  • Eritrean Merhawi Kudus wins stage three of 2019 Tour du Rwanda

    While preparing for stage three, Kudus admitted that he believes Huye-Rubavu stage will determine the Tour du Rwanda winner 2019.

    “It will be harder because all teams are competing with us but I would say that the real Tour du Rwanda will begin on stage three because we are going to race a 200km which will be a bigger task,” says Merhawi.

    It’s a greater achievement to this 25year old cyclist who took over other cyclists while climbing Mukamira area thus winning stage three after the win of stage two Tour du Rwanda 2019.

    The Rwandans in near positions are Joseph Areruya on the 10th position and Valens Ndayisenga on the 12th position.

  • Over 9500 Kirehe households get electricty

    The Renewable Rwanda Energy Group (REG)’s Director in Kirehe district, Mupenzi Theogene says that from July 2018 to January 2019; 9778 homes were connected with electricity, including 1,940 homes in Mushikiri sector that were given electricity in the last two months.

    IGIHE talked to some residents of the area who expressed optimism in the enhancement of their economic performance and welfare. Twagirimana Abdoul, the resident of Mushikiri sector, said that before getting electricity, many activities that require electricity to be started could not take off.

    “Electricity has come as a blessing and we’re certain our welfare is bound to improve as we shall start activities that require electricity. I have already bought a maize milling machine,” says Abdoul.

    “We are now in paradise because we process what we have grown. A bakery is about to be built in the sector, which is a great achievement,” says Twagirimana.

    Some of the entrepreneurs in the area say that before they got electricity, they would only work during the day but can now work way into the night yet they use power worth Rwf 2000 only in three weeks. This has improved our business profitability.

  • The East African’s bewildering editorial on Uganda, Rwanda relations

    “Kagame and Museveni must step carefully,” the newspaper says. But all objective facts on the ground indicate the only person that is doing any “stepping” is Museveni, whether carefully or not. We shall get back to those objective facts in a moment.

    The writer has to stretch back to the very unfortunate confrontations of Kisangani, two decades back, in an attempt to maintain some impression that there is “equal hostility” between Uganda and Rwanda. There isn’t.

    When the paper says, “Uganda is acting to crack down on perceived Rwandan moles,” it is only lending credence to a Kampala narrative of alleged “Rwandan spying” that’s supported neither with fact nor with evidence.

    Which brings us back to the objective facts why the only party in the wrong regarding soured relations between the two countries in Kampala.

    Kampala is supporting a rebel group, Rwanda National Congress (RNC) that has openly declared war on Rwanda. It has been established that Uganda’s Chieftaincy of Military Intelligence (CMI) actively helps RNC in its recruitment activities in refugee camps or other areas of Uganda where there are Rwandan populations.

    On 11 December 2017, a group of 46 young Rwandans was intercepted at the Kikagati border post between Uganda and Tanzania. The young men were found by immigration authorities to be carrying forged Ugandan papers. They had first stated they were headed to Burundi as part of a church fellowship group, but upon questioning confessed they were en-route to RNC training camps in DRC. Further questioning revealed it was CMI that had facilitated them with their fake papers. According to news reports, Ugandan immigration authorities alerted the Uganda Border Police, which arrested them.

    Media reported how President Museveni during a joint press conference with his Rwandan counterpart said, “When I met President Kagame in Addis Ababa he gave me some facts which I followed up. A group of Banyarwanda was being recruited through Tanzania and Burundi to go to Congo. They said they were going for church work, but when they were interrogated, it was found the work was not exactly religious. It was something else!”

    That “something else” was terrorism. The 46 men ended up in court facing charges of terrorism as (former) Police Spokesman Emilian Kayima confirmed to the media. “The 46 men were moving with forged documents and identifications that point to acts of terrorism,” Kayima said.

    President Museveni’s admission of the presence of such a group must have been out of serious embarrassment at being shown all the evidence by his Rwandan counterpart.

    One thing that shows beyond reasonable doubt that the highest Ugandan authorities were complicit is that on 25 June last year, the magistrate court in Mbarara released 39 of the RNC recruits from prison. Rarely does it happen anywhere for suspects in a case as serious as terrorism to spend only a few months in prison, and be released without trial. The individuals reportedly continued to their original destination in RNC training camps.

    It has been reported how top RNC officials – such as David Himbara its chief propagandist, Tribert Rujugiro the group’s chief financier and others – when in Kampala get VIP treatment befitting visiting high-level dignitaries. When Ben Rutabana, the “head of capacity development” of RNC visited in July last year as a “guest” of Kaka Bagyenda – Director of Uganda’s Internal Security Organisation (ISO) – one Jack Erasmus Nsangiranabo, a second lieutenant was assigned as his personal chaperone. Rutabana was on a mission to inspect how RNC’s recruitment activities were progressing.

    Kigali on its part does not consort with a single anti-Uganda group or individual, which is why it is truly baffling for The East African to claim, “Support for enemy forces has featured prominently in the latest standoff between the two countries.”

