  • RDFstarts rotation of peacekeepers under UNAMID

    The 53 Infantry Battalion (53Bn) is relieving 37Bn that ended its tour of duty with UNAMID.

    The outgoing 53Bn was briefed on Saturday at Rwanda Military Academy Gako by the Army Chief of Staff (ACOS), Maj Gen Jacques Musemakweli who urged the peacekeepers to portray high degree of commitment and professionalism while fulfilling their mission of protecting people.

    “When your country selects you for a mission like this, you should raise your national flag high and make your nation proud by fulfilling the assigned mandate and tasks in the best way you can. You should uphold high level of discipline, physical and mental readiness and stay focused on your mission” Musemakweli advised the peacekeepers.

    He emphasized that RDF has set good standards in peacekeeping mission and urged the departing troops to deliver even better.

    At the start of rotation this morning, RwandAir airlifted 135 RDF peacekeepers of 53Bn to Zalingei in Darfur and returned with the same number of the incoming 37Bn.

    The returning peacekeepers landed at Kigali International Airport tyesterday evening and were welcomed by Col Paul Nyemazi, 305 Brigade Commander on behalf of RDF Leadership.

    He congratulated them for a job well done, good conduct during their tour of duty and took the opportunity to remind the officers, women and men to use the acquired experience to serve better their country.

    The rotation operation that kicks off yesterday will be concluded on 19th December 2017 after rotating 1624 troops to and from Zalingei in Darfur, Republic of Sudan.

  • You’re of great value, Premier Ngirente tells Youth

    Ngirente was speaking Sunday at the closing ceremony of the 16th Forum of youth from Catholic Church in Rwanda at Umuganda Stadium in Rubavu District.

    The Forum attracted 5,000 youth from Catholic church and invitees from other churches in Rwanda and outside the country.

    The forum aimed at fostering humanity among youth.

    He said that youth take a big percentage of Africa’s population and should play a big role in its development.

    “For the Government of Rwanda and African countries in general, youth have great value, they are the hope of today and tomorrow, they occupy the big number of Africans and have the potential to develop our continent,” he said.

    “In Rwanda, 65% of population are below age 30, more capable than others to quickly acquire knowledge that would help us be a ‘Knowledge-based economy ‘,” he added.

    He called on them to avoid bad behaviours like drunkardness, divisionism, laziness, coward and adultery among others that could lead to ruining their future

    “We want you to be visionary and committed to contribute in all development activities. you should invest in learning and using ICT as a way to open doors for opportunities from inside and outside the country,” Ngirente urged youth.

  • Five arrested over 600kgs of minerals from illegal mining in Ngororero

    Their arrest on December 8, followed the seizure of over 600 kilograms of various minerals from them, believed to have been obtained illegally.

    Police identified the suspects as Jean Ngabonzima, 36, Jean Baptist Habimanab, 31, Epimaque Nzungize, 34, Jean Chrisostome Ngabonzima, 40, and Joseline Itangishaka, 37.

    The District Police Commander, Senior Superintendent of Police (SSP) Marc Gasangwa, who confirmed the arrest, said that “investigations have been instituted to establish the source of the valuable metals.”

    “We received information from residents that the group was suspected to be possessing minerals, whose source was not known,” SSP Gasangwa said.

    The suspects are not minerals, according to the DPC.

    “Acting on the information, we conducted a targeted operation, we recovered 6,935kgs of various minerals that were not tagged, from the suspects,” he added.

    The minerals recovered include coltan, trolamine and cassiterite.

    Trolamine is used as an ingredient in sunscreens, analgesic creams, and cosmetics.

    He said that in most previous cases, such minerals were found to have been mined illegally or stolen from stores of legitimate miners.

    The DPC thanked the residents for the community policing act, and warned against unlawful mineral dealings and illegal mining activities in particular.

    In a related, one person was reported dead after he was covered by a cliff while illegally mining coltan.

    SSP Gasangwa referred to Article 1 of the Ministerial Regulations No001/Minifom/2011 relating to fighting smuggling in mineral trading that stipulates in part that nobody is allowed to purchase or sell minerals without commercial registration.

    Article 4 of the same instrument indicates that transportation of minerals outside mining licensed areas (concessions and permits perimeters) is only allowed, when the consignment shows the source mine, its value and when it has the right tag.

    Article 438 of the penal code, stipulates that; “Any person who undertakes illegal research or illegally carries out commercial activities in valuable minerals, shall be liable to imprisonment of six months to one year and a fine of up to Rwf10 million.”

