    Number of French jihadis fighting in Syria ‘worrying’

    {{France’s interior minister revealed on Thursday that hundreds of home-grown Islamist militants were signing up to fight in Syria, and warned they could pose a security threat when they return to France.}}

    More than 300 French nationals or residents are either currently fighting in Syria’s civil war, are known to have plans to go and fight, or have recently returned from Syria, Interior Minister Manuel Valls told France’s Inter radio.

    Citing intelligence reports, Valls said that more than 130 French citizens or residents are currently fighting in Syria.

    Most of them were young men with a delinquent past who had become radicalised, he said.

    “This is a phenomenon which worries me because they represent a potential danger when they return to our soil,” Valls said. “We have to be extremely attentive.”

    According to British defence consultancy IHS Jane’s, up to 10,000 jihadists from all over the world are fighting alongside rebels in Syria as they try to overthrow President Bashar al-Assad, with the jihadis looking to replace his regime with an Islamic state.

    Counter-terrorism officials fear that a chemical weapons attack near Damascus on August 21 could attract more radical Islamists to Syria, increasing the numbers of a new generation of militants capable of wreaking havoc when they return to their home countries.

    At least one French national has already died fighting in Syria. A 22-year-old convert to Islam from Toulouse was killed in a clash with government forces in August.

    Pope says Church Must end Obsession with gays, Contraception, Abortion

    {{Pope Francis said the Catholic Church must shake off an obsession with teachings on abortion, contraception and homosexuality and become more merciful or risk the collapse of its entire moral edifice “like a house of cards”. }}

    In a dramatically blunt interview with an Italian Jesuit journal, Francis said the Church had “locked itself up in small things, in small-minded rules” and should not be so prone to condemn.

    Its priests should be more welcoming and not cold, dogmatic bureaucrats. The confessional, he said, “is not a torture chamber but the place in which the Lord’s mercy motivates us to do better.”

    His comments were welcomed by liberal Catholics; but they are likely to be viewed with concern by conservatives who have already expressed concern over Francis’s failure to address publicly the issues stressed by his predecessor, Benedict.

    Francis, the first non-European pope in 1,300 years, the first from Latin America and the first Jesuit pope, did not hold out the prospect of any changes soon to such moral teachings.

    But, in the 12,000-word interview with Civilta Cattolica, he said the Church must find a new balance between upholding rules and demonstrating mercy. “Otherwise even the moral edifice of the Church is likely to fall like a house of cards.”

    In the interview with the magazine’s director, Jesuit Father Antonio Spadaro, he also said he envisioned a greater role for women in the 1.2 billion member Church but suggested it would not include a change in the current ban on a female priesthood.

    Police Recovers 103 Stolen Phones

    {{Police in Nyarugenge has recovered 103 handsets stolen recently after thieves broke into one of the phone shops in the city centre}}.

    The handsets are part of the 601 valued at Rwf15 million, stolen from Samsung Keza Phone located in Kiyovu cell of Nyarugenge sector.

    Also recovered are Rwf242, 000, which the thieves had raised after selling the stolen phones.

    Police also arrested three people in connection with the burglary.

    The suspects are identified as Michel Havugimana, Théophile Kamatari,Pascal and one Mbonigaba.
    They were arrested in Kigali following a tip-off from the members of the public.

    The suspects, on August 23, purportedly broke into Samsung Keza Phone at night and stole the handsets.

    The owner of the shop, Jean Manirarora thanked Rwanda National Police for its efforts in recovering his stolen goods and to arrest the thugs.

    The Central Region Police Spokesperson, Chief Superintendent Urbain Mwiseneza, thanked the public for their continued cooperation to fight and prevent crimes and to denounce wrongdoers.

    He appealed to the business community to put in place tight measures such as employing trusted people and installing CCTV cameras in their shops, to ensure safety of their goods.

    Once found guilty, the suspects will face six to two years imprisonment and a fine of two to five times the value of the stolen property or one of these penalties as stipulated under to article 300 of the penal code.

    Volleyball: Rwanda to Miss Africa Championships in Tunisia

    {{The chairman of Rwanda Volleyball Federation Gustave Nkurunziza has said Rwanda will miss the Africa Championships due in the Tunisian city of Sousse from September 22 to 30.}}

    “This tournament is not a qualifying event and, besides that, we were not even informed on time to allow us prepare ourselves accordingly,”he told a local daily adding “The competition needs a budget yet we did not plan for it.”

    Countries that have confirmed their participation include; Egypt (holders), Algeria, Cameroon, Morocco, Libya, Congo and the hosts Tunisia.

    The winner will represent Africa at the 2013 World Cup scheduled for November in Japan.

