  • Rwanda signs $USD 400 million deal with Gasmeth Energy for methane gas extraction

    Gasmeth Energy Limited was represented by CEO Stephen Tierney at the signing ceremony.

    Gasmeth Energy plans to finance, construct and maintain a gas extraction, processing, and compression project. The project will include a gas extraction plant on Lake Kivu, where Gasmeth Energy will extract and separate methane gas from water and thereafter transport it to an onshore plant where they will compress it. The compressed natural gas will be distributed on both the local and international market.

    The over USD $400 million project aims to generate employment for between 600-800 people during the construction phase. The Gasmeth Energy project will have 400 employees after construction.

    The RDB Chief Executive Officer, Clare Akamanzi, noted: “Natural gas is the most environmentally friendly fossil fuel. The natural gas produced by the plant will help reduce the use of wood and charcoal as a cooking fuel as well as diesel fuel in the automotive industry.

    “The deep water of Lake Kivu contains dissolved methane and carbon dioxide. These gases pose a serious risk to all the oxygen-dependent life in the vicinity of the lake as they continue to build up. However, methane gas also provides an energy resource valued at billions of dollars for the Kivu region.

    “We, therefore, welcome the Gasmeth Energy project because not only will it reduce the risk of a methane gas explosion, it will also provide jobs, reduce Rwanda’s natural gas import bill, increase gas exports and provide cleaner cooking fuel for Rwandans,” she said.

  • Smuggled goods seized in Rubavu

    According to the southern region police spokesperson chief inspector of police (CIP) Innocent Gasasira, the smuggled goods were impounded by a security patrol conducted by revenue protection unit of police (RPU) on January 30.

    The goods seized include 267 kilograms, 104 kilograms of used clothes and shoes respectively.

    Others are four boxes of Salsa tomato pasta, pans six dozens of powder milk of 2500g, Pakimaya nine pieces, two boxes of Juice, four dozens of Shirts, and Electrical cables 20 pieces.

    The government of Rwanda deliberated on a strategy to develop the textiles, apparel, and leather industrial sectors and a blueprint were consequently designed on how to implement such a strategy.

    Rubavu, Gicumbi, and Burera are among districts mapped as major transit routes for drug traffickers in the Northern and Southern Provinces. As a result, residents have since strengthened community policing efforts through the establishment of an anti-drugs club in each of the sectors to increase awareness and support intensified Police operations to arrest dealers.

    A draft 2017-2019 strategy for the transformation of textiles, apparel, and leather industrial sectors aim to increase the quality and quantity of textile, apparel, and leather for both local and foreign markets.

    He said those dodging taxes affect the economy and the same effect to the profitability of others who pay taxes.

    In article 200, any person with unaccustomed goods shall be liable to imprisonment not exceeding five years or a fine of 50 percent of the dutiable value of the goods involved, or both.

  • President Kagame takes over EAC Summit Chairmanship

    President Kagame received the EAC Summit Chairmanship as he attended the 20th Ordinary Summit of the East African Community Heads of State, in Arusha, Tanzania.
    Accepting the EAC Summit Chairmanship, President Kagame assured the attendees of his commitment as the new chairperson of the EAC summit.

    “It is an honor to serve as Chairperson of our Summit for the next year. I look forward to working together with my fellow leaders to serve the people of East Africa,” Kagame said.

    He remarked that the summit comes at an important moment as EAC approaches it’s the 20th anniversary of its revival. “We have much to celebrate. But it is also a moment to reflect on the meaning and value of this Community which is important to all of us.”

    President Kagame added that it is an opportunity to address whatever challenges exist directly and frankly, so to move confidently into the future EAC.

    The summit had been postponed twice after Burundi’s last-minute boycott of the planned November meet which was rescheduled to December but failed to take place. Burundi wanted the EAC leaders to first address differences pitting his country and Rwanda. Relations between the two neighbors have soured since the failed Bujumbura coup in 2015 threatening to tear apart the Community.

    With President Kagame’s assurance, the relationship between the two countries might change for the better.

    “We cannot afford to fall behind particularly when the EAC was starting to make good progress. It is up to us to ensure that this community works for us as it should,” He said

    President Kagame further observed that as leaders of the community, EAC needs to come together in a spirit of solidarity and unity for the benefit and well-being of the citizens of the region.

    “We will measure success by how easily our people, their goods and capital move within our region & how prosperous in the end they become as a result. This is our task. I know we are equal to it if we choose to put all our energies into making it happen.” Kagame concluded.

