  • RRA, Liberia Revenue authorities sign cooperation deal

    Rwanda Revenue Authority (RRA), Liberian Revenue Authority (LRA) have signed a mutual cooperation to enhance assistance and cooperation between their respective customer’s administrations.

    The cooperation includes exchange and sharing of advice, information, and experience between the two institutions as well as finding lasting solutions to existing challenges between the two institutions.

    The two revenue authorities have agreed to share information about their customer’s laws and procedures that are relevant to ensure proper application of tax laws and mutual cooperation, in the prevention investigation and combating of tax offenses.
    RRA Commissioner Richard Tusabe said that the cooperation will assist the two authorities to offer proper services since both authorities are better in some way or the other.

    “They are better than us in certain areas, even us we are better in other areas so what we can work together as a way of learning from each other. The cooperation will enhance two authorities in building capacity to sustain the improvements that have been achieved” Tusabe said

    LRA Commissioner Stewart Elfrieda also said that the reason cooperating with RRA is that Rwanda is one of the states which is developing in the business sector.

    “Rwanda is one of the fasting growing economies on the continent especially in the business sector, so we as LRA decided to cooperate with RRA. We wish to learn a lot from RRA especially when it comes to tax collection in general and how to change the mindset of tax payers”

  • DIGP Marizamunda inaugurates new regional police headquarters

    The Deputy Inspector General of Police (DIGP) in charge of Administration and Personnel, Juvenal Marizamunda on August 25, inaugurated the newly constructed Western Region Police Headquarters.

    The Rwf 600 million worth spacious complex is located in Gisenyi sector in Rubavu district will accommodate the regional offices, the District Police Unit (DPU) of Rubavu and Gisenyi Police Station.

    In his remarks, DIGP Marizamunda noted that bringing all services together and closer to the people remains Rwanda National Police (RNP)s priority.

    The new office premises will improve service delivery, save time and resources that the people incurred to acquire services from different centers and commended the efforts from RNPs partnership with all state and non-state actors in the promotion of peace and maintaining security for both people and proper.

    DIGP Marizamunda noted that RNP will remain committed to improving the skills and working environment of an officer to better serve the population.

    He asked police officers to remain professional and disciplined in order to have the trust and win the confidence of the public.

    Similar regional headquarters were constructed last in the Eastern and Southern Province. The Eastern region police headquarters is a one-story facility located in Rwamagana District was built to a tune of over Rwf577 million and it includes 36 rooms with two conference halls.

    It accommodates the regional offices, the District Police Unit (DPU) of Rwamagana and Kigabiro Police Station.

    The Southern region also got a state-of-the-art facility located Huye District worth Rwf680million that serves as the Southern Region Police Headquarters.
    It has 37 office rooms were constructed in a space of 12 months sits on a 6727 square meter piece of land.

  • Nyabarongo killer crocodile put out of action

    One of the huge crocodiles that have terrorizing residents along Nyabarongo Mageregere Sector was killed on Thursday, August 24th.

    A report from the security agencies in charge of hunting such wild animals and trapping them has killed one of the huge reptiles that have attacked residents who fetch water at banks of Nyabarongo.

    In July this year, IGIHE reported a 54-year old woman who was killed by one of the crocodiles at 6:30 on a Sunday as she fetched water from Nyabarongo River.

    The deceased was identified as Sperata Nyirampakaniye, a resident of Mageragere Sector, Kavuma Cell, Nyarugenge District and Kamonyi districts, respectively.

    Residents in the area near the banks of River Nyabarongo have since expressed concerns over increasing attacks by crocodiles from the water body, saying that the reptiles have increasingly become aggressive.

    Police are yet to release a statement about the hunt for the crocodiles.

  • Exhibitions facilitate trade relationship & technology transfer, says PM Murekezi

    Prime Minister Anastase Murekezi said that the main objective of trade fair is to facilitate trade relationships and technology transfer.

    He made the remarks on August 24th, while officially opening the 20th Rwanda International Trade Fair that is taking place at Gikondo Expo Ground in Kigali from 22nd August to 6th September 2017.

    Murekezi said that organising trade fairs in Rwanda is in line with the country’s vision of putting private sector at the heart of economic development for all.

    Prime Minister Murekezi pointed out that Participating actively in International Trade Fair will help Rwandan exhibitors to fast track knowledge transfer amongst peers thereby strengthening the competitiveness of local business operators.