    On 14 to 15 December last year, high-level RNC and FDLR (for those who do not know, the latter is an offshoot of the extremist military and militias that perpetrated the Genocide against the Tutsi in 94) representatives met in Kampala at Museveni’s invitation. The meeting took place at the Kampala Serena under the coordination of Philemon Mateke, Uganda’s Minister of State for Regional Affairs. The objective was how to deepen working modalities between FDLR and RNC. But the very day they were crossing back into Congo, 15 December, the Congolese authorities arrested two FDLR officials at Bunagana border and flew them to Kinshasa. It has since been established that these people, LaForge Fils Bazeye the terrorist group’s spokesman and Theophile Abega its intelligence chief, spilled a lot of information on Uganda’s working with the terror groups. All these are objective truths.

    Kampala has also has been proven, in a report by the UN Group of Experts on DRC, of recruiting for, and supporting anti-Rwanda elements based in South Africa and the DRC. That report is consistent with all the FDLR and RNC movements in Kampala, DRC or Burundi and elsewhere.

    Finally, it comes as a complete shock to any Rwandan to read in The East African’s editorial that, “So far the dispute has largely remained at the top, with ordinary citizens able to go about their lives with little interruption.” Let the person that wrote that thing inform himself about the countless Rwandan passengers in buses and cars who have been brutally arrested and held incommunicado. Let the writer know what happens to a Rwandan in Uganda that refuses to be recruited into RNC. CMI or ISO operatives will plant a gun on him, then arrest, imprison and torture him on concocted charges of “illegal weapons possession”.

    That is what happened on 26 May last year to Emmanuel Rwamucyo, a Mbarara-based Rwandan businessman and his friend Augustin Rutayisire who had accompanied Rwamucyo to a bank. According to family members, they had gone to deposit money for a loan payment when CMI arrested them and claimed it had found them in possession of a firearm. This begs the question: which civilian carries a gun into a bank in broad daylight? The same thing has happened to several other Rwandans in public places like restaurants, bus parks or bars. In all cases, there will be no proper court trial for one to defend him or herself. If there is any pretense at justice, Rwandan civilians will find themselves before a Ugandan military court marshal. Countless Rwandans’ properties have been confiscated and stolen, and those that happen to have a business will find it ruined. A Rwandan that’s only minding her affairs may find herself arrested by CMI or ISO operatives on information provided by RNC, doing what pleases Uganda.

    Regular news readers have almost daily learned of illegal deportations of Rwandans traveling to Uganda, most of whom have to suffer illegal imprisonment first – all in utter disregard of EAC laws on freedom of movement of citizens of a member state in any of the member countries. Right now, there are hundreds of Rwandans incarcerated in Ugandan prisons on charges of “illegal entry”, or “staying illegally in Uganda”, and similar charges that cannot stand if Common Market laws were properly applied.

    On the other hand in any event that a Ugandan is arrested in Rwanda for a crime, that person is accorded due process and his rights are respected. The Police will read him or her the charges, while steps will immediately be taken to inform the Uganda High Commission in Kigali, and the suspect will be allowed consular visits.

    Those are the true, verifiable facts of relations between Uganda and Rwanda.

    The East African has done its readers a serious disservice with its piece of false equivalency while avoiding the real story: Ugandan aggressive behavior against a neighbor that has done the responsible thing and firmly desisted from each and all such behavior.

  • KBS Staff pay medical insurance for 300 in Kicukiro

    This took place on Saturday, last week as they cleaned the area around Nyanza memorial site prior to the 25th anniversary of the 1994 genocide against Tutsi.

    After communal work, KBS Ltd offered Health Insurance Cards (Mutuelle de Santé) to 300 people living in Rukatsa cell while some other 300 were given Tap&Go cards with an amount of Rwf1000.

    “Working together with the society in communal work is a way of appreciating and sensitizing people to continue using KBS (Kigali Bus Services),” says Boniface Mutua, Kigali Bus Services (KBS) General Manager.

    “We cut the grass around Nyanza Memorial site and supported 300 poor people with Mutuelle and other 300 with Tap&Go cards.” He added

    Mutua also promised that such deeds will continue to even other sectors of the country.

    The Executive Secretary of Kagarama sector, Kanyesigye Nathan appreciated KBS Ltd for the good work they had done during the communal work.

    “It’s a pleasure to our sector that KBS Ltd chose to join us on this day and we are really glad because of their help in cleaning the memorial site. We also asked them to come back and join us in the 25th genocide commemoration.” Kanyesigye observed

    The Finance Director at KBS Ltd, Nadine Uwamahoro said that they are aiming to make it easy for the people who access the Kigali Bus Services.

    “We have offered these Tap&Go cards because we would wish for every person who uses our cards to have one and it’s a big honor to us because this meets with our aim of offering proper services to the people,” says Uwamahoro.

  • Tour du Rwanda: Police urges public to facilitate smooth competition

    The force particularly appealed to spectators to support responsibly by not standing in the road or any other behavior that can interrupt the competition or worse still cause an accident.

