  • Three die in Rubavu mine

    Nyamyumba Sector’s Executive Secretary, Elizafani Ugirirabino, confirmed the incident and urged people to avoid entering mines as they attract fatal accidents.

    The deceased are Jean Marie Vianney Ndarugaruye and Etienne Nizeyimana who entered the mine trying to save 12-year Ferdinand Ahishakiye who was trapped inside.

    Ahishakiye had entered the mine to pick the ball he was playing with other children.

    When Ndarugaruye, Nizeyimana and other two men heard of the child’s missing, they entered the mine to save him but the two were unfortunately suffocated and died from there.

    Balthazar Nzabonimpa and Samuel Nsabimana, who had also entered with the deceased, said there was no oxygen inside the mine and that they had immediately got out when they were almost failing to breath.

    “We entered the mine when we were four but when we were about to reach the child, the two men who were ahead collapsed, that is where we decided to go back,” explained Nzabonimpa.

    Ugirirabino said the sector is preparing a special community work to close sub-standard mineral concessions as well as conducting inspection of those with working permits to confirm their safety for operators.

  • Rayon Sports Vice-president Gacinya arrested

    Besides being in the management of Rayon Sports football club, Gacinya is also an entrepreneur in infrastructure activities.

    Speaking to IGIHE, the Police Spokesperson, ACP Theos Badege said that Gacinya was arrested following the prosecution’s warrant.

    The National Public Prosecution Authority (NPPA) spokesperson, Nkusi Faustin told IGIHE that Gacinya is allegedly charged of deceiving on the quality of tender execution in Rusizi District.

    “He was arrested today (Tuesday) following prosecution’s order. He is charged of contradicting the article 320 of penal code. He poorly executed the tender, it is contrary to the quality that was expected,” Nkusi said, adding that reports have revealed that he executed the tender contrary to his commitments in the contract.

    Article 320 states that any person who, by fraudulent means, deceives the contracting party to a work agreement, on the quality or quantity of the executed work shall be liable to the penalties under Article 319 of the Penal Code.

    The penalties are a term of imprisonment of six months to one year and a fine of Rwf200,000 to Rwf5,000,000 million or one of these penalties.

  • Rwandan peacekeepers teach South Sudanese women to make efficient stoves

    In this training of trainers (TOT) project, the trained women spread awareness of the idea to 80 women right away from the site.

    The absence of piped gas stoves inside the POC sites in South Sudan provides limited cooking options for women inside the camps. Their dependence on firewood collected from distant areas presents a lot of risks. The dire need for firewood necessitates their frequent movement outside the PoCs. Given the fluid security situation in and around the POC sites, this movement though supervised by the protection force leaves pockets of blind spots, leaving the women vulnerable to abuse.

    In light of the dangers looming around these women while collecting firewood, the Human Right Development Officer in consultation with the Head of Field Office in Malakal conceptualised the idea of having ‘Fuel Efficient Stoves’ which will considerably reduce the reliance on firewood. Rwandan peacekeepers codenamed RWANBATT 2 have the technical skills on the fuel efficient stoves and were contacted for offering the required TOT training and support the project.

    After liaising with all stakeholders namely HRD, HoFO, OCHA and local communities, RWANBATT 2 soldiers taught POC women how to construct local economic stoves known as ‘rondereza’ in Rwandan language meaning ‘economize’. The purpose of the project is to economize firewood in order to protect women from being sexually harassed while collecting firewood outside the POC.

  • Three arrested in crackdown on illegal mining in Muhanga

    The suspects were arrested caught red-handed in Kabuba Village, Kanyana Cell of Rugendabari Sector.

    Police spokesperson for the Southern Province, Inspector of Police (IP) Emmanuel Kayigi said that this is part of the ongoing operations to fight environmental related crimes including unlawful mining activities considered to be having ill-effects on the environment.

    He identified the suspects as Jean Bosco Kwizera, 26, Boniface Ndayishimiye, 35, and Desire Habarurema, 38, all currently detained at Mushishiro Police station.

