  • Protesters yank down angel sculpture in Athens, saying it looks like Satan

    It was displayed in early December in a busy area in the coastal suburb of Palaio Faliro. Protesters have included some residents, religious conservatives and supporters of far right political groups.

    Late on Wednesday night a group of 10-15 hooded persons tied it to the back of a truck and drove away, pulling it down, mayor of Palaio Faliro Dionysis Hatzidakis told Real FM.

    “It’s wings are now broken,” said Hatzidakis who has filed a lawsuit. “It has been severely damaged.”

    “So, if we don’t like something we destroy it … for political purposes?,” Hatzidakis said, adding that he suspected the attackers were far-right.

    He said they threatened to hurt an eye-witness if he alerted authorities. If the sculpture can be repaired it will be reinstalled, a spokesman for the mayor told Reuters.

    The sculpture was created by well-known Greek artist Kostis Georgiou who has exhibited both at home and in other countries. He told Enikos.gr that Phylax was transferred to a safe place and that he hopes “the evil shall not prevail”.

    “All this violence against the sculpture since the first moment it was installed has left me speechless,” he told Reuters. “It should remain down on the ground as a memorial of the irrational rationale.”

  • Volkswagen to start by assembling 5000 cars per year

    Speaking in a press conference yesterday, the Managing Director of Volkswagen in South Africa, Thomas Schafer said that they are ready to implement agreements that they signed with the Government of Rwanda back in December, 2016.

    He said that the implementation will take place in three phases; the first was to introduce their company in Rwanda, which is ‘Volkswagen Mobility Solutions Rwanda’.

    “We have a place where we can assemble 5000 cars per year. We expect different models like VW Polo, VW Passat and VW Teramont (SUV),” he said.

    He said that they chose to invest in Rwanda as a country that is politically stable, don’t tolerate corruption, fast-growing economy, many youth and people willing to own cars.

    He said they plan to provide jobs to 1000 people in the first phase after training about the company’s operations.

    Schafer said that in the second phase, they will provide 150 cars that will be used by a community located in the same place.

    “This system, people in the same community like a company or the ministry can book the car by using an application, use it and pay according to kilometers used,” he explained

    The Rwanda Development Board (RDB)Chief Executive Officer, Clare Akamanzi said Volkswagen’s project is among government’s targets to spur investment in the country. She said, tangible changes have been earmarked in the past ten years.

    “In 2007 our investment was $800 million but at the end of 2017 we had registered $1.675 billion and this indicates that we have doubled our investment in last ten years. But Volkswagen’s decision indicates new investment trend in Rwanda,” she explained.

  • Busingye cautions court bailiffs on unprofessional practices

    Busingye who was meeting professional court bailiffs yesterday said that there are bailiffs that sell collaterals in own interests while others execute court decisions contrary to the law and breaching contracts with people seeking support in the execution of court orders, among others.

    Busingye called on institutions in charge not to tolerate anyone found involving in such misdeeds saying that “whoever will be found involving in such behaviors should expelled.”

    “After breaching contracts they had with justice seekers, they start to run hiding themselves. These behaviors of hiding themselves and changing mobile numbers are terrible, these are misdeeds that we should fight,” he said.

    The President of the Association of Court Bailiffs, Vedaste Habimana said that unprofessional practices in the association are on the decline.

    “Good practices in the association have been well intensified. Today, only five of the 500 bailiffs are being prosecuted. Mindsets have been changed, though we are yet to reach100%. We wish to build a good image and trust in the society,” he said.

    He said that as a way of ending the remaining problems, they are set to enforce new measures including intelligence among others.

  • Rubavu: Police recovers stolen motorcycles

    The motorcycles were recovered from two suspected thieves, who were also taken into custody, Chief Inspector of Police (CIP) Eulade Gakwaya, the Western region police spokesperson, said.

    He identified the suspects as Japhet Niyonkuru and Oscar Tuyisenge, who allegedly stole the motorcycles RD 689M and RD 392J.

    The suspects were arrested following a tip-off from members of the public, according to the spokesperson.

    “We got information from the would-be buyer of the motorcycles; he suspected that they were stolen, and his suspicions became real after officers found out that the motorcycles are those that were reportedly stolen in Kigali. They were immediately arrested and motorcycles impounded,” said CIP Gakwaya.

    He thanked the vigilance of the would-be buyer, and appealed to the general public to always verify before buying, to avoid buying stolen items.

    Theft under article 300 of the penal code attracts a prison sentence of between six months and two years, and a fine of two to five times the value of what was stolen.

