    Somali prime minister calls for aid to combat al Shabaab

    {{Somalia’s prime minister appealed on Tuesday for international support to combat al Shabaab militants but said a military solution to their insurgency alone was not enough.}}

    Addressing the U.N. Human Rights Council in Geneva , Abdi Farah Shirdon denounced what he called the “cowardly attack” by al Shabaab militants on a shopping mall in the Kenyan capital Nairobi and said those responsible must be held accountable.

    He praised the 17,000-strong African peacekeeping force deployed in Somalia for improving security and fighting al Shabaab, who he said were now weakened.

    But Somalia, emerging from two decades of civil war, still faced many challenges, he said.

    “We still have a difficult journey ahead of us. A military solution alone is not enough, promotion of rule of law, greater regional cooperation and economic stability and provision of public services are all key factors that complement the military effort,” Shirdon said in his speech.

    A government priority was to cut youth unemployment.

    “This provided al Shabaab a building ground to recruit and spread their destructive ideology. It is therefore essential to create educational and economic opportunities for youth,” he said.

    Al Shabaab said on Tuesday its fighters were still holed up in the mall they attacked at the weekend. The known death toll stands at 62.

    Key Syrian rebels reject National Coalition

    {{Key Syrian Islamist rebel groups say they do not recognise any foreign-based opposition group, including the Syrian National Coalition.}}

    “The National Coalition and the proposed government under [recently chosen] Ahmad Tomeh does not represent us, nor do we recognise it,” 13 of Syria’s most powerful rebel groups said in a joint statement late on Tuesday.

    The groups include members of the main rebel Free Syrian Army, as well as Liwa al-Tawhid, the main rebel force in the northern province of Aleppo, and Jabhat al-Nusra, an al-Qaeda-linked group.

    The UN Security Council blacklisted al-Nusra Front as an alias of al-Qaeda in Iraq in May, while the US State Department had designated the group as a terrorist organisation in December last year.

    Ahrar al-Sham also signed on, as did the 19th Division, a significant but relatively new addition to the mainstream FSA.

    In their statement, they also called for Islamic law to be applied.

    “These forces call on all military and civilian groups to unite in a clear Islamic context that… is based on sharia [Islamic] law, making it the sole source of legislation,” it said.

    They called for “unity” and “to reject division… putting the interest of the [Islamic] nation over the interest of each group”.

    Russian Parents Group asks Putin to Cancel Elton John Concert

    A Russian parents’ committee has asked President Vladimir Putin to cancel a planned concert by gay musician Elton John, saying he intended to violate a ban on “homosexual propaganda”.

    In an open letter to Putin, the local parents’ group in central Ural region was reported by media as saying: “The singer intends to come out in support of local sodomites and break the current Russian law, directed at protecting children.”

    Critics say the law banning gay “propaganda” among minors – which has prompted calls for a boycott of Russia’s hosting of the 2014 Winter Olympics – is discriminatory, barring people from being open about their sexual orientation.

    The law is part of a broader attempt by Putin to win over Russians in the mostly conservative country following protests against his rule among urban and often middle class voters over his return to the Kremlin last May.

    The parents’ committee was unavailable for comment despite repeated phone calls.

    Sir Elton John, who reminisced in an interview earlier this month with the Guardian newspaper of having sex on a Moscow rooftop with a translator during his 1979 Soviet Union tour, said he wanted to perform in Russia to support the gay community.

    “As a gay man, I can’t leave those people on their own without going over there and supporting them. I don’t know what’s going to happen, but I’ve got to go,” he said in the interview.

    John will perform on December 6 in Moscow and December 7 in Kazan.

    One of the world’s most prominent gay celebrities, he lives with his partner David Furnish, with whom he is in a civil union, and is bringing up two children.

    He has campaigned for gay rights in Britain and in Ukraine where he was denied the right in 2009 to adopt a child because of his age and marital status.

    Reuters received no comment from John despite an email request.

    Performers Madonna and Lady Gaga criticized the law in concerts in St Petersburg last year, leading Moscow to implement a harsher visa regimes for performers coming to Russia.

    U.S. singer Cher turned down an invitation to perform at the Winter Games in Russia’s Black Sea resort of Sochi because of the anti-gay propaganda, saying the decision was a “no brainer”.

    Human rights groups say the new law has fueled hate crimes against homosexuals.

    Homosexuality was decriminalized after the collapse of the Soviet Union in 1991, but polls by the independent Levada Center show a majority of Russians approve of the new legislation and nearly 40 percent believe gay people need treatment.