    “First, they were mining illegally but also washing the minerals in wells, which contaminates the waters,” IP Kayigi said.

    Rwanda National Police (RNP) in partnership with other institutions, are currently in joint efforts to combat all activities, especially illegal mining, which contaminate water bodies.

    In August this year, six people were arrested in Karongi District after they were found mining illegally.

    Earlier in June, 30 people were also arrested in Gatsibo District over the same crime.

    Early this month, other five people were arrested in Ngororero District over illegal dealings in mineral business.

    Illegal mining is punishable under article 438 of the penal code, which attracts a jail term of one year in prison and a fine of Rwf10 million, if convicted.

    “Operations are continuous in all District Police Units across the country to conserve the environment by fighting all environmental degradation acts, and mining which is one of them. There are those licensed mining firms that do not adhere to the environmental standards; unauthorized individuals who engage in mining especially at night which is also deadly, and even unlicensed people, who buy minerals from concessions illegally,” IP Kayigi said.

    Article 1 of the Ministerial Regulations No001/Minifom/2011 relating to fighting smuggling in mineral trading stipulates in part that nobody is allowed to purchase or sell minerals without commercial registration.

    Article 4 of the same instrument indicates that transportation of minerals outside mining licensed areas (concessions and permits perimeters) is only allowed, when the consignment shows the source, its value and when it has the right tag.

    It is also said that some licensed mining companies, wash their minerals in wells and rivers contaminating the waters.

    Worse still, illegal mining activities have in some occasions resulted into disasters and loss of lives, which IP Kayigi said, the operations are designed to also prevent.

  • Umushyikirano concludes, eight resolutions taken (Photos & Video)

    The two-day dialogue, locally known as Umushyikirano, opened on Monday bringing together over 200 Rwandans, including central and local government officials, business actors, civil society, other members of the Rwandan community and diplomats.

    Participants had different discussions that revolved around three topics which are; the National Strategy for Transformation, Values for Prosperity and the Youth at the Centre of Transformation.

    Presenting the State of the Nation at the opening of Umushyikirano, Kagame said the general development has been registered in different sectors of the country’s life.

    The meeting came up with eight resolutions under four areas which are education, health, economy and culture.

  • Ngoga elected new EALA Speaker

    In Tuesday vote, Ngoga got 33 votes beating his Burundian contestant, Leontine Nzeyimana who got three votes of the total 36 voters.

    The Speaker’s election follows the swearing-in of EALA members on Monday.

    Ngoga will preside over the House and direct its activities for the next five years.

    EALA is an organ of the East African Community established in 2001 with the mandate of legislation, representation and oversight.

  • Wealth is about mindset, not resources underground –Kagame

    Kagame was speaking at the 15th National Dialogue Council, locally known as Umushyikirano, which was ended on Tuesday.

    The Head of State said that the two-day dialogue had been a productive, thanking participants s for their time and ideas.

    “I hope you agree with me that this Umushyikirano has been productive. I thank you for contributing your time and ideas,” he said.

    Kagame said that they discussed about values for prosperity which are worthwhile.

    “Let me emphasize a few important points which have more value. All we do, we work for Rwandans. These values cover some elements like serving, respecting and listening to citizens, fighting corruption and abuse of office,” he said.

    “These values also include using public resources effectively by avoiding their use in personal interests. We should also treat every Rwandan equally and give women and girls the respect they deserve in particular,” he said.

    Kagame stressed the alarming drug abuse, saying that it is an epidemic that the world should fight seriously.

    “This is an issue of concern. We are too late to fight it, we should have started to think about it before and understand its prevalence. We should terminate them in our country,” he said.

    He said that it is an issue that has also affected elderly population but added that they should not allow Rwandan youth to ruin themselves with drugs.

    “It is a very tough issue because the demand is high, the supply is equally high, the amount of money involved is in billions and billions of dollars. It is commerce in some economies of countries, just to understand how serious it has become,” he observed.