  • Art: The “Trend” in Rwanda’s Tourism

    This is a kind of trade is quite vibrant in Musanze, the hub of Rwanda’s tourism industry. Art pieces are ubiquitous everywhere you go, especially around Kinigi where tourists visit to not only see the famous mountain gorillas but also other attraction this place offers. Art pieces can be found hanging on the walls of hotels and among other places the tourists are likely to visit.

    According to an article appearing in Tourism&More, “artistic tourism attracts people who are willing to spend money. Numerous studies from around the world have shown that people who include the arts in their travel plans often have higher income levels than other tourists to that locale, have a greater likelihood of staying in local hotel, take longer trips and shop more.”

    There are several art galleries that have opened their doors where tourists can go and purchase these pieces. Art centers and galleries found in Musanze include (located along the road to Kinigi), and Red Rocks Art Gallery, located in Kinigi. Apart from these, there are individual artists and craftsmen that sell their products in Musanze, such as COPABU Cooperative and Kinigi Community Commercial Center (KCCC) Cooperative.

    The Red Rocks Art Gallery, which opened on January 5, is one of the newest in Rwanda.

    Willy Karekezi, a visual artist in Kigali, says he paints in Kigali, but transports some of his pieces to Musanze where they are displayed in different galleries there.

    “Some tourists come to visit Rwanda for a day or two and they head straight to Musanze for gorilla trekking. These tourists are unable to visit the art galleries in Kigali, and that’s why I take some of my pieces to Kinigi where tourists can easily find and purchase them,” he says.

    This is one of Kigali-based Willy Karekezi’s latest paintings, hanging in the Red Rocks Art Gallery in Kinigi, near the Volcanoes National Park.

    “Tourism is quite vibrant here in Kinigi and we discovered that through art, the artists can not only produce aesthetic pieces that appeal to the eyes of the tourists but also art pieces with bold messages behind them about conservation. Through this, both the tourists and the locals become conscious about environmental protection through the eyes of an artist,” says Greg Bakunzi, founder of the Red Rocks Art Gallery.

    Hotels surrounding the main tourist attractions in Musanze are cashing in on this trend, playing host to several art pieces and exhibitions from artists as far as Kigali. At the Red Rocks Cultural Center in Nyakinama village, you find pieces of artwork placed strategically at the reception, and more often than not when a tourist wants to depart, he or she is likely to buy these art pieces.

    Mohamed Ndabaye, a resident artist at Red Rocks Cultural Center, says over the last few years, tourism in Musanze has tremendously grown, and this has been a boon to them since they are able to produce and sell more pieces.

    “Rwandan artists mostly rely on tourists Only a few locals purchase our products. It’s therefore prudent to strategically place our products where tourists can easily reach them. It’s good that more galleries are opening doors here in Musanze, and artists are now able to find places they can display and market their products,” says Bakunzi.

  • 49 held over defaulting Irish potato dealership directives

    Fraudsters were paraded this morning while different senior government officials and Police were visiting Nzove Irish Potato collection center.

    Those senior government officials include Local Government Minister, Francis Kaboneka; Trade and Industry Minister, Vincent Munyeshyaka; Agriculture and Animal Resources Minister, Dr. Gerardine Mukeshimana; City of Kigali Vice-mayor in Charge of Economic Development, Parfait Busabizwa and Inspector General of Police, CG Emmanuel K. Gasana.

    Officials were discussing with traders on rules governing Irish Potato business.

    Speaking to IGIHE, Police Spokesperson, CP Theos Badege said all paraded people were arrested this week in different operations. 28 of them were arrested in Western Province, ten in Northern Province and Eleven in Kigali.

    Minister Munyeshyaka said that the government sets measures which are in the interests of people.

    “Dealers must work profitably by abiding with rules and regulations that have been set,” he said.

    Recently, Irish Potatoes directives defaulters that were caught in Kigali were fined with Rwf500,000 each.

    New directives say that only farmers’ cooperatives are allowed to do Irish potato dealership.

  • Uganda intelligence actions riding on RNC fake reports

    Recently, Uganda seems to have turned into a safe haven and command centre for RNC renegades keen to benefit from rift between Kigali and Kampala by giving them ground for rebel recruitment on the Ugandan soil.

    Indeed reports have already confirmed direct support from Uganda’s top security organs, specifically the Chieftaincy for Military Intelligence (CMI) to RNC in designing anti-Rwanda propaganda and shaping intelligence narrative to create undue tensions between the two countries.