    The emeritus Pope, as he is now known, addressed the issue in a detailed letter to a prominent atheist, which also covered many other matters.

    It is thought to be the first time that Benedict has publicly rejected personal responsibility for covering up abuse.

    Some critics say he must have known of efforts to protect abusive priests.

    Benedict’s letter, to the professor of mathematics Piergiorgio Odifreddi, was published in La Repubblica newspaper after the professor sought the former Pope’s permission.

    His comments are the first to be released publicly since he left office, saying he would retreat to a life of prayer. He was apparently concerned not to have a public role that might impinge on his successor, Pope Francis.

    And Defoe, who has scored six goals in his three first-team starts this season and is now Tottenham’s fifth highest goalscorer in history, relished the clever balls being played in behind the defence by Lamela.

    Villa goalkeeper Jed Steer, making his second start of the season after a summer move from Norwich, kept his side in the game with a number of fine saves.

    Iran’s Rouhani Calls for ‘Consistent Voice’ From U.S. on Nuclear Issue

    Iran’s new president, Hassan Rouhani, expressed hope on Tuesday that U.S. President Barack Obama would not be swayed by “warmongering pressure groups” at home in dealing with the Iranian nuclear dispute and called for a consistent voice from Washington on the issue.

    Speaking to the United Nations General Assembly hours after Obama addressed the annual gathering of world leaders, Rouhani said he was prepared to engage in “time-bound and results-oriented” nuclear talks and did not seek to increase tensions with the United States.

    “I listened carefully to the statement made by President Obama today at the General Assembly,” he said. “Commensurate with the political will of the leadership in the United States and hoping that they will refrain from following the short-sighted interest of warmongering pressure groups, we can arrive at a framework to manage our differences.”

    “To this end, equal footing, mutual respect and the recognized principles of international law should govern the interactions,” he said. “Of course, we expect to hear a consistent voice from Washington.”

    A potential encounter at the United Nations between Obama and Rouhani failed to take place on Tuesday as the Iranians indicated it was too complicated, senior Obama administration officials said.

    U.S. Deputy U.N. Ambassador Rosemary DiCarlo was seated at the U.S. table while Rouhani spoke. Earlier, Iranian Foreign Minister Mohammad Javad Zarif was present for Obama’s speech.

    While his speech lacked the strident anti-Western rhetoric of predecessor Mahmoud Ahmadinejad’s U.N. speeches, Rouhani offered no concessions. He repeated Tehran’s position that Iran is not interested in atomic weapons.

    “Nuclear weapon and other weapons of mass destruction have no place in Iran’s security and defense doctrine, and contradict our fundamental religious and ethical convictions,” he said in his first U.N. speech since taking office in August.

    While he avoided any suggestion that Israel had no right to exist, he sharply criticized the treatment of the Palestinians – albeit without naming Israel directly.

    Germany’s Ifo think tank said that its latest reading on business morale showed that the euro zone’s biggest economy was on a sustainable growth path after weak start to the year, but that any recovery was likely to be modest.

    “The further rise in German Ifo business sentiment confirms that the economy is recovering, but we continue to expect growth to be reasonably sluggish,” said Ben May, a European economist at Capital Economics.

    The euro initially slipped when the Ifo fell short of expectations though soon recovered to be little changed against the dollar at $1.35.

    European shares turned negative after the report, trading down 0.1% on the day, before edging higher again .FTEU3, while German government bond futures hit a session high, up 33 ticks on the day.

    The MSCI global index of shares dipped 0.1 percent .MIWD00000PUS after MSCI’s broadest index of Asia-Pacific shares outside Japan .MIAPJ0000PUS had earlier eased 0.6 percent, taking its cue from a softer Wall Street.

    One bright spot was shares in iPhone suppliers, burnished by news that Apple Inc (AAPL.O) sold 9 million new iPhones during their first three days in stores with U.S. stock futures point to a steady start on Wall Street later in the day.

    Rwanda’s success depends on Rwandans living at home and abroad working together as well as partnering with friends of Rwanda to achieve the set goals.

    Past events held in Boston, Chicago, Paris and Brussels were a resounding success and attracted many thousands of Rwandans who are committed to their country’s development.

    While remaining a few days to make that event happen in Canada, Rwandans living at home have given different opinions about Rwanda Day Canada 2013 and what they expect from the event.

    A number of citizens who spoke to IGIHE confirmed that they have seen positive impacts from previous events while at the same time expecting the same from the forthcoming event scheduled to take place in Canada from 27th to 28 September 2013.

