  • Kagame attends inauguration of S.Africa’s Cyril Ramaphosa

    Cyril Ramaphosa was unanimously elected by Parliament after the African National Congress won the elections on 8 May.

    South Africa parliament confirmed him on 22nd May 2019. He had taken over from his predecessor Jacob Zuma in February 2018 who resigned on pressure of his political party ANC.

    The inauguration of Ramaphosa has also been attended by other heads of states from Eswatini, Congo Brazzaville, Equatorial Guinea, Zimbabwe, Senegal, Uganda, Madagascar, Seychelles, Togo, DRC, Gabon, Angola, Mozambique, Sahrawi Republic, Namibia, Somalia, Ethiopia, Nigeria and Egypt.

  • Peacekeeping Police chiefs pay tribute to Genocide victims

    Kigali Genocide Memorial Centre is home to more than 250, 000 Tutsis killed in and around Kigali 25 years ago.

    The Police Commissioners for the UN and AU backed missions and senior officials from the UN headquarters in New York are in Kigali since Wednesday for the 4th intermission retreat.

    At the memorial centre, the peacekeepers were enlightened on the history of Rwanda; before, during and post-genocide.

    The UN Police Advisor, Luis Carrilho, in his remarks, said that after learning a lot about Genocide against the Tutsi, he understood “why Rwandan Police officers perform well in peacekeeping.”

    “Working as UN Police Advisor, I know Rwandan Police peacekeepers are among the best-of-the-best in terms of promoting good community policing and they create an environment of living together where they are deployed… they learn from Rwanda’s experience,” Carrilho stated.

    He added: “On one hand Rwanda is an example of how mankind can harm each other but on the other hand how you managed to overcome conflicts and genocide consequences is a good example of how people can live in harmony.”

    Carrilho reiterated that Police should prevent any conflicts that may occur due to religious, political, economic, ethnic or geographical reasons and react when such heinous acts happen.

    “Being a police officer is to serve the community. As United Nations police including Rwandan Police officers, we must prevent conflicts with early warning mechanisms. We must build sustainable peace worldwide, I hope that together as Police and our respective communities we can have a safe world,” he emphasized.

    “Let us strive together to promote a peaceful, safer and better world to live in. I believe we can all have faith in the future and peace for all.”

    The top blue berets are in Rwanda for a three-day intermission retreat to address challenges faced in missions and promote UN best practices related to the protection of civilians, gender advocacy and quality training, among others.

  • ‘Sankara’ pleads guilty of 16 counts

    Present in the courtroom were judges, prosecution, local and international media.

    The prosecutor asked for remand of Sankara on account of 16 alleged crimes.

    He was escorted by his defense lawyer Moise Nkundabarashi.

    These include forming a rebel group, terrorism, murder, kidnap, genocide denial, arson, armed robbery, using forged documents, causing bodily harm intentionally, inciting hatred against the Government of Rwanda, developing foreign relations to launch a war among others.

    The prosecution also alleged that FNL he was representing as spokesperson carried attacks in Southern Province killing nine and injuring 19 people.

    The suspect pleaded guilty to all the charges

    On attacks in Nyaruguru district carried by FNL, the terror group he was involved with and holding the title of spokesperson, Sankara accepted to have ordered attacks on public installations and security organs but claimed that he never ordered attacks on civilians.

    Sankara regretted his involvement in the group that killed civilians.

    “I apologize before the court and to all people affected by the attacks. May deceased people rest in peace. I also extend my apologies to Rwandans and the President of the Republic,” he said.

    Sankara pleaded guilty on all charges and apologized to Rwanda and the President of the Republic for killings committed by the rebel group they had formed.

    “I would like to acknowledge all committed crimes and apologize. Because as an intellectual in the field of law I am aware of the benefits and consequences of complicating and facilitating the judicial process. I am not ready to defend unfounded truths. There are crimes committed publically that even birds in trees can testify to. Thank you,” said Sankara.

    His defense lawyer, Nkundabarashi Moise said his client made statements on alleged crimes and asked for his release on bail.

    During the hearing, the prosecution asked that the accused be remanded considering a number of reasons including the fact that he would tamper with evidence.

    The court pronounced the ruling will be read on 28th May 2019.

    Sankara was arrested on 13th April 2019 but Rwanda confirmed his detention on 30th April 2019.

    He was paraded before the media for the first time on 17th May 2019 at the headquarters of Rwanda Investigation Bureau (RIB).

  • Ngoma woman arrested for stabbing husband

    The husband who was severely injured on the leg with a machete was taken to Jarama health center for medical attention.

    Mukangenera committed the offense on Wednesday, arrested by residents and handed her over to Rwanda Investigation Bureau in Jarama.