    Now RNC propaganda seems to be influencing Uganda’s decisions on free movement of people especially by arresting innocent Rwandans and planting anti-Rwandan stories in the media, according to information from Uganda’s security circles.

    “It is increasingly becoming pathetic that we, here in Uganda have tolerated this nonsense to continue because it risks to influence both our diplomatic and security ties with Rwanda,” a top security official told the Standard newspaper from Kampala.

    “These RNC operatives have gotten into the ears of some intelligence fellows here with whom they share old historical ties. Since some of them have historical grudges to settle, they are abusing the powers of their offices to serve individual interests,” the seemingly irritated official told this website.

    Media reports have pointed out the inner-dealings between CMI and RNC focal points in Kampala led by Rugema Kayumba. Rugema runs anti-Rwanda propaganda freely on different social media platforms attacking the leadership of Kigali without any caution from his hosts in Kampala.

    Sensing that the malicious allegations of Rwanda ‘kidnapping’ refugees are not working in their favour, RNC and its sponsors (CMI) have now turned to planting fake stories that Kigali is sponsoring assassins to target the top leadership in Uganda.

    “These fellows are taking the joke to another level,” the security source said. “They have actually hijacked CMI and running the show with what pleases them.” The terror group, RNC has been mobilizing recruits in different refugee camps accommodating Rwandans inside Uganda.

    In December last year, a group of 45 Rwandan refugees were arrested from Uganda’s Kikagati border post with fake travel documents as they headed for rebel recruitment to Burundi and onwards to Eastern DRC. They are now detained in Uganda.

    However, one of key mobiliser of this group from Mbarara District, one Dr. Sam Ruvuma was arrested but later released after intervention from higher authorities in Uganda.

    Sources say the release of Ruvuma has created animosity among the detained group who see it as betrayal since Ruvuma was the fellow that mobilized them into the illegal activities.

    “It is quite revealing that Dr. Ruvuma who was a mastermind of RNC recruitment in Uganda was set free,” a source quoted one of the detained fellows saying.

    “He is the fellow who led us into this mess and should be here with us.”

    At the time of Ruvuma’s arrest, information obtained by an investigative website showed he was working with some of the detained recruits especially Moses Bijura of Rubare, Ntugamo and Godfrey Musoni from Mukono. Both are now questioning why Ruvuma is free.

    Dr. Ruvuma is part of the ring mobilizing for RNC in western Uganda working hand-in-hand with Pastor Deo Nyirigira of Agape Pentecostal church based in Mbarara. The court case for these detained 45 is yet to kick off. This week, Uganda’s media reported that the case had been postponed due to lack of financial resources.

    However, what is strange is that the case file only mentions of terrorism charges and leaves out RNC rebel recruitment with intention of destabilizing a neighbor.?

  • Tribert Rujugiro: Africa’s ‘kingpin of fraud and smuggling’

    If the measure of success is how fat one’s wallet is, then Rujugiro certainly features. However if success is the aggregate sum of an individual’s character, then the aging tycoon scores a flat F. One great writer put it well —that success without honor or character is like an unseasoned dish. It will satisfy your hunger but won’t taste good.

    Similarly, another great novelist said it better—“be careful of your habits, for your habits become your character–be careful of your character for your character becomes your destiny.”

    No better way of describing the 76-year-old Rujugiro than the above statement. Rujugiro’s habits read fraud from A to Z. These unscrupulous habits have shaped the character of man who thinks money can buy him anything.

    His story would pass for a typical Mexican drug cartel –only this time operating from Africa. His mafia-like lifestyle has seen him amass wealth through undercover methods. He is the kingpin of tax evasion, money laundering, smuggling and eliminating any opponent who stands his way in his hunt for an extra dollar.

    Rujugiro was born in Rwanda around 1941. Like many Rwandans, he spent most of his adult life as a refugee in Burundi. It is from Bujumbura that Rujugiro cut his teeth in the business world of cigarette smuggling. Before venturing in the shady world of cigarette smuggling; Rujugiro contributed to the bankruptcy of an insurance company he worked for as a clerk through an elaborate scheme of fake vehicle accidents.

    It didn’t take long until he became a household name as a front man for the business interests of key military and political figures in the Jean Baptiste Bagaza regime in the 1970s and 80s. In turn they would protect his business via monopoly. The impunity that Rujugiro enjoyed as a result of these relationships led him to wide scale smuggling, money laundering and tax evasion, something he has specialized in till today.

    Rujugiro excels at smelling prey. It is a business model that has followed the same pattern since his Bujumbura days. It views accountability deficits as an opportunity for investment, identifying a country for investment whose systems of accountability are non-existent or are decaying.