    {{A FARDC (Congolese Army) Senior Non-Commissioned Officer, Sergeant Major Kusakana Munanga Andre, service number (matricule): 1-72-88-93460-89 arrested on Rwanda territory on 15 September 2013 in suspicious activities was handed today to the EJVM. This is a regional military experts ‘team tasked to monitor security along DRC’s border with its eastern neighbors.}}

    “He trespassed and was arrested. Keeping him here wasn’t in our interest, we handed him to the EJVM as a gesture of goodwill and good relations with our neighbors,” Brig. Gen. Joseph Nzabamwita, the Defence and Military spokesperson said.

    The EJVM deputy coordinator, Col Leon Mahoungou confirmed the soldier was handed to his team. “Rwanda handed the soldier over to us and in turn we handed him over to FARDC (Congolese army). By the time we handed him to DRC, he was in good health; he was well treated by the Rwandan authorities and he also confirmed it,” said Mahoungou.

    Rwanda Security Organs arrested Sgt Major Kusakana Munanga Andre at Mbuga Ngali village, border town of Rubavu on 15 September 2013. He was heavily armed, dressed in full battle dress, carrying all sorts of military gear.

    Following the arrest the EJVM was called to investigate the case at Rwanda’s request. The inquiry team interrogated Sgt Maj Munanga and spoke to several people on either side of the border. They took Sgt Maj Munanga to show where he was arrested and he showed near Petite Barriere, Rubavu border, on Rwanda territory.

    The inquiry team that investigated the case comprised 13 senior military officers from the Republic of Congo (Brazzaville), DRC, Kenya, Rwanda, Tanzania and Zambia. It was led by EJVM deputy coordinator, Col Leon Mahoungou from Congo Brazaville.

    On 29 August 2013 FARDC deliberately fired a rocket that killed Mukagasana Vestine injuring her two months old baby at Mbuga Ngali village, Rubavu Town. A total of 38 rockets and bombs were fired in Rubavu District, by FARDC from 15 July to 29 August 2013.

    Also on 3 November 2012 two FARDC and FDLR fighters conducted combined armed reconnaissance at Busasamana, Rubavu District in Rwanda. Cpl Nzaza Nyabigoro, a suspected FDLR fighter embedded in 391 Reconnaissance Battalion of FARDC was killed. His remains were handed over to the FARDC 8 Military Region Commander, Col Evariste Somo Kakule.

    EJVM investigated this incident of 3 November 2012 which was a reconnaissance for FDLR attack on Rwanda territory.

    Govt & Korean Firm Sign Deal to Operate ICT Services

    {{Rwanda has signed a partnership deal with South Korea’s largest telecom company, Korea Telecom (KT), to establish a joint venture that will build and operate ICT services in the country.}}

    The deal will set an agenda for the utilisation of the high-speed Fourth Generation (4G) broadband network by Rwandans for socio-economic transformation.

    In June, KT entered into an agreement with Rwanda to deploy 4G Long Term Evolution (LTE) broadband network across the country to ensure fast, reliable and cheaper Internet services.

    Jean Philbert Nsengimana, the minister for youth and ICT said, “We are going to transform the way Rwandans do business using IT services the company will avail to the market; for instance, changing our scope into e-governance, e-banking, e-learning and e-health. The company will have a range of solutions to benefit every Rwandan.”

    “As we are look forward to facilitating Rwandans and businesses with reliable broadband, we believe the new joint venture will transform Rwanda into the region’s ICT hub, by applying IT solutions to our daily lives,” said Claire Akamanzi the acting chief executive of Rwanda Development Board.

    Kim Hong-Jin, the KT president, Global and Enterprise Group said, “This partnership will contribute in developing the ICT industry, stimulating job creation, and promoting socio-economic development in the country,” he said. “This opportunity will also help KT build a global ICT reference, and expand the Rwandan model to other African countries.”

    ICC Prosecutors Fear Identity of First Witness Now Revealed

    {{Concerns that the cover of the first witness to take the stand at the ICC trial of Kenya’s Deputy President William Ruto had been blown Wednesday forced the court to go into an emergency private session to discuss the security of witnesses.}}

    The prosecution pressed judges to allow more stringent witness protection measures citing the difficulty with the Kenyan cases before the International Criminal Court at The Hague.

    The unscheduled closed-door session that took up the morning hours pushed planned submissions on Kenya’s relationship with the ICC to the afternoon, meaning Witness 536 — who first took the stand on Tuesday — did not continue with her testimony yesterday.

    The court has taken measures to conceal the identity of the witness by, among other measures, concealing her face and distorting her voice, but reports indicated that both the prosecution and the witness were concerned about attempts to reveal her identity.