    He further urged all exhibitors to network extensively and exchange ideas and experience with their international counterparts.

    Today, most of African economies still depend heavily on production and exports of raw materials and unprocessed commodities, too little value addition and few forward and backward linkages to other sectors of the economy. Said Prime Minister Anastase Murekezi.

    The Premier further commended African Countries to increase value addition, extract higher rents from commodities and to better integrate into the global value chains.

    This Rwanda International Trade Fair (RITF) attracted more than 500 exhibitors from 17 countries, the United Arab Emirates, Egypt, Canada, Iran, Pakistani, Turkey, Singapore, Malaysia, Nigeria, Ghana, USA, India and the East African Community (EAC) member states, among others.

  • Rusizi most inefficient in land services

    Results released this morning from a survey that involved 2,194 respondents interviewed about land services offered related to land issues and how they appreciate them in the district of Kigali, Muhanga, Huye, Musanze, Nyagatare, Rubavu, and Rusizi, it was established that corruption in land related services is said to be 10.5%, those who claimed to have issued out bribes 68%, 32% denied offering any bribes.

    The way residents get information about land services, 80% responded that they receive information easily, 14% reported that it's not easy, 2% reported difficulties.

    40% replied that they highly welcomed the way they are received when seeking for land services, 38% replied fairly, 17% said they are not happy and 5% totally responded that they completely don’t appreciate the ways services are offered.

    The report revealed that most of the respondents said it takes between one-two hours to receive a service, 16% reported a time of 2-whole days.

    The report further revealed that 43% Rwandans a highly grateful for the services rendered, 39.8% a happy, 13.4% not happy and 3.2% totally not happy.

  • APR FC, to face Villa Jogoo in a pre-season friendly

    Sixteen-time Uganda Premier League champions SC Villa Jogoo have confirmed a second pre-season friendly match in Rwanda in the game to be played on Tuesday 5th September 2017 at the Amahoro Stadium in Kigali.

    This development was confirmed by APR FC after Rayon confirmed the news over the weekend.

    Villa has also confirmed the two international friendlies in Rwanda against Rayon Sports and APR both at Amahoro stadium.

    Rwanda Premier League champions Rayon Sports will face the Ugandans on 2nd September 2017 in Kigali and on the same day, Rayon Sports will launch new fans’ branches and unveil their new signings.

    In the game against Rwanda, the new players will be unveiled to the fans and a test for the club ahead of the 2017-2018 season.

    All these build up matches are intended to fine tune all the three football clubs ahead of the 2017-18 season.

    All teams expected to give a run to news players in these matches as the as all three teams forge a working partnership.

  • Housemaid arrested for stealing Rwf 1.3million from employer

    The 18-year- old housemaid, a resident of Shangi sector in Nyamasheke district, allegedly stole the money on August 20, and immediately went missing.

    Uwamahoro’s employer learned that his bedroom had been broken and, the money was missing when the housemaid had disappeared. He hurriedly reported to police.

    The Chief Inspector of Police (CIP) Theobald Kanamugire, the western region police spokesperson confirmed the developments and added on that the suspect was arrested after a complaint lodged by her employers.

    “The employer quickly called the police to file a case after investigations, it was discovered that the domestic worker had fled to her home village where she was arrested from,” he said.

    CIP Kanamugire explained that the suspect’s neighbors who had heard of the theft called and confirmed her presence in the village where police also recovered part the money.

    “At the time of arrest we recovered Rwf 900,000 but investigations are still ongoing to recover the remaining amount,” said CIP Kanamugire. He urged employers and the general public, to guard their valuables including money to avoid such incidents from occurring.

    Police also expressed gratitude to area residents for the vigilance exhibited and for handing over the suspect to police without harm.

  • Inauguration of President Kagame: A National and International Statement

    {At last the wishes of majority Rwandese and as fate would have it, the majority of friends of Rwanda, and men and women of good will (that understand Rwanda in its rare context) had their wishes fulfilled when President Paul Kagame was inaugurated for another seven year term, a term that was emotional before when it was put to referendum, during campaigns and much more during inauguration. Unlike in 2010 inauguration which was ordinary, this was very extra ordinary and emotive and for many good reasons. }

    First, it was a term requested by Rwandese and for Rwandese for what President Kagame has delivered to them in unorthodox manner, and in the most difficult environment any leader can lead and so this was inauguration of hopes of Rwandese for more delivery of common good, one that has eluded many African economies.
    Secondly, it was extra-ordinary because it allayed the fears of most, if not all, Rwandese who know where they have come from, where they are and don’t know where they will head without President Paul Kagame who is synonymous with new Rwanda which is his handiwork.