    Alternatively, where there are strong systems of accountability, he seeks out powerful (already corrupt or potentially corruptible) individuals within those systems and integrates them into his business by offering them some equity. In exchange, they help him to evade accountability and gain impunity. This is how Rujugiro has managed to hold different governments at ransom everywhere he has been.

    And this is the point of departure with Rwanda or the beef with Kigali. Those who know the system in Rwanda know that it cannot accept to be held at ransom by anyone. Moreover, the political and military elite in Rwanda is cohesive and under control, which made it impossible for Rujugiro’s business model to thrive.

    When he was arrested in London following an arrest warrant issued by the South African prosecution office over tax evasion, Rujugiro, in his shallow thinking thought Rwanda would immediately sever diplomatic ties with London for “daring” to lock up Mr. money–bags.

    The arrogance of thinking that individual crimes must be a state responsibility, largely informed by his past dealings with rogue states is what led Rujugiro to turn against his motherland. It was a case of a childish argument “you didn’t fight my war, let me fight you now” —which largely explains the megalomaniac character of this fellow.

    To embark on his ill-advised revenge scheme, he linked up with disgruntled RDF deserters and fugitives like Kayumba Nyamwasa and the late Patrick Karegeya to form the terror group, Rwanda National Congress (RNC).

    In an ill-advised classical case of “money can you buy you everything,” Rujugiro has reached out to his wallet to fund the “revenge” scheme. He has paid lobbyists to tarnish Rwandan image, issued free shares in his companies to buy loyalty from well-established individuals in the region and cashed PR agencies to write and find space for derogatory stories on the leadership in Kigali.

    For example, in September last year, Rujugiro paid $440,000 to the Washington Based Podesta Inc., a lobbying firm to buy access to U.S. Congress where his main stooge, David Himbara would testify against Kigali with the aim of throwing mud at Kigali.

    After the September hearing in the American Congress, the group also tried to secure a similar hearing in the Canadian parliament but failed after Rwandans in that country mobilized against them.

    Parallel to this, Rujugiro has been active in the region. In Bujumbura, he showered the leadership with free gifts of shares in his tobacco and cement business in exchange for a safe haven for his anti-Rwanda activities. He bankrolled Burundi’s ruling party during the controversial elections held two years ago with a cash donation to finance the elections and forty(40) brand new pick-ups for use in the campaigns.

    In Kampala, most Ugandans learned about the name Tribert Rujugiro for the first time when a local tabloid revealed that Rujugiro had signed a business venture with President Museveni’s young brother Gen. Saleh Akandwanaho worth millions of dollars. In the agreement Gen. Saleh is given shares in Rujugiro’s Tobacco Company (15%) and in exchange, Saleh agrees to protect Rujugiro’s assets in Uganda and in the region.

    It is said, when Rujugiro is in Kampala, he is protected more than the Generals of that country. His sons also enjoy similar security protection. This explains the very reason Uganda’s Chieftaincy of Military Intelligence (CMI) has become the focal point for RNC recruitment inside Uganda.

    In South Africa, a recent book by investigative journalist Jacques Pauw titled “The President’s Keepers: Those Keeping Zuma in power and Out of Prison” sheds light to Rujugiro’s exploits.

    Pauw names Rujugiro among a ring of “assassins, arms dealers, and gangsters” who have turned South Africa into one of the “top five countries in the world with the highest incidence of trade in illicit cigarettes,” he reveals that the smuggling is “referred to as ‘the new gold,’ something that places emphasis on the lucrative nature of the trade in which, Pauw underscores, “Profit margins approach 1,000 % in an industry that has grown into one of the largest organized criminal enterprises.”

    The consequences of the smuggling are vast. According to the book, “Tobacco smuggling doesn’t just deprive the state of taxes and duties, but it often masks other crimes, including money laundering, fraud, drug smuggling and human trafficking,” Pauw writes: “The smuggling of tobacco costs government 3bn rand because of tax evasion, money laundering and corruption.”

    In a crackdown against smuggling in ‘black gold’ that was giving a bad reputation to South Africa, Rujugiro found himself detained in the UK on a warrant of arrest by the South African Prosecution Services. In 2007 South African Revenue Services (SARS) halted all operations at Rujugiro’s Mastermind tobacco company, in Wilsonia following a $7.4 million fraud case. He faced 25 counts of fraud relating to non-payment of excise duties, 25 charges of illegally exporting goods from the Customs and Excise warehouse, six charges relating to the non-payment of Value Added Tax, and a charge of irregular dealing in goods

    In Nigeria, Rujugiro defaulted on the terms of a concession granted by the local authorities under which his company (Leaf Tobacco Company) was to enjoy a 60 per cent waiver in the importation of cigarettes, tools and inputs against the promise to start production locally in three years. Six years down the line, Rujugiro’s company was yet to start manufacturing cigarettes locally but was still handsomely benefiting from the generous terms of the concession.