    Four of six East African Community heads of state attended the meeting. President John Magufuli was joined by his counterparts Museveni of Uganda, Kenya’s Uhuru Kenyatta and President Paul Kagame.

  • RIB warns against the theft of water equipment

    On Wednesday, 27 January, RIB investigators detained Saveri Ngayabahiga, 22, who is suspected to be in the clique of thieves, after a tip-off from the public. The investigators’ search into Ngayabahiga’s house discovered a number of smashed digital water meters. Residents accuse him of shattering stolen water meters before selling them as scrap metals. Ngayabahiga denies the accusation.

    RIB Spokesperson, Modeste Mbabazi said the suspect is charged with “theft and aggravated circumstances of theft under article 166 and 167 of the law determining offenses and penalties in general, since the suspect is believed to carry out the theft at night”.

    Article 166 states that “Any person convicted of theft is liable to imprisonment for a term of not less than one (1) year and not more than two (2) years and a fine of not less than one million Rwandan francs (FRW 1,000,000) and not more than two million Rwandan francs (FRW 2,000,000), community service in a period of six (6) months or only one of these penalties”.

    Mbabazi issued a warning to the culprits and pledged that RIB will continue working closely with the public to stop the illegal acts.

    “We ask the public to always report such incidents of theft to help prevent further damage to their properties,” said RIB Spokesperson.

    Aimé Muzola, the CEO of Water and Sanitation Corporation (WASAC) lauded RIB’s investigators in detaining the suspect and urged the public to share related information on time to curb the vice.

    “I request our clients to own the safety and protection of these pieces of equipment and in case of any suspicion, to report to relevant authorities,” the CEO said.

  • 100 civil society groups in South Korea launch protest against the established Christian-political association

    “Global Citizens’ Human Rights Coalition to Call for the Shutdown of the Christian Council of Korea (CCK)”, a newly founded Federation of 100 civil society groups from the field of women, youth and religions, held “Press Conference and Rally to Call for the Shutdown of the Christian Council of Korea (CCK), an Anti-Nation, Anti-Society, Anti-Religion, and Anti-Peace Organization.”

    According to the Coalition, this event was organized “to disclose the reality of the CCK as a representative Christian majority receiving an indulgence for itself from committing anti-social crimes.”

    “The CCK originates its identity from the Presbyterian Church that led worship for shrine and emperor under the Japanese colonial times. For the last 10 years, it has been reported that 12,000 Christian pastors have been convicted of criminal activities including murder, sexual assault, and frauds,” said Mr. Shin Chang Kim, Secretary General of the Coalition.

    “The CCK’s orientation started from its foundation when it was created to support the military dictatorship back in the 1960s. This alliance between politics and Christianity led to pastors free from ethical and civic responsibility. We have seen many of them exchange their pastorship with money and coercive conversion for their profit, many of which had been silenced in media because of its power,” added Mr. Kim.

    In the official statement, it said, “In case of the rise of denominations that do not belong to the CCK, fake news is produced to judge them as “cult”. Also, women are targeted to force them to convert while they are confined. The recent death of two women in the coercive conversion shows how the life of citizens and human rights are at risk before the CCK.”

    In the name of participating organizations, the Coalition called on “enactment of a special law against coercive conversion programs to enhance freedom of religion.” The Coalition includes International Women’s Peace Human Rights Commission, Christian Association for Anti-Corruption National Movement, IPYG Youth’s Human Rights Committee, and World Buddhist Summit.

  • New Thousand, Five hundred Banknotes to be issued

    A Cabinet meeting chaired by President Paul Kagame, Monday, has endorsed a Presidential Order issuing new banknotes of One Thousand Rwandan Francs (Rwf1000) and Five Hundred Rwandan Francs (Rwf500) as legal tender in Rwanda.

    The new banknotes which will be announced by the National Bank of Rwanda (BNR) will be replacing banknotes which were in use since 2015.

    The Rwf1000 banknote’s front has a design of National Museum of Rwanda to represent the Government of Rwanda’s effort to promote Rwandan Culture and history; while on the back there is a monkey in the Volcano National Park to represent the Government effort to promote tourism sector.

    A design of a flying dove changes colored from green to blue and a bright ring can be seen moving around a central point, replacing the Holographic band on former Rwf1000 banknotes.

    The Rwf500 135 x 72mm banknote has a watermark of the coat of arms of the Republic of Rwanda and an electrotype element representing the logo ‘BNR’ below, a blue dominant color.

    The move, at the time, was aimed at strengthening the note’s security features.

