    Fighting Resumes in Southern Philippines

    {{Fighting between government forces and separatist rebels in the southern Philippines has resumed, witnesses said, as the standoff with the rebels in the city of Zamboanga entered its 10th day.}}

    Military officials on Wednesday said that government forces now controlled 70 percent of the areas that had been occupied by the fighters of the Moro National Liberation Front (MNLF), who seek an Islamic state in the southern Philippines.

    More than a 100 people who were held hostage by the rebels escaped on Tuesday, as the rebels engaged in deadly street battles with Philippine troops. Hundreds of other civilians remain trapped, with some being used as hostages or human shields.

    The standoff began last week, when hundreds of MNLF fighters invaded Zamboanga in a bid to derail peace talks.

    The military said on Wednesday it had killed more than a hundred rebels, as it retook Santa Barbara and Santa Catalina in the centre of Zamboanga.

    There has also been heavy fighting in Talon and Mampang, in the east of the city, but it was not known how many rebels remained there.

    Brazilian President Suspends US State Visit

    {{Brazilian President Dilma Rousseff has called off plans for a state visit to Washington in October because of revelations that the United States spied on her personal communications and those of other Brazilians.}}

    Rousseff’s decision, which came despite a 20-minute telephone call from President Barack Obama on Monday night in an attempt to salvage the trip, is a big blow to relations between the two biggest economies in the Americas.

    Relations were hit after the National Security Agency snooped on emails, text messages and calls between the Brazilian president and her aides, as well as the Brazilian state oil giant Petrobras.

    The revelations came from documents leaked by Edward Snowden, a US intelligence contractor, and prompted a political uproar in Brazil.

    US officials said the spying was aimed at tracking suspected terrorist activity and did not pry into personal communications. Rousseff was not convinced, and said she would act to protect her country.

    The trip was expected to be a platform for deals on oil exploration and biofuels technology, and Brazil’s potential $4bn purchase of 36 F-18 fighter jets from Boeing.

    Tunisian Journalists Strike Over Restrictions

    Tuesday’s strike, called by the National Union of Tunisian journalists, comes a day after a journalist whose arrest caused an outcry, was freed on bail.

    “It’s a victory for everyone who supports freedom of expression over those who, with the help of the judiciary, would like to suspend this freedom and settle their scores with people not willing to give it up,” Zied el-Heni told AFP news agency after bail was paid for his release.

    Heni was placed in pre-trial detention on Friday for accusing the public prosecutor of fabricating evidence implicating cameraman Mourad Meherzi in an egg-throwing attack on a minister.

    The cameraman spent three weeks in prison before his release on bail on Monday, while the egg-thrower – a film-maker – remains in custody.

    On Friday evening, after Heni was detained, a judge agreed to grant him bail, but it was not possible to pay the bail money until Monday morning, so the reporter spent the weekend in jail.

    “The file must now go back to the judge who must listen to our arguments. In my opinion this case should be dismissed,” said Heni’s lawyer Abdelaziz Essid.

    His comments were echoed by Reporters Without Borders, which called his pre-trial detention “totally unjustified” and designed to silence any criticism.

    Rwandans Across US Participated in Parliamentary Elections

    {{For the first time, Rwandans living abroad are able to participate in their country’s parliamentary elections. }}

    In the United States, Rwandans of all ages welcomed the election with excitement as manifested at election polls throughout the country.

    One 80 years old Rwandan who has lived in the United States for many years was among the first to cast their votes at the Embassy of Rwanda in Washington, D.C. She reminded us that it is our civic right and responsibility to vote and stated that she would not have missed this golden opportunity for anything.

    Madame Gatete in Indiana commended this momentous initiative and said it will strengthen the link between Rwandans abroad and the government of Rwanda.

    “We feel represented and are more inspired than ever to engage in our country’s day to day governance”, she said.

    H.E. Ambassador Mathilde Mukantabana echoed her constituencies’ spirit and acknowledged that today’s parliamentary elections transcend national boundaries to strengthen the full participation of Rwandans abroad in our country’s political and socioeconomic development.

    Even the younger generation voiced their eagerness to fulfil this civic duty. Jabo, 8 years old Rwandan in Indiana who accompanies his parents at the poll told the voters that he can’t wait for his turn to vote.

    At the Rwandan Mission in New York, California, Michigan and Oklahoma, voters exuded the same spirit of patriotism and some stayed until the end of the proceedings to celebrate. In Oklahoma, a young Rwandan student radiated joy: “I am Rwandan, my first vote ever!”

    The voters in the United States expect the new Chamber of Deputies to work closely with them to address their pressuring issues.

    Some noted the need for candidates to take advantage of social media in an effort to campaign to Rwandans abroad others suggested to add a representative of Rwandans abroad in the future elections.

    Throughout the country, the elections were held in a highly enthusiastic atmosphere.

