    Kigali Hosts Commonwealth Tax Conference

    {{Kigali is Hosting a commonwealth conference on tax administration and how it can be promoted especially in the developing economies like Rwanda.}}

    The conference which started October 20 has attacted various Tax administrators from 49 member countries.

    Claver Gatete, the Minister of Finance and Economic Planning noted that Rwanda has benefited a lot from this association since 2011 in terms of capacity building, tax compliance and public accountability.

    Rwanda Revenue Authority Commissioner General Ben Kagarama said the conference presents an opportunity for members to bring on board new innovative ideas that will positively impact on Rwanda’s taxation policy.

    According to Drocelle Mukashyaka, the deputy Commissioner for tax payer services at RRA, experts will focus on strategies on how to tax the untapped resources especially those surrounding Small Medium Enterprises (SMEs) without affecting their economic progress.

    “The current issues revolving on how high net worth individuals can be taxed will also be on the agenda,” Mukashyaka said.

    She further noted that the conference is a great opportunity to learn about tax administration.

    “We are positioning ourselves to benefit from this great opportunity, it’s an opportunity for us as an economy which has just launched EDPRS2 with an objective of achieving an 11.5 per cent growth to share those good experiences from our counterparts.”

    Genocide Survivors in Kayonza & Rwamagana to get Treatment

    {{A team of specialist doctors from the Rwanda Military hospital is expected to travel to Kayonza and Rwamagana districts to offer treatment to survivors of genocide that sustained various injuries and ailments owing to the 1994 genocide against ethnic Tutsi’s in Rwanda.}}

    The treatment will start on Tuesday under an arrangement made by FARG- a National Assistance Fund for Needy Survivors of Genocide and the Rwanda military hospital.

    According to statistics, about 407 people in Kayonza will received medical attention during the tour meanwhile over 602 people in Rwamagana have been identified for treatment.

    However, Jean de Dieu Udahemuka of FARG says those who have not registered will also receive medical treatment as long as they have required medical documents.

    Over 18,080 survivors have so far received specialized medical treatment from 11 districts.

    Kayonza Businessman Commits Suicide

    {{A popular trader in Kayonza town Munyanziza Alphonse 35, has been found hanging dead with a rope tied around his neck inside his house.}}

    According to his wife Uwantege Petronille, the deceased had complained that he was not feeling well on Saturday when his wife requested him that the whole family goes to church for prayers.

    Uwantege told IGIHE that when the other members of the family went to church, Munyanziza stayed at home alone and on return they found him hanging dead with a rope around his neck.

    According to the Cyabajwa cell Executive Secretary Nzabangamba Viateur, the deceased had no known wrangles with anybody.

    Nzabangamba told IGIHE that neighbours, family members and other colleagues of the deceased were contacted for any clues leading to the suicide of Munyanziza but all said had no known clues that could have led him to terminate his life.

    family members told IGIHE that when they returned from church, they found the main Gate open but other doors of the house locked. they spent the whole saturday night in the living room.

    However, on Sunday, the wife of the deceased decided to break the lock to one of the rooms when she found a can containing crop pest control chemical diluted with water.

    Munyanziza could have drunk this chemical and later hanged himself with a rope ending his life.

    Man Arrested for Defiling Stepdaughter

    Police in Nyamirambo, a Kigali suburb, has arrested a man known as Simon Nsanzimana for allegedly defiling his 9-year-old stepdaughter.

    Neighbours spotted the girl struggling to walk and asked her what had happened. She told them her stepfather had defiled her.

    The neighbours immediately informed local authorities who later called the Police. He is held at Nyamirambo Police Station pending further investigation. Nsanzimana denies the charges.

    Defilement is punishable with life imprisonment and a fine of up to Frw500,000.

    US Court Says: ‘Man that shot Rwandan Student Mentally ill

    {{The Man who shot a Rwandan Student in USA will not stand trial after court established that he was mentally unfit and thus directed that culprit be sent to a a rehabilitation center.}}

    Natacha Butera ({pictured above}) was shot in the chest and arm but didnt died and has since been recieving medical treatment.

    The shooting incident happened in Iowa State in Sioux City.

    Soloman Harris, 24, was charged with assault while participating in a felony, willful injury, intimidation with a dangerous weapon and reckless use of a firearm with serious injury.

    Kenya to Adopt ‘Nyumba Kumi’ System

    {{In the wake of increased insecurity incidents President Uhuru Kenyatta has directed all people living in Kenya to know their neighbours.}}

    In his maiden Mashujaa Day speech to the nation, Uhuru asked Kenyans to know everything and everyone around them as a way of ensuring security is not breached.