    It was also extraordinary in that, one size fits all western advocates of imported democracy that ignores country specificities and context was rejected in the face of these very westerners and had literary nothing to say during this very inauguration for they underestimated the resolve, determination and resilient of Rwandese when it comes to making choices that will shape their destiny. They are unstoppable …ndandabara yanterubwoba… no war/fight that can scare me (us)…

    It was even more extra-ordinary in that, the wishes of Rwandese were endorsed and co integrated with more than a third of African heads of state a kin to AU summit who came to endorse and learn from Rwandan model of democracy and thus development that works and has delivered common good to Rwandans beyond remotest expectations given our abnormal past and context.

    If democracy is the expression of the will of the people, it couldn’t have been expressed better by Rwandese during campaigns, election and more so in inauguration. Western media with the neocolonial hangover that defines Africa and Africans as dependent entities who must conform to western established thesis of democracy which is in itself at crossroads for it has only served to entrench the interests of the elite at the expense of majority interest launched a vicious propaganda to shape and inform our election to no avail. To no avail for these very interests do all they do in their interest and have never, and will never serve African interests except to demonize and dehumanize them.
    Good news is, they can’t vote. Secondly there are a few that pretend to speak for many which is not true. Also they keep on recycling words and tired irrational arguments about Rwanda, Rwandese and President Paul Kagame.

    To these, Rwanda is another African country that must accord to the defined and predetermined status quo conducive for exploitation. We are not. These neocolonial media outlets have “pre-destination” and dead-end kinds of conclusions and pronounce these as if they are commandments of what African democracy should or should not look like.

    Even in the west they espouse dissimilar democratic structures. So why not Africa and Rwanda specifically? And we told them loudly during and after campaign that we are not going to be students of failed and fake lecturers. What I am pretty sure is that, with better and consistent delivery results these doomsayers will shut up for reality is a verdict against which there is no appeal.

    And out of ignorance of the person of President Paul Kagame, they have labeled him all sorts of characteristics which he will not be just because they wished him to be. As usual they misunderstand/mistake him for another African leader. He is not. If he was Rwanda would be another post conflict country out there (let alone post-genocide) .We Rwandese know him. Period. Other defines and constructs are mere distractions to which Rwandese don’t pay attention and are averse to. Exemplary leadership of President Kagame which turned round Rwanda miraculously is what Rwandese cling to, and no voice or force can deter this. It is who President Kagame is to Rwanda and Rwandese that has informed, defined and shaped unshakeable will of Rwandese in these and other elections yet to come. A will that will move mountains no matter which, and a will that wil win wars no matter which. This is what doomsayers don’t understand and are not about to.

    Cukierman et al., (1994, 2004) argues that, “for a country’s development to be sustainable, requires developmental leaders of high caliber who will then maintain such a process for at least three decades, after which it will be self propelling, except for management of cyclic shocks”.

    They further point out that, “poor public policy performance of African countries has been blamed on account of their short-termism or adhoc in nature, which is due to the divergence of interest between African leaders and their populations resulting from chaotic change in leadership of these countries, usually for worse.

    These researchers then point out that, “chaotic changes in African leadership cost underlying economies growth rates of up to 3 percentage points and double the rate of project/policy failure relative to homogeneity”. They also point out that, chaotic Change in leadership fail to establish developmental states that respects their budget constraints, allocate resources, pursue policies that develop human capital, and encourage private sector savings and investments to generate productive employment and thus generate growth. That we have been blessed to have a developmental leader and a exemplary one on it is what has mobilized Rwandans, friends of Rwanda, and indeed over 30 heads of states active and retired to witness and endorse his inaugurations.

    These are people who know and support Rwanadan model of democratic dispensation and thus her development model. But this as pointed out earlier is the handiwork of President Paul Kagame which has given rise to brand Kagame that is trusted and held very dear at home and abroad. That he was requested by the same colleagues that graced his inauguration to reform AU is a trust beyond trust. But trust is earned and is not forced nor coerced, or induced. President Paul Kagame’s trust was earned at home through his high leadership moral authority that has rebuilt Rwanda from ashes to a model country and a case study in development political economy.

