  • EAC heads of state for Infrastructure, health financing summit

    According to the EAC secretariat, the joint retreat is convened at a time when the region’s ten year infrastructure priorities have transitioned from conception phase to the implementation phase.

    The retreat will review the status of implementation of the priority projects including relevant policy directives, mobilization of the required financing and implementation of the resolutions proposed to address the challenges observed at the 3rd retreat back in 2014.

    The occasion will also be targeting key priority projects in railways, ports and inland waterways, energy and connecting roads prioritized to decongest the cities and enhance ports logistics.

    “As agreed during the 3rd retreat, the 4th retreat is expected to receive a report on the projects and programmes of the civil aviation and airports sub sectors. Further, the Heads of States will consider the strategies being developed to engage with the private sector development of these projects, the enhanced collaboration with the development partners” reads the statement.

    According to the EAC secretariat, the first EAC heads of state summit on investment in health is the first and biggest ever event of the EAC Heads of States on matters of health.

    The summit was recommended in June 2016 by the 12thSectoral Council on Health and adopted in April 2017 by the 35th Meeting of the EAC Council of Ministries.

    “Convening of the event is in recognition of the fact that the EAC region is undergoing major public health transformations fueled by changing human-animal-environmental interactions, population dynamics and socio-economic development”

    “The region and other middle-income regions, is experiencing a concurrent triple burden of common infectious diseases such as malaria, HIV/AIDS and Tuberculosis and maternal and child health complications; non-communicable diseases such as high blood pressure, diabetes and cancers; and epidemic and pandemic diseases related to increasing globalization, trade and climate change” reads the statement.

    During the Retreat, partner states will have an opportunity to showcase prioritized projects and engage with prospective investors for project uptakes.

    The Owner of the releasing company, Tom Wardle said that he selected songs that people will enjoy to hear.

  • Learn how to tell a child their beloved one has died

    Children aged below six years are usually unable to interpret such situations but they will notice the changes in the family and catch sorrow whenever people around them are grieving.

    Dr Alphonse Sebaganwa, a lecturer and researcher at University of Rwanda’s College of Education and an expert in human behaviour and child’s education reveals to IGIHE the best ways parents can talk death with their children.

    He says parents should avoid lying to children about a loss of their loved one to death because the lies will have profound effects that can even last for a lifetime.

    “All signs of the changes in the family’s situation because of the death of a member will affect the child therein and start thinking about what has happened, often making them feel unwell, cry, fail to sleep and display unusual behaviour,” says Dr Sebaganwa.

    He says a child should be told the truth but in simple terms, then be showed special love and comforted in such times. He goes on saying that it should highly be avoided to cause confusion to a child which can make them keep wondering a lot about life.

    “A child in such situations needs to be told the truth but focusing on comforting them like telling them that their loved one has died, they will not see them anymore but that you will always remember them. Never confuse a child saying that someone is asleep, has taken a long journey away, has gone to heaven, God has called them and more alike that can make a child wait for someone they will not see any more. When a child later discovers you lied to them, they may seriously hate you forever,” warns Dr Sebaganwa.

    He urges parents to tell children earlier that a person is born, grows up and dies. If a child asks if they will also die, a parent should answer that a person usually dies when they are so aged and it is rare that a child dies but avoid making that conversation long.

    Dr Sebaganwa says it is important to let a child see the deceased’s body to help them understand that they will not see the deceased anymore but that they will remember them in different ways.

    After putting the body in the coffins, the caregiver should hold the child’s hand and tell them they are going to see the deceased person whom they will not see any more thereafter. Dr Sebaganwa says the child will be shown the deceased’s face only to avoid being frightened.

    You need to reassure a child the remaining people will care for and love them as much as the deceased’s was doing and they must do as promised especially in the moments surrounding the death

    During the funeral, the child must be held hand by a caregiver who keeps talking to them so that the child does not get frightened when the body is laid down the tomb because that is where the child will fully understand that the person will never be back.

    A caregiver will thereafter stay closer to the child who may refuse to eat and even fear to sleep so that they do not die too. Remember to comfort the child and answer the questions they ask honestly because the child starts wondering much about human life and their own end of life.

    Dr Sebaganwa insists parents and caregivers must tell a child the truth about misfortunes instead of lying to them whereby they may keep asking you about the deceased you said will be back.

  • Rwanda recalls envoy to France

    According to Jeune Afrique, Rwanda’s ambassador to France, Jacques Kabale has been temporarily recalled following the call for fresh investigations.

    France recently launched fresh investigation in the shooting down of Habyarimana’s plane.

    The Rwanda Government says bringing in the excuse of investigations is France’s shield to hide its role in the preparation and execution of the 1994 genocide against the Tutsi.

    Four years ago, France judges had concluded that there was no way the RPF could have been in position to shoot down the Habyarimana plane saying that the shooter was in Kanombe Military Barracks which was under control of Habyarimana’s army.

