Egypt. I don’t see the reason for taking away the Caf HQ from Egypt,” he said.
