  • Knifeman attacks house of Kenya’s vice president

    {William Ruto was not at home during the machete attack that left a policeman seriously injured, security sources say.
    }

    A man armed with a machete attacked the country home of Kenya’s deputy president and injured a guard before holing himself up in an outbuilding, police said on Saturday, 10 days before presidential and legislative elections.

    Deputy President William Ruto was out with his family at the time of the attack in the town of Eldoret, about 312km northwest of the capital Nairobi.

    Ruto is the running mate of President Uhuru Kenyatta, who is seeking a second and final term in office in the August 8 elections.

    “In circumstances that are yet unclear, he hit an officer on duty … with a machete and managed to enter a farm complex,” Inspector General of Police Joseph Boinnet said in a statement, adding that officers were still trying to arrest the assailant.

    “The injured officer is undergoing treatment and is in a stable condition,” Boinnet said, adding that Ruto’s house was secure.

    “Other officers were quickly mobilised and the intruder was forced to hide at a building that is still under construction next to the gate,” Boinnet said.

    Local television stations had reported earlier that gunmen were behind the attack on Ruto’s home, with NTV News and KTN News reporting that gunshots were heard at the scene.

    Typically, the deputy president’s residence is guarded by an elite paramilitary police unit.

    According to NTV News, a spokesman for Ruto declined to comment but the security official said the vice president had left the house shortly before the attack to attend a rally alongside President Uhuru Kenyatta, his running mate who faces a tight re-election contest on August 8 against longtime opposition leader RailaOdinga.

    Ruto’s home sits in Kenya’s western Rift Valley area, the flashpoint for an outbreak of election violence after the disputed 2007 polls that killed 1,100 people and tarnished Kenya’s image as a regional beacon of safety and stability.

    According to opinion polls, this year’s election will be close and tensions have been rising.

    Odinga has repeatedly claimed the government is scheming to steal the election, while Kenyatta has accused Odinga of trying to delay the polls.

    Threats and voter intimidation

    Earlier this month, Human Rights Watch said it had received reports of threats and voter intimidation in Naivasha, a flashpoint town in 2007 and one of the potential hotspots in this year’s election.

    In the Rift Valley, hate speech flyers have been circulating and some local residents have already left their homes.

    The 2007 bloodshed haunted both Ruto and Kenyatta long after it ended, when the International Criminal Court put both on trial for orchestrating the violence.
    Those charges were later dropped, with ICC chief prosecutor FatouBensouda blaming a relentless campaign of victim intimidation for making a trial impossible.

Roland Zamora visited the Rwandan Police peacekeepers’ camp on July 28, and thanked them for their sacrifice and putting their life on the line for the sake of the civilian population.

    “I came to thank you for your determination and courage in restoring peace and stability in this area and the country in general,” the Police Commissioner said.
    His comments were in line with the recent attack on IDP camp by the ex-seleka rebels, who were repulsed by the Rwandan peacekeepers.

    The three-day standoff happened between June 30 and July 2, when the Rwandan police peacekeepers managed to repel and capture some of the attackers.

    “I congratulate the commander and the entire unit for the determination and courageous actions you have shown in protecting the civilian population,” he said.

    His visit and salutation follows a recent formal letter by Dr. Renner Onana, the chief of the Human Rights and Justice Section in MINUSCA, who also credited the readiness, professionalism and response that the Rwandan Police peacekeepers continues to exhibit at all times in apprehending criminals, as well as their partnership with the people in human security activities.

  • CNLG, Ibuka irked by UK’s refusal to extradite genocide suspects to Rwanda

    {CNLG and Ibuka have castigated the decision by the UK Supreme Court of declining to extradite to Rwanda a number of people suspected of having committed genocide crimes during the 1994 genocide against the Tutsi.
    }

    The court decision has halted the transfer of Emmanuel Nteziryayo Vincent Brown(Bajinya), Charles Munyaneza, Celestin Mutabaruka and Celestin Ugirashebuja, on a pretext that there is no justice in Rwanda.

    The Executive Secretary of CNLG, Dr. Jean-Damascène Bizimana, told the Press that such court decision was taken basing on falsehoods , because the justice system in Rwanda is independent and impartial.

