    Thai Sex Show Owner Arrested After Rihanna Visit

    {{Thai authorities said Monday they had arrested the owner of a sex show visited by pop icon Rihanna — the latest crackdown inadvertently triggered by the singer’s tweets.}}

    The bar owner on the island of Phuket has been charged in connection with the lewd performance, local district chief Veera Kerdsirimongkol told media.

    “It was the result of the visit by Rihanna. The authorities will be more strict towards inappropriate shows or wildlife attractions,” he said.

    Thai tourist officials were left red-faced after Rihanna’s tweets underscored the kingdom’s seedier side.

    “Either I was phuck wasted lastnight, or I saw a Thai woman pull a live bird,2 turtles,razors,shoot darts and ping pong, all out of her pu$$y,” she wrote in a message on September 20 to her more than 32 million followers on Twitter.

    Last month two men were arrested for possessing a protected slow loris after Rihanna posted a picture of herself with the primate on a night out in Phuket during her “Diamonds” world tour.

    Use of the slow loris and other protected species for tourist snaps — while common in Thai tourist resorts — is officially illegal.

    According to wildlife protection campaigners, mother lorises are often killed while the young are stolen. The primates’ teeth are also removed due to their toxic bite.

    Foreign diplomats have urged Thailand to crack down on scams and crimes against tourists in Phuket.

    Local tourist police volunteers warn against venturing into strip clubs offering “ping-pong shows? due to the risk of overpriced drinks and threats of violence against people who refuse to pay.

    UN Agency Urges China to Drop HIV Spa Ban

    {{The United Nations’ AIDS agency Monday condemned a draft Chinese regulation to ban HIV-positive people from spas and public bathhouses, as campaign groups expressed outrage over the proposal.}}

    The proposed Ministry of Commerce rule is the latest instance of longstanding discrimination against HIV-positive people in China.

    A draft was posted online by China’s State Council, or cabinet, and orders spas and similar establishments to prominently display signs prohibiting “people with sexually transmitted diseases, AIDS and infectious skin diseases”.

    Hedia Belhadj, China country coordinator for UNAIDS, said Monday it was concerned by the provision and called for it to be removed.

    She pointed out there is no risk of transmission of HIV in a spa or bathhouse setting.

    “UNAIDS recommends that restrictions preventing people living with HIV from accessing bath houses, spas and other similar facilities be removed from the final draft of this policy,” Belhadj told media.

    She urged that “any other policies preventing people living with HIV from accessing public or private services also be revised”.

    UNAIDS estimates that there are 780,000 people living with HIV in China.

    Chinese campaign groups blasted the proposed rule, which is open for public consultation until next month.

    “The only value of this draft law is in discriminating against those with AIDS,” Yu Fangqiang, director of the Nanjing-based anti-discrimination NGO Justice for All, told media.

    His organisation and five other domestic NGOs are seeking to collaborate on a response, he added.

    “This law must be changed. All the HIV NGOs know this new rule, and they want to fight it,” Yu said.

    UNAMID peacekeeper Killed

    {{Attackers swooped on a UN water convoy in Sudan’s troubled Darfur region Sunday, killing three Senegalese peacekeepers, the United Nations said.}}

    It was the second deadly attack on the UN mission in Darfur, UNAMID, in three days and UN leader Ban Ki-moon called on the Sudanese government to act over the incidents.

    UNAMID did not identify the group behind the latest attack in which a fourth Senegalese soldier was also wounded.

    The peacekeepers were escorting a water convoy from the town of El Geneina to the UN mission’s regional headquarters in West Darfur when they were ambushed, UNAMID said in a statement.

    The assailants hijacked a vehicle that was recovered four miles (seven kilometers) away.

    Another UNAMID patrol was attacked on the same road a year ago.

    UN peacekeepers have increasingly become a target for ambushes and attacks in the western region of Sudan which has been at war for the past decade. The UN says at least 300,000 people have died in the conflict.

    Assailants killed a Zambian military observer with in the main North Darfur city of El Fasher on Friday.

    In July, seven Tanzanian soldiers and a Sierra Leone police officer were killed and 16 others wounded near Nyala, one of the main cities in Darfur.

    “All too often, UNAMID peacekeepers are attacked and killed in the line of duty while helping the Sudanese bring peace to Darfur,” UN leader Ban said through a spokesman. “Theses attacks are unacceptable.”

    The spokesman said that Ban called on the Sudanese government “to bring those responsible to justice.”

