Dusabe Chantal’s body was found this week in Butimba Village, Kawangire Cell in Rukara Sector in Kayonza District.
Executive Secretary of Rukara Sector, Nkunzurwanda John told IGIHE that three of her neighbors had been arrested, while the man with whom they live, who is the main suspect has disappeared.
The girl’s body was found naked, suspected of having problems with the man they were living with illegally, which culminated into the tragedy.
“She was stabbed, three fingers were cut off. She was stabbed in the mouth, and in the armpit; it’s clear that her fingers were cut off in self-defense. After killing her, they took her to a field and covered her with grass so that she could not immediately be found. It seems she was killed on Saturday.”
The victim had dropped out of school in her fourth year of primary school and had given birth to a child last year.
Authorities have not yet established the identity of the suspect.
The body of the deceased was taken to Gahini Hospital for a postmortem before burial.
The event took place on Thursday in Rwamagana District where residents were handed over their renovated forest totaling 284 hectares. The forests have been planted with trees as a way to rehabilitate them to make them more productive.
The project has also been implemented in four districts namely; Rwamagana, Rulindo, Gakenke and Gicumbi on an area of 873 hectares. This was done by the Rwanda Water and Forests Authority (RWFA) in collaboration with the Belgian Development Agency, Enabel.
After the renovation, the community was integrated into forest cooperatives which will help them take care of them.
Mukagasagurire Liberatha, a resident of Fumbwe Sector in Sasabirago Cell, says under the project, they planted trees for her on an area of 2.5 hectares.
The director of Forestry Management Unit in RWFA, Bakundukize Dismas, said the reason the government chose to pay more attention to community forests was that it made up 70% of the country’s forests, but that most were unproductive because they dint care about them.
The Mayor of Rwamagana District, Mbonyumuvunyi Radjab, thanked residents for agreeing to form one cooperative, assuring them of their cooperation in the conservation of forests and all other councils they will need.
Currently, the Ministry of Environment says that over 30% of the total land area of the country is forested.
Mukayijore is replacing Nyirarukundo Ignatienne, who was given other responsibilities.
MP Mukayijore has joined the Rwandan Parliament on a ticket of the Liberal Party (PL).
She replaced former MP Ignatienne, who was given other responsibilities by the government on November 4, 2019, and was appointed to the Ministry of Local Government as State Minister in charge of social welfare.
Nyirarukundo has also chaired the Rwanda Women Parliament Forum, FFRP.
Each member country of the African Union has MPs who represent it in the Pan-African Parliament (PAP), elected by their peers in their respective national parliaments.
The representation of the country in the Pan-African Parliament is in line with the norms of the members of the National Assembly in their respective countries.
The PAP began operating in March 2004. Its members are elected for a three-year term.
In a statement issued by the minister, it was emphasized that those that wish to contribute to the construction of the school buildings and toilet facilities can deposit their support on an officially designated bank account but not in the hands of local authorities.
Across the country, 22,505 primary and secondary school classrooms, 31,932 toilet facilities and 81 lecture rooms for vocational schools will have been built before schools resume in September 2020.
The Ministry of Education explains that the additional facilities will help reduce the overcrowding in schools and the distances children travel to and from school.
He called on every Rwandan to be involved in the process, whether financially or physically. An account has been provided at the National Bank of Rwanda on which individuals can deposit money for the cause. Telephone numbers for those who wish to send their support will be provided by the districts.
He encouraged ordinary people as well to take part in solving this great task: “One of the things you and other people can do is keep up the momentum … there are going to be some difficult decisions for government”. The Minister of Local Government, Prof Shyaka Anastase, informed the local authorities that it is illegal to extort money from the residents in the name of supporting construction of schools.
The World Bank has provided Rwf123 billion and the Government will spend Rwf95 billion towards the cause. An analysis by the Ministry of Education in 2019 revealed that there was a gap of more than 22,000 classrooms, toilets, and kitchens.
The Minister of Education, Dr. Uwamariya Valentine has been in the process of inspecting the construction of these classrooms in different parts of the country from the Southern Province in Kamonyi, Huye and Gisagara Districts.
Among the new patients diagnosed with COVID-19 caused by the new Coronavirus virus on Wednesday, July 22, 2020, 21 from Kigali, 6 from Rusizi, 4 in Nyamasheke, 2 in Kirehe, while 1 in Ngoma.
The total number of people who have been infected with Coronavirus since the first patient was diagnosed in Rwanda on March 14, 2020, has risen to 1689, including 867 who have recovered while 817 still sick, and five deaths.
Coronavirus symptoms include coughing, flu, and difficulty breathing. It is transmitted through the mucous membranes of the respiratory tract.
To prevent the spread of Coronavirus, Rwandans are required to continue to pay attention and comply with government regulations, especially with frequent washing of hands with water and soap and wearing masks when a person leaves home or in public.
The EU has recently put out a list of 15 countries whose citizens are eligible to join the union after outlining strong anti-coronavirus measures.
Rwanda is one of the few countries EU opened for its borders after expressing efforts to fight coronavirus.
However, after consolidating those countries, each EU member state has been analyzing countries one by one.