    As one diplomat friend of mine who was present at the inauguration was later to comment “I attended a few campaign rallies, and now this inauguration of your President, but the attendance of so many heads of states is strong statement..” A strong statement of the exemplary leadership of President Kagame and respect, trust as well as admiration he attracts both at home as well as abroad. This earned him another term and other terms ahead.

    Note: when aired my views about exemplary leadership and rare qualities of President Paul Kagame some time back, it is not an assignment or sycophancy for am above that, and it doesn’t work in Rwanada anyway. As schooled Professor in my own right, and one who has known President Kagame long enough, work with and for him in government, I was speaking from my heart to my Rwanadan compatriots of the person many have not had a the same privilege to work with. But what I write are facts that speak for themselves, and Prof. Nshuti only structures these in his articles as a researcher and a writer; ready to defend these as a professorial duty and obligation.

  • Uganda ready to defend Africa pool title

    The final 14 men and women expected to represent Uganda at the All Africa Pool Championships in Harare, Zimbabwe have been named.

    Led by new captain Fahad Ssewankambo the men’s team will include 2016 Africa Pool Championships silver medallist Geoffrey Ssetumba, Sula Matovu, Azali Lukomwa, Ibra Ssejemba, Bwanika Mansoor and Simon Lubulwa.

    The competition for the seven places was so stiff that former National Open Champion and the country’s eighth seed Alfred Gumikiriza could only make the reserve list.
    Pool Association of Uganda chairman, Bob Trubish, rehashed the criterion that was followed during selection.

    “A lot of things were put into consideration, first we held an open tournament, and then we had a training camp as well.

    The Senior Pool League also played a part because it has been running for three months and we also looked at how the players have performed recently,” Trubish said.

    “Of course we also had to put into consideration those that have performed at major tournaments like Sula Matovu the National Open Champion, Geoffrey Ssetumba and Rita Nimusiima excelled at last year’s tournament in Kampala” he said.

  • City of Kigali to work with Police in getting rid of street vendors

    {The City of Kigali has announced that with effect from today they will work with Rwanda National Police to enforce law that bars vendors from operating on Kigali streets.
    The official decision was reached yesterday during a meeting between the Police, City of Kigali and government officials before it was communicated to the press at City Hall.
    The Mayor of Kigali City Pascal Nyamurinda told the media that street vendors and other illegal businesses will be forced out with the support of the police and ensure that they operate only in established markets.}

    “We are going to use whatever security organ that we have to make sure that we deal with these people. We have laws and regulations that need to be followed; those who don’t abide by them will be dealt with according to the law. We have been working with DASSO but the vendors have defied them,” said the mayor.

    The new measures against “Abazunguzayi” as they are locally known, follows previous fruitless efforts to relocate them to established markets to prevent disorder, insecurity, poor sanitation, accidents, which they were causing, according to officials.

    The illegal itinerant business practice has since continued on streets where they sell clothes, fruits and vegetables, among other products with some vendors vowing to carry on with the practice where they have in some cases been violent against law enforcers who try to get them off the streets.

    One of the case in point reported by Police happened a fortnight ago where a mob of vendors in Nyabugogo bus terminal reacted violently against law enforcers wounded some of them as they ordered them to get off the streets.

    RNP has also reported that it will base on the 2015 resolutions of the City of Kigali Advisory Council in its operations to ensure that the vendors operate in established markets, said ACP Badege.

    ACP Badege said: “Majority of the street vendors are youth and women, who belong to a prime cluster with several economic empowerment program.”

    “There are markets that were constructed in all corners of the city for those who were on the streets. Those who went to the markets were also given incentives. The Government has several women and youth financial empowerment schemes and has also prioritized job creation for youth under the National Employment Programme (NEP). Basically, there is no justification for someone to sell on streets, yet there are markets from which they can operate.” “We are coming in as law enforcers and to ensure that the law and bylaws are respected to ensure public safety and put an end to such violent behaviors that undermine authorities and cause public disorder. Our operations have already started; police officers are already on the ground,” ACP Badege disclosed.

    He, however, clarified that there is no specific unit charged with preventing street vending, but rather incorporating it in the usual police operations.

    According to the City of Kigali, so far, there are 14 markets constructed in different parts of the city that are meant to accommodate street vendors.
