  • Juvenile escapee rearrested

    He and another convict Sam Mugisha who was serving three years and a half sentence for rape were reported to have escaped yesterday early morning by Rwanda Correctional Service (RCS).

    “Rape convict Tuyishimire Alphonse reported for escaping Nyagatare Juvenile Prison after one day is now re-arrested and he will be prosecuted. Still hunting Mugisha Sam. Thanks to the residents of Gitoki sector, Gatsibo district who shared this security information,” said RCS in a tweet.

    It is the first time children escape this prison.

    Rwanda’s penal code stipulates that an escaping convicted inmate gets a doubled jail term of the remaining sentence.

  • 560 liters of illicit drinks destroyed in Nyaruguru and Huye districts

    The substances were disposed of in the presence of hundreds of residents, during which messages on dangers of consuming such illicit brew and legal repercussions were delivered by the Police and local leaders

    According Chief Inspector of Police (CIP) Bonaventure Karekezi, RNP spokesperson for the Southern region, the substances were seized during Police operations against illicit drugs conducted in conjunction with local leaders.

    CIP Karekezi warned against “poisoning Rwandans with unhygienic and harmful drinks.”

    “People should not turn a blind eye to the problem, some neglect the fact that this is a menace that has the capacity to destroy our community and affect the economic and social structures,” CIP Karekezi said.

    He said that the youthful population is at a greater risk of failure in life because they are the most affected, and urged adults to offer guidance to youngsters.

    Officials urged residents to seek standards license from Rwanda Standards Board to allow them to engage in such businesses.

    Standards requirements include labeling (name of the products, physical and postal address of manufacturer); net contents in milliliters or liters; ethyl alcohol content; date of manufacture and expiry date; storage instruction; statutory warnings; and list of ingredients in descending order.

  • Ambassador Igor Cesar presents credentials to represent Rwanda in Slovakia

    During the ceremony held yesterday, Ambassador Igor Cesar conveyed good wishes message from President Paul Kagame to his Slovakian counterpart.

    President Kiska, 56, took office in June 2014 and his mandate will end June 2019.
    He welcomed the new ambassador Igor Cesar and expressed willingness for cooperation between both governments.

    Ambassador Cesar also held talks with different high government officials on improving bilateral cooperation where they agreed on drawing emphasis on ICT, education through offering scholarships to Rwandan students, exchange of students and university lecturers and agriculture among others.

    During the ceremony, more credential letters were presented by different diplomats to represent the interests of their countries including Colombia, Guyana, Peru, and Tanzania.

    Ambassador Igor also represents Rwanda in German, Tcheque Republic, Pologne, Romania, Liechtenstein, and Ukraine.

    Rwanda and Kenya are the only African countries selected to work with Slovakia in the program of funding development projects.

    With over 5 million people and 49,000-kilometer square, Slovakia is situated at the central part of Europe.

  • Col. Tom Byabagamba and Rtd. Brig.Gen. Frank Rusagara to appear in court of appeal

    Military High Court sentenced Col Tom Byabagamba to 21 years in jail and stripped him of his military rank while Brig Gen (rtd) Frank Rusagara was handed a 20-year jail sentence after they were both found guilty of all the charges against them.

    The third suspect, Francois Kabayiza, was sentenced to five years in prison and charged Rwf 500,000 fines after he was absolved of the charge on illegal possession of firearms but convicted for a single charge of concealing objects which were used or meant to commit an offense.

    They were all not satisfied with the ruling and vowed to appeal against the ruling.

    Byabagamba, who once headed the Republican Guards was accused of tarnishing the image of the state as a leader, public insurrection, illegal possession of firearms, contempt of coats of guards, denigrating the national flag while on duty in the South Sudanese capital Juba, and concealing evidence in a criminal case.

    Rusagara was accused of public insurrection that amounted to tarnishing the image of the country and illegal possession of firearms, a crime for which he was jointly convicted with Byabagamba.

  • Kenyan Education Secretary Visits Mount Kenya University Rwanda

    Prof. Magoha praised the University for putting up a state of the art facility in Kicukiro district and offering programmes that addresses the human capital needs for Rwanda.

    He said the campus was making a very practical and significant contribution to Rwanda’s reconstruction process by offering courses such as nursing, tailored to spur economic growth and social integration among different communities in Rwanda.

    He urged the University to invest more in the area of Science Education. The Education Secretary was happy to note that Mount Kenya University is playing a key role in improving access to Higher Education in both Kenya and Rwanda and attracting students beyond the region.

    “MKUR is playing an important role in providing all the necessary resources to students while also improving the access to Higher Education in both Kenya and Rwanda,” Prof. Magoha observed

    He praised Rwandan President His Excellency Paul Kagame for his stewardship and the country’s fast economic growth following the political instability in early 1990.

    Prof. Magoha added that the country is on the right track of development and registering an impressive economic growth.

  • Husband suspected of murdering wife, on the run

    IGIHE has learnt that the incident took place around 7 pm yesterday.