    When the court resumed in the afternoon, Presiding Judge Chile Eboe-Osuji warned those participating in proceedings and the public that the court would prosecute anyone who revealed the identity of witnesses.

    “Members of the press, bloggers, social media members or participants and their web hosts are particularly called upon to desist from anything that would reveal or attempt to reveal the identity of protected witnesses. Such conduct will be investigated and the culprits will be prosecuted,” warned Judge Eboe-Osuji.

    Kenya’s determination to withdraw from the ICC haunted Deputy President Ruto and his co-accused, journalist Joshua Sang, as the prosecution charged that it had evidence of hostility towards the court.

    Trial lawyer Anton Steynberg pressed for more protective measures, including withholding of the identities of witnesses before they are called up to testify.

    Police Arrest Woman for Killing NewBorn

    {{Residents of Ntunga cell, Mwurire sector in Rwamagana district, on September 16 woke-up to a shock after a woman in the area gave birth and threw the toddler in a pit latrine.}}

    Claire Tuyisenge, 31, who is currently in police custody, allegedly gave birth to a baby girl and dumper it in a pit at night.

    She is detained at Musha police post. Police said she will be charged with infanticide.

    Infanticide, which is the killing of a biological or adopted child, is punishable with a life sentence under article 143 of the penal code.

    The body of the tot was retrieved and taken to Rwamagana hospital for post-mortem.

    Police also dismissed claims by the suspect, who alleged that she had just gone to ease herself, when the incident happened.

    “This is a planned and shameful crime of killing own baby,” Supt. Emmanuel Karuranga, the Eastern region police spokesperson, said.

    He advised girls to have protected sex, if they cannot abstain, and to plan when to have a child.

    “Killing own baby is not the solution. If one can’t support the unplanned pregnancy, why can’t they seek support rather than committing such a sinful and unlawful act,” he questioned.

    Uganda Handed Tough CHAN Draw

    {{UGANDA has been handed a tough group for the 3rd edition Orange Africa Nations Championship (CHAN) after the draw which was held on Wednesday at the CAF Headquarters in Cairo, Egypt.}}

    The draw that was conducted by CAF Secretary General, Hicham El Amrani placed Uganda in Group B alongside Morocco, Zimbabwe and Burkina Faso.

    In light of a poor record against North African teams, Cranes would have been forgiven for dreading the prospect of facing any of Libya or Morocco but fate placed them alongside the latter.

    There is scant consolation for Uganda afterall the last time these two met back in 2011, Cranes defeated the North African giants 1-0 in the LG Cup. Morocco is currently ranked 74th in the world and 16th on the continent, 7 and 3 places ahead of Uganda respectively.

    Rapidly improving Burkina Faso who will be making their first ever appearance at the biennial tournament for home-grown players will have to field a new look team compared to that which finished as runners-up at the 2013 African Cup of Nations.

    All of the 23 players were picked from all over Europe and this will probably give Micho and his team a glimmer of hope against a team ranked 51st in the world and 9th on the continent.

    Zimbabwe who are making their 3rd straight appearance at the tournament, a joint record held with neighbours DRC and Ghana, have failed to make it out of the group stages in previous editions. Uganda’s record isn’t any better having failed to avoid defeat in all its games. Uganda will open up its campaign against Burkina Faso.

    Hosts South Africa were drawn in Group A, arguably the ‘group of death’, alongside Mozambique, defending African champions Nigeria and giants Mali.

    Group C has runners up of the inaugural edition in 2009, Ghana, Congo-Brazzaville, Ethiopia and Libya.

    DR Congo, the first winners of the tournament are placed in Group D alongside Mauritania, Burundi and Gabon.

    All the qualified teams with the exception of hosts South Africa, were ranked based on their performances during the last two editions of the CHAN competition in 2009 (Cote d’Ivoire) and 2011 (Sudan) and took into account zonal considerations.

    The four seeded teams were South Africa, DR Congo, Ghana and Zimbabwe. Pot 2 was made up of Gabon, Mali, Libya and Uganda with Burkina Faso, Burundi, Ethiopia and Nigeria in Pot 3 whereas Congo, Mauritania, Morocco and Mozambique made up Pot 4.

    The ceremony was graced by CAF President Issa Hayatou and members of the CAF Executive Committee and Chairman of the Organising Committee, Almamy Kabele. Also in attendance was Chief Mwelo Nonkonyana, Board Chairman of the Local Organising Committee and Board members, Mvuzo Mbebe, Chief Executive Officer of the LOC and Kirsten Nematandani, President of South Africa Football Association (SAFA).

    The championship will kick off on 11th January when hosts South Africa take on Mozambique, and end on 1st February with Cape Town, Mangaung and Polokwane as the host cities.