    According to the Eastern region Police spokesperson, Chief Inspector of Police (CIP) Hamdun Twizeyimana, the suspect was restrained by residents, who intervened to save the victim, and handed her over to security officers on routine patrol.

    “Neighboring residents heard the screams from the home of the couple and quickly responded before calling security which was nearby,” said CIP Twizeyimana.

    He condemned the bloody act, adding that such family conflicts also cause serious psychological effects on young children.

    The spokesperson said though women and young girls are most at risk of emotional and physical abuse, female partners assaulting men is equally prevalent.

    The victim claimed he and the wife had a turbulent marriage but he was always willing to resolve their issues.

    CIP Twizeyimana thanked the residents for rescuing the neighbor and advised married couples to endeavor to resolve their differences amicably or follow the available social and legal channels to settle any disagreements.

  • Kagame congratulates Narendra Modi re-elected India Prime Minister

    “Congratulations Prime Minister Narendra Modi on your re-election and the faith the people of India have rightfully placed in you. My very best wishes of success to you and the nation of India. We remain committed to the productive relationship between our two nations and people,” reads his message in a tweet.

    This follows outcomes of elections held yesterday where Narendra Modi has secured another five-year term after his Bharatiya Janata Party (BJP) won a crushing victory. Results so far show the party is set to win about 300 of the 543 seats in parliament, exceeding expectations and building on the commanding majority it achieved in 2014.

    Rwanda, India relations date back in 1999 when Rwanda set up consular office, in New Delhi and commissioned the first ambassador to India in 2001.

    In July 2018, Narendra Modi held the maiden visit to Rwanda that took him to Kigali Genocide Memorial and Rweru model village in Bugesera district where he donated 200 cows to support Girinka Munyarwanda program.

    Rwanda hosts about 3,000, Indians in different businesses. Last year, Rwanda approved Oscar Kerketta to represent India to Rwanda as an ambassador with residence in Kigali. He was the first with residence in Kigali as consular functions were previously assumed by India’s embassy to Uganda.

    Rwanda and India enjoy vibrant relations in different areas. In 2011, India provided USD $ 80 million credit to Rwanda to build Nyabarongo I hydro-power plant generating 27 megawatt 27. Later in 2013, India donated to Rwanda USD $ 120.05 million grant to support irrigation project in Kirehe district, provided USD $ 81 million credit in 2016 to build vocational training schools.

    In May 2018, both countries signed agreements worth USD $ 66.6 million credit to fund the construction of Base-Butaro-Kidaho road in Northern Province.

    A total of 66 investment projects worth USD $$317 million from India between were recorded in Rwanda between 2011 and 2016. These include Airtel, Zinc Hotel and Mahatma Gandhi University.

    Indians also invested in Gisovu Tea Factory, Imana Steel, Sahasra Electronic Pvt Ltd among others. The national carrier, RwandAir, operates four flights weekly to Mumbai since 4th April 2017.

    Rwanda and India are among the top troop contributors to the United Nations peacekeeping missions.

  • Body of Musanze headmistress suspected killer found in a river

    The Director-General of Ruhengeri Hospital, Dr. Muhire Philbert has told IGIHE that they are conducting an autopsy to establish the cause of death.

    “RIB has brought the body. The investigation is underway to establish whether it is the body of Ndahayo,” he said.

    Dr. Muhire explained that the body had no wounds except stones found in clothes.

    Police spokesperson in Northern Province, CIP Rugigana Alexis has told IGIHE the retrieved body has been taken to Ruhengeri Hospital yet to confirm if it is Ndahayo.

    Ntakirutimana was a school headmistress of Groupe Scolaire Kabere in Musanze District while his husband was Irish potatoes businessman.

    Ndahayo who was the prime suspect has been missing since the wife was found dead on Monday night 20th May 2019 in the family home in Kimonyi Sector, Musanze District, Northern Province.

  • BBOXX secures $8 million credit to expand solar energy in Rwanda

    The funding has been provided by the Facility for Energy Inclusion Off-Grid Energy Access Fund (FEI OGEF).

    It is the first time FEI OGEF provides funding since inception last year. The fund will be utilized to empower BBOXX activities to expand solar home systems as explained by Mansoor Hamayun, CEO and Co-Founder of BBOXX said that the funding will

    “We are delighted to receive this funding. It will help us to expand coverage of solar home systems in Rwanda. It will also support our goal to transform people’s livelihoods and paving their way for starting businesses facilitated by off-grid energy made available in Rwanda,” he said.

    “The grant replicates credibility for our investment and capacity to offer trusted and affordable off-grid electricity,” added Mansoor.

    BBOXX has connected over 80,000 homes with electricity across the country.