Fourteen days after the report was released, the EU re-analyzed its findings and found that Montenegro and Serbia did not meet all the requirements as the number of infected ones had increased significantly in recent days.
Among the basic considerations are; the number of people infected within these countries which has to be lower than the general population (at least 16 people are infected with a population of 100,000), the number of infected people is declining and there is a need for adequate distance and prevention measures.
Although the EU showed the lists, European countries are the ones to decide when to start making it easier for international tourists from the listed countries. This list is updated after every 14 days.
A statement signed by the Minister of Local Government, Prof Shyaka Anastase, states that as of July 21, 2020, three Villages in Tetero Cell in Muhima Sector in Nyarugenge District, “have been included in the lockdown Program for at least 15 days.”
The villages are Tetero, Indamutsa, and Intiganda.
Kadobogo in Kigali Cell, Kigali Sector, Nyarugenge District, which was under lockdown, has been reopened.
Villages that remained in the regular lockdown program, are; Kamabuye, in Nyarurama Cell, Kigarama Sector in Kicukiro District; Zuba, in Nyarurama Cell, Kigarama Sector in Kicukiro District; Nyenyeri, Bwerankori cell, Kigarama Sector in Kicukiro District
The areas were included in the lockdown program after 47 people were diagnosed with Coronavirus on Monday, bringing the number of people infected in Rwanda to 1629.
In a press conference on Monday, the Minister of local government, Prof Shyaka Anastase, said that people continued to show cooperation although some don’t wear masks, bars operate, and those who gathered, in collaboration with the authorities including the National Police measures, have been taken.
Rwanda has already spent $ 60 million, or about Rwf60 billion, to fight the Coronavirus pandemic in the past four months.
The decision came into force on Tuesday, July 21, 2020, after days of exposure to Coronavirus in the area.
A statement issued by the district administration said, “The Nyamagabe district administration has informed all residents of Nyamagabe district and elsewhere that it has suspended services to the people at the district level from July 21, 2020.
“The district administration is informing the public that their issues will be processed in the sectors where they live and they can call the toll-free line3201 for advice.”
The Mayor of Nyamagabe District, Uwamahoro Bonaventure, told IGIHE that they had already set up a community response program on Wednesday but found that continuing to do so could be the root cause of the spread of the COVID-19 pandemic and thus changing the way it receives those questions.
Uwamahoro said the district administration officials will increase village outreach visits to the sector to see if any issues need to be addressed.
Uwamahoro explained that it was not a complete shutdown of the service but a change in the reception of the public so that no one would travel long distances aa a precaution against the Coronavirus.
Nyamagabe District stopped receiving complaints at its local office after the nearby Kigeme Hospital on Wednesday also suspended medical services to outpatients to prevent the spread of COVID infection. -19.
The hospital also identified a doctor and nurse who were infected with the COVID-19 virus, causing about 160 of its staff to be placed under quarantine (inside the hospital) for the first examination.
On July 14, 2020, the Ministry of Local Government announced that some of the cells in Nyamagabe District had been put under lockdown for 15 days, due to a Coronavirus outbreak.
The cells are Kigeme in Gasaka Sector and Ruhunga Cell in Kibilizi Sector.

At the age of 80, Lewis died of pancreatic cancer that had lasted for a few months. Lewis was one of the leaders in the fight against injustice and discrimination against blacks in the United States in the 1960s.
Together with Martin Luther King Jr organized the protest against the injustices that the blacks faced until some of the laws that governed the country changed and blacks were given the same rights as whites.
President Kagame is one of the bows to Lewis, emphasizing that his legacy will help the present and future to stand firm and fight injustice from the bottom up.
President Kagame said on Twitter: “John Lewis’s actions inspired many, in the US & around the world, who have had to stand up to situations of injustices of different kinds. May his legacy continue to inspire generations to have the courage to face injustice with #goodtrouble. My condolences to his family&loved ones.”
Lewis is known for his long-running black rights movement in the United States. When he was in his 20s, Lewis was one of the leaders of the anti-apartheid black human rights groups.
In 1963, he collaborated with Martin Luther King in organizing the protest in Washington, which uttered powerful words, the rally at which Dr. King delivered his historic “I Have a Dream”.
He was one of the few black rights activists still involved in the 1963 protests.
CNN reports that Lewis was abused when he was in the black rights movement but never discouraged. In 1965 Lewis was beaten by police in Selma, Alabama, but never give up.
He has been imprisoned more than 40 times regularly for peaceful protests against injustice but continues to march.
Lewis once said that he reflects and wondered why they were not discouraged, and found that it was God who helped them.
“Sometimes I look back and wonder how we were doing; otherwise how did we do it? How did we do that? We didn’t have an internet site; we didn’t have a phone. Only when we were sitting on those wooden chairs or in demonstrations, there was the power behind us. Almighty God was with us.”
Lewis was considered an experienced member of the U.S. Congress where he had been a Member of Parliament for more than 30 years.
He died while Americans protested against the injustice of blacks, as a result of the brutal death of George Floyd, who was brutally killed by police, after being stabbed to death by a police officer with knees.