    Rwanda Scoops 11 out of 20 Taekwondo Medals

    {{Rwandans won 11 out of 20 medals dominating the inaugural regional Taekwondo tournament dubbed ‘Ambassador’s Cup’ that took place over the weekend at Amahoro indoor stadium in Kigali. }}

    Burundi, DR Congo, Kenya and Uganda participated in the two-day tournament.

    170 players took part in the competition, more than a half of them from Rwanda.

    The competition saw fighters divided into categories according their weights; Featherweight (-68kgs), Bantam (-63kgs), Fly (-58kgs) and Fin (-54kgs).

    The Rwanda Taekwondo Federation Secretary General, Placide Bagabo, who also won a medal in the men’s Bantam (-63kgs) category, told Times Sport, “This tournament represents a very important step forward for Rwandan Taekwondo.”

    “The tournament was very tough, all countries brought competitive athletes but we prepared well enough and our hard work paid off,” Bagabo added.

    Rwanda won three of the four categories; men’s adult category and both junior categories (boys and girls) while Kenya dominated the women’s category.

    Team Ugandan won the fair play award, while upcoming team award went to Burundi, with Kenya winning the most disciplined team award.

    Man Arrested for Killing Wife

    {{Police in Gasabo district is holding a man identified as Emmanuel Niyomwungeri suspected of killing his wife.}}

    The criminal incident took place on September 15 in Gikomero Sector, Gasagara Cell.

    Police investigations indicate that the suspect ambushed the deceased and murdered her using a machete.

    The deceased was with a friend at the time of the fatal incident, who was also hurt on the arm, but managed to escape.

    The cause of the bloody incident is said to be due to family conflicts.

    The deceased had already left her husband who she accused of mistreating her.

    Senior Superintendent Urbain Mwiseneza, the Central Police Spokesperson, condemned the criminal act calling residents to be part of crime prevention campaign by mainly sharing information with Police about family disputes so that Police and other relevant authorizes may intervene before people even loose lives and others injured.

    According to report coming from Kabkabiya in Northern Sudan, Rwanbatt 36 (67 Inf Bn peacekeepers) voted on 15 Sept one day ahead of election day back home as this was the date set for diaspora to vote.

    “Before the activity peacekeepers prepared election’s site and were taught on elections procedures, elections were smoothly conducted”, the report from Kabkabiya indicates.

    80 Police Officers Complete Peacekeeping Mission

    {{Eighty Rwandan Police officers, this Sunday, returned home from a United Nations Peacekeeping mission in Sudan where they served for more than a year under the United Nations Missions in Darfur (UNAMID).}}

    The contingent include 24 females.

    The Inspector General of Police ( IGP), Emmanuel K. Gasana, thanked the officers for the great work they did to restore peace in Darfur.

    “This is not only your pride but also the esteem of your country.” IGP Gasana explained.

    He urged them to use the gained skills in their new deployments to serve well the public.

    “We thank the National Police for having entrusted us. We are ready to return to our respective work and apply the gained experience to serve the country,” said the contingent Commander, Senior Superintendent Innocent Semigabo.

    During their spell in Darfur, the officers also taught local people how to grow vegetables near their homes and trained the local police how to contain conflicts.

    Rwandan Student Arrested for Alleged Rape in India

    {{A Rwandan student of Annamalai University in India has been held on charges of raping a woman from the same country [Rwanda]. The woman is also studying at the university.}}

    The Rwanda High commission in India acknowledged to IGIHE that:”It is aware of the case in Chidambaram in which a male Rwandan Student at Annamalai Universiry in Tamil Nadu is alleged to have raped a Rwandan female student.”

    However, Mucyo Rutishisha, the 2nd Counsellor to the embassy wrote to us “The case is under police investigation and the alleged suspect is under judicial custody. For legal reasons, we cannot reveal the name of the suspect or the victim”

    He said the High commission is following up the case closely and will update IGIHE as investigations progress.

    Police in Chidambaram said the woman lodged a complaint with Annamalai Nagar police station saying her colleague [{name withheld}], 22, a second-year MSc student of information technology, had taken her to his house last Friday and raped her.

    She was admitted to the university’s medical college-cum-hospital. Police registered a case against the suspect and arrested him on Sunday.

    They produced him before a court, which remanded him in judicial custody.

    The woman said she received an invitation for sightseeing and after visiting a few places she requested him to help her reach a friend’s house located near his residence in Annamalai Nagar.

    The accused had promised to do so but took her home and raped her, she alleged.

    DSP R Rajaram said police received information from the medical college-cum-hospital about a rape case and a team went there to obtain the woman’s statement.

    “We’ve obtained the medical report of the woman and we’ve requested the judicial magistrate to order a medical examination of the accused to ascertain the rape charges,” said Rajaram.