    BBOXX provides solar panels and easily rechargeable lamps among other accessories including power saving televisions and radios. It targets remote areas with no access to grid electricity.

    BBOXX began operations in Rwanda in April 2014. It has established different shops where clean energy solutions are made available.

  • ‘Sankara’ case submitted to the court

    The submission of his case has been announced by Rwanda Investigation Bureau (RIB).

    “After investigations conducted by RIB and Prosecutors at the National Public Prosecution Authority (NPPA) in the case of NSABIMANA Callixte alias SANKARA, Prosecution has submitted his case to court for pre-trial arraignment,” RIB has said in a tweet.

    Sankara has been claiming to be the spokesperson of MRCD political party behind attacks in Nyabimata and Kitabi in Nyaruguru district during which Rwandans were killed.

    He also claimed to have conquered Nyungwe Forest National park and was heard on international radios saying that what they did was not enough.

    Sankara was arrested on 13th April 2019. His arrest was confirmed on 30th April 2019 by the Minister of Foreign Affairs Dr. Richard Sezibera in a press conference.

    He was paraded for the first time before the media on 17th May 2019 at RIB headquarters in Kimihurura.

  • Col Byabagamba, Rtd Brig Gen Frank Rusagara apply for bail

    They all cited ill-health conditions and applied for bail.

    Byabagamba, who once headed the Republican Guards, was convicted of tarnishing the image of the state as a leader, public insurrection, illegal possession of firearms, contempt of coats of guards, denigrating the national flag while on duty in the South Sudanese capital Juba, and concealing evidence in a criminal case.

    Rusagara was accused of public insurrection that amounted to tarnishing the image of the country and illegal possession of firearms, a crime for which he was jointly convicted with Byabagamba.

    In March 2016, the Military High Court sentenced Col Tom Byabagamba to 21 years in jail and stripped him of his military rank while Brig Gen (rtd) Frank Rusagara was handed a 20-year jail sentence after they were both found guilty of charges against them.

    The third suspect, Francois Kabayiza, was sentenced to five years in prison and charged Rwf 500,000 fines after he was absolved of the charge of illegal possession of firearms but convicted for a single charge of concealing objects which were used or meant to commit an offense.

    They were all not satisfied with the ruling and vowed to appeal against the ruling.

    Appearing before the Court of Appeal today, Col. Tom Byabagamba was in military uniform while Rtd. Brig, Gen. Frank Rusagara and Kabayiza were in green attire for military convicts.

    Also present were 30 people of whom the majority ate relatives of convicts.

    Rusagara was with his defense lawyer Buhuru Pierre Célèstin, Byabagamba defended by lawyer Gakunzi Valerie while Kabayiza had Munyandatwa Milton as his defense lawyer.

    The presiding judge started reading identifications of convicts and alleged crimes. He explained that both convicts and the prosecution had concerns.

    The prosecution said that during the verdict read on 31st March 2016, all convicts were present and signed the ruling as provided by law.

    The prosecution alleged that the convicts didn’t provide reasons for their appeal that they were late to challenge the verdicts.

    In response, Byabagamba said they already cited reasons for the appeal claiming they were not satisfied with court rulings.

    “All reasons are related to that. Which other reason should be clearer than that? I think even when a person runs short of words in court, he must at least say a word to deny,” he said.

    Gakunzi, the defense lawyer of Tom Byabagamba has said prosecution claims are unfounded and requested the court to disregard them.

    Gakunzi defending Col. Byagamba requested the release of his client on bail during further trial proceeding.

    Based on article 105 of the penal code, he said it is possible to request the release on bail regardless of any stage of the trial.

    Among the reasons for a bail application, he cited that his client is spending almost five years in an isolated prison yet it was not ruled by the court.

    Gakunzi said there is no other way to stop such torture except release on bail.

    He explained that the client would not tamper investigations because testimonies were already recorded.

    Col. Byabagamba also insisted on his release on bail because imprisonment in isolation inflicted much pain on him.

    He said: “Science reveals that isolation is more dangerous on the body than smoking tobacco.”

    Col. Byabagamba said he has a backache that it requires him to do physical exercises to regain health yet the cell doesn’t allow him to do so.

    The two other co-accused and their defense lawyers also filed an application for bail, arguing that they were not in a position to tamper with any evidence against them and posed no threat to prosecution witnesses.

    They cited sickness as one of the reasons for seeking bail and claimed that they are detained at Kanombe Military Barracks, instead of Mulindi military detention centre as the court had ruled. They claimed it put them into isolation from their families.

    Considering the seriousness of their offenses, the prosecution opposed their bail application.

    The court announced that the ruling on bail applications will be read on 31st May 2019.
