    French Girl Attempts Suicide After ‘Veil Attack’

    {{A 16-year-old girl, who filed charges against a pair of skinheads for what she said was an Islamophobic attack on August 12, attempted to commit suicide on Monday by jumping from a window in her apartment block.}}

    According to a police report, the girl was assaulted on August 13 in the troubled town of Trappes, 35 kilometres west of Paris.

    Two men with shaved heads approached the Muslim girl with a “sharp object,” ripped off her headscarf, shouted Islamphobic insults and hit her on the shoulder before fleeing by car, a judicial source told French media.

    The girl made a first attempt to take her life on August 23 by ingesting a dangerously-high quantity of medicated drugs, police said.

    After jumping from a window on the fourth floor of her apartment building on Monday evening she was said to be “seriously injured” but still conscious when taken to hospital by paramedics.

    She was then transferred to a hospital in Paris during the night. Local authorities described her condition as “worrying”.

    “At this point in the investigation, the introduction in France of the vehicles targeted by the challenged decree cannot be considered in itself to constitute a serious threat to the environment,” France’s Council of State, the country’s highest court in administrative matters, wrote in a statement explaining its ruling.

    This is the second time the German car manufacturer has won a court order against the French government since the row started last June.

    The French authorities then rejected “type approval” – the EU-wide certificate required to put a new model on the road – for four new classes of Mercedes-Benz cars. They argued that their air-conditioning system did not comply with European law.

    Indian Rupee Hurtles Lower as Foreign Investors Flee

    {{The Indian rupee slumped to a record low below 68 per dollar and shares tumbled on Wednesday on growing worries that foreign investors will continue to sell out of a country facing stiff economic challenges and volatile global markets.}}

    Foreign investors sold nearly $1 billion of Indian shares in the eight sessions through Tuesday – a worrisome prospect given stocks had been the country’s one sturdy source of capital inflows, although net purchases so far this year still total $12 billion.

    The partially convertible rupee hit a record low of 68.75, down 3.7 percent on the day, after posting its biggest daily percentage fall in 18 years on Tuesday.

    “It is just impossible to put any realistic value to the rupee anymore,” said Uday Bhatt, a forex dealer with UCO Bank.

    The need to attract foreign capital is critical for a country whose record high current account deficit is a key reason behind the rupee’s slump.

    Yet policymakers have consistently struggled to come up with measures that can convince markets they can stabilize the currency and attract funds into the country.

    That failure is becoming an increasing source of tension for India at a time when fears of a possible U.S.-led military strike against Syria are knocking down Asian markets, with prospect that the Federal Reserve will end its period of cheap money as early as next month further raising concerns.

    In its latest initiative, the government late on Tuesday proposed setting up a task force to look into currency swap agreements, a measure analysts said could bring some relief if carried out in time by reducing market demand for dollars or other major currencies.

    “Let’s see what the authorities do, but if the government can come out with some really big currency swap arrangement with some countries, that can be a strong positive,” Bhatt said.

    The rupee has now fallen around 19 percent so far this year, by far the biggest decliner among the Asian currencies tracked by Reuters.

    Meanwhile, India’s main NSE index fell more than 2 percent while 10-year bonds yields rose to as high as 9.04%.

    President Kagame Attends 2nd Infrastructure Summit in Mombasa

    President Kagame will Wednesday join Presidents Kenyatta of Kenya and Museveni of Uganda for the 2nd Infrastructure Summit in Mombasa, Kenya.

    This follows the inaugural trilateral meeting held in Entebbe in June this year aimed at accelerating regional infrastructure and policies that will strengthen cooperation and lead to socio-economic development in the region.

    To ensure faster implementation, responsibilities have been shared with Uganda committing to lead the railway development and political federation sector, Rwanda to lead on the Single Customs Territory, Single Tourist Visa and use of East African Community National identity card while Kenya is to chair the implementation of the oil pipeline and electricity generation.

    President Kagame and President Museveni are also also scheduled to join President Kenyatta to officially open the Ksh5.6 billion ($66.7 million) Berth number 19 at Mombasa port – the space where ships dock or anchor as they are offloaded or loaded. The new berth is expected to raise the port’s capacity by 33 per cent.

    President Kagame will be accompanied to the Mombasa meeting by the Minister of Foreign Affairs and Cooperation Louise Mushikiwabo, Minister for Infrastructure Prof. Silas Rwakabamba, Minister of Finance and Economic Planning, Amb Claver Gatete, National Coordinator of the Tripartite Initiative, Monique Mukaruliza and Rwanda’s High Commissioner to Kenya, Yamina Karitanyi.

    This summit will evaluate progress made by each country and will be followed with a third meeting scheduled for Kigali in October.