    “We wish to remind road users that the 11th edition of Tour du Rwanda started on Sunday February 24 and will end on March 3; riders will use different roads in the City of Kigali and other provinces. We appeal to spectators and road users to ensure the race ends safely,” Senior Supt. Jean Marie Vianney Ndushabandi, the spokesperson for Traffic and Road Safety Department, said.

    “During the days of the cycling competition, some routes will be busy and temporarily reserved for riders, which will affect the traffic flow. Motorists are urged to use alternative roads or if not in a hurry, to patiently wait until roads are accessible again. Our traffic police officers will be at all junctions to facilitate you,” he added.

    He appealed them to keep reasonable distance from the road, hold children to prevent them from wandering in the road and avoid littering the road which could cause an accident.

    “The competition attracts unusual excitement especially in busy centres along the routes and arrival points… support responsibly while minding your safety as well as the safety of the riders.”

    Previous competitions were incident-free and SSP Ndushabandi said that “we expect the same spirit and partnership to ensure a smooth competition.”

  • Gen. Kabarebe reminisces days as Army Chief of two armies

    Gen. Kabare who was giving a lecture to Rwandan youth last week under the theme: ‘Building from the foundations of our history” was responding to questions from the youth that had expressed a keen interest in understanding how one person could command armies of two countries concurrently.

    In 1996, the General related, Alliance des Forces Démocratiques pour la Libération du Congo (AFDL) militants led by Laurent Désiré Kabila with the help of Rwanda Patriotic Army started a war to overthrow Mobutu Sese Seko who had ruled the then Zaire for 30 years.

    RPA allied with Kabila’s AFDL to stop genocidaires that had committed atrocities in Rwanda during the1994 genocide against the Tutsi and were using Eastern DRC as a military base to create more incursions and instability against Rwanda government.

    After defeating Mobutu and Kabila became president, his army lacked military expertise and that is how Rwanda offered Gen. James Kabarebe to command the DRC army.

    Gen. Kaberebe took the youth through how and why Rwanda fell out with Laurent Desire Kabira and in-fights that ensued thereafter.

  • Tour du Rwanda 2019: Italian Fedeli Alessandro wins stage one

    Teams with players with fastest sprints including Avila Edwin from Israel Cycling academy worked hard but went into an accident in 50m from the line which gave chance to Fedeli who was behind them to win.

    Fedeli Alessandro, winner of yesterday’s stage one was born on the 2nd of March 1996 in Negrar city in Italy .2015 is when he participated in the International cycling competition for the first time.

  • Government to bridge Mutuelle de Santé Finance Gap

    Dr. Gashumba made this revelation during a meeting with members of the Standing Senatorial Committee on Social Affairs and Human Rights.

    The proposed funding model responds to the financing gaps experienced by the Community Health Insurance Scheme, which result from the mismatch between subscriber contributions and the cost of providing health care.

    With the current subscribing ratios, individuals belonging to the second and third categories of Ubudehe annual contribution is Rwf5, 000 to the health insurance pool where the government subsidizes Rwf3,000 or 60% and the balance, Rwf2, 000 paid by the citizen.

    The minister says that the current average cost of health care is Rwf7, 000, which leaves a funding gap of 28.6%.

    “This monetary gap between subscriber contributions and health expenditures is causing a delay in the funding required for health care facilities,” said the minister.

    The minister also pointed out that this discrepancy has nevertheless shown that Rwandans understand more and more the importance of early treatment since medical consultations have tripled over the last 15 years.

    “The demand for health services per citizen has increased. The government, therefore, requested that the program not be destabilized and opted for other sources of funding,” said Dr. Gashumba.

    She added that the government would impose a 2% tax increase on drugs imported into the country.

    The RSSB figures indicate that contributions to Mutuelle were estimated at more than $ 13.3 billion in the last six months, from July to December 2018, but that the benefit expenditures for subscribers exceeded $ 27.4 billion dollars in the same period.

    Currently, the Mutuelle de Santé Insurance has a national coverage rate of 84%.

  • RDB explores tourism opportunities in Eastern Province

    The initiative is part of a national exercise that seeks to map out and increase the number of tourist attractions in the country.

    Some of the potential tourist sites that were visited yesterday include; Fumbwe Hill in Rwamagana District, the deep pots of Rubona in Gatsibo District, the Ngarama rock of tales in Gatsibo District and Nyabwishongwezi where the late Gen. Fred Rwigema was killed in 1990 during the liberation war.

    The exercise continued today with a meeting in Nyagatare District that brought together local leaders, tourism professionals and members of the local hospitality industry.

    While making his opening remarks, the Governor of the Eastern Province, Fred Mufulukye, urged the different stakeholders to capitalize on Rwanda’s rich cultural heritage, improved transport infrastructure and hospitality sector in the province to attract more tourists and earn more revenues.

    On her part, The RDB Chief Tourism Officer, Belise Kariza said:

    “Rwanda is eyeing more opportunities in widening its tourism offering and identifying new tourist sites is part of the plan. The sites we visited yesterday not only need to be promoted as new cultural tourist destinations but the private sector also needs to invest in the area in order to create more opportunities for the surrounding communities as well.”