    He said, “It is a decision which is not in line with an International Criminal Tribunal (ICTR) which was established for Rwanda; most countries including Canada, Norway, The Netherlands, Sweden and the United States of America sent the perpetrators back to Rwanda, people who were suspected to have committed Genocide, where their cases were heard from, and now they can see that justice is on international standards.”

    He reminded that Canada sent back Dr Léon Mugesera, currently serving a life sentence, for having committed Genocide crimes; Jean Baptiste Mugimba and Jean Bosco Iyamuremye. He also pointed out that U.S.A sent back Prof. Leopold Munyakazi, while

    ICTR sent to Rwanda Jean Uwinkindi, Ladislas Ntaganzwa, and Bernard Munyagishari.

    He said that if impunity is to be done away with, UK should adhere to international guidelines for hearing Genocide cases, thus extraditing the them to where they committed crimes.

    The Executive Secretary of Ibuka, Naphtal Ahishakiye, said that 23 years after the Genocide which was committed against Tutsi, Rwanda has built its institutions, including justice. He said that the UK decision should be taken as a hindrance to justice, and supporting genocidaires.

    Celestin Ugirashebuja, born in 1953, is a former Bourgmestre in Kigoma Commune, Gitarama Prefecture, is accused of preparing and implementing Genocide plans.

    It is alleged that he issued an order to kill Tutsi, who had been taken to his office at the commune, as well as giving directives to go and hunt Tutsi wherever they could be hiding, thus killing them.

    During the second week of April 1994, Ugirashebuja directed an attack to kill Tutsi and raping women. After arriving in exile, he continued hate speech which ferments hatred among Rwandans.

    Emmanuel Nteziryayo the former Bourgmestre of Mudasomwa Commune in Gikongoro, is accused of having a role in the preparation and implementation of Genocide.

    He lived in the UK, while hiding, using Emmanuel Ndikumana as a pseudo name.
    From 2011 until June 2016, through the branch of prosecution responsible for tracking Genocide fugitives, Rwanda prepared and submitted a dossier of 493 genocide suspects in different countries requesting for their extradition and face justice in Rwanda.

  • Our politics has changed for better-Kagame

    {The RPF Inkotanyi flag bearer, President Paul Kagame who was accompanied by the First Lady Jeannette Kagame, told the people of Rusizi that in the past 23 years, the country’s politics has changed for the best and people in all positions of leadership are now focused on the interests of all Rwandans.
    }

    Kagame who was campaigning in Nyakabuye Sector of Rusizi District, addressed residents from at least 7 sectors.

    At the rally held near the famous hot springs (amashyuza), the incumbent said that his government will strive to ensure that every Rwandan has access to electricity in their home, saying that this is a right for everyone.

    At the rally, he elaborated the country’s governance system, saying that the Rwandan approach to politics is to deliver what best suits Rwandans and their aspirations.

    “The kind of politics we have now is new compared to what we had 23 years ago. The politics we currently have brought us together, one that promotes unity and for us, that is the kind of democracy we know and it works for us,” Kagame said.

    He added that the last 23 years have been about building a new Rwanda with a people united and geared towards prosperity.

    He promised that casting a vote in favour of RPF during August polls will mean choosing continued development in all sectors.

    “Our promises are not mere politicking. We have a record that we deliver on what we promise and will continue to work with you to ensure all that is in our manifesto is delivered,” President Kagame noted.

    The ultimate aim of RPF, he saidm, is to create as many opportunities as possible to ensure no Rwandan is left behind in the journey to prosperity.

  • Kagame orders expedited completion of Rusizi Marine Bay Hotel

    {President Paul Kagame has directed the speedy completion of a modern hotel currently under construction in Rusizi District, in the Western Province, where he indicated that it is the last time he is reminding concerned parties to expedite its completion as it is expected to generate a lot of opportunities, yet, its construction is being subjected to sluggishness. }

    The construction of Hotel Bay kicked off in 2008, by Cyangugu Catholic Diocese under the trading name Ituze, but as the diocese resources dwindled, it sought for joint investment. When he last went to Rusizi District in 2015, President Kagame requested the stakeholders, including local leaders to speed up construction activities of the Hotel and assigned Rwanda Development Bank to oversee its construction activities.

    The hotel is a joint venture of Cyangugu Diocese, all Western Province Districts and Rwanda Development Bank.