    Pascal Gakuru, a businessman in Kigali city, says Rwanda Day is an opportunity for Rwandans living abroad to meet their leaders adding that the day also has became another opportunity to attract investors who are interested in doing business in Rwanda.

    He said that he is expecting that friends of Rwanda in Canadians will get to know the real image of Rwanda.

    “From what I heard from previous events and what I witnessed, Rwanda Day has been an opportunity to attract investors and they have already started their businesses in Rwanda. So this one to be held in Canada, I think there should also be some people who will decide to shift their business to Rwanda” Said Gakuru

    He added that while investors from the United States will come to Rwanda-it will increase the culture of competition among local business practitioners.

    Marlene Nikuze, another Rwandese, said that due to Rwanda Day events, Rwandans living abroad have committed to keep in touch with their native country. She said this special event will raise awareness among Rwandans to keep supporting their country.

    “I am optimistic that Rwanda Day Canada 2013 will increase the commitment among Rwandans who want to contribute to their national development as they have done when they decided to create the “One Dollar campaign “to support victims of the 1994 Genocide against Tutsi especially homeless orphans”

    Although no exact number of Rwandans living in Canada, but there are between 13, 000 and 14, 000 Rwandans there. Holding the event there means the message will reach very many Rwandans and many Rwandans at home are having beyond expectations.

    Imbuto Foundation Schedules Reading Day Campaign in Nyanza & Rubavu

    {{Imbuto Foundation will carry out its Reading Day Campaign on September 25th in Nyanza district and on October 2nd in Rubavu district. }}

    For this year’s campaign, Imbuto Foundation is partnering with Rwanda Library Services under the theme ‘Reading Week Festival’.

    This year Imbuto Foundation is targeting 600 primary school children and 300 parents as the key audience in raising awareness on reading.

    So far, Imbuto has held 8 reading day events and conducted 3 reading competitions.

    The Reading Day Campaign aims to encourage children to explore the pleasure of reading and writing, as well as showcase learning as an active process where children should take the lead in engaging with reading materials.

    It is a social mobilization campaign also meant to raise awareness among teachers and parents on the importance of reading and equip them with knowledge and skills on how to cultivate the love of reading and writing in young students.

    ‘Reading Day’ is conducted in parallel with Rwanda Reads! Campaign led by the Ministry of Education.

    The latter is a national campaign consisting of a partnership between local and international organizations working together to promote reading and writing for personal learning and enjoyment.

    It further strives to increase access to reading materials by availing more books through schools, libraries and bookstores.

    Specific objectives of the Reading Day Campaign include; promoting reading culture amongst primary school children at school and at home and Raising awareness among educators and parents on the importance of reading and how to help children to develop skills and an interest in reading and writing.

    This is achieved through the use of media and promotional channels including partnerships.

    Let me begin by extending my deepest condolences and unreserved support to the innocent victims of the latest terrorist attack in Nairobi. The Government and people of Rwanda firmly stand with Kenya in resisting and combatting the scourge of terrorism wherever may occur.

    I thank Secretary General Mr. Ban Ki-Moon and Dr. Nkosazana Dlamini-Zuma for convening this most important meeting in support to the Peace, Security and Cooperation Framework for the DRC and the Region.

    I also would like to thank Special Envoy Mary Robinson and Special Representative Martin Kobler for their sustained efforts in this process.

    Their recent trip to the Great Lakes region, along with the Special Envoys of the AU, the EU and the US, have added value to our efforts towards a peaceful solution to the conflict in the DRC.

    Particular appreciation is due to President Museveni of the Republic og Uganda, for his tireless efforts toward sustainable peace in our region.

    Under his leadership, the ICGLR has been able to spare lives by deescalating tensions on the ground; it has also underscored the fact that a political solution that addresses the root causes of the conflict is the only path towards lasting stability.

    The adoption of the benchmarks and indicators is a significant step towards organizing and measuring our collective efforts.

    As a neighbour whose own stability and prosperity depends on a peaceful DRC, we inevitably are clear of the promise of a peaceful region for everyone.

    The report of the Technical Support Committee made an important reference to the guiding principles we adopted last year in Addis Ababa.

    Namely; the leadership and ownership of the process by the signatories; the shared responsibilities for the success of the Framework; the support to existing regional efforts; and the lessons learned from past experiences and best practices in the implementation of peace processes.

    We particularly welcome the benchmarks and indicators related to the neutralization and disarmament of all armed groups that have caused death, chaos and desolation, for decades in the entire region.

    We look forward to the materialization of these commitments alongside the economic aspects of the Framework committed and empowered by the UN Secretary-General and World Bank President when they visited the region few months ago.