  • Anti-Corruption Week: Govt committed to uproot graft-Premier Ngirente

    Ngirente was speaking Friday while officiating the celebration of the International Anti-Corruption Day in Kigali.

    He said the celebration of the day helps people from around the World reassess their efforts in fighting against corruption which he said continues to undermine the economy of many countries.

    The 2017 East African Bribery Index, he said ranked Rwanda 5th in Sub-Saharan countries that invest much in fighting against corruption.

    Ngirente said that more efforts are still needed to uproot all forms of graft.

    “Though we celebrate progress in fighting against corruption, we are yet to reach our target. There are some institutions where corruption still appears. There are a number of people who are reluctant to reveal corruption cases,” he said.

    He said that Advisory Councils from National, Districts, Sectors and cells level should involve fight against corruption in their programmes as provided by laws so they become the foundation of ending corruption.

    “Ombudsman’s office will be empowered more so that they will be capable to monitor and collaborate activities aimed at fighting graft in all government institutions,” he said.
    He said the government targets to empower particular bodies in criminal investigations and prosecution for fighting corruption.

    The Ombudsman, Anastase Murekezi emphasized that there is a political will to end graft though it is still appearing in different institutions.
    He said that some entrepreneurs engage corruption to win public tenders.

    He cautioned against informal means of getting wealth saying that they should fight them everywhere.

  • Africa’s future prosperity will be delivered through inclusive private sector growth-Kagame

    Kagame was speaking Friday in Sharm el Sheikh, Egypt in the official opening of the Africa Business Forum.

    Kagame joined President Sisi El Fattah of Egypt,President Alpha Condé of Guinea and Chairperson of the African Unionand other Heads of State in the opening of the Forum.

    The head of state commended President Sisi’s vision and foresight, in bringing all the regions of the continent together, in collaboration with Common Market for Eastern and Southern Africa (COMESA) to empower the youth through business and entrepreneurship.

    “This reminds us, once again, of Egypt’s historic commitment to Africa’s independence and progress, and its unique role as a bridge between Africa, and the wider Middle East,” he said.

    “Africa’s future prosperity will be delivered, in large part, through inclusive private-sector growth; however, governments have a big role to play, to make that a reality,” he noted.

    Kagame explained that by making it easier to do business within African countries,the continent has to catch up fast, and compete globally.

    “We can’t afford to waste opportunities because of unnecessary red tape, and the associated delays,” he said

    Kagame it will be achieved by making it easier to do business, with each other, in Africa, and integrating African markets, to make them more attractive for investment.

    “This is why regional cooperation is becoming increasingly central to Africa’s future, as we see with the Tripartite Free Trade Area which joins COMESA, the East African Community and the Southern African Development Community,” he explained.

    “The institutional reform of the African Union that is currently underway, with strong support from African leaders, is essential to getting these agreements fully operational, so that our citizens can enjoy the benefits,” he added.

    He said putting information technology and broadband connectivity into the hands of young people; particularly entrepreneurs can help private sector growth.

    “That is the logic behind the Smart Africa initiative, based in Kigali, with more than 20 Member States around the continent,” he said adding that prosperous economies are knowledge economies.

  • Magufuli grants presidential amnesty to 61 death row inmates

    He also pardoned other 8,157 prisoners who were convicted of various offence. According to Magufuli, those who were jailed for criminal offences will not be part of the president’s clemency.

    The president granted mercy as he dressed the nation during the celebrations to mark the 56th independence anniversary of Tanganyika at Jamhuri Stadium in Dodoma on Saturday.

    “Some of those prisoners who have been in prison for over 45 years. In accordance with Section 45 of the constitution, I want them to be released today,” he said.

    Tanzania has over 39,000 prisoners, out of whom 2,000 are female and 37,000 are male, according to Magufuli.

  • Rwandan Peacekeepers in UNMISS decorated with UN Service Medal

    The medal decoration ceremony was held at UNMISS Rwanbatt1 Base Camp in Juba Tomping on 08 December 2017.

    The medals award ceremony was presided over by the Special Representative of the UN Secretary General (SRSG), David Shearer.

    He hailed Rwanda peacekeepers for the hard work, courage and dedication on the ground while providing security and protection to the Community in South Sudan.

    “I would like to recognize the commendable efforts of everyone here on parade and honour your dedicated service here in South Sudan. Your efforts and professionalism are highly regarded and you make a valuable contribution to UNMISS. Wear these medals as the proud and worthy ambassadors of your country and of the United Nations that you are” the SRSG said while awarding medals to Peacekeepers.