    The body of the deceased has been found in their house with some parts of the body chopped off.

    Musanze district vice mayor for economic affairs, Marie Claire Uwamariya said the husband of the deceased, a one Ndahayo is suspected to have committed the murder and has since gone into hiding.

    “The executive secretary of Kimonyi sector informed us that residents alerted her of a husband who killed his wife. We went to the crime scene with the mayor to assess the situation. Upon arrival, the door was locked so we broke it to get inside,” she said.

    “The suspected killer has even mutilated the body. He chopped off her breasts and stabbed her on the belly and the cheek,” added Uwamariya.

    It is alleged that the husband killed her wife because she was infertile having failed to produce since they got married ten years ago.

    Hunting the suspect is on and the body has been taken to Ruhengeri hospital for postmortem.

  • Ministry of Justice’s staff sensitized on capital market

    The acting Executive Director of the Capital Market Authority (CMA), Eric Bundugu noted that “The capital market is an avenue for raising long term finance through financial products issues by the Government, private and public companies. As investors in the local capital market, we need to grow domestic investments by saving and investing through the capital market products.”

    He added that “CMA Rwanda has committed to carry out a number of public education initiatives meant to bridge the financial literacy gap by targeting civil servants, private sector and all people from all walks of life a by facilitating an interactive and educate them to start saving and investing through the capital market. That is why we are encouraging you to secure a bright future by availing yourselves of the available investment opportunities in Rwanda’s capital market.”

    The State Minister for Constitutional and Legal Affairs, Evode Uwizeyimana encouraged MINIJUST’s staff members to embrace the saving culture by investing in capital market products for them and their families. He stressed that “The capital market industry and other institutions have various products which provide Rwandans with a huge opportunity to save as well as invest in the long term. I believe that the most effective way for you to secure your bright future is to venture into smart saving and investment opportunities.”

    He added that “It sometimes happens for everyone to squander income in unnecessary things either in buy unwanted things or expensively products, as professional you should not do that, instead secure your future through saving and investing for the sake of your children as well as our country.”

    Capital Market Authority (CMA) is a Rwandan public institution established by the Law N°: 23/2017 of 31/05/2017 responsible for developing and regulating the capital markets industry, commodities exchange and related contracts, collective investment schemes and warehouse receipts system.

    CMA derives its mandates from the Law N°: 11/2011 of 18/05/2011 establishing the CMA, determining its mission, powers, organization, and functioning. The CMA continues to maintain a conducive environment to enable Rwanda’s economy to access long-term funding through the capital markets as well as ensuring investor protection.

  • Rwanda admitted to OECD Centre

    During the application, Rwanda demonstrated interest to become a member to boost investments in the country.

    Today, OECD comprises of 54 developed and under-development countries.

    The admission has been announced by OECD Development Center via twitter account which also quoted Rwanda’s Minister for Trade and Industry, Soraya Hakuziyaremye who is representing Rwanda at the ongoing OECD Forum in Paris, France.

    “We welcome Rwanda as a new member state of the OECD Development Centre!” tweeted OECD.

    The OECD Forum brings together high-level government representatives, from OECD member countries and key partners, with stakeholders from civil society, business, trade unions, philanthropy, academia, and media to discuss world issues and challenges.

    The 2019 Forum is held during OECD Week, from the 20th May to 23rd May.

    It is chaired by the Slovak Republic and co-chaired by Canada and South Korea, discussing issues surrounding the rising inequalities in the economic and social opportunity that are affecting people of all ages and genders, dampening the diversity and richness of societies and hindering prosperity, well-being and inclusion.

    Minister for Foreign Affairs and Cooperation, Dr. Richard Sezibera says that having Rwanda as member of the Center is very significant because the country has put much effort in promoting trade and investment highlighting ‘it is essential to learn from others who made the milestone before.’

    Existing African countries member states include Egypt, Ivory Coast, Mauritius, Ghana, Senegal, South Africa, Morocco, and Tunisia. Other member states include Belgium, Brasilia, Japan, and France among others.

    The OECD Development Centre was established in 1961 as an independent platform for knowledge sharing and policy dialogue between Organisation for Economic Co-operation and Development member countries and developing economies, allowing these countries to interact on an equal footing.

    Today, 27 OECD member countries and 27 non-OECD member countries are members of the Centre. The Centre draws attention to emerging systemic issues likely to affect global development and more specific development challenges faced by today’s developing and emerging economies.   • Two juvenile delinquents escape Nyagatare prison

    The escapees have been identified as Sam Mugisha who was serving three years and a half sentence for rape and Alphonse Tuyishimire who was serving a five-year sentence for a similar crime.

    The spokesperson of Rwanda Correctional Service (RCS), Hillary Sengabo has told IGIHE that the inmates have escaped in the wee hours of this Tuesday and are on the run.

    “It is the first time children escape this prison. We request people to provide information as the investigation is underway to rearrest them,” he said.