    “It will be a great betrayal for anyone of us to pretend oblivion while next door, someone is assembling bombs, hoarding illegal weapons, or detaining a kidnapped child. That is why we must all embrace the ‘Nyumba Kumi’ plan: ensure that you know at least 10 households around your residence well.”

    According to the president Uhuru, “From time to time, therefore, we may be required to intervene externally to keep our country, and our neighbours safe. We have not been found wanting in that regard, and we stand ready to act whenever required. I am happy to report that peace and security initiatives in Somalia and South Sudan are bearing fruit.”

    On its part, Uhuru said the Government will remain vigilant and invest in equipping the security forces to have sufficient capacity to deter and contain all forms of violence and criminality.

    Rwanda’s Inflation Rate Trends Up

    {{Rwanda’s has become the third country in East Africa to report an increase in its inflation rate for a period of two consecutive months or more.}}

    The regions smallest country this week said that prices of basic goods and services rose by 5.1 per cent in September, a faster pace than the 4.04 per cent registered in August and 3.52 per cent in July.

    In July Rwanda’s inflation rate had slowed from 3.68 per cent reported in June.

    “For the second time, the rise in inflation is mainly explained by the increase in vegetable prices which shot to 15.6 per cent from 9.6 per cent in August,” said Rwanda’s Ministry of finance and economic planning.

    In September, Kenya’s inflation rate jumped for the fourth consecutive month to 8.29 per cent from 6.67 per cent in August, 6.02 per cent in July, 4.91 per cent in June and 4.05 per cent in May.

    Uganda’s rose to 8 per cent in September from 7.3 per cent in August, 5.1 per cent in July and 3.6 per cent in June.

    10-hectare ‘Ganja’ Plantation Found in Kirehe

    {{Police in Kirehe district has discovered a 10 hectares marijuana plantation in a swamp along the Akagera River, Eastern Province.}}

    The plantation was unearthed during an operation conducted by joint forces in partnership with villagers. The plantation has been uprooted and the plants destroyed.

    The owner of the plantation, Eric Ndayisaba, escaped an arrest, but Police said efforts to apprehend him are underway.

    The Head of Police Ant Narcotic Unit Superintendent Janvier Ntakirutimana, who was part of the team that cordoned the area, said residents were supportive during the operation.

    He said residents were supportive because Police has been sensitizing the public on the effects of drug abuse through community policing.

    SP Ntakirutimana said drug abuse is a big threat to national security and development.

    According to The World Health Organisation (WHO), more than 200 million people worldwide abuse drugs at least once a year, of which 25 million are declared addicted.

    Each year, 2.5 million people die globally from drug abuse-related illnesses.

    “We have thus intensified our efforts together with different stakeholders in the fight against drug abuse,” he said.

    Growing, supply and consumption of marijuana is punishable by Rwanda laws. Any person found guilty can face a three-year jail term and a fine of up to Rwf500, 000.

    Body of Drowned Child Retrieved From Pond

    {{Police in Gasabo district recovered a dead child who had drowned in a pond near a construction site. }}

    The 9-year-old child, residents say, was playing around the pond before he slipped in, but there was no one to rescue him.

    The child was unattended to, residents say. The body was taken to Kacyiru hospital for postmortem as investigations continue to establish more details surrounding the child’s death.

    Central Region Police Spokesperson Senior Superintendent Urbain Mwiseneza warned parents to stop abandoning their children.

    He appealed to them to watch over their children and interact with them on developmental subjects and act responsibly and inform on time fire rescue brigade to intervene to rescue such children from such dangerous places.

    The child’s parents could be charged with manslaughter, which is punishable with a two years jail term and a fine of up to Frw2m.

    Ugandan Student Dies from Self Immolation

    {{A second year female student of Uganda Christian University – UCU has died in Namayingo district after setting herself ablaze.}}

    24 –year-old Ruth Ajambo set herself ablaze after leaving home this afternoon to visit a neighbour.The incident happened on Sunday afternoon .

    The neighbour has reportedly gone into hiding from the Police since the incident occurred.

    Anna Nabwiire, the mother of the deceased, says that the victim doused herself with petrol and set herself on fire.

    Nabwiire says that she was alerted by the screams of frightened neighbours who saw a figure on fire running through gardens. On rushing to stop the fire it was found that Ruth Ajambo had set herself ablaze and rushed into the gardens.

    Nabwiire says after the fire was put out, the dying Ruth Ajambo told her mother that she had come to have a last meal with her. Although there were frantic efforts to rush her to Mulago Hospital, she died on her way to Kampala in Iganga.