    The new wave of misunderstandings follows testimonies by some Rwandans in France courts, including expelled former military personnel and others opposed to Rwandan government. Basing on such testimonies, French courts called Kabarebe in France by December to defend himself.

    However, sources say that Kabarebe will not go to France to defend himself about what the Government of Rwanda calls ‘a political farce masked as justice.’

    Currently, France has no ambassador in Rwanda following the retirement of Michel Flesch in 2015.

    Recently, the Minister of Foreign Affairs and East African Community Louise Mushikiwabo, said through her twitter wall that Rwanda is running out of patience over France’s allegations.

    “Rwanda is running out of patience with endless unjustified case fabricated by a judge in France, a political farce masquerading as justice,” Mushikiwabo’s twit reads.

    She said that more accusations will be issued to continue shielding France’s role in the 1994 genocide against the Tutsi.

  • Postpartum depression may be influenced by when you give birth

    In a study of more than 20,000 women presented at the American Society of Anesthesiologists annual meeting, researchers found that a total of 817 women, or just over 4%, experienced postpartum depression. The researchers discovered that women who suffered from postpartum depression were more likely to have given birth in the fall or summer, had babies earlier in their pregnancy, and did not have anesthesia (for instance, an epidural) during their delivery.

    Postpartum depression, which is defined by the Centers for Disease Control and Prevention as depression that occurs after giving birth, has many symptoms. They include crying more often than usual, feeling angry, withdrawing from loved ones, feeling guilty about not being a good mother or doubting their ability to care for their baby, feeling numb or disconnected from the baby, and worrying about hurting the baby. As with any other illness, there is a range in how severely each woman experiences these feelings. Some women may feel better after taking good care of themselves, while others may need talk therapy or antidepressants.

    Seasonality hadn’t previously been studied in depth as a factor in postpartum depression, but Tamar Gur, MD, PhD, a women’s health expert and reproductive psychiatrist at the Ohio State University Wexner Medical Center, tells Yahoo Lifestyle that the findings make sense on some level. Women are often cooped up inside right after they have a baby, which can be a struggle when the weather is gorgeous.

    “It’s fun to cozy in and snuggle with a new baby in the winter, since you’ll be hibernating anyway,” she says.

    “But in the summer and fall, you really want to get out.” It’s possible that if a woman is already predisposed to postpartum depression, being stuck inside when it’s nice out “can be an extra hit,” Gur points out.

    If a woman has a baby before it has reached full term, the baby is at increased risk of ending up in the neonatal intensive care unit (NICU). “Having a child in the NICU gives women a 40% increased risk of developing postpartum depression,” Gur says.

    There are several reasons for this, she explains: Part of postpartum depression is feeling that you can’t take care of your child, which is exacerbated when your baby is in intensive care. Stress is also a known risk factor for postpartum depression, and having a baby in the NICU is anxiety-inducing for any parent.

    As for the anesthesia findings, there is a small but significant risk of developing postpartum depression if you have experienced obstetrical complications, Gur notes. So it’s possible that women who have epidurals experienced fewer complications or felt less pain during delivery, which lowers their risk of experiencing depression.

    That said, you shouldn’t freak out if your baby is due in July or you know you want to have a birth without medical intervention. These are just risk factors that researchers in a new study discovered, but meeting the criteria for one or all of them doesn’t mean that you are at risk. “Not everybody is going to get postpartum depression,” Catherine Birndorf, MD, founder of the Motherhood Center in New York City and co-author of the upcoming book Mother Mind, tells Yahoo Lifestyle. “A lot has to do with predisposition and the severity of postpartum depression.”

    If you’re concerned about your risk, Gur recommends lining up help before you give birth to make sure that friends, your partner, and family members are willing and able to pitch in when you need them. “Have all hands on deck, and have a plan,” Gur says. It’s also a good idea to educate your loved ones on the major symptoms of postpartum depression, just in case, she says.

  • Anne Rwigara absolved, Diane and Adeline remanded

    However, Diane Rwigara and their mother Adeline Rwigara were sent on remand for 30 days.

    The trio have been accused of inciting public insurrectios but Adeline Rwigara is separately facing divisionism charges as Diane Rwigara particularly faces forgery offenses.

    Court absolved Anne Rwigara of any offenses saying that there was no clear evidence pinning her on writing a divisive missive to a media house, Jeune Afrique, as the letter allegedly written by her had no signature.

    Court also ruled that her communication to Prime Insurance was not tantamount to inciting insurrections. The said communications were not openly presented to the court.

    The presiding judge however concluded that Adeline Rwigara’s whatsApp audio messages, which were heard by the court in camera, exchanged with her relatives from outside the country, contain inciting and divisive messages.

    For Diane Rwigara, the presiding judge observed that she uttered speeches containing messages that could arouse hatred and incite insurrection and evidence links her to forgery.

    Both Adeline Rwigara and Diane Rwigara informed court about their intent to appeal the court decision.