    In his remarks, the Rwanbatt1 Commanding Officer, Lt Col Vianney Cuba, expressed that the medals awarded will be an extra-ordinary motivation to their renewed commitment to fulfillment of the tasks ahead to bring peace to brothers and sisters in South Sudan particularly in Area of Operation/Sector South.

    He expressed his profound gratitude for the endless and immeasurable cooperation and support extended to Rwanbatt-1 by UNMISS Force HQ and Sector South leadership that make the unit day-to-day operations a success.

    Other UNMISS dignitaries, among them the Deputy Special Representative of the Secretary General and UNMISS Force Commander, Lt Gen Frank KamanziMushyo attended the ceremony. The event was also marked by Rwanbatt-1 military parade and culture troop performance.

  • Regional officers graduate from PSO Logistics course at Rwanda Peace Academy

    They are from Federal Republic of Somalia, the United Republic of Tanzania, the Republic of Uganda and the host Rwanda.

    The two-week long course was aimed at enhancing participants’ knowledge and understanding of the role and conduct of logistics, boosting logistic officers with conversant concept, doctrine, policies, and procedures of logistics in a peace support operations environment as part of broader Integrated UN/AU processes on PSO.

    In his closing remarks, the Director General of Policy and Strategy at the Ministry of Defence, Brig Gen Ferdinand Safari thanked the British Peace Support Team Africa (BPST-A), course facilitators, lead instructors, countries and organization for making the course successful.

    He reminded the participants that majority of contemporary peacekeeping missions especially in Africa are complex and varied with contingents and staff from many different nations; and with the military, police and civilian personnel delivering integrated support services.

    He also stressed that logistical resources are rarely adequate and yet the success of peace support operations is to some extent dependent on availability of resources.

    “The various types of sources of logistical support must be integrated and coordinated, and there is a need therefore for coordinated planning in order to ensure that the available resources are efficiently and effectively used”, Gen Safari concluded.

    The UK Deputy High Commissioner in Rwanda, Ms Jenny Wilcox expressed the commitment of the UK’s government to sponsor such trainings.

    “The Great Britain is committed to build regional capacity and increasing security and stability across Eastern Africa, we look forward to sponsoring more training events of this type in 2018” she said.

    The Director of Rwanda Peace Academy, Col Jill Rutaremara, thanked the Government of UK through the British Peace Support Team-Africa for being a key partner. He furthermore appreciated the diligent work of facilitators and particularly thanked participants “for active participation which resulted in an interactive, productive and enjoyable course” he said.

  • You can have a happier love life if you avoid the following

    Successful relationships are a result of two people who are willing to be mature, and put in their best to see themselves happy and moving forward. If you’re not ready to work for it, you will not have it.

    Alright, let’s cut the long talk short, and quickly take a look at the negatives that ruin a relationship.

    {{Unforgiveness}}

    There’s not one person living that’s perfect. We all have issues with our personality. These issues will drag into our relationship with the ones we care about because we’re with them. But no matter the gravity of that offence, once a person shows remorse and a readiness to do better, forgiveness becomes necessary. Some of us are not forgiving at all, yet we want a long-lasting relationship. It doesn’t happen like magic, you can decide whether or not your relationship lives long by tolerating some of the ‘excesses’ of your partner. However, do not forget the part I mentioned forgiveness has to be a result of an obvious willingness to do better.

    {{Lack of trust}}

    Some of us lack trust for our partner, and cause them to pay for another’s atrocities. Because one person was horrible to you in your last relationship, you condition your mind to believe that it’ll always be like that, but it doesn’t. People are different, people change. A successful relationship thrives on trust. You got to believe that your partner has your best interest at heart if you expect the same. Without trust, your partner wouldn’t be encouraged to do more.

    {{Selfishness}}

    Sometimes when a woman nags or a man complains, we simply ignore them because we think they’re just being ‘irrational’. There’s nothing irrational about a woman demanding more from her man, especially if it’s not anything he can’t do. There’s nothing irrational about a man asking to spend more time with his woman. Some of us are just too unreasonable and selfish. You can’t put work above them always. You can’t put your friends above them always. It only takes a very good listening ear to find out what the problem could be. Stop thinking about yourself always because really, it’s not about you alone; it’s a relationship.

    {{Greed}}

    Greed is shown when you unreasonably want much more when you already have something good. Because you have friends who live a certain lifestyle or their man splashes the cash, you start to put pressure on your own man to do the same. GREED also applies to men. You’re greedy when you have a beautiful and caring woman yet you have eyes on another. It destroys relationships.