    When Kagame was on his campaign trail in Gihundwe Sector, on 28th July 2017, he said that it was his last time to remind concerned parties that the Hotel was supposed to have been completed in 2016.

  • Trump Rages at Republicans as John McCain Kills Obamacare Repeal Bill

    {President Donald Trump raged that three Republicans and 48 Democrats had “let the American people down” after a dramatic late-night vote saw a slimmed-down attempt to repeal aspects of the Affordable Care Act fail.}

    Three Republican senators—Susan Collins, Lisa Murkowski, and John McCain—voted against the so-called “skinny” repeal, which aimed at scaling back some of the more controversial provisions of Obamacare.

    McCain, who has an ongoing war of words with Trump and revealed last week that he was suffering from brain cancer, cast the decisive vote against the bill. In total, 51 senators—the three rogue Republicans, plus all 48 Democratic senators—voted against the repeal, while 49 Republicans voted in favor.

    The bill constituted Trump’s third failed attempt to repeal even part of Obamacare. In the early hours of Friday morning, the president tweeted his anger at the failure and said he would now “let Obamacare implode.”

    The “skinny” repeal —an eight-page Senate bill titled the Health Care Freedom Act—would have eliminated the individual mandate for all Americans to have health insurance coverage. It would have increased the number of uninsured people by 15 million next year and insurance premiums for people buying insurance on their own would have increased by roughly a fifth, according to the Congressional Budget Office.

    Among other measures, it would also have cut federal funding to Planned Parenthood for one year and would have gotten rid of funding provided for a variety of public health programs.

    Vice-President Mike Pence—who would have cast the decisive vote had the bill been tied—was seen talking to McCain for more than 20 minutes ahead of the vote, the BBC reported. But McCain then approached a group of Democrats before voting the bill down.

    McCain said after the vote that he was not convinced that the “shell of a bill” would have meaningfully replaced Obamacare. “While the amendment would have repealed some of Obamacare’s most burdensome regulations, it offered no replacement to actually reform our health care system and deliver affordable, quality health care to our citizens,” said the Arizona senator.

    But McCain also re-emphasized his desire to see Obamacare repealed and criticized the way it was passed in the first place.

    McCain, a veteran of the Vietnam War, has been an outspoken critic of Trump’s administration, recently saying that American leadership was worse under Trump than former President Barack Obama.

    While he was a presidential candidate, Trump said that McCain was “not a war hero” since he was captured and tortured by the North Vietnamese. “I like people who weren’t captured,” said Trump at a 2015 event in Iowa.

    But Trump recently changed his tone and praised McCain for returning to the Senate to start the debate on health care legislation after his cancer diagnosis. Trump said on Tuesday that McCain was an “American hero.”

  • Court martial begins hearing case of two privates accused murder

    {The Military Court has today, begun hearing ta case that involves two junior soldiers accused of brutally shooting and killing Aimé Yvan Ntivuguruzwa, 28, in Gikondo, Kigarama Kicukiro district on the night of 9th May 2017.}

    The charges against the two suspects; Private Jean Pierre Nshimyumukiza and Private Claude Ishimwe according to the Military Prosecution are murder, extortion by violence, degrading or damaging property belonging to others, illegal use of firearm and insubordination.

    Pte Ishimwe Jean Claude pleaded guilty to all charges, while Nshimyumukiza J Pierre pleaded guilty on murder charges and rejected others against him.

    The Military Prosecution requested for a 30-day remand for the accused because of the gravity of charges against them.

    The defense lawyer Uwimana Thadee requested the Court to release his clients on bail saying that the murder was not pre-meditated and the suspects were in self-defense.

    One of the suspects, Ishimwe said that as they were on duty during a night patrol, they asked some people to identify themselves, one of who was the late Ntivuguruzwa’s wife.

    She is said to have called the husband who later provoked the two soldiers who were on duty telling them ‘You can’t threaten me because I held the gun before you did.’
    Ishimwe said that the late wrestled his colleague to the ground, disarmed him and took the radio call, thereby prompting him to shoot him in the leg, so that they could have the gun back.

    He further said that because he could not believe how a civilian can disarm a soldier, he supposed that it was possible for him to shoot them.

    However, Ishimwe said that he never killed Ntivuguruzwa instead he was killed by the bullets which were fired by Nshimyumukiza, who shoot him while kneeling down.