    That is that character of the man behind anti-Rwanda propaganda today. A man drank on ill-gotten wealth and one who thinks he can use his money to evoke regime change. Good enough, such times have changed for Rwanda and changed

  • IMF Completes Rwanda’s PSI Review, approves final disbursement of Standby Credit Facility

    In a statement released after the executive board’s decision, the IMF’s Deputy Managing Director and acting chair Mr. Tao Zhang said,“Rwanda’s Performance under the SCF arrangement and PSI-supported program has been strong and the country has made notable progress in reducing external imbalances which has helped safeguard macroeconomic stability and improved prospects for long term growth.”

    In June 2016, in the face of external shocks to the economy, the IMF executive board approved an 18 months Standby Credit Facility worth $204 million to offset the impact of low commodity prices by boosting Rwanda’s foreign reserves.

    Reacting to the adoption of Rwanda’s reviews by the IMF Executive Board, the Minister of Finance and Economic Planning, Amb.Claver Gatete said, “Government appreciates the support of the IMF, as the Special Credit Facility and agreed policies under the PSI have allowed building reserves. Over the last 18 months, the government has been implementing policies towards reducing the trade deficit, including greater exchange rate flexibility, public spending restraint, prudent monetary policy and the “Made in Rwanda” policy to encourage domestic production of certain goods.”

    The external account has registered an increase in coverage of reserves to above four months of imports, from 3.6 percent in 2015, following a strong improvement in exports of goods and a modest reduction in imports.

    Under the Policy Support Instrument, Rwanda has been pursuing four pillars which are Private sector development, Exports promotion, Domestic resource mobilization and Financial sector development.

    The PSI is an instrument of the IMF designed for countries that do not need balance of payments financial support. The PSI helps countries design effective economic programs that, once approved by the IMF’s Executive Board, signal to donors, multilateral development banks, and markets the Fund’s endorsement of a member’s policies

  • Rwanda ready to partner with others to curb migrants problem-Kagame

    Kagame was speaking yesterday while hosting Envoys to the annual Diplomats’ Luncheon in Kigali.

    The Luncheon was preceded with receiving credentials of ten envoys that were accredited to represent their countries in Rwanda, in the ceremony that took place in Village Urugwiro.

    Kagame extended special welcome to new envoys. “We are happy for each and every one of you, representing your countries and organisations in Rwanda. I would like to extend a special welcome, to the new envoys who presented their credentials today,” Kagame said.

    “I wish you every success in your work, and an enjoyable stay in your temporary home. We are pleased that the diplomatic community in Kigali continues to grow, with the establishment of new embassies,” he added.

    The Head of State said last year was a good one for Rwanda. While there is still a long journey ahead, he said, Rwanda made progress in many areas, and continue to learn from the experiences, and from others.

    “Looking ahead, we will continue to drive inclusive economic growth and strengthen our institutions, for the benefit of our citizens.The productive relations we enjoy with our neighbours and partners will, as always, be an important contributing factor,” he said.

    He said Rwanda can be counted on, to continue playing part in global environmental protection, international peace, security and the fight for gender equality.

    However, he said the past year was not without reminders, of the serious challenges that must be confronted together.

    “The desperate situation of African migrants in Libya was deeply disturbing. Rwanda remains prepared to provide sanctuary for those migrants who wish to come here or through here. We will work with the African Union, and other concerned governments and organisations, to address this situation, and prevent it from recurring,” Kagame assured.

    As the incoming chair of the African Union, Kagame said, Rwanda will be even more focused on African integration, than ever.

    “We look forward to working closely with our brothers and sisters around the continent, to make progress, toward the priorities we have set for ourselves,” he said.

    Kagame said Africans have always wanted to come together, visit each other without complications, invest and do business, and partner confidently with the rest of the world.

    “I would like to inform you that the institutional and financial reform of the African Union is on track. The changes being implemented are critical for Africa’s future.One of the outcomes of the reform will be stronger, more productive partnerships between Africa and other continents,” Kagame revealed.

    Kagame said Rwanda has opened borders to visitors from every nation in the world, who are eligible for visas on arrival, “We look forward to welcoming many new visitors, and to making new friends,”