    UNAMID Joint Special Representative Mohamed Ibn Chambas called the latest attack a “grave criminal act,” the mission said.

    He urged the Sudanese government to bring the perpetrators to justice, and thanked local authorities for pursuing the attackers and engaging them in a firefight said to have wounded people on both sides.

    The Darfur war started when local groups launched an uprising in 1993 against the Arab dominated Khartoum government.

    Government forces were accused of launching a brutal repression that led to war crimes and genocide charges against President Omar al-Bashir and other Sudanese officials.

    Hundreds of people have died in a surge of fighting during the past year that authorities and experts largely blame on rivalry between Arab tribes acting outside government control.

    UN peacekeepers have often been attacked for their vehicles and weapons.

    Dr. Jonathan Ciano the CEO of Uchumi says, the cross-listing will enable Rwandans to own part of Uchumi.

    He said, “Uchumi will be among the few listed securities on the Rwanda Capital Market, which is great for us. It will also give us the visibility that we and our customers need. Our objective is to make Uchumi a business that is owned, managed and supported by East Africans.”

    Dr. Ciano added, “Listing Uchumi shares in Rwanda will also help in the development of the local capital market and provide an investment opportunity to thousands of Rwandans since it now makes it convenient for them to invest in the company without going to Kenya.”

    Robert Mathu, the Capital Markets Authority executive director noted, “The CMA board has approved the cross-listing of 265,426,614 ordinary Uchumi shares of par value Ksh5 (Rwf38) each on the Rwanda Stock Exchange.”

    The school which was established in 1998 is located at Rutonde Sector, in Rwamagana District.

    The requests to admit more students at the school stem from the great performance by the school since its establishment with only Ordinary Level (Tronc Commun).

    A 2011-2012 Report by school inspectors had recommended for the closure of the school due lacking of basic facilities especially dormitories for accommodation of students.

    However, since then, parents pooled resources and constructed three blocks for accommodation of students but non has been admitted to occupy the new facilities.

    In a letter referenced 2762/05.01/01 from the Ministry of Education seen by IGIHE, it is stated that the school lacks accommodation facilities and that the school lacks enough land for expansion.

    The school management and parents do not agree with statements in the letter saying they have already constructed enough dormitories and that the distict authorities are satisfied with the new facilities at the school.

    Police in Musanze has arrested a 31-years-old man with 15,004 pallets of marijuana.

    The suspect, Medard Muvugabigwi, a motorist, was arrested yesterday, around 8:00PM along the Rubavu-Musanze road.

    He is currently held at Busogo Police Station.

    Muvugabigwi told Police he was paid Frw25, 000 to deliver the drugs to an unidentified person in Musanze town.

    Northern Province Police Spokesperson, Chief Superintendent Francis Gahima, said Muvugabigwi was arrested because more efforts have been put in place to crackdown crime in the region.

    While drug dealers devise means to evade arrests, Police, with the help of the public, will not give room for the crime to thrive.

    “Whatever strategies they may opt for, Police won’t retire from combat this unlawful act”, he said.

    If found guilty the suspect could go to jail for three years and pay Rwf500, 000 fine.

    Rwanda Signs- 80 MW Power Plant Project

    {{In the midst of the Annual World Bank meetings in Washington D.C., the Ministers of Finance from Burundi, Rwanda and Tanzania signed $340 million for the Regional Rusumo Falls Hydroelectric Project. }}

    This project is the first operation under the World Bank Group Great Lakes Regional Initiative inaugurated by World Bank Group President Jim Yong Kim during his historic joint visit with UN Secretary General Ban Ki-moon in May 2013.

    The World Bank financing of a total US$340 million – US$113.30 million to each of the governments of Burundi, Rwanda and Tanzania respectively.

    Hon. Minister Claver Gatete shook hands with Mr. Colin Bruce, Director of Strategy Operations and Regional Integration at the World Bank during this momentous signing ceremony. The 80 megawatt generation capacity will boost reliable power supply to the electricity grids of Burundi, Rwanda and Tanzania.

    It will also reduce electricity costs, promote renewable power, spur job-led economic development and pave the way for more dynamic regional cooperation, peace and stability among the countries of the Nile Equatorial Lakes (NEL) sub-region in east Africa.

    Power demand is increasing rapidly and the limited availability of electricity is constraining development in the region. The three main project beneficiaries are characterized by constrained power systems where demand exceeds present generation capacity.

    The costs of meeting peak loads on national power systems are high as these loads are supplied from expensive thermal plants.