    He said that as a global issue that also affects Rwanda, they should give it a particular attention to prevent them from destroying attained development.

    “Rwanda is not an island, drugs are scattered around the world. We should fight them in two ways; to prevent them from entering the country as well as fighting those that have already entered. This is a problem that we should fight as we continue to teach,” he urged.

    During this year’s Umushyikirano, participants discussed the National Strategy for Transformation, Values for Prosperity and the Youth at the Centre of Transformation.

    It brought together about 2,000 Rwandans including central and local government officials, business community, civil society, other members of the Rwandan community and diplomats.

  • Kagame calls for Kinyarwanda language promotion

    The Head of State was speaking at the 15th National Dialogue Council, locally known as Umushyikirano, that kicked off in Kigali yesterday.

    The call followed a discussion that revolved around ‘Values for Prosperity’.

    However, the issue was raised by Bishop of Byumba Catholic Church Diocese, Servilien Nzakamwita, saying efforts that have been invested in science and ICT courses should be extended in teaching languages and Kinyarwanda in particular.

    Kagame responded by insisting on the need to teach mother language and Rwandan culture especially among the youth, saying that it is a tool to help in the development journey.

    He said that teaching Kinyarwanda should not be limited to schools as students would think that it is there for examinations and marks purposes.

    Citing churches as an example, Kagame said that besides teaching Kinyarwanda in affiliated schools, institutions should contribute by offering lectures aimed at teaching Kinyarwanda in services.

    “I don’t understand why it is not broadcasted on Radios and TVs. You should introduce some shows that bring experts to teach Kinyarwanda based on ordinary things,” he told institutions in charge.

    Kagame urged children and youth to develop the spirit of learning, adding that it is less important to teach uncommitted people.

    “If this issue is not given serious attention, we will see Kinyarwanda changing to the extent that people will get lost while speaking one language,” he cautioned.

    Using some examples of false pronunciation of some words, Kagame said that some words tend to change the meaning when are improperly pronounced.

    He called on members of the community to invest many efforts in learning Kinyarwanda, saying that there is not a shame for those unable to speak it properly as a result of their backgrounds.

    At the 13th Umushyikirano in 2015, the issue of mother tongue was also raise and the thirteenth resolution recommended that Kinyarwanda language and Rwandan values be taught in all schools starting from primary to university.

  • Saltel fights unemployment, trains ICT graduates

    Rwanda Government has always fought the problem through various initiatives such as promoting Technical and Vocational Education and Training (TVET), supporting startups, and more but unemployment persists hard, currently standing at 21% in the country.

    Joining in the government’s efforts, Saltel Ltd has introduced courses, in Kigali, that help ICT graduates to upgrade their skills, improve their competence at the labour market and empower them for job creation.

    François Regis Byiringiro, founder and managing director of Saltel Ltd, told IGIHE that he got an idea of training graduates after days of lacking competent employees in ICT to help him execute the tenders he has been winning.

    “We have been having a lot of work on tenders and looking for people to help us. However, we engaged many people who demonstrated theoretical understanding of the work but lacking practical skills. We have had to train them first for at least one month and that delays our business operations,” said Byiringiro.

    The problem pushed him to start Saltel Technical Training and Innovation Center, a firm that upgrades skills of graduates in Computer Sciences, Electronics and Electricity.

    Byiringiro founded Saltel in 2011 but the company has now embarked on a new commitment of offering skills in maintenance of electronics, installing cable network and surveillance cameras in the houses, fixing telephones in offices (PABX) and courses about Windows server, all empowering learners to immediately get out for work at the completion.

    “We look up to partnering with the government in the fight against unemployment. We want to offer our contribution so that ICT graduates find jobs or create their own. They did important courses, it is up to them now to make use of the knowledge they acquired,” he said.

    Saltel is also offering supplementary lessons about tender bidding and negotiation, customer care and career guidance.

    Saltel has recently scooped Smart Services Awards in appreciation of unrivalled ICT services the company is offering.