    Rwanda & Tanzania Pursue Quiet Diplomacy

    {{The East African Community (EAC) Secretary-General Dr. Richard Sezibera has said that Rwanda and Tanzania are engaged in quiet diplomacy aimed at resolving the recently soured relations between the two neighbours.}}

    He said, “Disagreements are not good for the community,” adding that the strained relations between the two neighbours were of concern to the EAC. “The issue has to be resolved…I’m sure it will be resolved diplomatically.”

    Dr. Sezibera told Journalists that most of the diplomatic efforts are being handled away from the media which he says had blown the matter out of proportion.

    “I don’t want to go into detail on what is happening behind the scenes. We will do our best to have the two countries resolve what led to this state of affairs,” He said in his first reaction to the soured relations between the two EAC member states.

    The EAC Secretary General also said that a Tanzanian ministerial delegation has been in Rwanda lately for discussion with their Rwanda counterparts.

    He also cautioned the media to carefully handle information that could further damage relations between the two countries.

    Dr Sezibera dismissed reports that Rwanda and Uganda were contemplating to stop using Dar es Salaam port and questioned the authenticity of the information which, he added, did not originate from Rwandan officials.

    On the recent expulsion of illegal immigrants from Kagera Region, the EAC boss said Tanzania was within its rights, although the decision was not good for the East African cooperation spirit.

    Mr Sezibera said the EAC would dispatch a fact-finding team to Kagera following claims of human rights abuses during the expulsion of illegal immigrants from Rwanda, Burundi, Uganda and other countries.

    The caution was given August 26, by the Minister of State for Education Dr Harebamungu Mathias in Rwaza at celebrations to mark 50th anniversary since the founding of Rwaza Girls school.

    Students were encouraged to concentrate on their studies saying they have the best opportunities today unlike in the past when education was for a few people.

    Over 17,619 students have studied at the school since its establishment in 1962.

    {{A fisherman in Bugesera district has has been attacked and his private parts sliced off by a Hippopotamus on August 25, in Lake Kidogo at Rilima sector.}}

    Other fishermen fishing in lake Cyohoha heard someone screeming and quickly came to his rescue and found his testicles had been chopped off by a hipo in the lake.He was later taken to ADEPR health center in Bugesera.

    Rilima Sector authorities told IGIHE that such incidences are caused by fishermen that illegally enter the lake without boats and most of whom do not belong to fishing cooperative Associations.

    Gasirabo Gaspard the Executive Secretary of Rilima sector said this is not the first incidence of fishermen being attacked by animals in the lake, “very often they get attacked by animals in the lake but they have refused to refrain from illegal fishing”.

    The fisherman whose identity has not been disclosed is said to have illegally gone fishing in the lake after another fisherman had been eaten by a hippo in the same lake the previous night.

    President Kagame urged Rwandans to turn up in big numbers to vote during the upcoming legislative elections to choose candidates who would represent them and serve their interests best.

    He said that every Rwandan has a stake in the development of his or her country and Rwandans have the responsibility to work together for the common goal of development.

    “RPF has never expected to achieve without working hard, we have always and will continue to work hard to achieve our goals. We pledge development, electricity and water for all, continuous improvement to health care and education. We are determined to serve every Rwandan equally and work together to develop our nation.”

    President Kagame pointed out that RPF is reputed as a party that only employs words when it comes to explaining its actions, which is the reason it always delivers on its promises.

    During the official RPF legislative elections campaign kick-off by President Kagame, four other parties; PDI, PPC, PDC and PSR declared their support to RPF during the legislative elections, in the spirit of consensual democracy.

    There were also moving testimonies from a representative of women and youth, who testified about how they have overcome many challenges in their past to succeed in life, due to favourable conditions prevailing under RPF.

    Congolese Refugees Injured in Bus Accident

    {{Sixteen Congolese refugees have been seriously injured in an accident after the bus they were travelling in overtunred in Kibaale district in neighbouring Uganda.}}

    The bus is said to have been transporting over 61 Congolese refugees from Bundibugyo district to Kyangwali refugee resettlement camp in Kyangwali Sub County in Hoima district.

    Kibaale district Traffic Officer told local media that most of the accident victims suffered fractures on their arms and legs, and injuries on their body parts. Segawa says other victims escaped with mild injuries.

    A Red Cross Society Volunteer says that they were working with the Kagadi Hospital Medical staff to contain the situation.

    Four Students Hit by Car in Karongi

    {{Four students have been admitted to Kibuye hospital after they were hit by a saloon car in Karongi district.}}

    Eye witnesses said car driver is a mechanic that was on a test drive after working on the car.

    The accident occured August 26, in Karongi town just next to Kibuye hospital.

    The Police spokesperson of western province, CP Hamza Vita confirmed the incidence saying five pedestrians were hit by the car. Four of the victims were students and were immidiately rushed to Kibuye hospital for urgent medical attention.