    Investments in power generation facilities will increase the reliability and lower the cost of electricity, thus contributing to the achievement of the countries’ economic development.

    The Rusumo power plant is set to commence in 2014.

    President Kagame began by reminding the participants of the long standing history of partnership between Uganda and Rwanda:

    “Rwandans and Ugandans were doing business with each other long before the two countries became states in the modern sense. It is only proper that we do everything possible to facilitate growth of the historical process of doing business together. Opportunities and solutions for economic growth lie within ourselves.”

    President Kagame then challenged the business community to do more to ensure economic growth and transformation for the people of both nations:

    “The business community has the challenge and responsibility to make our economies competitive and self-sustaining. This is the only way we can truly create prosperity for our people. Greater opportunities exist & I am convinced that we have hardly tapped the business potential to any significant extent.

    Pointing to the commonalities that bring Rwanda and Uganda together, President Kagame urged those present to focus on the potential that lays within:

    “We are better off together and the sky is the limit.”

    Unity Club Urged to Embrace ‘Ndi Umunyarwanda’

    {{On Saturday, members of the Unity Club met for the sixth general assembly at Gabiro School of Infantry, in Gatsibo District.}}

    The First Lady told the over 300 delegates in attendance that as leaders, they need to be the torchbearers, analytically look at the problems the country is faced with, and come up with a befitting solution.

    She challenged the leaders present to take it upon themselves to ensure that every Rwandan is proud of being one, in what she called the ‘Rwandan spirit’ lauding the country’s youth who dreamed the ‘Ndi Umunyarwanda’ initiative.

    “Our aim of establishing Unity Club was to advance peace, unity and reconciliation, open dialogue and truth. These values have enriched our understanding and fit well in this initiative of Ndi Umunyarwanda,” said Mrs Kagame.

    Ndi Umunyarwanda, (I am a Rwandan) is an initiative by Rwandan youths aimed at having an open dialogue, telling the truth, repentance, forgiveness and healing mainly to strengthen the culture of accountability.

    It was born out of the YouthConnektDialogue, an initiative by Rwandan youth, which aimed at looking beyond what divides Rwandans to have a nation that is built on trust.

    She said that the youth, in coming up with the idea, presented to the leadership a challenge, and this calls for them to sit together and look from amongst themselves, for a way this spirit can be entrenched in all Rwandans.

    “It is hard to measure the way we, as leaders, have been transformed ideologically as we continue to engage in such forums, but I am confident there is a major positive shift if I am to gauge from the time this club was formed,” she said.

    Mrs Kagame pointed out that one of the main issues that led the Genocide against the Tutsi was ethnic divisionism, “but we cannot dwell on how Rwandans were divided; instead, we need to put much of our focus on the root causes of such divisionism.”

    She said that as leaders, they should build on the challenge presented to them by the youth, to come up with tangible solutions, by the time the country marks the 20th commemoration of the 1994 Genocide against the Tutsi, which is by April next year.

    In reference to Ndi Umunyarwanda initiative, Deputy Chief Justice Sylvie Zainab Kayitesi said the programme is aimed at ensuring openness among Rwandans and the ultimate goal is ensuring that all Rwandans move at the same pace in the course of development and social welfare.

    The first vice president of Unity Club, Monique Nsanzabaganwa, said that the previous fora dwelt on similar topics of uniting Rwandans.

    “We decided to hold this session under the topic of Ndi Umunyarwanda as a way of empowering the initiative of healing. We can only realize true healing if leaders take a journey into themselves, bring out what has been bothering them, forgive and ask forgiveness,” said Nsanzabaganwa.

    Other key speakers at the two-day forum were Prime Minister Pierre Damien Habumuremyi and Bishop John Rucyahana among others.

    Unity Club, which was formed in 1996, is a non-profit organisation which brings together current and former senior government officials and their spouses.

    {{Police has warned illegal fishermen saying the consequences are not only high, but the risks are also costly.}}

    The call comes fortnight ago after a 35-yearl-old fisherman was fatally attacked by a crocodile. Residents learnt about Joseph Ntibarikure’s death when they discovered half of his body floating on the shores of the lake the next day.

    Ntibarikure had gone fishing at night to avoid an arrest.

    Eastern Province Police Spokesperson Senior Superintendent Jean Marie Njangwe said Ntibarikure’s death is saddening, and warned other fishermen to avoid illegal fishing.

    He advised fishermen to seek permission from authorities and also inform colleagues when they go into the waters or go with fishing with a partner.

    Illegal fishing is punishable by law, he SSP Njangwe said.