    {{Poor appreciation of self}}

    When you condemn yourself, you kill your strength and ability by yourself. You are different from everybody else, there is a reason you are you, and they are they. Focus on yourself, love yourself, be happy with yourself, only then will you be able to build and develop yourself. The secret here is knowing that self-love and respect attract love and respect from everybody in your life and in your world.

    {{Stinginess}}

    I think that when you have money or anything else for that matter and refuse to share with your partner, it means you don’t care enough. Eventually, they’ll meet a ‘Romeo’ or ‘Juliet’ who will be different, and that would change everything.

    {{Poor influences}}

    Mind the company you keep, mind the types of material you read. See, they can mess with your head, and give you a false interpretation of what life truly is, which can directly ruin your attitude and relationship by extension.

    People usually say only kids are easy to be influenced. Well, as true as that is, adults are still very much vulnerable to influences. So choose yours wisely.

    {{Lack of efforts}}

    You think that just because you’ve got them in your life, it’s all done and dusted, and there isn’t much to be done anymore. Sorry, but that’s not true. The work you put in a relationship to make it work never ends. You have to keep working out to look good, you have to keep dressing good, and you have to stay as romantic as in the beginning. The moment you stop doing any of those, things could change for them because you’re no longer the person they knew.

    {{Pride}}

    Pride is a feeling of self-respect and personal worth. We personally encourage self-love and respect, but that’s not to say we can confuse things.

    In a relationship, there are some rules we must be willing to bend or eliminate completely for the greater good.

    Your relationship with your dear one should not suffer so much for your pride. Pride absolutely comes before a fall. If you truly love your spouse, you should effortlessly see him or her as yourself, as your spouse is a great part of you.

    {{Secrecy}}

    There’s no room for secrets in a relationship. When you hide something from your partner, it shows a lack of trust for them, and that shouldn’t be. You must be ready to accept the one you claim to love into your life completely. You must share everything that’s there to be known, both from yesterday and today. Nobody likes to know they’ve been deceived and lied to for so long, no matter the reason.

    {{Jealousy}}

    Jealousy is healthy when you keep it checked, and you don’t allow it control you. When jealousy consumes one, it can destroy a relationship because it’ll drive you to do things out of spite and hate. Jealousy can ruin something good, and a life completely. It’s okay to want your partner all to yourself but don’t fear for nothing, don’t imagine things that aren’t there. Trust your man/woman to be respectful to you always, and things will be fine.

  • Five arrested over child labour

    Police said that the suspects, all residents of Murehe cell, Twumba sector have been exploiting the under aged children, subjecting them to labour exploitation while working in the homes and farmlands

    According to the District Police Commander (DPC) Superintendent of Police (SP) Emmanuel Karuranga child labour is outlawed in Rwanda and the law defines a child as anyone under the age of 16.

    “These people were exploiting children as young as ten years of age; this can’t be allowed to continue children must be in school not in the fields working,” said the DPC.

    SP Karuranga explained that when his office got information on the exploitation of the children, it made immediate intervention and arrested the suspects.

    He applauded local leaders and well-meaning parents to always give information to police about such incidents.

    In May this year, the cabinet meeting requested relevant institutions including Rwanda National Police to closely monitor the issue of child labour, denounce it and hold accountable culprits.

    The Ministry of Public Service and Labour (MIFOTRA) defines child labour as the denial of children’s rights and a barrier to holistic child development.

    MIFOTRA further categorises children in their age groups permissible to work where all children younger than five years are assumed to be economically inactive.

    Children between five and 12 years are however, allowed to perform unpaid household chores but are not allowed to work in not more than 20 hours a week.

    While Children aged between the ages of 13 to 15 are allowed to perform light work, which includes domestic work and other family income generating activities inside or outside of their household, in not more than 20 hours a week.

    The minimum employment age in Rwanda is 16 years.

    Children between the ages of 16 to 17 are, however, allowed to perform all activities except the worst forms of child labour and hazardous work.

    In November2016, a comprehensive report produced by MIFOTRA indicated that there were great achievements towards the elimination of child labour, including its worst forms in Rwanda.

    Among the achievements includes the adoption of the Early Childhood Development Policy, that came into force in September 2016, which addresses the holistic development of the child and promotes inter-sectoral planning for the welfare of the children.

    Also, the enforcement of child labour elimination laws, regulations and policies through regular inspection by labour inspectors, steering committees and imposing penalties on identified.