    The Rwandan franc, denoted by the ISO code RWF, is the legal tender used in the country. Banknotes are in denominations of Rwf5000, Rwf2,000, Rwf1,000, Rwf500 and Rwf100.

  • Nyarugenge Students warned against drug abuse, unhealthy lifestyles

    The Chief Inspector of Police (CIP) Marie Gorette Umutesi was speaking to over 800 students of Lycée Notre Dame de Citeau Nyarugenge District.

    She advised students to study hard and avoid all forms of unhealthy lifestyles that could ruin their current and adult life.

    Umutesi noted that in recent times drugs such as Cannabis have been abused by the youth, especially students, and said its effect on society was worrying.

    He told a gathering which included teachers and administrators, that the fight against drugs especially Cannabis smoking among the youth was a shared responsibility and implored all to participate and bring the situation to an end.

    She explained that when one reaches the stage of addiction, the drug controls the nervous system and destabilizes it, and at this stage, the user becomes distressed which leads to various health and social hazards.

    “We have our decision as law enforcers to ensure drugs are eliminated out of the community, we promise to sustain cracking the whip on these illegal outlets.

    Odele Umutoniwase, one of the students asked police and local authorities to take stern action against the importers and producers of these drinks.

    She thanked the police for their timely intervention on such social evil and reminded the students of their dreams to become responsible adults in the future.

    She therefore urged her fellow colleagues to stay away from drugs to achieve their ambitions.

    – The Minister of Youth informed the Cabinet on “Rubyiruko Menya Amateka Yawe program” that started on 17th January 2019 and will conclude on 7th March 2019. This program is organized by MINIYOUTH, in collaboration with MINALOC, CNLG, RDF, and RNP to nurture the values of Patriotism, Heroism, Unity, and Tolerance embedded in the culture and history of Rwanda in Youth.

    – The Minister of Gender and Family Promotion informed the Cabinet that Rwanda will celebrate the International Women’s Day (IWD) on March 8th, 2019. The theme for this year is: “Together, let’s build a safe Family– Dufatane Urunana Twubake Umuryango Utekanye. At the national level, the celebration will be held in Nyamasheke District, Kanjongo Sector, Kigoya Cell, Kigugu Village.

    – The Minister of ICT and Innovation informed the Cabinet that the Government of Rwanda is organizing the 5th Edition of Transform Africa Summit 2019 from 7th to 10th May 2019. The theme for this year is “Boosting Africa’s Digital Economy”. The summit will feature the second Transform Africa Economic Forum on 7th May 2019 with a targeted audience of business leaders and high net worth investors on the topic of “Startup Africa”.

    – The Minister of Environment informed the Cabinet about the High-level event organized to celebrate the entry into force of the Kigali Amendment to the Montreal Protocol adopted at Kigali on 16th October 2016 and which was effected on 1st January 2019 after ratification by 65 countries. The celebration event is planned to take place at Marriot Hotel, Kigali on 28th January 2019.

  • KBS staff support 300 Nyagahinga residents with medical insurance, Tap&Go cards

    The event took place on Saturday, in Nyagahinga cell, where KBS Ltd headquarters are located.

    The team worked on a Kilometer-long road that links Kanyinya to Kigarama Village.

    According to the company’s General Manager, Boniface Mutua, the aim was to contribute to Rwanda’s development and appreciation for dedicated clients that keep traveling with KBS buses.

    “We had this initiative as a way of thanking our dedicated clients and contributing to the country’s development. This is the new KBS; we want to be closer to our clients, help them through their choices,” Mutua said.

    The community work is a first in many more to come in several parts of the country.
    KBS Finance Officer, Nadine Uwamahoro said that the new initiative is to include the company’s clients.

    “We usually did community work as a company but this time, we decided to include our clients so as to show them how we value them. The initiative will be continuous, as we are preparing ourselves to help an underprivileged family in Kicukiro,” Uwamahoro said.

    Some of the residents that were given Mutuelle de Santé told IGIHE how they previously struggled to raise enough money for medical insurance and expressed gratitude to KBS’s gesture.

    Jean de Dieu Biziyaremye, an Official from Rusororo Sector, applauded KBS Ltd for the support, emphasizing that health insurance is very important for every citizen.

    “We are thankful for their support towards 300 citizens. It is a very humane act and as a community, we appreciate it.” Biziyaremye said.

    Kigali Bus Services (KBS) has a fleet of 116 buses and uses Kanombe-Nyabugogo, Kanombe- Kigali, Remera-Nyabugogo, Remera-Masaka, Remera-Busanza and many other routes.
